POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. Call to Order. Pledge of Allegiance. Approval of the Audit of Bills of October 5, 2004. Approval of the Minutes of the September 21, 2004 Town Board Meeting. Site Plan (9:00 a.m.) V. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 717. Determine that the Fishers Island Sewer District rent owed by Thomas F. Doherty, Jr. for the year 2004, which rent remains unpaid, shall be levied against the real property of Mr. Doherty. 718. Determine that the Fishers Island Sewer District rent owed by Susan & Kevin Connelly for the year 2004, which rent remains unpaid, shall be levied against the real property of the Connelly' s. 719. Authorize the installation of a streetlight on Pole No. 104 at the entrance of Downs Farm Preserve, Route 25, Cutchogue. 720. Appoint Joseph Doubrava to the position of part-time Minibus Driver for the Human Resource Center. 721. Authorize and direct Supervisor Horton to execute an Agreement and Release regarding credit form Newsday for past advertising. 722. Authorize and direct the Town Attorney to accept the sum of $243.60 in full settlement of the account unpaid tipping fees for Thomas E. Stapon. 723. Authorize and direct Supervisor Horton to execute a Lease Agreement with Rothman's Department Store for the property used as a municipal parking lot. 724. Appoint Brigitte Gibbons to the position of Detention Attendant at the Police Department. 725. Authorize modification to the Police Department 2004 budget for vehicle tires. 726. Grant permission to Town Historian Antonia Booth to attend the reopening of the Brooklyn Historical Society. 727. Authorize and direct Supervisor Horton to execute an Agreement with Fleet National Bank for Cash Management Services. Southold Town Board Meeting Agenda - October 5, 2004 Page 3 V. RESOLUTIONS- Cont. 728. Amend resolution #708, adopted at the September 21, 2004 Town Board Meeting, to appoint Diane H. Nicholson and Robert Mehan to the Southold Town Parks, Beaches & Recreation Committee. 729. Authorize and direct Supervisor Horton to sign an Agreement with Community Action Southold Town as part of the 2004 Community Development Block Grant Program. 730. Authorize modification to the General Fund Whole Town 2004 budget for vehicle maintenance and repairs, Programs for the Aging. 731 Increase the wage rate of John Morgan, part-time Deckhand for the Fishers Island Ferry District. 732. Authorize the establishment of RPS System Server Upgrade as a Capital Project in the 2004 Capital Budget, financing through a transfer from General Fund Whole Town. 733. Authorize modification to the General Whole Town 2004 budget for miscellaneous supplies, Department of Public Works. 734. Authorize the acceptance of residential leaves and brush at the Southold Town Landfill free of charge, October 30-November 28, in connection with the Fall Clean-up. 735. Authorize and direct Supervisor Horton to execute all necessary Agreements, certifications or reimbursement requests for Federal Aid and/or Multi-Modal Program Funding for the replacement of bridge culvert at Brushes Creek. 736. Authorize modification to the Solid Waste District 2004 budget for miscellaneous expenditures. 737. Grant permission to Assistant Town Attorneys Lori Hulse Montefusco and Kieran Corcoran to attend "16th Annual Supreme Court Review Program" on October 15, 2004 in Huntington. 738. Set 5:05 p.m., October 19, 2004, Southold Town Hall, as the time and place for a public hearing for the purchase of a development rights easement on property of Booth, et al, SCTM #1000-51-2-7 and 1000-51-2-8. 739. Appoint Leslie Tombari to the position of part-time Home Health Aide on Fishers Island. 740. Grant permission to Oysterponds Union Free School District to use Town roads Friday, October 29, 2004 for the Halloween Parade. Southold Town Board Meeting Agenda - October 5, 2004 Page 4 V. RESOLUTIONS- Cont. 741 Grant permission to Assistant Comptroller Connie Solomon, Senior Account Clerk Typist Janice Foglia and Clerk Typist Christine Foster to attend the training class for Accounting Principles and Procedures November 16-18, 2004 in Hauppauge. 742. Authorize and direct Supervisor Horton to hire Andrew D. Stype, SRA, to conduct an appraisal of the eastern portion of the parcel located on Horton's Lane behind Town Hall. 743. Set 9:00 a.m., November 4, 2004, Southold Town Hall, to hear the appeal of the determination of the Southold Town Trustees dated August 18, 2004 denying the application of John Betsch. 744a. Determine that "A Local Law in Relation to a Conservation Subdivision exclusion in the Moratorium on Processing, Review of, and making Decisions on applications for Major Subdivisions, Minor Subdivisions and Special Exception Use Permits and Site Plans containing Dwelling Unit(s) in the Town of Southold" is a Type II Action and not subject to further review under SEQRA. 744. Enact "A Local Law in Relation to a Conservation Subdivision exclusion in the Moratorium on Processing, Review of, and making Decisions on applications for Major Subdivisions, Minor Subdivisions and Special Exception Use Permits and Site Plans containing Dwelling Unit(s) in the Town of Southold". 745. Adopt the amendments to the Community Development Block Grant 2001 Program Budget and the Community Development Block Grant 2004 Program Budget. VI. PUBLIC HEARINGS 8:00 p.m. - Hearing on "A Local Law In Relation to a Conservation Subdivision exclusion in the Moratorium on Processing, Review of, and making Decisions on applications for Major Subdivisions, Minor Subdivisions and Special Exception Use Permit and Site Plans containing Dwelling Unit(s) in the Town of Southold". 8:05 p.m. - Hearing on citizens comments on the proposed amendments to the Community Development Block Grant 2001 and 2004 Program Budgets.
