ORGANIZATIONAL MEETING

An Organization Meeting of the Southold Town Board was held on January 3, 2000, at the
Southold Town Hall, Main Road, Southold, New York. Supervisor Cochran opened the meeting
at 1:00 P.M. with the Pledge of Allegiance to the Flag.

SUPERVISOR COCHRAN: The first resolution is making an appointment of the Deputy
Supervisor.
1 .- SUPERVISOR'S APPOINTMENT
Supervisor Jean W. Cochran hereby appoints Brian G. Murphy as Deputy Supervisor of the
Town of Southold for the.term of January 1, 2000 through December 31, 2000.
2.- SUPERVISOR'S APPOINTMENT
Supervisor Jean W. Cochran hereby appoints Ruthaune Woodhull as Confidential Secretary to
the Supervisor, effective January 1, 2000 through December 31, 2001.

3. - Moved by Councilman Moore, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town hereby appoints Gregory F. Yakaboski as
Southold Town Attorney, effective January 1, 2000, he to hold such office until the first clay of
January next succeeding the first biennial town election.
3.- Vote of the Town Board: Ayes: Councilman Richter, Councilman Murphy, Councilman Moore,
Justice Evans, Supervisor Cochran.
This resolution was duly ADOPTED.

RESOLVED that the Town Board of the Town of Southold hereby requests Suffolk County
District Attorney James M. Catterson to designate Southold Town Attorney Gregory F.
Yakaboski, and Assistant Town Attorney Mary C. Wilson, as Special Assistant District
Attorneys.

5. - Moved by Councilman Murphy, seconded by Justice Evans,
WHEREAS, Section 64 of the Town Law requires the Town Board to designate, by resolution,
banks in the State in which the Supervisor or other officers of the Town shall deposit moneys
coming into their hands by virtue of their office; and
WHEREAS, the Town Board may require any bank, so designated, to deposit with such Board
bonds or certificates of the United State, of the State of New York or any county, town, city,
village or school district of the State of New York, such security for such funds so deposited, but
such bond or certificate shall be subject to the approval of the Town Board and shall be
deposited in such place and held under such conditions as the Town Board may determine; now,
therefore, be it
RESOLVED that the following banks are designate for fiscal year 2000 as depositories, and the
following securities are hereby required as 'collateral for such cash balances in said banks:

Cochran to execute Collateral Agreements between the Town of Southold and the above
designated banks and their Third Party Custodial Institutions, all in accordance with the approval
of the Town Attorney; and be it
FURTHER RESOLVED that authorization for increase and decrease of securities shall be
subject to the approval of the Supervisor.

6. - Moved by Justice Evans, seconded by Councilman Murphy,
WHEREAS, Section 11 of the General Municipal Law reqmres that the Town Board may
authorize the Supervisor, chief fiscal officer of the Town, to invest moneys not required for
immediate expenditure; now, therefore, be it
RESOLVED that the Supervisor is hereby authorized to deposit or invest moneys not required
for immediate expenditure in special time deposit accounts or certificates of deposit issued by a
bank or trust company located and authorized to do business in this State, provided, however,
that such time deposit accounts or certificates of deposit shall be payable within such time as the
proceeds shall be needed to met such expenditures for which such moneys are obtained, and
provided further that Such time deposit accounts or certificates of deposit be secured in the
manner provided in Section 11 of the General Municipal Law.

7. -Moved by Councilman Moore, seconded by Councilman Richter, it was
RESOLVED that the Town Board of the Town of Southold hereby authorizes the use of a
facsimile signature to pay all checks, drafts, and other instruments for payment of money drawn
upon the accounts of the Town of Southold by Supervisor Jean W. Cochran, except those third
party cheCks, drafts or other instruments in amounts in excess of $5,000.00, drawn upon the
following banks:

8. -Moved by Councilman Richter, seconded by JUstice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby grants permission to
Supervisor Jean W. Cochran to travel with New York State and Washington, D.C. on town
business, as required throughout the year, and the necessary expenses for travel, meals, and
lodging shall be a legal charge to the 2000 budget.

RESOLVED that the Suffolk Times, a newspaper regularly published in the Town of Southold,
which has been entered as a second class mail matter, be and the same is hereby designated,
effective February 1, 2000 as the official newspaper of the Town of Southold for the publication
of notices, resolutions, ordinances and other matter required to be published.

