-28.3 SOUTHOLD TOWN BOARD August 9, 1957 A regdlar meeting of the Southold Town Board was held on Tuesday, August 9, 1977 at the Southold Town Hall, Main Road, Southold, New York. Deputy Supervisor Demarest opened the meeting at 3:00 P.M. with the following present: _ Deputy Supervisor..Louis M. Demarest Councilman James H. Martocchia On mOtion of Justice Suterf seconde~:by Councilman Homan, it was RESOLVED that the minutes of the Southold Town Board meeting held on July 26, 1977 be and hereby are approved as submitted. Vote of the Town Board: Ayes: Deputy Supervisor Demarest, Councilman Rich, Councilman Homan, Justice Suter, Justice Doyen. This resolution was declared duly ad6~ted. On motion of Councilman Homan, seconded by Justice Doyen, it was RESOLVED that the next regular meeting of the Southold Town Board will be held at 1:00 P.M., Wednesday, August 17, 1977 at the Fishers Island School, Fishers Island, New York. Vote of the Town Board: Ayes: Deputy .Supervisor Demarest, Councilman Rich, Councilman Homan, Justice Suter, Justice Doyen. This resolution was declared duly addpted. On motion of Councilman Homan, seconded by Justice Suter, it was £ RESOLVED that the July monthly reports of the Supervisor, Police, Building Inspector, Dog Warden, Town Clerk and Justice Suter be and hereby are accepted and placed on file. Vote of the Town Board: Ayes: Deputy. Supervisor Demarest, Councilman Rich, Councilman Homan, Justice Sute~, Justice Doyen. This resolution was declared duly adopted. Deputy:Supervisor Demarest: I. The Town has been offered a used sand pit, originally owned by Petrucci, and now owned by Herbert O. Cassidy. The board has con- sidered it and at this time is not interssted in the purchase Qf this ~Sahd pit. 2. The Bbard discussed the purchase of shelving for the Historian and determined some S~ould be orderedY Depuhy Supervisor Demarest will look into pri~es and report~back at the next meeting. '284 3. Copy machines were discussed by the Board for Justice Suter%s o~fice and Justice Demarest's office. Justice Demarest's copier is not operating as parts of his machine are being used on Justice Suter's machine. The machins at Police Headquarters only works intermittantly. There are two copy machines in the Town Hall. The new larger machins which was installed when the new building opened, and one in the other wing. After research of the situation, it was determined that because of the cost of the two machines, and the fact the new larger machine is not being used to its fullest capacity, the smaller machine should be moved to the Police Headquarters. This was a unanimous decision of the Board. On motion of Justice Suter, seconded by Councilman Homan, it was RESOLVED that one building inspector be and he hereby is authorized to attend the annual New York State Building Official's Conference at the Concord, Kiamesha'Lake, New York, October 5 through 8, 1977, and thaf ~ctual and necessary expenses ~o travel, meals, and lodging incurred while attending said conference be a legal charge against ~he Town of Southold. Vote of the Town Board: Ayes: Deputy~s~pervisor Demarest, Councilman Rich, Councilman Homan, Justice Suter, Justice Doyen. This resolution was declared duly adopted. Deputy Supervisor Demarest: ;. 4. Receipt of a letter from Charles A. Hickmann, attorney for Lillian A. Gozelski who conveyed title t~ land on Peconic Lane, Peconic to the Town of Southold in October 1976, stating that within one year of purchase the Town had agreed to relocate irrigating apparatus from Mrs. Gozelski's property to the parcel purchased from her by the. Town. This matter will be taken care of shortly by putting in a 6 inch casing which would be less expensive than points. 5. Letter from the New York State Department of'Civi~ Servic~ stating that reserve moneys recently transferred to the State from the~insurance carriers for Health Insurance will be distributed to participating agencies if certain el~i~b-itity requirements are met. The T0wn does not meet those requirements. The amount to be received by the Town of Southold is $12,977.00 On motion of Justice Suter, seconded b~-~ouncilman Rich, it was RESOLVED that Deputy Supervisor Louis M~ Demare~t be and he hereby is authorized to execute the necessary papers for submission to the New York State Department of Civil Service for ~he distribution of reserv~ f~nds from the Health Insurance Reserve