This resolution was duly ADOPTED. I.REPORTS. SUPERVISOR COCHRAN: Each month the Town Board receives reports from the different departments and committees, and there are several listed on this agenda. They are public information. They are available in the Town Clerk's Office. If there is anything you are interested in the Town Clerk will supply these at a nominal charge. 1. Island Group Administration Claim Lag Report through May 2000. 2. Zoning Board of Appeals Financial Activity Report for April, May, June 2000. 3. Southold Town Police JAB and Detective Division for May 2000. II. PUBLIC NOTICES SUPERVISOR COCHRAN: Also under Public Notices there is a Notice of Complete Application to construct a bulkhead on Pettys Pond in Arshamomaque, Town of Southold. Written comments by July 21, 2000. New York State Department of Environmental Conservation Notice of Complete Application of William Baylis to construct a bulkhead and backfill in Pettys pond, Arshamomaque, Town of Southold. Written comments to be received by July 21, 2000. 7/6/00 2 III. COMMUNICATIONS SUPERVISOR COCHRAN: Communications, our Town Clerk Betty Neville has received word from Assemblywoman Acampora for a grant of $5,500 for Local Government Records Management Improvement Fund. Betty is working very hard, and this is the second grant that she has been able to obtain in better housekeeping, and better protection of our records down in the morgue in our storage area in the basement, so we are pleased to see that this is happening. Also, a letter fi:om Ruth Oliva thanking the Board for an appointment to the Transportation Commission, a letter from Peggy Grigonis for support, a letter to myself from Frank Petrone, Huntington Town Supervisor, this is one on animal shelters for domestic violence victims. Also, a letter to the Strawberry Festival Mattituck Chairman and people that live in the area sent a letter with their concerns, and the Lions work very hard to make sure that there is no problems, so once again I copied that everything was fine, no problems up there. Also, a letter in relation to Scott Russell our Assessor, and the service that he provided to a taxpayer, and when we do get a letter complimenting any of the staffit goes in their file, and they are given a copy. 1. PUBLIC HEARINGS. 1. 5:00 P.M. on proposed amendmems to the Community Development Block Grant Program Budget. V. RESOLUTIONS. SUPERVISOR COCHRAN: As you know the Town Board has a policy that before we pass any of the resolutions if you would like to make comment or statement or address the Board in relation to any resolutions we will call for that momentarily. Also, at the end of the Town Board meeting on any Town business we would be very happy to have your input. At this point if it is in relation to resolutions is there anyone that would like to address any of the resolutions on your agenda? CATHERINE TSOUNIS: Catherine Tsounsis Siolas. I called up the Clerk's Office, and they told me I could speak at the end of the meeting about any particular issue or concern, so do I speak at the end or now. SUPERVISOR COCHRAN: I am just looking. The only thing we are doing today in relation to zone change is setting the date for a heating. CATHER/NE TSOUNIS: Yes, but I would like to express my opinion. Is it at the beginning of the meeting or at the end? SUPERVISOR COCHRAN: I would say you should do it now if it relates to the action that we are going to begin to take on 48. CATHERINE TSOUNIS SIOLAS: Thank you, Supervisor. I would like to pass out an article that was published on July 5th in the Suffolk Life, and I would like it to be put in the public record. Now I am going to give each one of you a copy of it. This article was written by Julia A. Lang. On the bottom right hand comer of the article you will see our property. She has written here, landlocked. The 1.2 acre wooded parcel owned by Catherine Tsounis Siolas to the left, she has my name spelt incorrectly. My name is Siolas. She put an 1 in. So, that is an editorial error. I would like to read this. Woman fights rezone of one-acre property. The hot topic in Southold these days is a tiny parcel of land on Route 48 in Greenport sandwiched between San Simeon by 7/6/O0 the Sea Nursing Home and land owned by St. Peters Lutheran Church. The Sunset Motel is directly across the street. The site's owners once regarded it as their httle nest egg property on which they hoped to build a two-family in their retirement years for themselves, and their daughter, but for the third time in five years the parcel is being threatened with a zoning change that the owners charge would result in the devaluation of the land, and encroachment by someone who wants the property at a low price for some other purpose. The Southold Town Board is scheduled to discuss the rezoning of