Young Associates on behalf of GOMB BEACH, LLC requests an Amendment to Wetland Permit#10047 to
construct a front entry structure (56sq.ft. stairways, 48sq.ft. lower landings, 84sq.ft. top landing & 16sq.ft.
planter) in lieu of front porch; construction of 75 linear feet of reinforced concrete retaining wall on the
westerly side ranging in height from 0.5' to 5.5'with a 24sq.ft. of concrete stairway between this wall and
dwelling to step up from the front to the side and rear yards; construct 115 linear feet of reinforced concrete
retaining wall on the easterly and southerly sides ranging in height from 0.5' to 7.0' with 12sq.ft. of concrete
stairway between this wall and the dwelling to step up from the front side and rear yards; excavation and
removal of approx. 1,200 cubic yards of excess soil materials and disposal at an approved off-site location to
facilitate construction of the proposed two-story dwelling, garage and related site improvements. Located:

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as
well as the records available to me, it is my recommendation that the action is INCONSISTENT with Policies
4 and 5 of the LWRP.
1. The retaining walls are on the property lines and will change the drainage patterns of this and
adjacent properties.
2. What does the note"High Grade" mean on each retaining wall? What is the elevation change
between the parcels?
3. Clarify that the ground elevation in the compound will be 14'.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.

proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated. as to its sigmficant
beneficial and adverse effects upon the coastal area(which includes all of Southold Town).

affect the achievement of the LWRP policy standards and conditions contained in the consistency

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program(LWRP) Policy Standards. Based
upon the information provided on the LWRP Consistency Assessment Form submitted to this department,
as well as the records available to me, it is my recommendation that the proposed action is
INCONSISTENT with the LWRP and therefore INCONSISTENT with the LWRP.
1. The natural feature(bluff) line may be incorrect. The top of slope appears to be at the 20'
contour line.
2. The pool setback of 27.6'to the"top of bluff' is insufficient and inconsistent with Policies
4 and 6. It is recommended that the Board relocate the pool to meet required setbacks.
3. The 2-story frame house and garage are close to the top of bluff(less than 4T)and
coastal erosion hazard line. Structures located within these areas are subject to damage
and loss over time from the erosive forces of the Long Island Sound and storms,
including hurricanes. The location of the structure is not consistent with Policy 4.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.
