Moved by Councilwoman Hussie, seconded by Justice Evans, it was RESOLVED that the minutes of the May 11, 1999, Town Board meeting be and hereby are approved. SUPERVISOR COCHRAN: We will be going into resolutions, but the Town Board has a policy that if there is any input or any of you would like to address the Town Board in relation to any of the resolutions we will be acting upon we would like to take your comments now. If your comments or input you would li:ke to have does not apply to the resolutions we have time scheduled at the end of the meeting for your input on any Town business. Is there anyone that would like to address the Town Board to any of the resolutions? Mr. Carlln? FRANK CARLIN: Frank Carlin, Laurel. Number 11, Madam Supervisor, how much money is that going to be? It says, radio equipment. SUPERVISOR COCHRAN: $2,500. FRANK CARLIN: Number 26, set a night fishing permit, what is that good for? What are you saying, you need a permit for someone fishing at night now, they are going to have to have a permit now? Are you serious? SUPERVISOR COCHRAN: Actually the fisherman requested something. Right now many of our beaches cl6se 10:00 o'clock at night, and they are not able to go out and fish 1;00 or 2:00 o'clock in the morning, as fisherman like to do, so we have tried to make a change in the Code, that would allow them to have this permit, and it is at no charge. When they get their regular permit, they would be able to obtain this one. Bill, if you want to explain any further. COUNCILMAN MOORE: We have prohibition at night time parking at road ends, If you can qualify for the Town beach permit, or parking permit anyway, you get a night permit, and then you can park down at a road end, or at the beach, go out fishing at night, you are not going to be ticketed, FRANK CARLIN: All town residents? COUNCILMAN MOORE: Yes, with parking permits. It was requested specifically by the fishermen. SUPERVISOR COCHRAN: They sat down with us. FRANK CARLIN: They go out at night. COUNCILMAN MOORE: They get ticketed. FRANK CARLIN: You have to pay for a beach permit to start with to go to the beach. Now, you want to Charge'them. SUPERVISOR COCHRAN: No, no charge, Frank A courtesy. No cost. Is that better? ' ' COUNCILMAN MOORE: pound of fish. We just want our town to fish. MAY 25, 1999 SOUTHOLD TOWN BOARD SUPERVISOR COCHRAN: Is there anyone that would like to address the Town Board on any of the other resolutions? (No response.) If not, resolution #1. 1.-Moved by Councilwoman Hussie, seconded by Councilman Romanelli, WHEREAS, the Tbwn of Southold wishes to receive Community Development funding and be eligible to participate in the HOME Investment Partnership Program from the United States Department ~of Housing and Urban Development through the Suffolk County Community Development Consortium; and WHEREAS, in order to receive funding through the Suffolk County Community Development Consortium, it is necessaryr, to enter into a Cooperation Agreement with Suffolk County for a period of three (3) years commencing with federal fiscal year 2000 and continuing .through fiscal year 2002; now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Jean W. Cochran to execute a cooperation agreement with Suffolk County to receive Community Development funding for federal fiscal years 2000,2001, and 2002 and any successive qualification periods which will be automatically renewed unless the Town exercises its option in writing to the County to be excluded f¢om the urban county. 1. - Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 3.-Moved by Justice Evans, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes Southold Town Beach Attendants to be supplied with a petty cash fund in the amount of $54.50 per Beach Attendant, to enable them to make change due to the tax that is charged for each permit; check in the amount of $436.00 to be made payable to Recreation Supervisor Kenneth Reeves; charge to be made to A210, Petty Cash. 3.- Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelll, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 4.-Moved by Councilman Romanelli, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the issuance of free beach parking permits to the following beach personnel: Water Safety Instructor-s, Beach Attendants, Lifeguards, Beach Managers, and Recreation SuperVisor Kenneth Reeves. 4. - Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. SOUTHOLD ~TOWN BOARD MAY 25~ 1999 5.- Moved by Justice Evans, seconded by Councilwoman Hussie~ it was RESOLVED that the Town Board of the Town of Southold hereby authorizes a reimbursement of $.30 per mile to Southold Town Beach Mangers and Lifeguards acting as rotating Lifeguards (Lifeguards who drive from beach to beach gi~ing other Lifeguards a 15-25 minute break). 