Mr. Fagan requests that Super~isor.Martocchia support the local merchants' request to Governor Carey that the work at the'bridge be. postponed b~tween. Declaration Day and September 15th unless the temporary bridge can~.be:.'completed~by June rather than August as has,been indicated.--- Sup6rwisor~Martocchia is trying to work out a plan whereby the old road:sou~th of the~ailroad overpass~could-be utilized when the work on the rai.lroad bridge is in progress. Mrs. Virginia Moore Moore read the following letter which she asked to write by Merlon Wiggin, President of the North Fork Environmental Council, Inc.: Mr. Supervisor and members of the Southold Town Board: I'm here for the North Fork Environmental Council. We want to know whether you have made up your minds to take a stand against the construction of two nuclear plants at Jamesport, just next door to the Town of Southold, and sharing the same farmland, the same sea, the same freshwater dome, and the same ecologic and economic head- aches with us, but certainly gi~ing us none of the benefit of any tax forgiveness that might be forthcoming. You will recall that we asked this question at the last Town Board meeting. The acting Supervisor said you had been~raiting recommendations, presumably from Jean Tiedke, who has acted as neutral intervenor for the Town ~uring the State Siting Board hearing. From the Town Clerk's Office I have o~btained a copy of Mrs. Tiedke's March 3 memorandum to the Town Board and would like to read the following condensation of it: At the Federal level, the Administration is de-emphasizing nuclear power. Conservation is coming increasingly to bear with the Administration, the Federal courts, the State Public Service Commissions and indeed, everywhere but Within the utilities them- selves~ Costs continue to soar; what LILCO and we, its'customers will have to pay for the two Jamesport plants has risen from a projected $1.6 billion to $2.7 billion so far~ This is-high above the rates of inflation, and doesn't include enforcing the newly stringent R~RC security regulations at nuclear Plants. Alter~a.tiVe energy sources are gaining mementum and dropping in price. Along with conservation measures such as improved home insuIatio~,-these will create many jobs for a long time. Mrs. Tiedke cites fuel cells already in production that can supply electricity to a residential community of 20,000, for example, at a cost of from $200. 'to $350. per kilowatt of capacity% compared with abou~$~900.<~ for a new Coat plant and $1200.' per kilowatt for nuctear~ -~ As for LILCO's losses, so far it and NYSE&G together have spent less t~an 2% Of the ultimate cost of Jamesport, amd LILCO's own projection ef the need for power continues to drop. On the basis of such points as~%hese, Mts. Tiedke writes,"It would seem~appropriate to wait until LILCO has had operating experience at Shoreham ~ 1 for several years-~'perhaps 5 or 10 years--- before they tackle a Jamesport plant." This delay, she belie've~, WOuld give time to assess at Shoreham the~.plant's effedts on agric6~ural_lands, groundwater levels, beach erosion, and commerCial sport fishing among other things, and to weigh the economic and social effects.on surrounding communities with their consequently mounting popula~ions~ schools, roads, and other services, and property taxes. Mr. Supervisor and members of the Town Board, this ±~ a very clear recommendation by your own intervenor on the basis of her experience at the hearings. It is a recommendation against building the Jamesport plants for some time if ever.. Do the people of the Town of Southold agree with 'it? When we spoke to you at the last meeting, perhaps you felt that yo~ had no clear evidence of that. In the meantime, a news- paper sampling of local opinion--The Traveler-Watchman poll--finds that people in the Town of S0uthold, too, are opposing the plants by as much as 5 to 1. The Long Island farm bureau has 13,000 signatures of opposition as well, many from Southold. We urge you to take the stand that represents us on this critically important.matter~" (Mrs. Moore submitted copiers of thi~ Ie~ter-to each member of the Board.) Supervisor Martocchia stated the Board'ha~ a lengthty discussion with Mrs. Tiedk~ today, and it is her feeling, along with the feeling of most of the ~members of the Town B~ard that we wait and see. No one on the board is saying they are for it. In all fairness if someone is assigned to do a job for us, which M~s. T~edke is, and d0ind a fine job, she is well versed, and reports regularly to the Board by memorandum and often in peraon. She is of the feeling the board should Wait, as of 12 ~o'clock today. Mrs. Tiedke has not stated'whether ~he is for or against it to the Town Board.---Mrs. Moore feels the local opposition to this plant is very definite and over~helming.---MrsJ Marie Johnson asked, in the long run, whose will is going to win out, the town Board's, ;b Town Board representative~or the citizens of the Town'of Southold? She has not seen the results of the poll, but it is five ~o ohe against having nuclear power .... Councilman Homan stated that'if the town comes out for or against, Mrs. Teidke loses her credibility as an impartial person as part of the inquiry. Right now the conte~ts and quality of the questions have been such she is commanding a lot of respect. If the Board takes ~a stand on this~it will eliminate a lot ~f Mrs. Tiedke's 'value to us.---Superviso~ ~artocchia indicated the County of Suffolk has not taken a position as yet; and Councilman Homan indicated the Department of Environmental Conservation has not taken a stand as.yet.--- Justice Demarest stated that as Mrs. Tiedke indicated this morning, taking a stand now might possibly diminish her effectiveness in asking questions, and waiting would not hurt the town's~pd~iti0n, becaRse when the hearings come ~0 am end they are not ~oing to decide immediately, it will be several months and possibly a year before they finally ma~e their decision. If"the town'waits until the hearings are almost over or over our de~ision will have enen more weight becuase we have listened to the whole thing through Mrs. Tiedke. We will'be eve~ more effective when we make our decision.---Mrs. Johnson stated she has attended amny of the hearings, and several people who are very outspoken and violently opposed to the plant have put. questions to people and have gotten 3ust as t~thful answers as the prople who have not taken a posiyion, therefore ahe soes not think th the town's a~gument against taking a Stand is plausable. ~Supervisor Martocchia indicated that he has learned that the League Of Women Voters are. not-.opposed to the idea, they would just like to see it put off for four or five years.,--Mrs. Johnson stated the Lea~ue'does no% even b~e that much of a position.
