On motion of Justice Demarest, seconded by Justice Surer, it was RESOLVED"that the Supervisor be and he hereby is authorized to sign an electric easement agreement between the Town of Southold and the Long Island Lighting Company granting an easement through and along certain portions of land of the Town of Southold at East Marion, New York~ said easement to be 30 ft. in width, and approximately705 ft. in length along lands of Hertfelder on the south; D. Jackson H. Egert and Jean Scb_ueider on the west; Tedeschi on the north; and Jean Schneider on the east; as shown on Map of Lands at East Marion, N.Y. On motionof Councilman Homan, seconded by Justice Demarest, it was RESOLVED that Belmil Computer Services Inc., Melville, New York being the lowest responsible bidder at $29,000.00 for a three year contract be and hereby are awarded the bid f~r the computerization of the Southold Town tax rolls. Martocchia: 1. Ad¥ised that the proposition voted on on February 2, 1977, whether Games o£ Chance shall be conducted in Southold Town, was approved by the voters by a vote of 170 yes and 19 opposed om the mainland, and 16 yes and 1 opposed Dn Fishers Island. Games of Chance is now a local Zaw in the To~n o£ SOuthold for charitable organizationS. 2. Receipt of a letter from Su££olk County Clerk Lester M. Albertson relative to the small enrollment at the Eastern Campus o£ the Su££olk County Community College, and ask that the Town Board support their e££orts to assist in theadvancement of higher education in.the East. Moved by Councilman H&mh, seconded by Councilman Homan, ~X~EREAS, SuffOlk County Community Co%lgge opened its Eastern Campus on January 24, 1977, bringing a program of public higher education to the residents of eastern Suffolk County, and WHEREAS approximately 1,000 individuals have initially enrolled at this Eastern Campus clearly demonstrating the need for such public higher edqcation facilities in this area, and WHEREAS, the Planning and building of this Eastern Campus has been the result of the active participation and diligence of many C~unty and~State officials, the Board of Trustees of Suffolk County Community College and the President of the College, therefore, be it RESOLVED, that the Town of Southold officially weloomes Suffolk County Community College to eastern Long Island, and~ be it further RESOLVED, ~that this Board commends President Albert M. Ammerman, the College Board of Trustees, County and State officials, and other concerned individuals for the successful culmination of their efforts to provide quality, low-cost, higher educational opportunities for our residents. Supervisor Martocchia: 3. Receipt of a letter from Southold Town Baymen's Associati~n~ Inc. suggesting amending the Shellfish Ordinance of the Town of Southold requiring that a Permanent Resident maintain a permanent d~elling within the town d~ng a period of not less than one year immediately preceeding the date of his application for a permit, or the date~of taking~shellfish if no permit_is required; and that Temporary .Residents or Guests must be accompanied by a Permanent Residen~ when taking shellfish from~our waters. President resident requirements-for shrimping.is six months, and other shellfishing is ~60 days. The Board will study the proposal. 4. Receipt of a letter from William L. Nichol, President of the Fleet~s Neck Property Owners Association, Inc. regarding vandalism,r~bberies and destrmotion of prgperty in their area, acknowledging that it is the children in the area d~ing this damage,- however, .they.feel the judges.should be-stricter and the laws-revised so the names will be exposed for violators of the law.-- The judges ea~ have a copy.of the lettsr.-~-Justice Demarest stated that tbey~do not have authority to deal with~ anyone under 16 years of age, and many times even when-they are over 16.they are entitled by law to full offender treatment.-~-Justice Suter further commended on this problem. On motion of Councilman Homan, seconded by Councilman Rich, it was RESOLVED that Vicky Kisteta be and she hereby is~appointed to the position of acc~unt~-elerk in the office o~ the Supervisor at an annual salary of $6,000.00 effective January 1, 1977; and Jean Schneider be and~she.hereby is appointed to the position of account clerk in the office of the Supervisor at an annual salary of $~000..00 effective January 16, 1977. vote of the Town Board: Ayes: Supervisor Martocchia, Councilman.. Receipt of an invitation for the ~outhold Town Board to join the Greenport Fire Department in celebrating their 132nd anniversary on February 19, 1977 by participating in a parade which will start at 1:30 P.M. 6. Mr. Edward Lademann has been suggested by the Southold Fire Department to replace Bud Olmstead'-as Deputy Director Fire Safety, -Suffolk County Fire Advisory Board. On motion of Councilman Rich, secondedby Justice Doyen, it was RESOLVED that Edward Lademann be and he hereby is recommended- by the Southold Town Board to fill the vacancy of Deputy Director of Fire Safety for the County of Suffolk; and~such recommendation be forwarded to the Suffolk County Fire Advisory Board and Ronald Buckingham, Director of Fire Safety for the COunty of Suffolk. Martocchia be and he'hereby is authorized to:advertis for bids for a~three year lease of the refreshment stand and other facilities at the §outhold Town Beach located on the north side of Route 27A, Arsham6maque, on Long Island Sound. Supervisor Martocchia appointed the following individuals to the Advisory Committee for the Senior Citizen-Youth Center at Peconic: Two people from the Mattituck~ Senior-Citizens, two people from-the ~outhold-Greenport Senior Citizens, two from the Mattituck High School, two from the Southold High School, also Jean Cochran, an active worker with Fouth programs, Jeanne Taylor, Southold, Robert Muir,~ Mattituck, retiree as athletic director of the Mattituck School, Bea Zegzula frmm CAST, Mrs. Tan~enbaum, a worker with gymnastics, Mrs. Robert:Boergesson from the Inter Agency Counc'~l, Ethel Wortis from the Inter Agency Council, and Reverend Ben Burns, Southold.---If there are others known to the public Who would be interested in this committee the ~0ard~w±I1 accept names.---Once the above individuals are notified there will be meetings with the Town Board to generate ideas of wRat the activities should be ~n the building, how the building should be designed inside, etc.~--The projected amount of money for this project was to be about $143,000.00 over a three year period, however it has been rasied $20,000.00.---Supervisor Martocchia is now considering, with ,a proposed discussion with the committee and the Board, that perhaps with the additional $20,'000200 a full basement could be constructed under the building.--- There are proposed ~outdoor activity programs being developed - tennis courts, basketbak~ court, shuffle board, adequate parking On motion of Councilman Rich,~ .seconded by Justice Demarest, it ~was RESOLVED that the Senior citizens of $outhold:be and they hereby are granted permission to hire one bus to. take them to the Nassau Colliseum on March 10th to the Flower Show. The disbursement of the money will be studied hy the Board. ,'.. ~ 8. Supervisor Martocchia will be meeting~with Ethel Wor,t.is relative to her property at the end of South Harbor Road. The Town once leaSed;beach front property at, the.end.~of that road,. and there was County-dredging work done.there.~--The lease has expired with'Mrs. Wortis:and she would,.like to discuss a possible purchase~ hy the Town of the property in question. - 9. There will be a meeting on Thursday, February 10, 1977 conducted by the Sea Grant Adv,isory Service of the State of'.New York relative to the erosion problems in the Mattituck Inlet and Leeton Drive a~eas, of,~the Town of Southold. The. meeting will be held f~om ~1:0© P~M. to 4:00-P~M. ia the conference room of the New York,-State Department of~Env~onmenaal.Conservation Region 1 Office, Building $0, SUNY, Stony Brook~. That is now going~to be raised from $100,000:.00 ~o $200,000.00. It provides in towns of over 40,000 without a vote of the .peop~e they can't, spend, more~th~n $200,000.00 .and that is g~ing to be. raised to $400,000.00 ....