5.- Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 8.-Moved by Councilman Murphy, seconded by Justice Evan, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes Island Group Administration, Inc. to pay the medical bills of Claire Glew, in the amount of $263.50, which bills were submitted by the provider more than 90 days after the service was rendered. 8. -Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelll, Councilman Moore, Justice EYans, Councilwoman Hussie, Supervisor Cochran. Contingencies Unal located Contingencies Town' Board: Ayes: Councilman Evans, 10,000.00 $10,325.00 Murphy, Councilman Councilwoman Hussie, 10.-Moved by Justice Evans, seconded by Councilwoman Hussie, WHEREAS, the Local Government Records Management Improvement Fund was created in 1989 to provide technical assistance and grants to establish, improve or enhance rec. ords management programs by local government; and WHEREAS, althou'g h the Local Government Records Management Improvement Fund was originally established as a five-year experiment, it has already been extended once, untll December 31, 2000; and WHEREAS, such a Fund provides a critical resource to local governments seeking to maintain and improve management of their valuable local recOrds; and WHEREAS, funding for mandated services and records retention is otherwise extremely scarce; now, therefore be it RESOLVED that the Town Board of the~ Town of Southold hereby urges the Legislature of the State of New York to pass and the Governor to sign into law a bill eliminatin~l the sunset provision of the Local Records Management Improvement Fund, in an effort to maintain and preserve the fiscal integrity of the municipalities of the State; and be it FURTHER RESOLVED that a copy of this Resolution be transmitted to the Governor, the Attorney General, the Temporary President of the Senate, the Speaker of [he Assembly, the Majority"l~e~'der of the Assembly, the Minority Leader of the Assen~bly, and the ~:hairPerson and Members of the Senate and Assembly Local Governments Committees. 10.-Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice ~E~ahs, Councilwoman Hussle, Supervisor Cochran. Councilman Evans, Murphy, Councilman Councllwoman Hussie, 14.-Moved by Councilwoman Hussie, seconded by Councilman Romanelli, it was RESOLVED that the Town Board of the Town of Southold hereby author|zes and directs Supervisor Jean W. Cochran to execute an agreement between the Suffolk County Office for the Aging and the Town of Southold, from the Supplemental Nutrition Assistance Program (SNAP), for the period of April 1, 1999 through March 31, 2000, at a total agreement cost not to exceed $64,810.00, all in accordance with the approval of the Town Attorney. 14. -Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 15.-Moved by Councilman Murphy, seconded by Justice Evans, it was RESOLVED that. the Town Board of the Town of Southold hereby grants permission to Detective Beth Dzenkowski to attend the New York State Police Juvenile Officers Association as the Regional Representative of Suffolk and Nassau Counties on Thursday, June 3, 1999 and Friday, June 4, 1999 in Ellenville, New York, and the necessary expenses for travel, meals, lodging, and registration shall be a legal charge to the 1999 Juvenile Aid Bureau budget line. 1 5. -Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Cbuncilman Moore, Justice Evans, Councilwoman Hussle, Supervisor Coehran. This resolution was duly ADOPTED. 16.-Moved by Councilman Murphy, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby accepts, with regrets, the resignation of David P. This resolution was duly ADOPTED. 17.-Moved by Councilman Murphy, seconded by Councilwoman Hussie, it was REsOLvED that the Town Board of the Town of Southold hereby accepts the bid proposal of Costello Marine Contracting Corporation to repair the Horton Point Stairs as per their proposal dated April 27, 1999, in the amount of $10,650.00. 17. -Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 18.-Moved by Councilman Moore, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby grants permiSsion to Cornell Cooperative Extension - Marine Program to plant beach grass and spartina on proper; by owned by the Town of Southold, as part of a Peco~ic Bay Estuary Improvement Project. 18. -Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Codhran. This resolution was duly ADOPTED. 19.