SUPERVISOR COCHRAN: To set the date of the next Town Board meeting for July 6, 1999 at 4:30 P.M. Moved by Councilwoman Hussie, seconded by Councilman Murphy, it was RESOLVED that the next meeting of the Southold Town Board will be held at 4:30 P.M., Tuesday, July 6, 1999, at the Southold Town Hall, Southold, New York. SUPERMIS Little iCHRAN: We have one public notice for two dolphins in Little Peconic Bay. 1. ~epartment of Army, New York District, Corps of Engineers request f,r~m Robert K. Scripps to rotate an existing float and relocate two dolphins in Little Creek, Little Peconic Bay, Cutchogue, Town of Southold. Comments to be received by July 6, 1999. III. COMMUNICATIONS. SUPERVISOR COCHRAN: Assemblywoman Pat Acampora sent a thank you for the support, though we did send a letter from Town Board supporting the mandate reform that they are working on in Albany right now. Also, we were supportive of a Historic Maritime Community Plan, of which we sent letters to both Assemblywoman Acampora, and Senator DeFrancrsco, and they have acknowledged those communication. 1. Assemblywoman Patricia Acampora in regard to mandate reform. 2. Assemblywoman Patricia Acampora in regard to historic maritime community and plan. 3. Senator DeFrancisco in regard to historic maritime community and plan. IV. PUBLIC HEARINGS. 1. 8:00 P.M., on a proposed "Local Law in Relation to Street Address Numbers". V. RESOLUTIONS. SUPERVISOR COCHRAN: As you may or may not know the Town Board has a policy that in relation to any of the resolutions on the agenda you have the opportunity to have input on any of them at this time before the Board takes action on them. Also at the end of the meeting we would certainly be pleased to entertain your comments in relation to any Town business, that you feel should come before the Board. So, at this time I will ask if there is anyone that would like to address the Town Board in relation to any of the printed resolutions which we will be acting upon? Mr. Williams? JACK WILLIAMS: Jack Williams from East Marion. Do you want to give us a ballpark figure on the cost of Resolution COUNCILMAN ROMANELLI: Not to exceed $4,000. ED SIEGMANN: Jean, I don't know if this is the proper time to raise it or not, but I have a couple of questions after attending that meeting in reference to Route 48. I have a couple of questions I would like to raise. I don't know if they should be raised now or wait until after. Would (No response.] If 1 .-Moved by Councilman Romanelli, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Total Training, Inc. for the use of town roads for the "North Fork Triathalon" for the benefit of the North Fork Promotion Council and Rick Shalvey's Row for a Cure (cancer cure research), on Sunday, July 18, 1999 from 6:00 A.M. to 10:30 A.M. for an "AdUlt Triathlon", at Cedar Beach Park, Southold, New York, provided they file with the Town Clerk a One Million Dollar Certificate of Insurance naming the Town of Southold as an Additional Insured. Cochran to sign a grant application to the New York State Department of Transportation for TEA-21 Transportation Enhancement Program funds, for the Town of Southold/Mattituck Chamber of Commerce project, for Love Lane, Mattituck. 4. - Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. Suffolk Civic Association to use the park at the New Suffolk Town Beach for a "Luncheon Picnic" following their Annual Fourth of July Parade at 12:00 P.M. Jackson for the municipal parking lot on the north side of NYS Route 25, Southold, by changing the terms of the monthly rents as follows: May 1, 1999 through April 30, 1000 at $195.00; May 1, 2000 through April 30, 2001 at $215.00; and May 1, 2001 through April 30, 200 at $325.00; said agreement all in accordance with the approval of the Town 'Attorney. 16. - Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussle, Supervisor Cochran. This resolution was duly ADOPTED. 17.-Moved by Justice Evans, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby amends Resolution No. 3 adopted by the Southold Town Board on June 8, 1999 appointing of Kristie Lynch from a (4th) Lifeguard to a (3rd) year Lifeguard at a salary Of $8.00 per hour; adding the following Lifeguards: Courtney Gallagher (3rd year) at a salary of $8.00 per hour; Lindsay Gallagher (1st) year at a salary of $7.50 per hour; Omar Armstrong (1st) year at a salary of $7.50 per hour; deleting the following Lifeguards from the resolution: Eric Dantes, Joyce Dumas, and Lisa Martilotta. 17. - Vote of the Town Board: Ayes: Romanelli, Councilman Moore, Justice Supervisor Cochran. Councilman Evans, Murphy, Councilman Councilwoman Hussie, SUPERVISOR COCHRAN: Resolution #18, engaging services for providing software and training, is being held for additional information, 19.