the 1.2-acre parcel fi:om Hamlet-Density (HD) to Residential (R80) tomorrow July 6th. A two family home could be built on the lot under the HD zoning designation. If the land is rezoned the owners would be forced to obtain a special exception from the Zoning Board of Appeals according to Robert Kassner of the Town Plamfing Office. I am trying to go legally, said owner Catherine Tsounis Siolas, maintaining that there a number of illegal apartments rented by homeowners throughout Southold. In a small town how can you hide. Tsounis Siolas, and her husband, John, live in Bayside, Queens~ but spend time in a home in Mattituck owned by her family since 1976, she said, adding she has been coming to the North Fork since 1961. Illegal apartments are something Supervisor Jean Cochran admitted exists. At the last Town Board meeting she aired plans for establishing a housing committee to deal with the problem, and to help to create affordable renters for senior citizens, and young town residents struggling to start their careers in the area. Tsounis Siolas is not optimistic that she will win the day with the Town Board. She and her husband purchased the property in 1985 for $40,000, but she now fears she cannot sell it for that much, and will be prohibited from building on it as she had planned. Somebody wants it, and they are working through the Town Board to get it. Tsounis Siolas alleged of the plot of land Town Board members also feel they have a mandate for social change referring to the effort of Southold Town Board to buy various parcels of land to protect the environment and maintain the area's rural character. Cochran acknowledged that this is the second time her administration has considered this particular zoning change, but decline to comment on any of the charges Tsounis Siolas made. Tsounis Siolas has been told by others that her little piece of land is not going to hurt the environment if it is developed as she and her husband, she said. Noting her Greek ancestry Siolas said, there is an old European value placed on the acquisition of land, and that prompted her m put her money into the purchase. We are not rich people, she said. She and her husband, who has been a teacher, and has worked five jobs to support the family, let me just add, he teaches at night, he is a professor in the summertime, he is a translator, consultant, and monitor, five jobs, and he is supporting a family, and an aged parent. They stand to lose their investment if the zoning change occurs, even if it does not happen this time, Tsounis Siolas said. She fears the property has been devalued by the constant threats ofrezoning. She has been unsuccessful in listing the support of full-time town residents to sign her petition to fight the rezoning, because they are afraid of reprisals, she said. However, part-time residents have been willing to sign the petitions, and as of last week she has about 20 signatures, she said. The last time the property was threatened with rezoning she had 100 signers, and was trying to get more by the time of the Bc/ard meeting, she added. We are not part of the established community. I don't have any candidates on the Town Board, and so forth, and so on, and you can read the rest for yourself, but I want to end up with one sentence. As Tsounis Siolas sees it there is no concern for the middle class resident. Thank you for listening to this article. SUPERVISOR COCHRAN: Thank you for your statement. If not, number one. 1.-Moved by Councilman Romanelli, seconded by Councilman Moore, it was RESOLVED that the Town Board of the Town of Southold hereby accepts the proposal of Albrecht, Viggiano, Zureck & Company, P.C. to conduct an audit of the books and records of the Town of Southold and its grant programs for the year ended December 31, 1999, for a total fee of $17,750 ($16,000 for the audit plus $1,750 for the Community Development Program); and be it further RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Jean W. This resolution was duly ADOPTED. 7. - Moved by Councilman Richter, seconded by Councilman Romanelli, it was REsoLVED that the Town Board of the Town of Southold hereby grants permission to Detective Beth Dzenkowski to attend the State of New York Police Juvenile Officers Association Annual Training Conference at Ellenville, New York on Snnday, September 10 through Friday, September 15, 2000. This resolution was duly ADOPTED. SUPERVISOR COCHRAN: Nttmber nine is something that we talked about as a Board for awhile, and We see more and more need, so lam going to read this and give a little explanation. 