-Moved by Councilman Romanelli, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the closure of Sound Avenue from Love Lane to the driveway of the parking lot east of the Church of the Redeemer between the hours of 7:00 A.M. to 4:00 P.M., on August 7, 1999 during the Mattituck Presbyterian Church "Annual Summer Fair" to be held on their property at Main Road and Sound Avenue, Mattituck; New York, provided there is filed with the Town Clerk ia One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an additional, insured. 19. -Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 20.-Moved by Justice Evans, seconded by Councilman Murphy, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs the Town Clerk to re-advertise for bids for the improvements to the heating, ventilating and air conditioning in the Records Vault and Storage Robins in the Office of the Town Clerk. 20 .-Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, CouncilwOman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 22.-Moved by Councilwoman Hussie, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby appoints Nicole Miller as a Summer Intern in the Building Department, at a salary of $7.00 per hour, effective June 1, 1999. 22. - Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 23.- Moved by Justice Evans, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to the Girl Scout Troops of the Greenport/Orient area to hold their Awards and Bridging-up Ceremonies on the Town property located east of the Tourist Information Center, Route 25, Greenport, New York, from 4:00 P.M. to 6:00 P.M., Monday, June 14, 1999, provided they file with the Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an "Additional Insured". 23.- Vote of the Town Board: Ayes: Council man Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie, Supervisor Cochran. This resolution was duly ADOPTED. 24.- Moved by Councilman Romanelli, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to the East Marion Fire Department to use the following Town Roads to hold their "100th Anniversary Parade" on Saturday, August 7, 1999 at 4:30 P.M.: Shipyard Lane, Gillette Drive, and Bay Avenue, East Marion, New York, provided they file With the Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of Southold as an "Additional Insured". .0. 24.- Vote of the Town Board: Ayes: Councilman Murphy, Councilman Romanelli, Councilman Moore, Justice Evans, Councilwoman Hussie Supervisor Cochran. ' This resolution was duly ADOPTED. 25.- Moved by Councilman Murphy, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold directs that the farm parcels listed in the Southold Community Preservation Plan be forwarded to the County of Suffolk for consideration of approval under the Suffolk County Greenways Fund (70/30%). 25.- Vote of the Town. This resolution was duly ADOPTED. 26.- Moved by Councilman Moore, seconded by Justice Evans, WHEREAS, there has been presented to the'Town Board of the Town of Southold, Suffolk County, New York, on the 25th day of May, 1999, a Local Law entitled "'A Local Law in Relation to Night Fishing", now therefore be it SOUTHOLD TOWN BOARD RESOLVED that the Town Board of the Town of Southold hereby sets 5:00 P.M., Tuesday, June 8, 1999, as the time and place for a public hearing on this Local Law which reads as follows: A Local Law. in Relation to Amending Certain Sections of Chapter 92, Entitled Vehicles and Traffic of the Code of the Town of Southold to add a Night Fishing Permit BE IT ENACTED, by the Town Board of the Town of Southold as follows: Section 1: Chapter 92 (Vehicles and Traffic) of the Town Code of the Town of Southold is hereby amended to add a new subsection following Section 92-42 (B) to known as Section 92-42 (C) as follows: 92-42 (C) Night Fishing Permit (1) Purpose - For the purpose of ensuring fishermen and shell fishermen parking access to the beaches, creeks and waters within the Town of Southold when such parking access is normally closed (10:00 p.m. - 6:00 a.m.) the following exception to Section 92-42 A & B is 'hereby created: (2) Night Fishing Permit. A night fishing parking permit shall be issued by the Town Clerk or a person designated by the Town Clerk to all persons who hold a resident parking permit or lease parking permit. (3) Any motor vehicle having a night fishing permit shall be deemed not to be in violation of Sections 92-42 A & B where both the night fishing permit and the resident or lease parking permit are properly displayed. (4) The following rules and regulations apply: At the time a motor vehicle with a night fishing permit is parked at a location during a time in which parking is noi¥~ially prohibited by Section 92-42 A & B, the occupants of the vehicle must have fishing equipment and be actively engaged in fishing. The. pe,~dt