May 10, 1977 at the Southold Town Hall, Main Road, Southold, New
Yokr. Supervisor Martocchia opened the meeting at 3:00 P.M. with
the following present;:

On motion of Justide Demarest, seconded by Councilman Rich, it was
RESOLVED that the minutes of ~outhold Town Board meetings held on
April 26, 1977 and M~y 2, 1977 be and the same are hereby approved.

This resolution was declared duly adopted.
On motion of Justice Demares~ sedonded by Councilman Rich, it was
RESOLVED that the next regular meeting of the Southold Town Board
will be bald at 3%00 P.M., Tuesday, May 24, 1977 at the Southold
Town Hall, Main Road, Southold, New York.

On motion of Justice Demarest, secohded by Councilman Homa~, it was
RESOLVED that the fOllowing audited bills be approved for payment:
General Fund bills in the amount of $44,113.73; Highway Department
bills in-the amount of $15,962.34; Fishers Island Ferry District bills
in the amoun~ of $53,009.57.

Supervisor Martocchia:
1. The board is in receipt of the reports of th~ Supervisor,
Town Clerk, Justice Suter, Building Department and Dog Warden for
the month of April 1977. Building Department report indicates
$496~259.00 consisting of 12 new dwellings, 18 additions to
dwellings, 1 business addition and 32 miscellaneous and accessory
permits.
2. Letter from Joseph Fanning relative to the drainage problem
on Marlene Lane, Mattituck. This matter has been referred to the
Highway Department.
On motion of Councilman Rich, seconded by Councilman Homan, it ~as
RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to enter into a ~ontract with John G. Scott III, Oyster
Bay for the purchase of 600 bushels of spawning uncertified clams
at a fee of $5.00 per bushel.

(Supervisor Martocchia stated that in connection with the clam
transplant, an ~application has been submitted to the New York S~te
Department of Environmental Conservation for Permit to Harvest and
Relay Shellfish from Uncertified Areas for Transplanting Purposes)

3. Receipt of a letter from the Cleaves Point Property Owners
Association, Inc., East Marion, relative to the possibility of making
Maple Lane into a Town Road. At present considerable work must be
done on the road to make it acceptable to the Town. Highway Superintend-
ent Dean will survey the road and draw up figures to determine
the cost and submit them to the property owners in that community to
study and make a determination is they wish to gO into.contract with
the town for a road improvement district.
4. Request from George Glew, S~. asking if the Town Board would
consider hiz~ng an extra crew of dispatchers for the radio room at
pelice headquarters to handle all the fire calls for the Town of
Southold as well as police calls, from one central point.--this is
being done at the present time.
On motion of Justice Doyen, seconded by Justice Suter, it was
RESOLVED that the Town of Southold submit a petition for Moratorium
Permit for Alteration of the State of Tidal Wetland or Adjacent Areas
to the New York StYe Department of Environmental Conservation for
the removal of rocks~from the beach north or.South Beach, Block
Island Sound, Fishers Island, to allow drainage_for mosquito control
and clean up of the beach.

5. Request from a local drum and bugle corp for financial
assistance.--Before action is taken on this request, there are other
drum corps.in the community, mad a survey will be taken of 1 them to
determine if they also want financial help.
6..- Notification from the New York State Deparmtnet~of Environmental
Conservation transmitting a map of=lands located at Laurel_
Lake which have recently been acquired by that department.---The
towniis not_happy_about th~s acquisition, Laurel Lake..property
owned by the town has been.a serious problem.to the town for many
years.-T-Justice Suter requested~that a letter be sent to the N.Y.S'.
Dept. of Environmental Conservation asking that the Town.be.sent
a copy~of~the ~impact~.~statement_which~was made up before~the~property
was purchasDd~by~.~the State.~ The.town's first knowledge was when. they
read about it in the newspapers a few weeks ago. Also, if the~ are
going to put a ramp in there,~who is going to police it?
7. Thank you letter from Troop 51, Greenport, Boy Scouts of
America, for Southold Town Board making their recent trip to New
York City to receive an award from the Freedoms Eoundation at Valley
Forge, possible.
On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that the Southold Senior.citizens be and hereby are gaanted
permission to co~tract for one'bus to hold 41 passengers at accost of
$120.00 to $135.00 for a trip to Westbury, New York on August 25, 1977.