RESOLVED that Supervisor Jean W. Cochran be and she hereby is designated to represent the
Town of Southold at the annual meeting of the Association of Towns of the State of New York,
to be held in New York City on February 20, 21, 22, & 23, 2000 and to cast the vote'of the Town
of Southold pursuant to Section 6 of Article III of the Constitution and By-Laws of the
Association of Towns; and be it
FURTHER RESOLVED that Councilman Brian G. Murphy be and he hereby is designated to
act as the alternate delegate~ to cast the vote of the Town of Southold at the annual meeting of the
Association of Towns in the absence of Supervisor Cochran.

12. - Moved by Justice Evans, seconded by Councilman Murphy, it was
RESOLVED that those officers and employees of the Town of Southold attending the
Association of Towns of the State of New York be and hereby are allowed a maximum of
$800.00 per officer and employee for the actual and necessary expenses for registration, travel,
meals, and lodging incurred while attending said meeting.

3. - Moved by Councilman Murphy, seconded by Justice Evans, it was
RESOLVED that any Town official, elected or appointed, who is required to use his own
automobile in the performance of his duty, shall be compensated for travel expenses necessarily
and actually incurred in carrying out the duties of his office, at a rate not to exceed thirty cents
($.30) per mile.

WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law, that the Town Board
fix, from time' to time, the salaries of all officers and employees of the Town, whether elected or
appointed, and determine when the same shall be payable, and that the salaries of the members of
the Town Board, the elected Town Clerk and elected Superintendent of Highways shall not be
fixed in an amount in excess of the amounts respectively specified in the notice of hearing on the
preliminary budget published pursuant to Section 108 of the Town Law; now, therefore, be it

AND BE IT FURTHER RESOLVED that the aforesaid salaries shall be paid in regular bi-
weekly payments, and the Town Clerk be and she hereby is instructed to file such certificates
with the proper parties as are required by Section 30, Subdivision 3 of the Town Law.

15. -Moved by Councilman Richter, seconded by Justice Evans, it was
RESOLVED that pursuant to Section 142(1-A) of the Highway Law, the Southold Town
Superintendent of Highways be and hereby is authorized to purchase equipment, tools, snow
plows and other implements and devices without prior approval of the Town Board in an amount
not exceed. $10,000.00 for any one item during the period from January 1, 2000 through
December 31, 2000.

16.-Moved by Justice Evans, seconded by Councilman Richter, it was
RESOLVED by the Town Board of the Town of Southold that the Commissioner of Public
Works be and he hereby is authorized to purchase the necessary supplies and equipment, without
prior approval of the Town Board, in an amount not to exceed $10,000.00 for any one item
during the period from January 1, 2000 through December 31, 2000.

18.- Moved by Councilman Moore, seconded by Justice Evans,
WHEREAS, Section 22B of the Town Law allows the Town Board of any town having more
than one Assessor to establish the office of Chairman of the Town Assessors, who in addition to
his regular duties, shall perform such services in connection with assessment and taxation of
property for state, county and town purposes as the Board shall direct; now, therefore, be it
RESOLVED that Assessor Robert I. Scott, Jr. be and hereby is designated to hold the office of
Chairman of the Board of Assessors until the 31s~ day of December, 2000, at the pleasure of the
Town Board, all in accordance with Section 22B of the Town Law; and be it
FURTHER RESOLVED that the compensation for such appointment be fixed at $2,000.00 per
annum, payable in regular bi-weekly payments.

RESOLVED that pursuant to Section 272 of the Town Law, Bennett Orlowski, Jr. is hereby
designated Chairman of the Southold Town Planning Board for the term of January 1, 2000
through December 31, 2000; and be it
FURTHER RESOLVED that the Chairman of the Planning Board shall be responsible for
furnishing to the Town Board a detailed monthly report of activities within his department; and
be it
FURTHER RESOLVED that the Chairman of the Planning Board shall be paid a salary of
$2,000.00 per annum, in addition to his regular salary, effective January I, 2000 through
December 31, 2000 and the same shall be paid in regular bi-weekly payments.

hereby designated Chairman of the Southold Town Board of Appeals for the term of January 1,
2000 through December 31, 2000; and be it
FURTHER RESOLVED that the Chairman of the Board of Appeals shall be responsible for
furnishing to the Town Board a detailed monthly report of activities within his department; and

FURTHER RESOLVED that the Chairman of the Southold Town Board of Appeals shall be
paid a salary of $2,000.00 per annum, in addition to his regular salary, effective January 1, 2000

SUPERVISOR COCHRAN: Number 23 is out, establishing salaries of part-time officers and
employees, because these determinations are now covered by the CSEA contract. We do not
have to pass on that. It is part of the contract.