is nontransferable and valid only for vehicles bearihg the license plate number on the permit. Fees: There shall be no annual fee for this permit. Duration of permits: all annual night fishing permits provided for in this section shall expire on December 31st of the year issued. (5) Other regulations: Persons using parking areas pursuant to the provisions of this section shall comply with all other laws, ordinances, rules, regulations and restrictions thereto. Section 2: Severability. SUPERVISOR COCHRAN: I would just to make a comment. We just passed four resolutions in relatiOn to the temporary moratorium on the North Road. If you recall we did this in two pieces. The first one we did was a moratorium from where the dual highway starts down to Porky's, and then upon reflection we felt that it was important to go a little bit further, so the second legislation we passed was to pick up by Porky's down past to, I believe, Manhasset Avenue. Mr. Siegmann7 ED SIEGMANN: I have two things I want to talk to you about. Naturally both of them involve taxes. The first one is, I read in the paper last week where there is still a push going on a pool. I came from a town when I moved out here, that had a YMCA. It takes an awful lot of people to pay a YMCA. I 'went to the meeting out in Greenport, when they had the meeting meeting in reference to the YMCA out there. It was a very interesting meeting. It seems like there is more discussion now about the design of the building, than there is about whether they should have a YMCA or not. But the point I would like to make is this. If they are going ~to come along with two such buildings in the town, one in Greenport, and one, whatever you want to do, I have a feeling that neither one of them are going to go, because I don't think you are going to have enough people to support them, because when I have seen the amount of people that had be signed up to support the one in Bellerose, Queens, I am sure we don't have that kind of population the way they have in there. In there the frontage on the houses is 60 feet, 70 feet, 100 feet back, and 'maybe to one square block there was about twenty houses. You don't have anything to match that out here. My feeling would be, why don't together in reference to working out something to g like this, and ~o .make sure then that both of them d be'a'type: that~ one would be able to operate. There is a lot of people I kn~ ke to have it. There is a lot of people that don't give a ~ : if you get yourself involved in two you are going t° W|nd~:up paying for the one in Southold with a lot of tax money. If you decided you want to do this the best thing to do is go around to the public first, and don't ask them if they want a pool. The second thing somewhat concerned about, the lumber yard in Mattituck, and I haven't ta, lked to the guy, He hasn't asked me to say anything, but I think 'to m¥~el~ithei~e Was a lumber yard there for years. I know when I moved out years ago that lumberyard was there. It didn't hurt it was a good service to a lot of people who lived in that area, in that same area you have a garden center that sells concrete sl ~ You have a company that rents out machines, and when I about machines, I am talking about big equipment that you have knowledge of how to run even to rent them. Why you woUld like this a hard time in reference to opening it up with an exc~ it was shut down for two years it shouldn't open, I don't stand. In the Mattituck School District alone there iS $452,000 id by the taxpayer that is granted to the farmer where he doesn't halve ~o pay that tax. It gets passed down to the taxpayer. I am not compla nlng ~bout that, but I think that when you can bring a company, and ~ny in business like the lumberyard, and get tax from this, taxpayer by getting some commercial taxes paid. In fact, I see a lot more commercial taxes paid in the Town of South. the problem of the tax payers themselves, that have to and I am not talking about anything like when you ride down you see all these shops one after another and that, but there ean businesses, that you ought to encourage to come into raise some tax money from them to make it a little easier for ~t of~ the taxpayers. Thank you. SUPERVISOR COCHRAN: Thank you, Ed. Yes, sir? FRANK WILLS: Good evening. My name is Frank Wills. I live in Mattituck. Almost exactly a year ago I was here on a subject that I think we are all beginning hearing about and seeing, and hopefully not get hit' by. I am talking about jet skis. A year ago I was told that, yes, New York State was looking into it, and presumably something might come about. Considering the fact that the