SOUTHOLD TOWN BOARD June 7, 1977 ~A.regular_meeting of the Southold Town Board was held on Tuesday, June 7, 1977 at the Southold Town Hall, Main Road, Southold, New York. Supervisor Martocchia opened the meeting at 3:00 P.M. with the following present: Supervisor Albert M.-M~rtocchia Councilman James ~. Rich, Jr. -Councilman James Homan Justice Martin Suter Jnstice Louis~M. Demarest Town Attorney Robert W. Tasker Highway Superintendent Raymond C. Dean Town Clerk Judith T. Terry Absent: Justice Francais T. Doyen Supervisor Martocchia welcomed all those present ( the auditorium was filled-to capacity) and hoped, many will come back to future meetings. On motion of Councilman Homan, seconded by Councilman Rich,, it was RESOLVED that the Southold Town Board minutes of the May 24, 1977 meeting be and the same are hereby approved. Vote:of-the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Gouncilman.Homan, Justice Surer,~ Justice Demarest. This resolution was declared duly adopted. On motion of Justice Suter, seconded by Councilman Rich, it was RESOLVED that the next regular meeting of the Southold Town Board will be held a.t 3:00 P.M., Tuesday, Ju~e 21,.. 1977 at the Southold Town Hall, Ma-in ~Road, Southold, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter, Justice Demarest. This ~esol~tion was declared duly adopted. Supervisor Martocchia stated the audit of the bills would take plac$ later in the day folll~wing-a recess of this meeting. On motion of Justice Demarest, seconded by Councilman Homan, it was R~OLVED th~the Greenport Drum Corps be and hereby are granted permission to contract for one bus and the Southold Drum Corps be and hereby are granted permission to contract for one bus, to be charged to the Town of Southold, to transport the drum corps to New York City for a drum corps exhibition. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman ~oman, Justice Suter, Justice Demarest. This resolution was declared duly adopted. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the May 1977 reports of the Building Department, Police Department, Supervisor, Town Justice Suter, Dog Wardens, Planning Board and Town Clerk be and hereby are accepted and placed on file. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. This resolution was declared duly adopted. Supervisor Martocchia: 1. Receipt of a letter from Shepard.M. Sheinberg, Attorney for John & Olivia Fellinger-Ihar relative to a parcel of land the Town is negotiating for drainage purposes on Duck Pond Road, Cutchogue. The Supervisor has been authorized to proceed with negotiation for the property in question. The things I object to is 'their statement~that members of this Board do-'not care about the community; I.think. that is an%arrogant statement to make. (Town Attorney Tasker explained that the application mentioned in the for~egoing resolution is to .the New York State DepartmeNt of Environmental Conservation for a grant to construct a treatment plant on Fishers Island - on the west end of the island which is part of the H.G. Wright Fort. There is a sewer system in that there are pipes but there is no treatment. They have a tentative approval from the State to fund a treatment system and a~sewer district will be created, and this is the first step, the application for the funds..) (Justice Demarest explained that althougkit appears they are putting more money into the Town Hall than they intended to, it seems that they should have encumbered the funds they had appropriated last~year. The full amount to pay for the Town Hall was appropriated last year. When they made up the budget in early October~they felt.they would make the~payments on the Town Hal! to the various contractors, but since~they wer~held.up and.didn't get it done, they didn3t pay them. Therefore themoney they.intended_to pay last year became unexpended balance. Now~ in order, to finish paying.~for the Town Hall with money they actually intended to.use last'year; it is just a bookkeeping transaction which transfers it from unexpended balance back to the Town Hall. It is not an added expense.) Mrs. Bachrach stated, on behalf of the League of ~omen Voters of Suffolk C0unt~, that she commends the Board on their opposition to the Jamesport Nuclear Power Plant. Mrs. Virginia Moore, on behalf of the·~'North Fork.·Audubon 'SoCiety, thanked the'Board for their opposition to the nuclear pIantJ The~uestion was asked whether the plan for the recreational center has changed in the last two years?