In order to build a new house, the existing house will be demolished. The new house is proposed to be landward of the Coastal Erosion Area. Lot coverage: The proposed lot coverage variance(28.3%) is needed because the "buildable land" on 39,823 SF lot is only 8,785.5 landward of the Coastal Erosion Hazard Line. The proposed house lot coverage is 2,047 SF(23.3%)with a small, covered porch(296 SF) and master bedroom deck(140SF). In total 2,485 SF 28.3% smaller than the lot coverage of the existing house(2,700 SF)32.5%. Article XXXVI Section 280-207A(b)Gross Floor Area 3,376 SF is proposed-Due to FEMA regulations the basement and garage are under the living area of the house. This space is not habitable if below AE12(therefore the GFA below the FEMA elevation is not included)The buildable area landward of the CEH line is only 8,785.5 SF, the maximum GFA permitted is 2,100 SF. The owner wishes to build a larger house than what he currently has on the property. The architect has provided the"average"GFA in the immediate neighborhood. The existing homes which are smaller,generally preexisting seasonal homes located seaward of the Coastal Erosion Line. The newer homes constructed closer to the road and away from the shoreline are larger year-round homes. Front Yard Variance: in order to move the house completely out of the Coastal Erosion Hazard Area a front yard variance is requested. The house is proposed at 35.2' from the street. The newer homes have sought front yard variances to move the homes away from the Coastal Erosion area. This variance enables the applicant to move the house completely out of the CEH area. The owner's willingness to construct a new home and demolish the old home is, in part, dependent on the ability to design a home that is an improvement to the environment and can accommodate the family. 2. The benefit sought by the applicant CANNOT be achieved by some method feasible for the applicant to pursue, other than an area variance,because: The applicant is demolishing his large existing home built seaward of the Coastal Erosion Area line. The proposed house lot coverage is 2,483 SF and the GFA 3,376 SF total. The first floor is modest at 2,047 SF and the second floor only 1,329SF. This is not a big house. The front yard variance removes all construction out of the Coastal Erosion Area and eliminates the CEH Law variance (Town Board). 3. The amount of relief requested is not substantial because: The requested variances are small, and the proposed redevelopment of the parcel is more desirable than keeping the existing house and existing sanitary system. The lot coverage is less than the existing lot coverage and the GFA is comparable to the newer homes in the neighborhood. North Sea Drive has a mix some original summer bungalows which do not conform to FEMA or other environmental regulations. The character of the community is fully developed year-round homes raised to prevent flooding. 1 4. The variance will NOT have an adv arse effect or impact on the physical or environmental conditions in the neighborhood or district because: The proposed house will meet FEMA regulations, will meet the energy code and will have a new IA sanitary system. The new home will be significantly more environmentally compatible than the existing home. 5.