people up in Albany threw out the budget, and also considering that most 0f New York State I think the assault of jet skis wouldn't work too~ well. We are the ones who will benefit by all the jet skis, the noise, the dangers, and so forth, so I am back here again to raise the issue, and I wondered if anything has been done, or considered, because obviously the season is.goi0g to start, and the last question is on that is, are there any rules and regulations in affect now? And, if so, where are they available? Are they public? Does anybody know al~0ut them? COUNCILMAN MOORE: A couple of things. I could be wrong. It's true, I could be wrong, but I think that the State LegislatuFe did pass a minimum mandatory-education class for ~et ski' operators. JUSTICE EVANS: I think you halve to have a boat safety certificate now to operate a jet ski. I am not positive either. COUNCILMAN MOORE: We have existing regulations with regard to use of our waterways, and it is in the Town Code presently, and it is under the assumption the Bay 'Cbnstable has be there to see you violate or get the call, because we laypeople can't sit there, and write up violators, or that kind of stuff. But there are as far as swimming areas goes, and speed limits in the creek, and things llke that which apply to all boaters, which include jet ski operators. FRANK WILLS: But, do the jet ski operators know, because the ones I have seen, I live on the bluff up in Mattituck, they may know, but they don't care, and I just raised it, because most of us remember the fireworks that were held in Mattituck Inlet, many, -many years back, and the horror that happened after that. I don't want to pin anything on the wall. It is not only kids or young people. It is adults. COUNCILMAN MOORE: You are right. SUPERVISOR COCHRAN: It is under the jurisdiction of the Chief, but we could check with the Chief, and see if he has laid out any plans in relation to enforcement. We are limited with the amount of constables we have. If we know there is trouble spots. TOWN ATTORNEY YAKABOSKI: To answer one of the gentlemen's questions, Chapter 32 in the Town Code, and specifically Chapter 32-36.3 has regulations specifically dealing with personal watercraft, personal watercraft under the navigation rules, that is a boat, so everything in there about boats would apply. FRANK WILLS: But, do the jet skiers know this? COUNCILMAN MOORE: Education is the best way, motor vehicle or anything else, the best way is through education. The State was trying to go that way as opposed to just.. SUPERVISOR COCHRAN: Maybe we should do a campaign, do an educational: campaign on jet skies prior to the summer, We are having a press conference up at Police Headquarters this weekend in relation with the Mothers from Madd in relation to drinking on the holidays and weekends in the summer months, Maybe we could develop something in relation to safety on the water, It would be a start. SUPERVISOR COCHRAN: We notice when you are here, and when you are not. FRANK CARLIN: I have three food for thoughts. It is going to be a short one. I agree with that thing about the pool. I have voiced that more than once to the Town Board, my opinion only, especially where Mayor Kapell is considering one. There is plenty of material out to debate on this with anybody in the town, or if the Town Board would like to sometime. I would make a suggestion that you go around and maybe poll the people who want to commend this. When you do a poll, don't do it like you did in your Pool Committee like I have in 1997. Don't poll the school children, if they want a pool. Poll the parents. SUPERVISOR COCHRAN: I think that was done through the committee. FRANK CARLIN: I know it was done through the committee, but you don't poll school children about a pool. Go through the source, the people that are going to pay for it. Food for thought, number two. I agree with Ray Jacobs that there is no reason why, why that Landfill can't be open year-round for people to bring their brush in. You got to worry about fees. The town is not going to get rich on those fees we are charging for this brush. We could eliminate all this extra excess piling up of brush if people know they can bring it down there all through the year. There is no reason that can't be done in my opinion. COUNCILMAN ROMANELLI: The brush brings in roughly about $80,000 a year. That is a lot of money. FRANK CARLIN: John, you buy five acres of land, but give the people a break, and how about the money that is spent with these people on the highway, they can be doing something else. Don't give me that about $80,000. $80,000, in my opinion, you people look at