Receipts Fund, to the Town 6f Southold, in the amount of $12,977.00 Vote of the Town Board: Ayes: Deputy Supervisor Demarest,~ Councilman Rich, Councilman Homan, Justice Suter, Justice Doyen. This resolution Was declared duly adopted. Deputy Supervisor Demarest: 6. Item 6 on the agenda pe~s to the order of the Department of Environmental Conservation establishing the boundaries of tidal wetlands as shown on final tidal wetlands boundary maps, and the Tidal Wetlands Land Use Regulations which will go into effect on August 20th. At that time the moratorium under which the DEC gave permits under certain conditions.will no longer appl~. Two copies of'the regulations have been received, one copy of which will be given to the Building Department. 7. Notification has been received from the New York State ment of Environmental Conservation stating that a voucher has been -forwarded to Albany to. begin the reimbursement process for the shellfish transplan~ spawner project. The town will receive $3,000.00 reimbursement. 8. Receipt of a letter from ~ M. Hurley, Receiver of Taxes, Huntington Town, stating she has been appointed to the Community Affairs Advisory Board of the New York State, Senate. Mrs. Hurley states'that if any New York State law or mandat~ is causing a problem in its implementation in any of the town departments, to please inform ~her ~so she can bring it to the attention of the Advisory Board, or if any town departments seek to enact new laws ,o,r mandates to assist in the efficiency of their operation to please let her know. Mrs. Hurley is the only member on the Board from Long Island. 9~.The bonds for the Fishers Island Ferry District were sold on Augus~ ~nd. There were three bids on the bonds, two at 6% and one at 5.90%. The 5.90% bid was made by the North Fork 'Bank for Adams McEntee & CO ...... ~ :~.~ Justice Francais T. Signorelli, Surrogate ~f a public information program whereby the Surogate and members of ~is staff speak before various public groups throughout the county~ This fall the Surogate is setting aside one Friday of each month so ~he Senior Citizens can visit the court, meet with Surrogate Signorel~i and his staff and~become familia~ with its operation. 11. ~.~i-f~cat~on from ~he_Su-~olk County Office For The Aging stating that the 12 passenge~ vans .f.or Senior Citizen Transportation has b~en cancelled, due to a strike at the factory where the vans were ordered. A letter has been received-from the Reydon Shores Property Owners' Association, Inc., Southold requesting assistance in the payment for dredging the inlet to their harbor in Reydon Shores. The work has been done and the bilL-paid by the Association in the TM amount of $850.00. The Board canno~ find any record ~f an application to do this dredging. The letter mentions a previous conversation with Mr. Martocchia. The request is;being held for investigation. 16. Copies of two letters to 't~e U.S. Army Corps of Engineers from Mrs. W.C. Richardson and William R. Romaine relative to dredging a small c~nnel a't Meadow Beach in H~orseshoe Cove, Cutchogue Harbor, NassaU. Point. These two individuals"request some of the sand dredged be placed on 'their shore kine along with their neighbors. 17. Receipt of a thank you l~tt~r from %he Southold-Peconic Civic Association, Inc. who used the town~hall meeting room for their annual meeting on the evening of July 25, 197'7. 18. Two, letters have been received from Nelson Axien, and D.J. Stanton relative to th~ erosion problem to the east of ~oldsmith's Inlet jetty. Mr. Axien states the nS:ed-for the-jetty, and Mr. Stanto~, en behalf of the Kenney's Beach Association, Inc., requesting that'. an immediate assessement of the~ effects of the Goldsmith's Inlet and'. Jetty be made toward determinin~ whether the removal and/or modific- ation of the existing ~etty will improve the sho~line conditions and/ or prevent their further deterioratiOn.---At the direction of the Board, Deputy Supervisor Demarest will'contact the County to request their assessment of the situation. Mr. Ed Schwindt, representing Peconic Sound Shores Association, ~spoke to the Board relative to the'Goldsmith Inlet and Jetty problem. .They wish to go on record as saying it is extremely essential'~ They do not feel the erosion problem is a result of the jetty, they do not think it could cause a p~oblem 8,000 feet away. Mr. Schwindt quoted several newspapers back as far as 1963 when the jetty was built, citing the need to prevent'further erosion.