-Moved by Justice Evans, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby accepts the bid of Inter-County Mechanical Corp. in the amount of $~6,970.00; plus the following additional work items: Item No. I at $7,800.00; Item No. 2 at $9,500.00; and Item No. 3 at $3,000.00 for the improvements to the HVAC system in the Records Vault and Records Storage Area. 19. - Vote of the Town Board: Ayes: Councilman MurPhy, Councilman Romanelli, -Councilman Moore, JUstice Evans, Councilwoman Hussle; Supervisor Cochran. Cochran to execute any and all necessary documents for the Project Agreement Amendment for the Mattituck Inlet Park project, New York State Contract Number COO2051. 20.-Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, CouncilWoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 21.-Moved by Councilman Hussie, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to the Southold Yacht Club, Inc. to use the Goose Creek Beach parking lot during their following listed regattas, provided they file with the Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an additional insured: July 10, 1999, Saturday July 2~,, 1999, Saturday July 31, 1999, Saturday 21 .-Vote of the Town Board: Ayes: CoUncilman Murphy, Councilman Romanelli, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 22.-Moved by Justice Evans, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby further amends Resolution No. 3 adopted by the Southold Town Board at their regular meeting held on June 8, 1999, as follows: Appoints Danielle Maisano as a Playground Instructor (1st year) at a salary of $8.00 per hour. Deletes the name of Priscilla Horan as a Playground Instructor (1st year) as Ms. Horan has declined the position. 22. - Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. Cochran, to execute the Community Preservation Fund Transfer Tax Return to permit Joyce W. This resolution~ was duly ADOPTED. 25.-Moved by Justice Evans, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold, pursuant to the prOvisions of Chapter 59, Open Space Preservation, of the Code of the Town of Southold, hereby sets 5:05 P.M., July 6, 1999, Southold Town Hal:l, 53095 Main Road, Southold, New York, for a public hearing on the question of the acceptance of the offer of Margaret Ciacia, Conservatee, by John Faulkner, Conservator, of the following property for acquisition by the Town of Southold. This resolufion~waS~duly ADOPTED. 26.-Moved by Councilman Romanelli, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby finds that Nora Conant's purchase of the property known as SCTM #1000-18-3-10 (415 .Private Road #8 a/k/a Edwards Lane) from DiSpirlto is exempt from the 2% community preservation transfer tax as it was a "grandfathered transaction"; now, therefore; be it FURTHER RESOLVED that the Town Board of the Town of $outhold hereby authorizes Supervisor Jean W. She will get in touch with me, and I will stop by on my way home. KEN RICHTER: My name is Ken Richter. I am a resident of the Kenny's Beach area. This morning the Board heard the recommendations of the working group regarding the problem in the Kenny's Beach area regarding the jetty and etcetera, and I don't see thal~ the Board is taking any action, or is supposed to take any action regarding the recommendations that were made, and I am asking what is the plan of the Board at this time? SUPERVISOR GOCHRAN: Don't we have to get into SEQRA on this thing first? COUNCILMAN MOORE: We have to find some money first. COUNCILMAN ROMANELLI: They also made, I don't know, six recommendations, and they all said they didn't know which was the correct one? KEN RICHTER: No, they didn't make six recommendations. they were alternates. They said COUNCILMAN ROMANELLI: They had no concrete, if the question was asked, which is the r~ight way to go, and the answer from the experts were, we really don't know. it could be one of the three. It could be all of the three. It could be none of the three. It could be three plus, maybe the alternates. Then they talked about making a model on a computer to determine what might be the answer. KEN RICHTER: And they recommended proceeding with a generic S~QRA. SOUTHOLD TOWN BOARD JUNE 22, 1999 ~2 ,i ~7 COUNCILMAN MOORE: It will cost a couple hundred thousand dollars. We have got to find the money to do that. SUPERVISOR C:OCHRAN: I believe what was presented there were three points that seemed to be in agreement by the group, and then there were four opt~i0ns, and that' relayed to the sand nourishment, and removal of part of the bulkhead, but I would say that the understanding of the Board is the same as mine, that we have to go into the generic SEQRA process, and the figure they gave was $100,000, $200,000, of which we do not. have $100,000; =$200,000. We have got to investigate grants, and perhaps additional support from the State, so we won't be moving immediately on this. KEN RICHTER: Is there an action to do that investigation, and proceed? SUPERVISOR COCHRAN: To look for money? Yes, the grants have to be in by what, is it August something? JUSTICE EVANS: We don't have to take an action at this meeting for that. There is no way. SUPERVISOR COCHRAN: We can submit grants to any department that we see, possibly anyplace we can get money, and we do that and the new date is coming up shortly. KEN RICHTER: The procedure at this point is to search for money. SUPERVISOR COCHRAN: I would say. COUNCILMAN MURPHY: The Town's grant coordinator has been rnstructed to look for funding in any area that is available for this project. No, we are not si~ting doing nothing. It is just a matter of finding that $150,000 to $200,000 that we need to do this. KEN RICHTER: Thank you. HUGH SWITZER: My name is Hugh Switzer. I am a resident of Peconic. I am here to address a serious problem at Goldsmith's Inlet. Are you all up to date on that? There is background. About 80% of the land around Goldsmith's Inlet consists of the County park. The other 20% is private residences, and some Town land. In the past the Town has annually dredged the opening of the channel to the Sound, and years gone by the County used to dredge the full channel into the Inlet. The problem is that the County stopped doing the dredging of the channel. The Town continued only to do the opening to the Sbund. The result of the County stopping the full dredging is the rest of the channel is now almost completely closed. As of June 10th the DEC in the latest water quality test they found pollution levels 800% above the accepted level, therefore all shellfishing in the inlet and the channel is now banned. They haven't bothered to ban fishing, because there are no fish alive there anymore. Recently as residents in the area have become aware of the pollution levels they have stopped having their children, and themselves use the end of the channel for recreation. What I would like to propose is a pretty straight forward set of solutions. The first of one that Jim UcMahon and I have been working on with the DEC and the County. The process is already in place, and that is quite simply to have the County come back, begin the periodic re-dredging of the channel as they used to. Periodic means anywhere from maybe three to as much as every ten years. So, that is the first part of the solution. Actually to get the permits, the funding support from the County and the State to re-dredge the channel, so you can reduce the pollution levels, open it back up again for recreation, and eliminate the problem. The second part is what the Town has always been doing, which is continue to fund the dredging of the opening. Now, a very important ~point, and to this gentlemen's concerns about Kenny's Beach, by doing the dredging of the full channel it is estimated that we will produce thirty thousand cubic feet of good sand that can be used to replenish, and solve the problems at Kenny's Beach. Need to be very clear about this. Doing that won't solve the problem, contributing with very Iow cost sand to help some though. In fact, on Kenny's Beach they need anywhere from 250 to 500, but it is at very Iow cost. That is estimated to be a very Iow cost way to provide sand for that, while at the same time it eliminates the pollution problem and a health hazard in the inlet. The other benefit, the rec benefit to the town, is that the Town continues to spend on an annual basis to dredge the opening of the inlet. That has become less and less affective. In fact, within the last sixty days it was dredged, the opening was dredged ag.ain, right now most of the effect of that dredging, it has started to fill "ih again. It is Iow between high and Iow tide to the inlet down maybe 10%. That is an estimate Jim and I have made. Only 10% of the water now, even after the dredging. The dredging cost about $20,000 each year, so we are in fact wasting money, if you will, On dredging of the opening, and that is a shame. It is necessary, because at least it is keeping :it open, but it'is not solving the:problem. COUNCILWOMAN HUSSIE: County about this? Have either you or Mr. McMahon contacted the HUGH SWITZER: Yes, we have spoken to Mr. LaValle's office, Ken Lavalle. We have talked to George Hammid from the DEC. He is in charge of the DEC dredging. George agrees that there is a serious issue, and he is going to mobiliz'e the County people to come down, and develop an action plan as to how we move forward. COUNCILWOMAN HUSSIE: Because at one time the County did do a lot of dredging around here, and they were pulled back