it. COUNCILMAN ROMANELLI: That's a lot of money. FRANK CARLIN: Sure, it is lot of money. Ask Ray Jacobs over that period of time, the manpower, and the truck, they could be doing something else, so think about it. Balance it out. Common sense, reasoning, and logic. SUPERVISOR COCHRAN: Frank, Jake and I have discussed this, .and we are going to do some analyzing of it, and it will be brought to the Town Board for discussion. There is a feeling that if they were allowed to bring it in year-round it wouldn't double up on him in just a short period of time, because it is a continuing. There is a matter of funding that would be lost to the budget, but we have to analyze all of this, Frank, so it is not cut and dry as of yet. FRANK CARLIN: I remember years ago you could take stuff down there all year round with no charge. . SUPERVISOR COCHRAN: pay on... Of -course, you can have millions of dollars to FRANK CARLIN: The residents would appreciate a little goody once in awhile for their tax money, instead of keep feeing them to death. SUPERVISOR COCHRAN: Yes. FRANK CARLIN: I was going to bring up about that lumber yard. (tape change) SOUTHOLD TO~ BOARD MAY il 7 COUNCILMAN MOORE: They went before the Zoning Board on that one, Frank, and the Zoning doesn't currently allow, or didn't, I guess since '89, allow a lumber yard there. Back in '89 the town did a re-zoning and did a new map, they made that a Hamlet Business down there, so that lumber yard was operating as a non-conforming lumber yard, It could continue as long as it wanted to. 'it could be sold, and continue to operate. The Zoning Board, I guess, ruled they shut their doors for a certain period of time, and you can't continue a non-conforming use. You are right. The question is, ~s there any other use they can put that to. They only asked one or two questions I understand, the Zoning Board. There are other ways you can bring an application to the Zoning Board to see if you can establish that use. That is a question for the Zoning Board, and what the zoning is on the property. FRANK CARLIN: That lumber company was there for years. They didn't cause any problem. SUPERVISOR COCHRANi: The problem is the fact that they stopped 0perai~i~ng as a lumberyal~d. FRANK CARLIN: It is funny. You can have a drive-through lumber yard in Can't have a drive-through in Mattituck, a little thing like that, you can't give a guy a lumberyard that was there before. FRANK CARLIN: I remember these Board meetings years back. We had them I~Oth in the evening. What is the difference of having both, at least in the 0 nsteadl of having one at 4:30? Another thing what your 4:30 one I noticed, and it happened to; me more than have your Work Session here, and you go through it, and you up around 4:30 and then you have a agenda out there and then you run, and make enough new agendas, and before anybody even has the updated agenda, on resolutions you don't know if you have all Ion% so that would help in that case. It would help l ihelp mn that case. It happened, and you know it it happened. SUPERVISOR COCHRAN: It hasn't happened in a long time. FRANK CARLIN: The Secretary knows it happened. She was running around making up these Copies when you are starting the Board meeting. SUPERVISOR COCHRAN: I don't think that has happened for awhile, Frank. It has been awhile, Frank. FRANK CARLIN: Before anybody had a chance to read it, and you open up the Board meeting, you always open it up in the beginning on resolutions, so that would help the people that are watching. In that case it would help the working people. SUPERVISOR COCHRAN: We will take your suggestions under advisement. FRANK CARLIN: You'~had it before, it was no problem. SUPERVISOR COCHRAN: I don't think that has happening in quite some time, as far as the agenda not being out when we start at the 4:30 meeting. FRANK CARLIN: I mentioned once before that I am working on suggestions I would like to someday suggest to the Board or any Supervisor. I am working on it, and I am up to 26 of what I would like to see my suggestions done in the town. I am not 'going to start but some day I will. It will take me about'{hree Board meetings to do this, because on each one I want to explain what it is, so ~it will' take' about three Board meetings. That is what I have in mind in the future. COUNCILMAN MOORE.: If you share that ahead of time, Frank, maybe we can start on that list before it got much longer. FRANK CARLIN: No, I don't want to do that. I am between two things to finish. I will go through the llst. A friend to me is worth gold, and I once had a friend on this Town Board, and we became very good friends. His name was