9.The allotment~set a~de fo~ the recreational leagues,
including an additonai $2,000.00 set aside at the last meeti'ng
has been apportioned in the majority to the leagues' that have~
requested supportl There zs Skill some money left which the
Supervisor will apportion %o those requesting it. The Mattituck
Slo Pitch League will get $600.00, to the Greenport Slo Pitch League
$700.00 plus $400.00 for flood'lights, Cutcho~ue-Mattituck YOuth
League $1,200.00, Southold, Greenport, East Marion, Orient Youth

10. The Board has received a Copy of the propo'sed Wastewater
facilities study prepared 'by Holzmacher, 'MdLendon, and Murreil~ P;C.
This firm has been retained by the Village Of Greenport and Town-of
Southo~d. They are applying for grants to make the study. One grant
has been approved to make the study.

RESOLVED that the Fishers Island Ferry District be and hereby is
authorized to advertise for bids for a completely installed' 'ra'dio
communication system for the M/V Mystic Isle and M/V Olinda.

consta,bie, for the purpose of' patroling the waterways in and about
the Town of Sout~old for the summer .season ending September 6, 1977
for a total sum of $800.00; said Bernard J. Annabel agreeing to
supply a~ suitable boat, equipment, and be responsible for the repazr
and maintenance, of said ~quipment; the Town of SouthoTd to supPly a
gas credit card.

~FHEREAS: John J. Hutter, by application dated January 4, 1977
petitioned the Town Board of the Town of Southold for a change
of zone on certain property situated at Southold, New York., from
"A" Residential and Agricultural District to "B-L" General Business
District, and
WHEREASt the said p~tition was referred to the-Southold Town Planning
Board and the Suffolk County Department of Planning for official
recommendation and report, and
WHEREAS, the Tow~ Board, pursuant to due notice, held a public
hearing thereon on the 12th day of April, 1877, at 7:45 P.M., at
which time all interested persons were given an opportunity to be
heard,

Development Plan which designates this area for single family residence
development; 2. It is inconsistent with the patte-rn of-zoning ,in the
surrounding area and therefore must ~e,--considered as-"xpDt zoning";
3. It would-tend, to-establish--a p~ecedent for fu,r-ther industrial
downzonings in the area; and 4. There appears to be ample avaiTable
industrial'zone land-throughout the Town of Southold.

11. Sometime ago the- Town. advertised for bids on the .Town,~ ~
Beach~concession. There. was no r:e'sponse, therefore, the Board
has authorized the Supervisor to work out an arrangement on~-~
rental basis with basically the same guide lines that were in ~
the contract of past years. A~he moment there are a few. people
interested. .
On motion of Councilman Homart, seconded by Councilman~ich,. it'was
RESOLVED Ghat Supervisor Albert M~ Martocchia be and he hereby is
authorized to advertise for bids for~ 250 lighting~ fixtures using~
70 watt lamps. ~ ~

RESOLEED that the application of John C. Tuthill dated April 29,
1977 for permission to locate a single trailer on his property on

for a period of six months.

Mrs. Gladys Csajko complimented the Board on ~he beautiful new.
town hall building.
Superuiscr MartDcchia complimented Mr. Sewnson the architect~for
the design of the building,.the t~me he has°spent supervising the
building of it and the carefu'l~way he,has scrutinized.its ~ompletion.
Justice Suter stated the Superv~sDr should ge~ credit, becausehe
has lived with the job from the_~beginning_and it reflects_his personal
interest ~n a lot of the small details that people miss. He also
extended credit to Building Inspector Howard Terry who.:supervised
the job: along with the Supervisor-and they have kept it withi~ the
money_a!located and it~is worthy of. no~e._~
Mrs. Csajko asked~if they had been-able to find oqt.what-happened
to the over two dozen dogs that were m~ssing as cited in the
report she~s~b.mitted ~o the Boar~ some ~me ago,r--Supervisor.~.
Martocchia stated they accepted one of her recommendatio~ by
placing the pound under the control of the Chief of Police. They
have had numerous meetings with the ,wardens. Chief Cataldo appointed
Sgt. San~acroce and he has set up many strict guide lines and is
working very hard with it and ~here should be'numerous changes for
the good. Sgt, Santacroce is researching the~missing dogs and
should have a-report soon after he' returns from vacati0n.=--Justice
Demarest is~of the opinion some o'f the dogs may not he.located, ~hey
may hav~/~icked up a-dog'.and p%aced~it, and not going exactly by
the ~ules they should have at-the time~~ gave the dog away without
making a report of it.