as a budget movement. COUNCILMAN MURPHY: One of the other things that has repeated the dredging, particularly this year, they gave us a very short window to dredge, because of the Piping Plover, and they would approve. We tried to get approval to go further into to take that second bar out, and they would not approve it. We wanted to go all the way up equal to Second Street to open that whole area out. I mean I sympathize with the problems. We are trying, but the DEC told us flatly, no, you may not go up there. HUGH SWITZER: The DEC, George Hammid, he is now saying that we have got a serious issue, because it is his department who also does the quality testing. COUNCILMAN MURPHY: They, for the past four or five years have prevented that dredging to open that far up. HUGH SWITZER' He has agreed to move on the issue. What Jim and I are requesting of the Board is for your active support. SUPERVISOR COCHRAN: Jim will be on the agenda at the next meeting to update the Board, since we have not been updated on this, and then the Board will make some decisions what direction to go. R is the purpose of this chapter to establish a uniform street numbering system for all land parcels ,within the Town and to require the posting of such assigned numbers to the exclusion of all others in order to give each land parcel an exclusive and readily locatable address. While it is intended primarily to assure the quick and certain response of police, fire, ambulance and other em'ergen~y services to their desired destination, the establishment of the uniform numbering system will also assist s0da[, poital, and commercial agegcies, as well as residents and visitors, who. will also be able to ensure that they and their goOds and services arrive or are delivered in a prompt and efficient manner. § 84-2 Definitions. For the purposes of this chapter, the following words and phrases shall have the meanings ascribed to them by this section: FRONT or FRONTAQE-'That side of a lot or parcel of land which abuts or faces the street, or in the case of comer lots or lots having streets on more than one (1) side, the side or boundary of the .lot which the main doorway of the building faces, or, in the case of lots served by an access strip or common driveway, "frontage" shall be where the access or driveway enters the public street. MAP- The map or maps promulgated by the.Town Assessor's Office for the assigning of street address numbers to all of the parcels in the Town required t.o have such numbers pursuant to this chapter. OWNER- Any person or persons, natural or corporate, who are vested with fee simple title or a life estate to a parcel of land or portion thereof or who are responsible for the care, maintenance and payment of charges or levies of the property. STREET- Any public or private fight-of-way or thorouglffare utilized for vehicular traffic within the geographic boundaries of the Town of Southold excepting the Incorporated Village of Greenport. § 84-3 Numbering System Established. A. There is hereby established a uniform street address numbering system for.all land parcels in the Town in accordance with the maps or land records promulgated by and on file with the office of the Town Building Department. The Director of Code Enforcement or his designee shall keep such records based upon the Suffolk County Tax Map system as directed by the Town Board. The Building Departme, nt shall use a uniform system for the assignment of street numbers to all land' parcels within the Town and shall correct and update the maps recording such numbers as necessary to keep the numbering system uniform, accurite, and universal. B. Application may be made to the Building Department to change or modify assigned street numbers due to an error in the original assignment of the number or where there is a conflict or dispute as to the pioper number to be assigned to any land parcel for other good cause.' Such an application shall be on a fo~'~a prepared by tho Director of Code Enforcement or his designee. The'application shall stato the reason for the change in numbering and how the new numbering will be consistent with the numbering system in place. The Director Of Code Enforcement shall determine tho number of such parcel, which decision shall be final. C. In establishing the aforesaid-street address numbering syst~,m, the Building Department may also assign names to private roads ar rights...-of-.v ~m?