RESOLVED that the Town Board of the Town of Southold hereby sets the compensation of the
members of the Southold Town Board of Assessment Review, effective January 1, 2000 through
December 31, 2000 at $1,030.00 per member per annum, payable on May 27, 2000, total
compensation for all five members of this Board not to exceed $5,150.00 for 2000.

25. -Moved by Councilman Richter, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints Dr. Edward
Broderick, Superintendent of the New Suffolk Common School, as Attendance Officer for the
year 2000, subject to the written approval of the District Superintendent of Schools; and
FURTHER RESOLVED that the compensation of the Attendance Officer be fixed at $5.00 per
hour when working in this capacity, he to pay his own expenses; and be it
FURTHER RESOLVED that the Town Clerk be and she hereby is instructed to notify Dr.
Broderick and the District Superintendent of Schools of this appoinlment.

RESOLVED that the Town Board of the Town of Southold hereby appoints SupervSsor Jean W.
Cochran as Emergency Preparedness Coordinator for the Town of Southold for the term of
January 1, 2000 through December 31, 2000, at a compensation of $1,684.00.

27. - SUPERVISOR'S APPOINTMENT
Supervisor Jean W. COchran hereby appoims Chief of Police Joseph A. Conway as her Deputy
Emergency Preparedness Coordinator for the Town of Southold for the term of January 1, 2000
through December 31, 2000, he to serve in said capacity without compensation.
28.- SUPERVISOR'S APPOINTMENT
Supervisor Jean W. Cochran hereby appoints Lieutenant Carlisle Cochran, Jr. and Edward
Forrester as Chief of Police Ioseph A. Conway's Assistant Deputy Emergency Preparedness
Coordinators for the Town of Southold for the term of January 1, 2000 through December 31,
200. Lieutenant Cochran to serve in said capacity without compensation. Edward Forrester to
serve in said capacity at a compensation of $2,000.00.
SUPERVISOR COCHRAN: Number 29, we will hold. It is the appointment for Fishers Island
of the EmergenCy Preparedness Coordinator. Alan Thibodeau, who has been with us for many,
many years is retiring. He has been elected as Chief of the Fire Department over there on the
island, and he feels that his time is going to.be limited. He will busy with the fire department, so
we are presently chatting with someone in relation to replacing .Alan, but certainly would like the
record to show that he has-served the Town well, and we will be passing this resolution as soon
as we have his replacement.
SUPERVISOR'S APPOINTMENT
Supervisor Jean W. Cochran hereby appoints Norman A. Reilly as her F/re Coordinator for
Disaster Preparedness for the Town of Southold for the term of January 1, 2000 through
December 31, 2000, he to serve in said capacity at a compensation of $2,000.00

RESOLVED that the Town Board of the Town of Southold hereby appoints Luis F. Horn and
Michael Conroy as Fishers Island Bay Constables, and authorizes and directs Supervisor Jean W.
Cochran to execute agreements between the Town of Southold and Luis F. Horn and Michael C
Conroy, Fishers Island, to perform services as Fishers Island Bay Constables for the purpose of
patrolling the waters in and around the Town of Southold at Fishers Island, at a compensation of
$2,457.00 each per annum, effective January 1, 2000 through December 31,2000, the Town to
Pay all expenses for fuel required for the operation of Mr. Horn's boat and Mr. Conroy's boat
while they are performing services for the Town, and up to $250.00 during the term of the
agreement for the servicing of both of the motors of Mr. Horn's and Mr. Conroy's boat, and
shall reimburse both for expenses for dock space.

SUPERVISOR COCHRAN: That is the end of our prepared resolutions. I would just like to
share with you, we have the calendar set for the Southold Town Board meeting dates for the year
2000. If there is anyone who would like a copy we would be very happy to share it With you, so
you can plan ahead, and not miss a single meeting. You can come to every one. Put them on your
calendar early. In addition, after today Betty will updating. We have, as a tool we Use in-house
mainly, a listing of all members of all committees, their appointments. It is all part of the
operations of Town government, and after it is updated, please, give her'a week, and then you are

they will be serving a light buffet. My committee doesn't really tell me. They just do it. Take
care of it, and they are good. So, we certainly invite all of the public to join us for the ceremony,
and a Healthy New Year, a Happy 2000. Never thought I would see it, but here we are. We are