Ray Edwards. It didn't make any difference if he was Republican or what, but we became very good friends. During the war he flew planes. He invited me one time, my wife, my brother-in-law, and me over to Fishers Island to spend the day with him, gave us a tour of the island. When he went away on vacations he would send me all kinds of pictures, all kinds of pictures in Hawaii. He almost got us on an atomic submarine to tour in Groton, Connecticut. We became very good friends, and I remember one time he said in the newspaper, he said,' there should be more like the raspberry man from Laurel. He tells it the way it is, and I will never forget that. But, '1 always liked Ray, and he was a good Councilman. He used common sense, reasoning, and I liked him. I wanted to mention that, because as I said a friend to me is worth gold. We became very close friends. I was sorry to hear when he passed away. There is one more thing, Madam Supervisor, being that Ed is here. Three months ago I made a statement about the STAR Program. I said, enjoy it now while you can, because within two or three years you will be back to where you started. I want to give you an example. I hope to prove to you that we are halfway there already this year. Mattituck School, this is not Town business, bUt this involves the STAR. The budget for Mattituck School has a tax base of 43.10 to 48.10. Now, at $6,000 assessed value for the home, that is an increase of $300 from last year. We must not forge~t a $50.00 increase on our library. That is another $50.00. Over '$350, perhaps $400, (unintelligible) We are halfway there already, and it is only the first year. What I am saying, what I am predicting, I don't believe we are going to be getting that amount this year. I can also say that the State, Albany, Pataki, whatever, to me looks like they give it to you with one hand, and take it back with the other in school funding. That is the school from the west end, superintendent planned on extending the school, but they didn't have the funding, so that is giving with one hand, taking it back with the other. So, what I am saying is STAR is great but in a predicted three years we are going to back to square one. ED SIEGMANN: I don't know if it will make Frank feel any better or not, but on a $6,000 house, it would $2-47.80, and part of that would be paid by the STAR Program. Part of that $247.80 would be paid by the STAR Program. SUPERVISOR COCHRAN: Okay, gentleman, thank you for the input both of you. Since there is no one else, I would like to go across. John, do you have anything to report? COUNCILMAN ROMANELLI; No, nothing. SUPERVISOR COCHRAN: Bill, I know you have been busy. COUNCILMAN MOORE: Yes>' I am just actually just taking a chance to do a commercial advertisement here on Channel 27, so get your pencils and paper handy. The Southold Town Anti-Bias Task Force has a couple of programs coming up that you might be. intertested in. The movie Raisin in the Sun is going to be playing at the three area high schools. This is free. Seven-thirty P.M., June 4th at South'old, June 11th at Mattitack, June 18th in Greenport. You may remember the play was going to go up in Mattituck, and for a variety of reasons did not go on, so they are going to do the movie, and it is at 7:30 P.M. on the ~,th, 11th, and 18th, Southold, Mattltuck, and Greenport. Al.so, which was a good time last year, June 5th at 8:00 P.M. dance to Motown music down at the American SOUTHOLD TO~ BOARD MAY 25, 1999 Legion in Greenport, $10.00 a ticket, a good time. It starts at 8:00 P.M., goes to 1:00 A.M~, buffet food. A real good time. I danced last year, and had a great time. so I share that with you. and that is it for now. I can tell you other things I have done over the last week. COUNCILMAN ROMANELLI: Are you going 1;o dance this year? COUNCILMAN MOORE: Of course I am going to dance this year. COUNCILMAN ROMANELLI: It is an event. SUPERVISOR .COCHRAN: We are all going to come watch. We are going to watch Bill dance. If it is as bad as his jokes we are in trouble. Councilman Murphy? COUNCILMAN MURPHY: The only thing really new in this past two weeks has beet1 we hadl another meeting on the Goldsmith Inlet Erosion Study, and we will' have a comment period ending on the 7th of June, where the comparison of the two proposals, one from the Kenny's Beach Association, one from the Peconic Shores, and then the work group will be sitting down, and hopefully can put their heads together, and come up with a recomme~idation ,to the Town Board as to a possible solution. Ruth was at the meeting, she knows the contentiousness on either side, but hopefully I th~ink we Will be