~ providing access to subdivided lands which are urmamed on the Suffolk County Tax Ma/)s. The department, in naming such private'road or right-of-way, shall take into account the name historically used by the residents, but in no case shall a road name be duplicated in the applicable fire district. Application to change or modify the name of a private road or right-of-way may be made to the Building Department in the same form and manner as provided in Subsection B. The naming of the private road or right-of-way by the Director of Code Etfforcement or his designee ~ shall not be construed to be an acceptance of said .road or right-of-way into the Town Highway System. § .84,4 Posting of Numbers A. Any owner of an improved land parcel in the Town of Southold, excluding the incorporated Village of Gree.npOrt, for which a street address number has been established on the map pursuant to § 84-3 shall conspicuously post and dj§play said number in the manner set forth in § 84-5. B. For new construction, the street address number shall be posted and displayed within five (5) days of the issuance of a Building Permit. No Certificate of Occupancy shall be issued unless and until the street address number is'posted and displayed in accordance with the provisions of this chapter. Development applications made to the Building Department, Planning Board, Zoning Board, and Town Trustees shall indicate street address numbers. The Planning Board shall require that new subdivisions indicate proposed street address numbers as a condition of approval of the final map. The final map shall be referred to the Building Department to verify the proposed numbering system. C. It shall be unlawful to post or maintain any number on any construction site or completed building other.than the street address number designated by the Building Department pursuant to § 84-3. § 84-5 Display of Numbers; Style and Size. A. Manner of Display. 1. During construction period. The owner ora land parcel for which a Building Permit has been issued shall have the street address displayed on a sign or post located at the front of the property. 2. Existing and newly completed buddings. The owner of an existing building or newly completed building shall have the street address number displayed by permanently ~g or painting numerals, letters or script stating the number to the front of the building Where the building is not close enough to the street, or is not readily visible from the street, the street address number shall be Permanently affixed to a sign, post.or m~lbox at the front of the parcel or lot where the buildiiag is situate. B Style and Size of Numbors. Th6 numerals, letters or script used to.display the street address number of the building shall bo painted on a plaque or the front of the building or made of metal or other durable material. The numerals, letters or script shall be at Ieast three (3) inches h! height. All street address numbers shall be displayed so as to be easily seen from the sh-eet by both ~esUian-~ and drivers of vehicles. SOUTHOLD:TOWN ~OARD JUNE 22, 1999 221 § 84-6 Tax Bill; Compliance Deadline. A. The street address number assigned to a land parcel in the Town pursuant to § 84-3 shall be indicated on tl{e property tax bill applicable to said parcel. B. The deadline for compliance with this chapter shall be January 1, 2000. § 84-7 Enforcement. This chapter shall'be enforced by any Town Building Inspector, any Town Code Enforcement Officer, any Peace Officer when acting pursuant to his or her special duties, any Police officer in the employ of or under contract to the town and any other individual duly authorized by Town Board resolution~ § 84-8 Penalties for Offenses. Any person violating any of the provisions of this chapter shall be guilty of a violation and, upon conviction thereof; shall be punishable by a fine not exceeding three hundred fifty dollars ($350) for each offense or imprisonment not exceeding fifteen (15) days, or both such fine and imprisonment. Severability. If any section or subsection, paragraph, clause, phrase or. provision of this law shall be judged, invalid or held unconstitutional by any court of competent jurisdiction, any judgment made thereby shall not affect the validity Of this law as a whole or any part thereof other than the part or provision so adjudged to be invalid or unconstitutional. Right now as this gentleman mentioned we don't really know where the streets are. We have streets that have two names. I llve on a private road, and in some places it is called Private Road Number so and so, and also it has a nice melodious name. My number is a couple of different things. I don't know how in Cod~s name anybody can find that. I really think this is a little bit premature, because we should have the street names all categorized, and the numbers all categorized, so that the dual could have a definite answer. As it is now, you are going to have to call up, and somebody is going to say, yes, but it might not be the right thing. I really think it is a little bit too soon for this. My apologizes