9. - Moved by Supervisor Cochran, seconded by the Entire Town Board, WHEREAS~ the citizens of Southold have shown their support for attempts to maintain the beauty of our town by consistently supporting the Town Board's efforts in land preservation, passing bond issues totaling $13,000,000; WHEREAS, the Town Board has the invaluable assistance of the Land Preservation Committee, a group of dedicated volunteers, who have, under the capable leadership of Chairman Richard Ryan, spent a tremendous amount of time soliciting, evaluating, and recommending to the ToWn Board property to be preserved; and WHEREAS, the program available to the ToWn to assist in its land preservation efforts, be it Federal, State, County, or private, have increased the availability of matching funds for the ToWn, making it possible to forever block the development of approximatelY 2,500 acres, to date, of our precious farmland; and WHEREAS, the volume of work necessary to accomplish these tasks has grown to the point where it is necessary to provide full-time assistance to the Land Preservation Committee for the purpose of executing grants, inventorying and cataloging properties, and tracking the overall process; now, therefore be it RESOLVED that the Town Board of the Town of Southold hereby establishes the Department of Land Preservation to assist the Town Board and the Land Preservation Committee in their ongoing struggle to preserve and protect our heritage for both present and future generations. 7/6/00 SUPERVISOR COCHRAN: What we are doing here, we find that we have several staff members that do have enough time in their busy day to write, and send the grants to the County, State Federal, but we are short on people that when we get the grant to track the grant. When we buy farmland development rights to do an inventory, to once a year make sure that land is as we purchased it, and on, and on, and on, and we see more and more need since the 2% that we now have funding that we can do a great deal more, but it is my feeling and the Board's that management and some organization in this area, and support to the Landmark Committee. I will tell you this, Southampton is doing much the same thing, and I wish I had their budget to do it. What we are doing to be able to do this is to move one of our people out of Planning, and we are replacing her, it is Melissa Spiro, and we are replacing her with a new employee, and I think we will see that it will return to us many times, because we will be more organized, and will be able to better protect and watch over what belongs to the residents of Southold Town. Cochran to execute an agreement with the Burton Potter Post #185, ) Greenport American Legion for the rental of the American Legion Hall at 121 Third Street, Greenport, New York, for the purpose of the Anti-Bias Task Force hosting the 3rd Annual Motown Dance, on August 18, 2000 for set-up, and for the Dance on August 19, 2000 8:00 P.M. to 1:00 A.M. on August 20, 2000, all in accordance with the approval of the Town Attorney. 10.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was duly ADOPTED. 11.-Moved by Justice Evans, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Jean W. Cochran to execute a Software Service Agreement with ACS for the Miscellaneous Accounts Receivable System, the Government Financial System and the PAYMATE Payroll System, at an annual cost of $6,033.00 and chargeable to the Central Data Processing budget; said agreement subject to the approval of the Town Attorney. ll.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was duly ADOPTED. 12. - Moved by Councilman Murphy, seconded by Councilman Richter, WHEREAS, there has been presented to the Town Board of the Town Board of Town of Southold, Suffolk County, New York, on the 6th day of July 2000, a Local Law, entitled "A Local Law in Relation to Restricting Tobacco Advertising, Chapter 1000, now, therefore be it RESOLVED that this Local Law be referred to the Southold Town Planning Board and the Suffolk County Department of Planning for recommendations and reports, all in accordance with the Southold Town Code and the Suffolk County Charter. Councilman -Moved by Councilman Romanelli, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby AMENDS RESOLUTION NO 31 of the June 20, 2000 Southold Town Board Meeting by inserting the word "Potential" in front of Future Water Mains. Resolution to read as follows: WHEREAS, the Town Board of the Town of Southold wishes to begin implementation of the aforesaid policy by setting clear limits as to the future distribution of public water supplies into agricultural lands targeted to remain in agricultural production, as well as to guide the provision of needed public water supplies to existing residential development, and WltEREAS, adoption of this map is not to be construed as a guarantee of the provision of public water supply within a specified time frame or in a specified order of priority; now, therefore, be it RESOLVED, in conjunction with the above-noted endorsement of the Water Supply Management & Watershed Protection Strategy, that the Town Board of the Town of Southold hereby adopts a Map entitled "Locations of Existing Water Mains and Potential Water Mains Relative to Protected Lands Within Southold Town", and dated June 2000. l tl.