HomeMy WebLinkAboutAgricultrual Advisory Committee 9.2025 Proposed Zoning Definitions o Farm Operation- The committee recommends the following changes to the proposed definition: Take Out Seasonal so it now reads farm worker housing Add Energy Production Change Farm Store to Stand Add Fermentation after agricultural processing building Change plans to practices Timber cutting should be brought back in (included in Ag & Markets definition) Take Out Grown on the Farm Add in upland maricultural and hatchery operations. Strike Out in rotation An enterprise consisting of the land, buildings and activities that contribute to agricultural production, and may include one or more of the following: agricultural production buildings, energy production, farmhouse, farm store stand*, agricultural processing*, agricultural processing building*, fermentation*, farm winery*, farm cidery*, farm distillery*, tasting room*, agritourism activities* and farm seasonal worker housing*. The land may be in more than one parcel and non-contiguous and may also include underwater land and upland mariculture hatchery operations. Also included are the equipment and agricultural land stewardship practices, including composting of materials grown on the farm for use on the farm, fencing, irrigation systems, soil and water conservation practices, nutrient management plans practices, and fallow land in rotation. o Farm Operation, Bona Fide The committee recommends leaving the current code definition as is in Chapter 72, but add on farm energy production. o Agricultural Product Committee is agreeable to the proposed definition o Agricultural Production The committee recommends making the following changes to the proposed definition. Add in processing and marketing Take Out Composting Add in Aquaculture and Mariculture Strike Out part after mariculture. The raising, harvesting, processing, and marketing of agricultural products, or the keeping and raising of livestock for sale or lease, and including composting aquaculture and mariculture. for on-farm use with inputs primarily from the farm. o Agricultural Production Building The committee recommends the following changes: Add aquaculture and Mariculture Change the name of the definition to Agricultural Production/Processing Building o Aquaculture Committee is agreeable to the proposed definition. o Agricultural Processing It is recommended to leave the definition as is in the current code definition-farm o Agricultural Product, Processed Committee is agreeable to the proposed definition. o Agricultural Processing Building - Committee suggests eliminating this definition and combining it with Agricultural Production Building. o Farmhouse Committee would recommend striking out single-family and have it o Farm Store (replacing stand) The committee recommends changing the name back to farm Stand. o Tasting Room (separate from stand) Committee is agreeable to the proposed definition. o Agritourism Activities Committee is agreeable to the proposed definition, but o Farm Winery, Farm Cidery, Farm Distillery Committee is agreeable to the proposed definition, but it has to be a . Also Farm Brewery should be added to the list, mirroring the other proposed definitions. Farm Brewery An agricultural processing building on a bona fide farm operation where brewed products are produced. o Farm Seasonal Worker Housing Take out Seasonal, the title should read as Farm Worker housing. Committee is agreeable with the rest of the definition. o Greenhouse, Permanent and Temporary The committee recommends that the proposed definitions be combined so that it now states just Greenhouse. The IRS and NY Ag & Markets defines a Greenhouse as equipment. Greenhouses are not built with a continuous concrete definition. They should not require site plans or building permits. The definition should read: Agricultural equipment for the purpose of admitting natural light and/or controlling the atmosphere for growing and protecting horticultural or livestock commodities. A greenhouse may include the use of heating devices, and water and electrical utilities.
