Murphy, Councilman, John P. Romanelh, Councilman Craig A. Richter, Town Clerk Ehzabeth A. Neville, Town Attorney Gregory F. Yakaboski. 9:00 A.M. Appointment James Bunchuck, Solid Waste Coordinator updated the Town Board on the progress of ongoing projects at the landfill. He reported that the permit for the Household Waste Facility :STOP Program will exp/re in July and a renewal application will need to be filed, if they wish to keep it going the way it is now. Mr. Bunchuck suggested that they move from a permanent facility to "STOP DAYS". The trained labor force, eqm'pment, and supplies would be provided by a speciality company at a cost of $1,200.00 per day. He has checked out the operation over in Southampton and it works very well. The number of our drum containers were down last year from 181 to 74. The manpower needed detracts from the program as it is now. The cost for one man is $19,000.'00, plus mining, supplies, employee physicals. A medical clearance is needed to do it. The total cost for one person, equipment, and supplies with the removal of the drams is $39,000.00. They are continuously told that they need to have a second "buddy system person". If they put the second person on, then the cost would go to $59,000.00 a year. If a "STOP DAY" were held every other month, the total annual cost would only be $7,200.00. There would have to be an advertising campaign to publicize it well, advertisements in the newspaper and fliers handed out at the landfill gates. He will check with Comptroller John Cushman as to whether or not there will be a reduction in our insurance also. The Town Board agreed that he should proceed in this manner for "STOP DAYS". Mr. Bunchuck alsO reported on the Dvirka & Bartilucci contract for the landfill. They are currently digging another recharge basin and beginning to grade the overall landfill. Having a contractor do the work is saving money, but D & B overseeing costs will be more. The resolution reads "at a cost not to exceed $12,000.00" to arrive at a concept and design, once it is decided what should be done then they will get into the construction. (See Resolution No.'s 25 & 26). Mr. Bunchuck advised that there is a need for a part-time scale operator for week-ends at the Landfill. Councilman Romanelli asked if he has the money in his budget. He answered yes, it is in his budget. The Town Board discussed the setting the salary scale for this position. They decided to set it at $10.00 per hour. (See Resolution No. 14). Mr. Bunchuck also discussed accepting the bid of Edward Ehrbar, Inc. for the new wheel loader and authorizing a budget modification to the Solid Waste District 2000 budget. (See Resolution No, 23 & 24), He also reported that he hopes to have an update on the Huntington situation soon. 10:00 A.M. Appointment of Valerie Scopaz, Planner regarding the water study and map has been cancelled. They are fine tuning the map and it will be put on the next meeting agenda. 9:30 A.M. The Town Board reviewed IV. For Discussion Items as follows: IV. 1. North Fork Environmental Council reques! for support in seeking County funding. Supervisor Cochran advised that the Town has filed many applications for County funding and received and purchased marcy properties, for preservation as a result, and has many more pending. The Town Board placed a resolution on the agenda inviting the NFEC and the other listed groups to join them in seeking further support. (See Resolution No. 33). IV. 2. l)virkak & Bartilucci contract for landfill closure, already discussed. V. 3. Town Hall Expansion Councilman Richter reported that they are investigating procedures for developing a reorganization and possible expansion of this building. They don't think that the Peconic School is feasible. They are still waiting for a forensic report on the house next door to Town Hall. Supervisor Cochran checked with Executive Administrator James MeMahon who said that it should be ready before the next meeting. Coun¢ih~aan Richter will be meeting with Samuels & Steetman Architects tomorrow morning. Everyone agreed that something has to be done. IV. 4. Tax Abatements for Improvements to Historic Structures. Councilman Moore reported that he met with the Assessors and they agreed that we should go out and meet with the School Disricts REGULAR MEETING A Regular Meeting of the Southold Town Board was held on June 6, 2000, at the Southold Town Hall, Main Road, Southold, New York. SUPERVISOR COCHRAN: I requested a special privilege in the form of a resolution, which I would like to read. Osborne, who serves the parishioners of St. Patrick's Roman Catholic Church in Southold, recently celebrated the 50th Anniversary of his ordination into the priesthood; and 6/6/00 2 WItEREAS, the Town Board of the Town of Southold wishes to pay special tribute to Father Osborne and honor him for his selfless dedication'to the spiritual, emotional and physical needs of those seeking direction and comfort; now, therefore, be it RESOLVED that the Southold Town Board, hereby declares Sunday, June 11, 2000 to be "Father Martin J. Osborne Day" in the Town of Southold, and joins with his friends and family in recognizing and congratulating him. He is someone that you run into when you go to a Legion affair, or you just meet on the street. He is just a kind gentleman, and we have been very fortunate to have him in the Town of Southold as one of our Catholic Fathers. I. REPORTS. PUBLIC NOTICES. SUPERVISOR COCHRAN: Public Notices. The U.S. Corp of Engineers have a Notice of Application from Jane Lynn to install a pier, ramp and float at Town Creek, Shelter Island. Written comments are available until June 14t~. 