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was duly ADOPTED. 15.-Moved by Councilman Romanelli, seconded by Justice Evans, WHEREAS, there has been presented to the Town Board of the Town of Southold, Suffolk County, New York, on the 6th day of July, 2000, A Local Law, entitled "A Local Law in Relation to OffRoad Vehicles, now, therefore be it RESOLVED that the Town Board of the Town of Southold hereby sets 8:02 P.M., Tuesday, August 15, 200, Southold Town Hall, 53095 Main Road, Southold, New York as the time and place for a public hearing on this Local Law, which reads as follows: A Local Law in Relation to OffRoad Vehicles BE IT ENACTED by the Town Board of the Town of Southold as follows: (To be inserted in it's entirety in the Minute Book) 15.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Romanelli, Councilman Moore, Justice Evans, Supervisor Cochran. Murphy, Councilman 16. -Moved by Justice Evans, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes a 50% refund in the amount of $229.20 to Theodore C. This resolution was duly ADOPTED. SUPERVISOR COCHRAN: May I have a motion to recess for a public hearing? Moved by Councilman Moore, seconded by Councilman Murphy, it was RESOLVED that this Town Board meeting be and hereby is recessed at 5:00 P.M. for the purpose of holding a public hearing. SUPERVISOR COCHRAN: [ have a letter from the North Fork Environmental Council, and their President Howard Meinke asking for our support on this, and this will be sent in the form of a resolution officially notarized by our Town Clerk, so they will receive that in time for the hearing. 17.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Supervisor Cochran. This resolution was duly ADOPTED. 22. - Moved by Councilman Richter, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the closure of Sound Avenue from Love Lane to the driveway of the parking lot east of the Church of the Redeemer between the hours at 7:00 A.M. to 4:00 P.M., on August 5, 2000 during the Mattituck Presbyterian Church "Annual Suanmer Fair" to be held on their property at Main Road and Sound Avenue, Mattituck, New York, provided there is filed with the Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an additional insured. 22 .-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Supervisor Cochran. At this time, we will take any input fi:om any of those attending, who would like to address the Town Board on any Town Board business. We would be very happy to entertain your comments at this time. HOWARD MEINKE: Thank you. I am Howard Meinke, President of the North Fork Environmental Council. The Council has never been bashful about pointing out how the Board could do things better, or do things faster, or do things a different way, and the speed that you should do it, and all the rest of it. It has always been grist for our ~ill, so we do think it is encumbered on us when we like what you are doing to stand up and say that also, and we think that Resolution #9, the establishment of the Land Preservation Department is a good job, and number 17, the letter to the NRC, that is a good job, and we thank the Town Board very much. SUPERVISOR COCHRAN: Anyone else like to address the Town Board? Mr. Miloski at the last meeting you questioned us upon water and cancer causing chemicals in the water, and so forth, and you wondered if there was any one that had this information, or this education to the public, and I had the opportunity to speak with the Executive Director of the North Fork Environmental Council, and they do ongoing education and information to the public, and just about what you were asking. I asked Debbie if she would give me a copy, so I could share with you. She hasn't dropped it off yet, but I am sure she will, but perhaps Howard I know you give information and encourage people to test their water, so there is an agency that is doing this job, for your information, sir. PHIL M1LOSKI: Just that they pass it on to the doctors and the medical profession in the area. Do they do that, also? SUPERVISOR COCHRAN: I don't know. How extensive is this. HOWARD MEINEKE: We have had certain stnffin the newspapers, and we had the thing at the Suffolk County Community College, but beyond that our mailing list, where all the stuff goes, is comprised of our members. We do have some doctors, but not all of them. Very likely the direction we should go. We do have a little bit of contact. We just received a booklet from the EPA. It is about acute pesticides poisoning, and identifying substance, which