to the Fire Department. I hate to disagree with you, because I think you are wonderful just because you do what you do, but I think it would be much nicer, and much better, and perhaps more affective if the Town were to cooperate with the Police Department and the Fire Department, either with money or through publicity, or whatever it is, to get this idea across. This is after all for public health, welfare and safety. I realize that. I realize it is an important thing, but I: don't know if we can make any headway by just having another, perhaps unenforceable law on the books. We have got plenty of them now. One of them is the one we did a few years ago about the fifteen foot opening. Remember that? I don~t know what happened. I am not going to tell you where I live, but I know that I haven't fifteen feet on my road, not yet. I am real.ly sorry to have to say t~is, but I have to vote, no. HADYN ALLEN: May I ask a question? What is the fee if you don't do it? COUNCILWOMAN HUSSIE: $350.00. HADYN ALLEN: The fir. st time, or is that it? COUNCILMAN MOORE: It is up to $350.00 penalty, and there is a six month lag time between the time we enact this law and when it goes into effect, and the request has been made by the fire departments to do an informational campaign as part of their annual fund raising to bring people to the awareness of the importance of doing this, and so for my opinion the most ~mportant thing is public information and awareness, and that is the next six month's campaign to do that. No one wants to go out there and be banging down your doors, and saying, put your house number up, but the Chief's Council has said they are not getting the voluntary compliance. The house numbering was done eight or ten years ago. Everyone was assi9ned a number. It translated to number outr visible from the street, and that is all this about. HADYN ALLEN: I understand there is a jail term possible. COUNCILMAN MOORE: It is put in Local Laws all the time. I have never seen a judge put somebody in jail for not putting a house number up. That would be unique. SUPERVISOR COCH'RAN: I believe the fire departments in the past have sent letters. Haven't you done some PR? So, that is why there is the lag time, as Bill said. COUNCILMAN ROMANELLI: It would be nice if the PBA and the fire departments on their annual fund raisings, when they are sending out letters for the donations, to put something in the mail for volunteer compliance, and the PBA, also, not just the fire department. The PBA, also, should go along the same route. TIM MCGOWAN: We have got to start somewhere, and this is a start. Do you know what I mean? This is something that the fire department has been looking for, for a long time. I mean it is a start. I haven't been in the Chief's Council very long, but from the time that I have been in, it has been three years, I have seen a lot of stuff moving forward, and things are happening. This is a very, very pro-active move like I said before, instead of a reactive. COUNCILWOMAN HUSSIE: I agree with you 100%. My objection is making a law out of it. I hope that whatever controversy I caused, and I did have cause, that it brings people's awareness. I mean this is for their health, welfare, and safety. TIM MCGOWAN: With regards to that we have asked people to voluntarily do it, and they are just not doing it. I mean, see what I am saying? We send our letters. There is a sign outside Southold Fire House right now, you know, put your house number, put your street number on there whatever. They are just not doing it. COUNCILWOMAN HUSSIE: It is a good idea it would be nice of the newspapers to also put in a public service ad about it, too. COUNCILMAN ROMANELLI: The controversy you started is the best thing that could have happened. SUPERVISOR COCHRAN: Mr. Seigmann? ED SEIGMANN: (tape change.) They suggested, it was the Utopia that they put out on the floor. The only thing that interested me, there was one of the committee men that made a speech, and said, as long as politics and special interest don't get involved in this it ~hould run very smooth. I am not concerned about the politics, .but I am concerned in the remark about special interest. If they consider taxpayers special interest then I am very concerned about it, if they don't I am not. But what concerns me is the fact that when you ask for grants, they spoke about grants all night long llke they were going to get millions of dollars in grants. I hope they get what they want in grants, but usually there is a string tied to a grant that says, we will put up so much, if you put up so much, and if that takes place I would llke to make sure that the taxpayer knows what out of pocket Is going to mean to them before any of these things will