Doyen On motion of Justice Suter, seconded by Justice Demarest, it was RESOLVED that the minutes of the July 5, 1977 meeting of the Southold Town Board be and hereby are approved as submitted. Justioe Suter, W~IERF~AS~ the~Board,~.®f, Commissioners of the Fishers Island Ferry Distric~.~has heretofore advertised for~bids for the construction of a new ferryboat, which said bids were received on June 11-~ 1977, and WHEREAS, the only bid received ~as bid of Blount Marine Corp. of Warren, Rhode Island, NOWa THEREFORE, BE IT RESOLYED that the Board of Commissioners of the Fishers Island Ferry District be a:nd hereby are authorized to accept the bid of Blount Marine Corp. at the total bid price of $741,100 with a trade-in allowance for the ferryboat "Mystic Isle" in the amount of $152,000, making a total net cost of $589,000, and IT IS FURTHER RESOLVED that Fishers Island Ferry District be and it hereby is authoized to enter into contract with Blount Marine Corp. for the consturction of said ferry vessel in accordance with plqns and specifications therefore. . Information has been received on the new computer print-out on the money, E.D'.Ai Funds, of $2,225,000., that the Town of Southold has been designated lead agency, rather that Greenport as had been earlier indicated4 The amount of money has been reduced to $1,600.000 due to a computer error in~the.~allotment to Easthampton, which c~t 27% from all other areas 8. One letter indicates they unanimously oppose any type of self-service gasoline dispensing stations within the Town of Southold and asking the Town Board to adopt an ordinance banning such installa- tions within the town and to de~y any present requesbs for.same.-, The second letter requests-the Town Board to adopt an ordinance regulating the use of'aluminum wire within the Town of Southold. They feel such prohibition of aluminum wiring would help eliminate any future fire hazards which ~0uld occur by the use of this type of wire in buildings wi%bin the Township.-~-The-hoard will take these matters into considera~ tion. 9. Mr. Paul Mitchell, Town Harbor Lane, Southold spoke to the Board about a drainage problem in front of his house on the west side Town Harbor Lane. This condition has eroded his properly. He has spoken to Highway Superintendent Dean about it and they placed a drainage pipe along the side of his property. He feels a couple more street drains are necessary to take care of the excess waser. Mr. Mitchell stated if he blocked off the drainage onto his property, the street would be so full of water no one would be able to get through.--Highway Superintedent Dean Stated Mr. Mitchell gave him permission to run the drainage pipe onto his property.--Mr. Mitchell is upset because everytime there is a rain storm the entire front of h~ property is flooded with water. For years he has spoken to the Highway Department.---Supervisor Martocchia stated they would look into the situation and try to work out something to his satisfaction. Mr. Charles Hickey, Seuthold, stated that at a recent meeting of the Kenney's Beach Property Owners Association it was indicated there would be a resolution forthcoming from the Town Board relative to the groins at Kenney's Beach.---Supervisor Martocchia stated they also discussed a speed sign, which is up already; and horses riding on the beach. As far as the erosion problem is concerned, Supervisor Martocchia is going to make a preliminary study and go further from that. Whether they suggest moving the Goldsmith's jetty completely and let things level off or put in a series of shorter ones; that will be determined. Mr. Samuel Markel, Southold, spoke to the Board about the yard sales laws in the Town being flagrantly violated. The law states-only one person owning the merchandise may get a permit for one yard sale a year. The person must own the merchandise he sells. Right now all over town five and six families are joining together to have a yard sale; families that are unrelated. Mr. Markel's son is an auctioneer who obtains permit each time he holds an off-premises auction. Mr. Markel asked the Building Department why any individual who doesn't obey the law is not brought before the law. The Building Department stated they are not the enforcement agency. All they are interested in doing is issuing permits. The enforcement is up to the Police Department.---Justice Suter stated that as ~f this weekend he has heard the police checking with the police headquarters to d~termine whether individuals have permits. Mr. Markel stated he knows for a fact many neighbors are involved in yard sales where only one individual has obtained a permit. If there is a taw on the books it should be enforced, if it is not, take it off the books. These yard sales are being openly advertised in the newspapers.---Town Attorney Tasker stated the ordinance specifically requires that you can only sell your own property. If "Mr. Jones" is going to have a yard sale under the terms of the ordinance, he can't get property from "Mr. Smith" his neighbor. He is limited to sell only the property h~ owns on his own property, anything else wou~d be considered being in business.--- Justice Suter stated it started last year and there has been more of it this year. He feels the building department should be informed to instruct the individuals when they obtain a permit, and they should inform the police department t~ check to see if there are more than one family involved.--Supervisor Martocchia stated they would look into it.