we are distributing to local pediatricians, but as far as the long-term effects. SUPERVISOR COCHRAN: If I get any more information I certainly will share it with you. Anyone else like to address the Town Board? MARY McTIGUE: Hi. I am Mary McTigue fi:om Oakwood Road, Kenny Beach, and today Kenny Beach was closed. I think you are aware of that. SUPERVISOR COCHRAN: That is going to be my report. MARY McTIGUE: I just wanted to know maybe you can help me with this. Why was it close? I am hearing different reasons. Besides the birds I am hearing that it is lifeguard problem, that you don't have enough. SUPERVISOR COCHRAN: No, no, no. The Piping Plovers are protected by the Federal government, as is the Tern, and in the Spring the last few years they have chosen our Town beaches to build their nests. Okay? If you disturb them, or do them any harm, it is a $1,000 fine, that this municipality, your tax money will go for. The beach up at Kenny's, now the Piping Plover left, and we were ready to open the beach, and then we had the Terns, and they are nesting. So, now we have to wait for the Terns, but more important than that is the fact that over the weekend there are at least 100 people up there using the beach. The beach is not officially opened, it is closed. The bathrooms are not unlocked, therefore people were going to the bathroom behind, and I had Complaints fi:om people saying, you know, if you are not going to supply the bathroom, but the beach is officially closed. They have not been opened yet. It will stay this Way probably until the Terns decide to leave. MARY McTIGUE: I know but if this keeps happening... 7/6/00 10 SUPERVISOR COCHRAN: We today closed the beach, and asked people to leave, and we asked them to please go down and use McCabe's, or go use the Town Beach tmtil the Terns disperse, and it is a $1,000. for each bird, so I went up myself and looked, and there is a good half dozen Terns. MARY McTIGUE: I know, but last year the Piping Plover was there, and so was the lifeguard sitting right next to each other, so I don't know why people are a threat. SUPERVISOR COCHRAN: I am not aware of that. We didn't open the beach I didn't think until the Piping Plover left. MARY McTIGUE: No, it was open all season. SUPERVISOR COCHRAN: I would have to investigate that, but that is the reason the people were asked to leave the beach today, and use one of our other beaches. There is no problem with lifeguards, or anything else. We have got them hired. I mean we are all set to go for the season. MARY McTIGUE: So why was the beach not patrolled for the July 4th weekend? SUPERVISOR COCHRAN: Unfortunately we didn't know better. It is all poSted, not open. MARY McTIGUE: It just says officially closed, which could be interpreted as you are not supervised in the water, swim at your own risk. SUPERVISOR COCHRAN: It is not open. It is not usable as a beach. MARY McTIGUE: Do you know approximately when the birds will leave? SUPERVISOR COCHRAN: I hope they leave tomorrow. I am serious. It is really lovely, and they are flitting around. MARY McTIGUE: Somebody said it could go thirty days, so it could be in the middle of August. SUPERVISOR COCHRAN: I don't know the habits of Terns. I would have to call the Audubon Society, and fred out. I did ask Jim McMahon. He has a copy of all the rules and regulations in relation to this, so I asked him for a copy just an hour or so ago to have tomorrow, and just see exactly how much We can and can't do. MARY McTIGUE: I am not trying to say that the birds are bad, but if you could move them or entice them somewhere else for next season otherwise it is going to be a little sanctuary down there. They are just going to keep coming back and back, and they have more fights than me then. What's with that? SUPERVISOR COCHRAN: We never had a problem with them on the Town beaches until they were protected if they happen, or how can I say this? We never had the birds come and nest on the Town's properties. MARY McTIGUE: Couldn't you entice them across the street, or something? There is a lot of angry residents now down at Kenny Beach, and it is only going to get worse. Maybe I am the first, but you will hear from more people. SUPERVISOR COCHRAN: I have had about three calls. COUNCILMAN MURPHY: This is also Federal Law. MARY McTIGUE: I know, but if that was the risk all along, then why were we all there July 4th weekend, if you stood to lose a $1,000 a day, or per bird, or whatever? SUPERVISOR COCHRAN: I wasn't aware. MARY McTIGUE: It has been since MemOrial Day. 7/6/00 11 SUPERVISOR COCHRAN: Fourth of July, I was made aware that they are down there today. Once I found our they were down there, I spoke to the Police Department, and they enfOrced the fact that the beach is not officially opened. MARY McTIGUE: They said it was