1. COMMUNICATIONS. .SUPERVISOR COCHRAN: Communications, we received a letter from Alice Wise, Bill Sanok, and Joseph Sieczka, Comell Cooperative Department Extension in relation to thank you for composting. They requested some of our compost. We think we have one of the best compost that is generated in the area, and so they requested if they have some, so they can use it as part of their research and specifically on the vineyard research to use it for the planting of vines. So, hopefully they will find that the vines grow better and greener, produce better fruit. I am very happy to cooperate with different groups and organizations in this kind of a project. We have letter from Ed Kruszeski, American Legion Merchant Veterans. They had a ceremony down m Orient and floated wreaths for the Merchant Marine veterans just before the Memorial Day, and I was honored to take part. 1. V. RESOLUTIONS. SUPERVISOR COCHRAN: As you know the Town Board has a policy that prior to the adoption of any of the resolutions. This is all work we have done during the day, but prior to the adoption of any of the resolutions we are very happy to answer any questions you may have, or comments. So, if there is anyone that would like to address .the Town Board in relation to any of the printed resolutions we would be very happy to entertain it at this time. Jack? Mr. Williams? JACK WILLIAMS: Jack Williams from East Marion. I had a question with regard to resolution #17. It seems as though this is a small housekeeping matter adding an affective date to this thing, but it may be something bigger where someone is asleep at the switch. For instance, I would think that on resolutions number 5 and 6 there should be an effective date also. We would expect that two weeks from now somebody will introduce a resolution in order to amend those two resolutions? Last week I remember, Madam Supervisor, that you were self congratulatory about the amount of work that had been done during the work session, and during the Town Board meeting when there ~vere fifty-three resolutions that were adopted, and I would like to suggest if some of them are like this one housekeeping resolutions making up for previous errors why your work load may not be quite as severe as you seem to think. SUPERVISOR COCHRAN: Thank you for your comments, Mr. Williams. Isn't it nice to know that we are human? Thank you. Anyone else like to address the Town Board? (No response) If not we will begin the adoption of the resolutions? 1. - Moved by Councilman Romanelli, seconded by Councilman Richter, it was RESOLVED that the Town Board of the Town of Southold hereby engages the services of Albrecht, Viggiano, Zurek & Company, P.C., to conduct an audit of the contract between the Town of Southold and Cablevision Systems Long Island Corporation for the two-year period ended December 31, 1999, at an estimated fee not to exceed $10,000.00, and shall be a legal charge to the Part Town, Town Attorney, Legal Counsel fund B. 1420.4.500.200 and be it FURTHER RESOLVED that Supervisor Jean W. This resolution was duly ADOPTED. 2. - Moved by Councilman Richter, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the closure of Case's Lane, Cutchogue, from 7:00 A.M. to 5:00 P.M., Saturday, July 1, 2000, in the interest of public safety, during the Cutchogue-New Suffolk Historical Council's Annual Antique Show and Sale on the Cutchogue Village Green, provided they file with the Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an additional insured. 2.-Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Romanelli, Councilman Moore, Supervisor Cochran. This resolution was duly ADOPTED. 3.- Moved by Councilman Murphy, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby approves the revised bond amount of $81,385.00, with an administration fee in the amount of $4,883.10 for the Minor 6/6/00 Subdivision for North Bayview Associates at Southold, all in accordance with the recommendations of Engineering Inspector James A. This resolution was duly ADOPTED. -Moved by Councilman Moore, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby .grants permission to Detective Sergeant Martin Flatley to attend the Federal Bureau of Investigation National Academy Annual Training Conference at Rochester, New York on Sunday, July 16, 2000 through Wednesday, July ~9, 2000. Southold, New York, as the time and place for a public hearing on this Local Law, which reads as follows: A Local Law in Relation to "Restricted Truck Traffic on Love Lane" Chapter 92, Article BE IT EI'~ACTED by the Town Board of the Town of Southold as follows: §92- Restricted truck traffic I. Purpose The Town Board of the Town of Southold find that with the increasing development and population of the Town of Southold, transportation activities are increasing and impacting the local streets. Regulation of truck usage on local streets is necessary so as to provide for the safety and welfare of the Town's citizens and for the orderly flow of vehicular and pedestrian traffic on busy local streets. It will be put back on the agenda in two weeks. That is the end our public heatings. At the end of each Board meeting we have time scheduled for anyone that would like to address the Town Board on any Town business. This is the opportunity. Sir? ROY LOCASCIO: I live in the Town of Southold. I also have a business here. I would like to speak on