be put into effect, and the worse one where they talk., about putting wires underground, it would cost a fortune to' put wires underground. SUPERVISOR COCHRAN: Ed, you have lost me a little bit. COUNCILMAN MOORE: Do you mean the scenic byways? SUPERVISOR COCHRAN: Scenic byways, not Route 48. ED SIEGMANN: Well, they spoke so much about what they want to do back on 48 at that meeting I assumed that was part of it, and what I am really concerned about is if these grants come through for any of these things, and we have to match it, that prior to anything being done, that the taxpayer is made aware of what the cost is going to be to them. If I got to believe the newspapers, it says that you have $10,000,000 in bonded indebtedness now, and you intend to from what I read also, ask for another $2,000,000 for purchasing the development rights from property come this next election. All these things added together we got to come to a spot someplace where the amount of interest that we are paying on these loans doesn't send a lot of the people that live here out of the place that they can not live here. This is what concerns me. So, I hope before anything is done on any of these things, that the taxpayer is told before it happens what the cost is going to be to them. SUPERVISOR COCHRAN: Thank you, Ed. Anyone else like to address the Town Board on any Town Board business? Mr. Lizewski? JOE LIZEWSKI: I would like to make a comment on #6 the proposed Sz~,000 fee for attorney for proposed code amendments on Route 48. I hope that this Board realizes that it was elected to do the code work, not Mr. Cramer. I hope that it takes the time to listen to the people who spoke about Route 48, and does the working code. I don't think there is anybody in this room that would like Cramer to write the Code. I think the reflection of the people, and the reflection of the people elected is what we have to inspect on this board, and not Mr. Cramer's suggestions. He certainly doesn't have a great interest here other than money, that we see from this study. SUPERVISOR COCHRAN: Thank you. Town Board? Mr. Williams? Anyone else like to address the JACK WILLIAMS: Jack Williams, again, from East Marion. Two items of old business that I would just like to see if there is a status report available, one is my suggestion that on budget modifications that there be a dollar figure attached to them, so that we can tell what the relative significance of various resolutions are. I believe that when I spoke about some eight or nine weeks ago there were some indications from the dais that, that was a good idea, and at the next meeting, or a couple of times when it was actually done then it stopped. JUSTICE EVANS: I apo ogize. I read a lot of those, and I didn't remember your request. SUPERVISOR COCHRAN: jack, aCtually they are printed on the resolutiOn that the Town Board read, granted, those attending do not see the figures, and they should be read by Board members including the figures, so that you are aware. It has .never been included on the Town Board agenda. COUNCILMAN ROMANELLI: Why don't we put the figures on the agenda. This way they will be in print. SUPERVISOR COCHRAN: There are some that you have five, six, or seven lines transferring. A. total figure we could probably give. It has never been on here. We can put a figure after the resolution, so that .you know what the total figure is that is being transferred. If it is modificatlon you are changing it from one line to the other. That could happen. Would that be helpful? JUNE 22~ 1999 SOUTHOLD TOWN BOARD JACK WILLIAMS: That would be fine. My other requests is that we be brought up to date on the Southold Electric Company. If it is dead I think it deserves an obituary. SUPERVISOR COCHRAN: Greg, what is the status at this point? The last we sent letters to the A{torney General's, and some other things. TOWN ATTORNEY YAKABOSKI: Yes. A letter were sent out to the County Regulatory Commission requesting an opinion, and a response would be received. There were also letters sent out to the Attorney General, and the State Comptroller's Office, and we are still awaiting opinion letters from both the New York Attorney General, and the State Comptroller's Office. JACK WILLIAMS: When would come the time when you might seek to resolve the question of unanswered mail? Are you just going to wait forever for a reply? TOWN ATTORNEY YAKABOSKI: I called them. They are still working on it. JACK WILLIAMS: Don't we have a deadline at all? TOWN ATTORNEY YAKABOSKI: I can't give the Attorney General, State Comptroller's Office. I just don't have that ability. JACK WILLIAMS: I wouldn't ask you to impose a deadline on them. just wondering if they had volunteered what a deadline might be? I was TOWN