because of the bathrooms, and that the Department of Health closed the:beach, so everybodY has jumbled information. Thank you. SUPERVISOR COCHRAN: We want to the beaches back as soon as you do, believe me. It is a problem all OVer. The County has the problem. We have the problem, Everybody has the prOblem. MARY McTIGUE: They can use my backyard. SUPERVISOR COCHRAN: They can use mine, too. They are quite lovely, but anyhow hopefully, I am not sure when they will go, but we will check with the Audubon Society, and see how much longer they will there, and we haven't even seen that part of the beach yet, because we haven't been able to open it, so we can't disturb them. It is unfortunate, but it is the environment sometimes. Anyone else like to address the Town Board? (No response.) If not, I will call for Board reports starting on my left with Councilman Richter. COUNCILMAN RICHTER: I have nothing. COUNCILMAN ROMANELLI: It really isn't a report, I just wanted to say the Town and Village of Greenport was like Manhattan. I have never seen so many people in the Village of Greenport. SUPERVISOR COCHRAN: Okay, Councilwoman Louisa Evans? JUSTICE EVANS: Nothing really, except I thank the Chief and the Lieutenant for coming out to Fishers Island. SUPERVISOR COCHRAN: Was it successful? JUSTICE EVANS: There was some good and some bad, but I think they will work it all out. SUPERVISOR COCHRAN: Good. Councilman Moore? COUNCILMAN MOORE: We set a resolution tonight for a public hearing on the off road vehicle ordinance that we are looking at (tape change) That at 2:00 o'clock in the morning the neighborS have a stereo blasting, that night activities can be taken standing on the street comer with a decibel meter, so don't be confused with the Noise Ordinance (unintelligible) COUNCILMAN MURPHY: I have a couple of things to talk about. One was I had some thoughts on the 4th of July parade, and it was quite a thing to see. They streets were packed with people, and kids, displaying their patriotism, and it was really good. The second thing is the resolution we passed in relation to the Land Preservation Department. It is something that we worked on quite a bit, and I think it is a step to our commitment to try to keep Southold somewhat the way it is, and we hope to see it for our families. I was very happy about that. SUPERVISOR COCHAN: I just have a couple of things. I also attended the Tall Ships in Greenport, and it is exciting to think that not too many years ago we wouldn't have had a Russian ship in our harbor, and the young men on board were young cadets, and they make a dollar a day, and we got notice of this, and so we went ahead with a collection between Town Hall, and the Police Department, and collected over $325, which we gave to throw into the Pot in Greenport. They were collecting also. These young men were given a hamburger and coke, so that was fun, and it was fun when you took a tour on the ship, because they are all learning English, but they have some difficulty at this point. I was getting pretty good at sign language, and we were able to communicate as we took the tour, so that was fun. We also closed on another farm. We cloSed on it this morning. I would like to share a letter with you, and from James Pim, who has been a member of good standing for quite some time with the Land Preservation Committee. Dear Jean, this is to respectfully inform you that I don't wish to be 7/6/00 12 considered for reappoint to the Land Preservation for another term. I have been on the Board for many years, and have felt particularly privileged to serve with Dick Ryan as Chairman. I feel that the Town is extraordinarily fortunate to have the highest skilled resources at the critical time in our history, and I hope that everything possible can be done to keep him happy and committed as Chairman. You will never find another as well qualified. As for me, my life is too full at the moment, and I must shed a few responsibilities. I will continue to be a stronger supporter of land preservation and population density control. Your attitudes and policies have been greatly appreciated by the committee under development rights, purchase programs can continue at the fastest rate possible until all the remaining agricultural land is secured, and I am convinced that the agricultural practices can be modified to the point of being compatible to .the perpetually clean water supply. Thank you for giving me the opportunity to serve, and I would like to close with a motion of regret that Jim will be leaving us as a member of the committee, but he has offered to come back anytime we invite him to take advantage o£his expertise. He does work for the Health Department, and is involved in water management, so I move that we close the meeting with thanks to Jim for his service.