---Supervisor Martocchia stated it has changed a little. Several architects have sub~i~tedpropqsals. There is also an advisory ~ommittee consisting of 18 people, and three meetings have been held to ~date. They are seeking input from the senior citizens and youth. It seems to be working out very well. Mrs. Gladys Csajko asked if it~is correct that the HUD funds which are being used for the recreation center may be allocated in any manner decided by the Board as long as it is just used for the Center?--__ Supervisor Martocchia stated that is correct.---Mrs. Csajko asked if he knows exactly how much money will be received, or has been received, and exactly how much the total will actually be?~--Su~er- visor Martocchia stated they have received one allotment of $23,760.00 to purchase land, which was done on Peconic Lane, Peconic. They have received.another grant of $52,198.00 which they can draw against °now. The %hird grant is to be approximately $93,000.00. The total to work with,for the building is around $1~5,000.00. They a~e con- sidering a building 60 by~ltO which is a little larger than planned on originally because approval for $20,000.00 additional has been indicated, due to the fact Brookhaven is no longer in the program . and each town has received a little extra. In computing the building they are using 'a cost f~gure of $22.00 per square foot.---Mrs. Csajko asked if there will be enough money to completely equip the building?--- Supervisor MartOcchia state~ that he is. trying to hold-back $5,006.00 of the allot-ment to buy tabTes and chairs, etc. Both groups are desirious of having a stage, which seems agreeable to the overall plan.-- Mrs. Csa:jko skated that.eventually they will run out'of the HUD money, where does the:money come frOm.when the.HUD money is used up?--- Supervisor Martocchia stated they-will be putting in for more HUD projects, which is one source, and the other source is the groups they are wor~ing with will.try to'run programs o~ ~heir own Co buy things for, the bu-ilding=--Mrs. Csajko aks~d if new-HUD £unds.can be pu.t'intoran old'project?---Supervisor Martocchia stated he is not sure at this time. Mrs. Marie Johnson asked if there is any estimate of what it w~ill ~'st the taxpayers to maintain the ~recreational building?--- Super- visor Martocchia said an estimate has not been made, but the items are general maintenance, insurance, electricity, water, and all the daily items that are usual to such a building.--Mrs. Johnson asked if anyone else will be .allowed to use it besides the senior citizens and youth?---Supervisor Martocchia stated the two groups in question ague-ed ~ha~,~h~never there are open d~tes other people of Southold Town should have.access to the building, it should not remain closed. The question ~as aksed as to how many people the building would accomodate?---Supervisor Martocchia said they are working around the ~'figure of ~00 persons seated at tables. Mrs. Johnson stated there has been some mention of s youth director, has that been discussed at all, and what sort of salary would be paid?-- Supervzsor Martocchia stated that-has not-been seriously considered~ If a director were hired including his staff and 0ffice space and a vehicle it would cost the Town $50,000.00 plus. For that amount of money the Town participates with the school systems in their programs. Mrs. Lytle asked who will be responsible for running the building.-- Supervisor Martocchia stated they have not crossed th'~t b~dge yet Mr. Nelson Axien asked if it wouldn't be possible to contact other towns with similar buildings to determine wha~ thei~ methods are for ~unning such a center.---Supervisor Martocchia statsd he would look into that. Mr. Gus Plackis asked if the window cleaning bid was per window or for all the windows every two months?---Councilman Homan said it was'for all the windows to b~ cleaned once every two months. Supervisor Martocchia stated that the company~ who was awarded the bid charges $15.00 whereas the other company that bid charged $70.00.-- Mr. Plackis also questioned the Southold Town Beach Concession which wss leased for $500.00 for the summer season .... It was explained that the contract-for leasing .the concession was advertieed and no one bid on it ~ therefore' ~hey. entered into a contract with someone~who indicated their interest after the bid time had elapsed. The rent is exactl the same.as.it was in previous years. ~r.