---M~ Nelson Axien concurred with Mr. Schwindt's remarksl--- Councilman Rich pointed out that before the 3e%ty was built the houses in the area-had to ~e moved back, beca-use of the erosion, several times~ If the jetty is ~emoved, in his opinion,~the ~!'ho~ses woule have to be mQved back-'again.---Deputy Supervisor Demarest ~ted the County will be contacted and request .to make a s~rvey of the situation. 287 Deputy Supervisor Demarest: 1~9. Receipt of a no~ice of public hearing from the Department of Environmental Conservation in the m~tter of the Water Supply Application of Ernest ~. Wilsburg (Orient Point Water Company) for permission to construct a water supply Sytsem for the purpose of furnishing water to a proposed subdivision that will consist of 39 plots. Date of the hearing is September 15th, -10:00 A.M. at the Suffolk County Legislature Meeting Room, County Center, Riverhead, Objections by September 6, 1977. 20. Letuer from the General Code Publishers Corporation stating they no longer have a contract with Robert Fraser, the author of "Town Law for Town officials". Deputy Supervisor Demarest will write to Mr. Fraser to determine how they may continue to receive the supplements to this publication which all town officials now have. 21. Letter from the Mattituck Chamber of Commerce, Henry W. Drum, President, stating the frequency of police patrols in the Mattituck Village was discussed, and request that the patrols be increased during the hours of darkness in and around the village.--The matter has been refer~ed to the Police Department and they indicate they will have more parrots. On motion of Justice Suter, seconded by Councilman Homan, it was RESOLVED that the application of Carl Frelix, Jr. dated June 15, 1977 for a trailer renewal on private road off north side Main Road, Mattituck be and hereby is renewed for a period of six months. This resolution was declared duly adQpted. (Deputy Supervisor Demarest explained that this transfer to parrs is a result of some of the things we get free, or think they are free. Certain employees have been placed, ~hrough County and F~deral funding to work in the town, and consequently to have the necessary equipment for them to work with the-amount of~money allocated to praks has run out. Now money must be transferred to pay the necessary bills so the employees will have the equipment to work with.---This Board has been quite cautious about how monies tha~ they have gotten have been spent so as not to incur costs that will e®me later. This is not always easy to get away from.) On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the low bidder, Tryac Truck & Equipment Co., Inc. Riverhead, New York be and hereby is. awarded the contract to supply the Highway Department with an International Model 240 LoBoy Tractor with mid mount Lehara Hydro Flail boom mower and rear mounted Woo~s Model MR105P razor back mower in,he amount of $10,923.00. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the low bidder, J~.H~.rt"s, Riverhead Ford, be and hereby is awarded the contract to.supply the Highway Department with one new 1978 Ford F-100 Pickup as pe~ specifications in the-amount of $4,689.00 Vote of the Town Board: Ayes: Deputy Supervisor Demarest, Councilman Rich, Councilman Homart., Justice Sute~, Justice Doyen. This resolution wa~ deClared ~duty adopted. (Justice Surer stated that the Southold Blood Program who had requested funds at the lsst meeting, has asked that their request be held in abeyance until they prepare a budget.) (Deputy Supervisor Demarest reqported that Supervisor Martocchia, who he had been to visit once, is recovering quickly, and is vitally interested in the affairs of the Town.) Mrs. Gladys Csajko asked about one or two items that were skipped on the agenda.---Deputy Supervisor Demarest stated they were letter which inadvertantly placed on the agenda pertaining to i~di~iduals other than the Town Board and should not be brought before the public. On motion of Justice Suter, seconded by Justice Doyen, it was RESOLVED that a recess be called at 4:05 P.M., meeting to reconvene at 5:00 P.M. for the purpose of auditing the bills. Vote of the Town Board: Ayes: Deputy-.Supervisor Demarest, Councilman Rich, Councilman Homan, Justice Suter, Justice Doyen. This resolution was declared dul~adopted.