the recent change of parking on the comer of Hobart Avenue and Route 25. When this happened last week I immediately called the Town. I spoke to two or three people. I, also, left two messages for the Highway Department Mr. Jacobs, but they have yet to even return my phone call. SUPERVISOR COCHRAN: I believe you and I talked for at least a half an hour. ROY LOCASCIO: Yes, when I spoke to you. I was told that the reason for the change was because of the new business in the area need for parking, and although I am sympathetic to his business I couldn't believe my ears. If you remember I was one of many ~vho have been scrutinized with~ the businesses with the amount of parking that is needed in the town to open businesses. I am now hearing that parking is being changed to accommodate a business in the area. SUPERVISOR COCHRAN: Who made those statements? ROY LOCASCIO: I believe that you, yourself, said that it was to accommodate the new business in the area. SUPERVISOR COCHRAN: I think I am being misquoted, but go ahead. ROY LOCASCIO: I remember your exact word was to accommodate the new business in the area, and the increase of traffic the parking is changed. What about other people's customers? Were they taken into consideration? Number one, you choose to put fifteen minutes parking a~ all times. The only other fifteen-minute parking that I know of in this town has time restrictions on it, nine A.M. to P.M., nine A.M. to six P.M. This is fifteen minute parking at all times for one hundred feet on! Hobart Avenue, a one-way street. Did anybody take into consideration that they are diverting down that street by putting signs up that say, fifteen minute parking? The rest of the town's business area has two hour parking. COUNCILMAN MOORE: You have a point there. I drive down there. Do you have some suggestions how accommodate the need for your business and the business across the street? ROY LOCASCIO: As I said, I can understand from a business point of view that is limited parking. Okay? And nobody wants somebody being parked there for three days taking up a parking spot. I mean, I can understand that, but the res~ of the town is two hour parking in the business district areas. 6/6/00 14 SUPERVISOR COCHRAN: Do you want to share your suggestion with us? ROY LOCASCIO: My suggestion is two hour parking. There is nothing wrong with two hour parking all the time. That way you can't have somebody park there for the full day, yet it is conducive to any business. Fifteen minutes is not even enough time for somebody to utilize a business, you know if they need to go in and make a choice on something. COUNCILMAN MOORE: I was looking to see if you could perhaps do it. There are instances where you can do site plans. You can show that if you got a business that is open at certain hours and your neighboring business ~s not open those hours there is a way of sharing a Parking situation. For example, the fifteen minutes limitation be from 9:00 A.M. to 5:00 P.M. ROY LOCASCIO: I think fifteen minutes is absurd. I think fifteen minutes is tough to do anyway. You park your car, you get out, fifteen minutes pass. Believe me, the Police have already been down there three times asking questions of people who have been parked there, so they have enforcing it very diligently. COUNCILMAN MOORE: How do you make something like that work? ROY LOCASCIO: I think that it would work, but I think the time limit should be to at least an hour from 9:00 to 5:00, and after five longer, because, think about it, even if someone is in a residential area wants to park their car there. I know the gentleman that owns the house right there sometimes parks his car on the street. Why should he be told that he can't park in a residential one-way street? We are not talking about a two way street here where you are diverting traffic down this street. I think the town should take that into consideration. I am sorry I didn't read in the paper that there was something about it. I would have been here. I know that a couple of the other businesses were not aware of it either. Thank you. Several months ago there was a fair amount of publicity that there was supposed to be a Route 48 revisited discussion, and I attended that. I was very interested to hear the dialogue. I was pretty willy-nilly, and I wonder now whether that is all there will ever be, or whether there will be a revisiting of the revisitation. SUPERVISOR COCHRAN: It is scheduled for the next Town Board agenda hopefully. We will be discussing additional changes on 48. Anyone else like to address the Town Board? (No response.) It is a property owners guide to preserving farmland and open space in the Town of Southold, and my little welcome on the front is individual landowners, a key the future of the Town of Southold, and the preservation of our valued rural character. Loss of land threatens the economtc viability of agriculture and our quality of life. Fortunately there are several protection programs that can be tailored to specific circumstances and goals of landowners, while saving the remaining open space and farmland. You could protect your equity and conserve land at the same time by considering the preservation choices outlined in this brochure, and it covers the purchase of development rights, agricultural district, bargain sales, conservation easement, tax exempt installment sale, like kind exchange, unlimited development, land donation, family limited partnership, charitable remainder trust, and lending the conservation tools.
