WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilman
William D. Moore, Councilman Brian G. Murphy, Town Clerk Elizabeth A. Neville,

Absent: Justice Louisa P. Evans (due to inclement weather]. Councilman John M.
Romanelli.
10:00 A.M. - The Board met to review and finalize the resolutions to be voted
at the 1:00 P.M. Organizatinal Meeting.

A Organizational Meeting of the $outhold Town Board was held on
January ~, 1999, at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Cochran opened the meeting at 1:00 P.M. with the Pledge
of Allegiance to the Flag.

SUPERVISOR COCHRAN: Resolution Number one?
1.-Moved by Councilman Murphy, seconded by Councilwoman Hussie, it was
WHEREAS, Section 6~, of the Town Law requires the Town Board to
designate, by resolution, banks in the State in which the Supervisor of
other officers of the Town shall deposit moneys coming into their hands by
virtue of their office; and
WHEREAS. the Town Board may require any bank, so designated, to
deposit with such Board bonds or certificates of the United States, of the
State of New York or any county, town, city~ village or school district of
the State of New York or any county, to city, village or school district of
the State of New York, such security for such funds so deposited, but
such bond or certificate shall be subject to the approval of the Town Board
and shall bedeposited in such place and held under such conditions as the
Town Board my determine; now, therefore, be it
RESOLVED that the following banks are designated for fiscal year 1999 as
depositories, and the following securities are hereby required as collateral
for such cash balances in said banks:

Supervisor Jean W. Cochran to execute Collateral Agreements between the
Town of Southold and the above designated banks and their Third Party
Custodial Institutions, all in accorda~:e with the approval of the Town
Attorney; and be it
FURTHER RESOLVED that authorization for increase and decrease of
securities shall be subject to the approval of the Supervisor.

2.-Moved by Councilman Moore, seconded by Councilman Murphy,
WHEREAS, Section 11 of the General Municipal Law requires that the
Tow. n Board may authorize .the Supervisor, chief fisc.a.I officer of the Town,
to ~nvest moneys not requIred fo~ jm~nediate expenditure; now, therefore,
be it :~
RESOLVED that the Supervisor is hereby authorized to deposit or invest
moneys not required for immediate :expenditure in special time deposit
accounts or certificates of deposit issued by a bank or trust company locate
and authorized to do business in this State, provided, however, that such
time deposit accounts or certificates of deposit shall be payable within
such time as the proceeds sh.all he'needed to meet such expenditures for
which such moneys are obtained, and provided further that such time
deposit accounts or certificate of deposit shall be payable within such time
as the proceeds shall be needed t° me-et sUch .eXpenditUres for which such
moneys..a, re obtained, a.n.d provided further that such time deposit ac.counts
or certificates of deposit be secured in-the manner provided ~n Section 11
of the General Municipal Law.

3.-Moved by Councilwoman Hussie, seconded by Councilman Murphy, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes the use of a facsimile signature to pay all checks, drafts, and
other instruments for payment of money drawn upon the accounts of the
Town of Southold by Supervisor Jean. W. Cochran, except those third party
checks, drafts or other instruments " in amounts in excess of $5,000.00
drawn upon the following checks.

RESOLVED that the Town Board of-the' Town of Southold hereby grants
permission to Supervisor Jean W. Cochran to travel within New York State
~n town business, as required throughout the year, and the necessary
expenses for travel, meals and lodging shall be a legal charge to the 1999
15udget. ~- · ·

SUPERVISOR COCHRAN: Number 5 we are holding, because we have had
request from Suffolk Li.fe to also be considered as the: official newspaper of
Southold, so we are doing some research On that. This does not take effect
until February 1, sO we do have time to look at this. I really haven't
heard from the other paper, that they are interested, so we will be dealing
with this probably in two weeks at the next Town Board meeting. We do
have a meeting tomorrow, but it may not provide us with adequate time to
get the information we need.

City on February 14,~ ~15, 16 & 17, 1999, and to cast the vote of the Town
of Southoid PurSuant to Section 6 of Article III of the Constitution and
By-Laws of the AssoCiation of Town; and be it
FURTHER RESOLVED that Councilwoman Alice J. Hussie be and he hereby
is designated to act as the alternate delegate, to cast the vote of the Town
of SouthOld at the annual meeting of the Association of Towns in the
absence of Superv!Sor Cochran.

attending the ann. Hal meeting of the Association of Towns of the State of
New York be and hereby are allowed a maximum of $700.00 per officer and
employee for the actual and necessary expenses for registration, travel,
meals, and lodging incurred while attending said meeting.

compensated for travel expenses necessarily and actually incurred in
carrying out the duties of his office, at a rate not exceed thirty cents
($.30) per mile.

the same shall be payable, and that Superintendent of Highways shall not
be fixed in an amount in excess of the amount respectively speCified in the
notice of hearing on the preliminary budget published pursuant to Section
108 of the Town Law; now, therefore~ be it

RESOLVED that pursuant to Section 267(1) of the Town Law, Gerard P.
Goehringer, Jr. is hereby designated Chairman of the Southold Town
Board of Appeals for the term of January 1, 1999 through December 31,
1999; and be it
FURTHER RESOLVED that the Chairman of the Board of Appeals shall be
responsible for furnishing to the Town Board a detailed-monthly report of
activities within his department; and be it
FURTHER RESOLVED that the Chairman of the Southold Town Board of
Appeals shall be paid a salary of $2,000.00 per annum, in addition to his
regular salary, effective January 1, 1999 through December 31, 19999, and
the same shall be paid in regular bi-weekly payments.

20.-Moved by Councilwoman Hussie, seconded by Councilman Moore, it was
RESOLVED that the Town Board of the Town of Southold hereby sets the
compensation of the members of the Southold Town Board of Assessment
Review, effective January 1, 1999 through December 31, 1999 at $1,000.00
per member per annum, payable on May 27, 1999, total compensation for all
five members of this Board not to exceed $5,000.00 for 1999.

This resolution was duly ADOPTED.
21 .-Moved by Councilman Moore, seconded by Councilman Murphy, it was
RESOLVED that the TOwn Board of the Town of Southold hereby appoints
Dr. Edward Broderick, Superintendent of the New Suffolk Common
School, as Attendance Officer for the year 1999, subject to the written
approval of the District Superintendent of Schools; and be it
FURTHER RESOLVED that the compensation of the Attendance Officer be
fixed at $5.00 per hour when working in this capacity, he to pay his own
expenses; and be it
FURTHER RESOLVED that the Town Clerk be and she hereby is.
instructed to notify Dr. Broderick and the District Superintendent of
Schools of this appointment.

John Raynor as Chief of Police Joseph A. Conway's Assistant Deputy
Emergency Preparedness Coordinator for the Town of Southold to the term
of January 1, 1999 through December 31, 1999, he to serve in said capacity
at a compensation of $2,000.00

Deputy Emergency Preparedness Coordinator for Fishers Island, at a fee of

directs Supervisor Jean W. Cochran to execute agreements between the
Town of Southol.d a0d Luis F. Horn and Michael Conroy, Fishers Island,
to perform services as Bay Constables for the purpose of patrolling the
waters in and around the Town of Southold at Fishers Island, at a
compensation of $2,385.00 each per annum, effective January 1, 1999
through December 31, 1999, the Town to pay all expenses for fuel required
for the operation of Mr. Horn's boat and Mr. Conroy's boat while they
are performing se~ices for the Town, and up to $250.00 during the term of
the agreement for the servicing of both for expenses for dock space.
