SPECIAL MEETING
APRIL 20, 1999
A Special Meeting of the Southold Town Board was held on April 20,
1999, at the Southold Town Hall, Main Road, Southold, New York.

SUPERVISOR COCHRAN: I would like to call to order the Special Town
Board Meeting of April 20, 1999. Would you please all stand, and pledge the
Flag led by Linda Cooper, our Deputy Town Clerk. As you know at our
last Board meeting we received the County Route ~,8 Corridor Land Use
Study. Afterwards we felt there were some questions, and some of the
process that wasn't clear, so Bill did draft up a time table and a schedule,
which we inserted in all the copies that went out. We faxed them to the
papers, and we also put them in the copies at the libraries and the Town
Board's, so that you have a record of the procedure, that as we move
along, and what will be happening. Today we are meeting in relation to the
Determination of Significance, and part of the SEQRA process. We have
two resolutions we will be passing. Greg, is there anything you want to
clarify, or anything that you want to say in relation to the direction that
we are taking at this point? Bill? Any Board member if there is anything?
I think it is pretty clear to everyone. If I may have someone read the
first resolution.
1.-Moved by Councilwoman Hussie, seconded by Councilman Moore,
WHEREAS, the Town Board of the Town of Southold has retained the
services of a consultant to prepare a land use plan related to development
along the County Rote L~8 Corridor which plan is to be known as the "Town
of Southold County Route u,8 Corridor Land Use Study" known as the Study;
WHEREAS, the Town Board of the Town of Southold is the only involved
agency; be it
RESOLVED that the Town Board of the Town of Southold finds the Study
to constitute a Type I Action under SEQR and the rules and regulations
set forth in 6 NYCRR 617 et. Seq.; and be it further
RESOLVED that the Town Board declares itself Lead Agency pursuant to
the rules and regulations of SEQR and be it further
RESOLVED that the Town Board adopts that annexed "Determination of
Significance-Positive Declaration-Notice of Intent to Prepare a Draft
Generic Environmental Impact Statement" on the Town of Southold - County
Route 48 Corridor - Land Use Study.

Location of Action: A corridor starting on the west at the Riverhead/Southold Town-Lines following
Sound Avenue east to its intersection with County Route 48 in Mattituck; then following
County Route 48 east until its intersection with NYS Route 25 in Greenport; then following
NYS Route 25 east until its intersection with Manhasset Avenue in G-reenport, which is the end
of the corrridor. The corridor extends 1,000' north & south of this route but does not contain
any properties within the Incorporated Village of Greenport. The entire action is located in the
Town of Southold, County of Suffolk, New York
SEQR Status: Type I action
Description of Action: Adoption of the County Route 48 Corridor Land Use Study the purpose of
which is to provide recommendations to the Town Board regarding appropriate land use and
zoning within the corridor. The recommendations provided in the Study include potential future
zoning code changes, changes in permitted land uses within specific zoning districts, potential
zoning changes, and the adoption of visual resource best management practices
Potential Significant Adverse Environmental Impacts:
Although the Town of Southold has not identified'any significant adverse environmental impacts
for this action, the Town has chosen to use the format ora Generic Environmental Impact
Statement (GEIS) in its subsequent SEQRA review of and public comment on this Study.

Environmental Quality Review) of the Environmental Conservation Law and
its implementing regulations 6NYCRR Part 617.

WHEREAS, the Town Board of the Town of Southold has retained the

Study", known as the Study, has been completed to address development
along the County Route u,8 Corridor; and
WHEREAS. the Study constitutes a Type I action under SEQR that may
have a significant adverse impact on the environment; and
WHEREAS, the Town Board of the Town of Southold is the only involved
agency; and
WHEREAS, the Town Board of the Town~ of Southold has not identified
any significant adverse environmental impacts but wishes to provide a
format through the SEQR review, and public comment of the Study; and
WHEREAS. a Draft Generic Environmental Impact Statement has been
prepared to address the Study; and
WHEREAS, a public hearing on the Study and Draft Generic
Environmental Impact Statement is desirable to receive public input; be it
RESOLVED that the Town Boar. d of the Town of Southold, acting as lead

It is important to recognize that this Draft Generic Environmental Impact Statement (DGEIS)
incorporates into it by reference the Coumy Koute 48 Corridor Land Use Study (herein referred
to as the Study). These two documents taken together should be considered as the complete
DGEIS. More specifically, the Study contains a detailed discussion of the Study's purpose and
goals as well as the existing conditions in the Town. These aspects of the Study represent the
typical State Environmental Quality Keview Act (SEQRA) Environmental Impact Statement
sections "Description of the Action" and "Environmental Setting". This document builds upon
that information by adding the mandatory SEQRA sections of"Executive Summary",
"Significant Adverse Environmental Impacts", "Mitigation Measures", and "No Action
Alternative". Taken together, therefore, these two documents represent the complete DGEIS.

SUPERVISOR COCHRAN: Greg, is there is anything else at this point that

TOWN ATTORNEY YAKABOSKI: Correct. If anyone has any questions
about the process, please, contact my office.
SUPERVISOR COCHRAN: I would like to go into Executive Session with the
Board in relation to land acquisition, Dam Pond. May I have a motion to go
into a five minute work session in relation to land acquisition?
Moved by Councilwoman Hussie, seconded by Councilman Murphy, it was
RESOLVED that the Town Board hereby enters into Executive Session for
the purpose of land acquisition at 11:12 A.M.
Vote of the Town Board: Ayes: Councilman Murphy, Councilman
Romanelli, Councilman Moore, Councilwoman Hussie, Supervisor Cochran.
This resolution was duly ADOPTED.

Moved by Councilwoman Hussie, seconded by Councilman Romanelli, it was
RESOLVED that this Town Board meeting be and hereby is adjourned at
11:20 P.M.
