The applicant is proposing installing the sanitary system less than 150 feet from a private well. Findings and Facts 1. The applicant is proposing to construct a single-family dwelling with public water and individual sewage disposal system. 2. The site is located in Groundwater Management Zone 4. J. The area is zoned residential. 4. Soil conditions are good, with 1-3 ft. of loam and 3-13 ft. of sand & gravel. 5. Depth to groundwater is 7 ft_ 6. A variance is requested to locate the sewage disposal system 106 ft. from a shallow well on the lot to the east (Daskin). 7. A similar variance was granted on September 28, 2000 to a different applicant to construct a sewage disposal system 126 ft. from the Daskin well on the same subject parcel. Variances were also granted at that time for an on-site shallow well and for separation distance between the proposed sewage disposal system and wells on the lots to the north and south of the subject parcel. 8. The town has required the sewage disposal system to be located further from the wetlands to the west. This required the proposed sewage disposal system to be moved closer to the Daskin well. 9. Groundwater flow is to the northwest, away from the Daskin well. 12. The applicants have made an offer to connect the Daskin residence to public water. Ms. Daskin has declined that offer- Determination It was a 3 to 0 determination of the Board of Review to grant the request for the variance to construct the sewage disposal system at the proposed location provided the applicant agrees to continue the offer connect the affected neighbor (Daskin) to the public water system. The offer to connect shall be held open until the proposed dwelling is completed and the department issues final approval for the project. The proposed sewage disposal system is located such that groundwater flow is away from surrounding wells. As per §760-609 of the Suffolk County Sanitary Code (Sanitary Code), the approval of the variance is in harmony with the general purpose and intent of the Sanitary Code to protect groundwater and drinking water supplies, surface water and other natural resources, and public health, safety and welfare.