ATTORNEY YAKABOSKI: No. HAYDEN ALLEN: One last question. As a newcomer could get the list of the names and addresses and telephone numbers of the Board members and so on? How do I do that? SUPERVISOR COCHRAN: The Town Clerk will supply them to you. I am going to tell what I think is a humorous story regarding house number. It is a true story. When I first came out here about twenty years I was walking around, and asking people in the area, and I noticed that there were several houses that had no house numbers, and to me this was surprising, so I inquired about this with the person with which I was walking, and he said,' oh, well, that house is a house of a former FBI agent. And, what about that one over there? He said, well, he was CIA. As I walked around I saw so many houses without numbers I really thought I was protected. SUPERVISOR COCHRAN: Thank you. It is for questions, so we can answer them and educate the public on the possibility of putting on a referendum in November, so, it is July 13th at 7:00 o'clock, so spread the word. We didn't have house numbers years ago. We were country enough so that everyone knew where everyone lived, and you would say, down at the old Young House, or the Murphy house, or you know, next to the peach orchard, and that is how we kind of give directions out here on locations, but we have grown enough now that we have to have a system that will assure health, safety, and welfare.~ of our residents. Been very busy the last couple of weeks. We have been meeting with Mattituck Chamber, and they are applying for a grant of which the Town has to apply, because a Cha~ber can't, but they did get word today from the Suffolk County that they have approved $29~7.25.00 for downtown Mattituck, and that is an out and! out gra~t. I don't' think that is matching one. They should be able to now take that money, and match it against some of the State grants, but it is for their planting, project, and their Welcome to Mattituck project. So, they[ were quite ex~ted '~;bout that. Also, I would like to Inform you t.hat at i~.u.r ne~t~ meeting, July 6th, I have two gentleman from LIPA com ng to discuss with the Town Board the horrible erectmn of these monster towers. We encourage people to come. You can call my office, and Ruthanne, I don't know what time she has scheduled it in. She does the scheduling. But, it is important that people come and listen and hear what they have to say, because this is something that I can speak for myself, and I am sure the of.her members can, but it something we don't want to see across the landscape. They have been known to put lines underground in Amagansett, and some Other areas, and we should have the same courtesy on some of this. ED SIEGMANN; You just spoke about the mail. We mail out in bulk sometimes, and our last mailing in bulk we took into Riverhead on a Monday. The following Monday it wasn't delivered yet. We went into Riverhead to find out what was wrong, and we found out that they ship that mail coming back to the five towns here'they ship that mail into Melville, and then they ship' it back out here to the post office, but Io and behold the post office has a~ law, that sa~ys any bulk mail they don't have to deliver for thr~e days. So, you can li~/e in a town where one letter carrier says, hey, I am going to deliver mine today, so the mail is delivered on Monday, and when you go down there to find out why it wasn't delivered to you, well, your mailman didn't feel llke taking .it out on Monda¥~ he wanted to wait the three days, so he is bringing it out on Wednesday: Now, that 'bulk mailing that we mailed at that time it .had to do with the Mattituck School. If we hadn't gone down to get them to mail it out on Tuesday, the vote was on Tuesday of whether they ~anted to fund the money for..the new school. Now; this' is wrong,, and if yoiJ are meeting with anybody in reference to the mail, I think you ought to :try to cerrect the situation, that if it is for the towns out here. : SUPERVISOR COCHRAN: It all goes up-island. ED SEIGMANN: It makes absolutely no sense. It is a make work situ ation. SUPERVISOR COCHRAN': Ed, even those that are put in the mailboxes at the post offices, if it is bulk mail, it can sit in a box in the corner for three days. I mean they only put out bulk mail when their first class mail is distributed, and they have the time to do. So, it is not always wise for bulk mail. ED SEIGMANN: When the outfit takes it into Riverhead... SUPERVISOR COCHRAN: I don't know anything. You'll have to take that up with the postal service. ED SEIGMANN: You mentioned you were talking to them. I thought you could tell them that this is one of the problems, SUPERVISOR COCHRAN: I will. Anything else? have a motion to adjourn?
