HomeMy WebLinkAbout07/15/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, July 15, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25(Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from July 1, 2025 MOTION made by Anne Murray, seconded by Sam McCullough, to accept the July 1, 2025 LPC meeting minutes. Motion carried: 5/0 • Next LPC Meeting Date: July 29, 2025 General Preservation • Review of Agriculture-Related Definitions and Use Regulations in the Proposed Zoning Code [continued from 7/1] The Committee continued to review the draft definitions of agriculture-related terms and regulation in the proposed zoning code update, focusing on "Farm Store," "Agritourism," "Farm Worker Housing," and "Farm Seasonal Worker Housing." The Committee reiterated its recommendation to define and regulate transient farm stands separately from farm retail operations that encourage on-site consumption. The Committee tabled the discussion until members with active farm stand operation could be in attendance. The Committee discussed the need to clarify that U-pick operations are considered agricultural production. Accordingly, any income from U-pick activities would be considered income from agricultural production. However, parking for U-pick activities should not be considered land in used agricultural production. The Committee also discussed the need to clearly regulate seasonal farm worker housing, and whether its regulation should differ meaningfully from year-round farm worker housing. Committee members also discussed whether there is a need to set an upper limit on housing units beyond what the County health department would allow, or whether the practicalities of building housing (cost, need for land in production, etc.)would suffice.
