PURPOSE OF ACQUISITION: The acquisition of the property will provide a new access road to the District's Commercial and Residential Recycling Collection Facility off of Cox Lane thereby redirecting auto and truck traffic fro~ the present entrance directly off of Route 48. This will significantly improve traffic flow on the site. It will also redirect the vehicle flow away from the residences immediately to the west of the present curb cut onto County Route 48~ Use of this new access from Cox Lane will direct traffic to and from County Route 48 at a signalized intersection rather Ehan at the uncontrolled, existing cut in the median thereby significantly improving traffic flow and safety- While the District owns a strip of land to the north of Corazzini's Asphalt Plant that fronts on Cox Lane, it is not suitable for use as access to the Commercial and Residential Recycling Collection Facility for several, independent reasons. Due to its confignration, the turns required to bring auto and truck traffic to and from the Commercial and Residential Recycling Collection Facility would require significant construction on the capped landfill which, if not barred by the State, would be cost prohibitive. The use of the District-owned strip would bring traffic further north on Cox Lane, bringing traffic flow closer to the Matthews Lane residential community. This is not a desired result. In addition, the route to and from Cox Lane to the Commercial and Residential Recycling Collection Facility would be extremely circuitous and unnecessarily c6stly. Use instead of the property proposed for acquisition would place the access straight into the facility, would limit the traffic flow to a commercial/industrial zoned area, and would not impact on the capped landfill. BENEFITS: The acquisition will significantly improve traffic access to the District's Commercial and Residential Recycling Collection Facility while reducing the traffic impacts that exist from the current access directly from County Route 48 and virtually eliminating all traffic impacts upon the residences immediately to the west of the site.