able to come down with a recommendation to the Board. SUPERVISOR COCHRAN: Louisa? (No response.) I have a couple of things. Our last Board meeting was not televised, videod, and I did want to share with everyone that we did receive on that same day an award from Commissioner Castro from New York State Parks Recreation and Historic Preservation in relation to our purchase of Fort Corchaug. There were six awards made in New York State and we were one to receive an award for preserving the Fort. Also I have met with Commissioner Franke. He has come out, and the County has bought some property up on North Road along where Telsey lives, and there is a vacant house, and they are interested in perhaps letting the Town use this particular facility. Audubon is looking for a place to meet, and perhaps have some display work. North Fork Promotion ~to going to go look at it. Cornell University is looking for people, a place where they can stay and perhaps take care of the site, so we are working on a partnership with them. As you know the New York State DOT had their public information here in relation to them resurfacing, remarking, and doing traffic things on the road. After the public hearing they sat down with some members of the Planning Department, and the Transportation Committee, and myself, and we reviewed all the input we had, and we held strong with the fact that there will be no widening of roads, and we don't particularly llke curbs. This is the country. So, we are keeping a very close eye on that, and we are sending letters to both upstairs and downstairs. We are working from both ends. Perhaps we will be able to get some of what we feel Southold Town should be as far as traffic is concerned. I attended the Juilliard concert in Greenport, and presented a proclamation. It was absolutely lovely. You were there, Bill. We went out for dinner afterwards with the Conductor and the Director of that department from Juilliard, and we talked about them joining us again next year, and they just love the people out here, and love Southold, and if you really want an afternoon of enjoyment and music, to see these young people perform is just unbelievable. Also, I went down to the Floyd Memorial dedication ceremony the other day, and I had an emergency at home, so I wasn't able to stay, and I left the proclamation with the gal that was in charge, and I apologized for not being able to stay and read it, but there was a mish mash, and I don't even want to go into it. It certainly wasn't anything with my husband I know that. He is a good guy, but this was in relation to my grandchildren, 'and the mess t'hat was going on at the school, East Marion, I was very pleased this past Weekend, I went to East Marion Post Office, and presented a proclamation. I wasn't aware until just recently that East Marion Post Office is the only memorial post office in the United States. After World Was II they felt they wanted to do a memorial, and they didn't just want a plaque on a building. They wanted something living, breathing, and they decided to build a post office, and make that a memorial to those they had lost in World War II. So, with the Memorial Day weekend coming, and the parade in Mattituck, I believe it is in Mattituck this year, it is just time to pause and think about some of these things. Also on Saturday I went to the Shiloh Baptist Church. Daysy Morris, as all of us know him, and it is Daysman Morris, was being honored by his church for the many, many years of service in the positions he has 'held in the church, and also, his community service, so it was a really neat day from beginning to end. Then on Sunday we went down to the Greenport Fire Department. We would like to congratulate the 9entleman again. Mr:'Clark, blt. Sherwood who works in our Assessors Office from time to time, and Mr. Beebe have all served more than fifty years in Star Hose Company #3, and so we went down, and helped them celebrate, and that was als0 a nice afternoon and day. So, we have been busy in addition to the many meetings and appointments that I have come through my office, and phone calls, and trying to solve problems for people. We have had a busy two weeks. I would like to thank the Town Board for their support and serving on these committees, and' coming and going, and the time they put in. Thank you. It is not easy sometime.. I know you guys have little fami les and so forth, so we try to go easy on you, but there are times when your talents are needed, but I thank you especially when I am unable to make something or I~avea conflict of appointments, usually Board members are very kind in: representing the Supervisor.
