REPORTS Chairman Don Wilder will arrange a meeting with Jim McMahon and the Supervisor to discuss the possibility of getting involved in projects relating to the parks, such as brochures, maps, etc, APPROVAL OF MINUTES Moved by Don Wilder, seconded by Jack McGreevy2 to Approve the Minutes of June 15, 2004 2 DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL _EROSION PERMIT APPLICATIONS Moved by Doris McGreevy, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of WILLIAM & DIANE BEARDSLEE to raise the existing garage; resurface the existing driveway with pervious gravel; replace existing sanitary system with new, Suffolk Co. Dept. of Health Services - conforming sanitary system to be elevated 2' above groundwater by approx. 355 cy. of fill and concrete retaining wall; and constYuct access ste~'s ore? raised septic. Located: 435 Beachwood'Rd,, Cutchogue. SCTM#116-4-24 Vote of Council: Ayes: All Motion Carried Moved by Bill Cook, seconded by Doris McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of DAWN RYAN for a partial demolition of the existing single-family dwelling, expansion of the first floor, and second-floor addition. Located: 165 Bungalow Lane, Mattituck. SCTM#123-3~4.1 The CAC recommends Approval of the application with the Condition drywells and gutters are installed to contain the roof run-off, away from the water. Vote of Council: Ayes: All Motion Carried Moved by Bill Cook, seconded by Doris McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of EDWARD WERTHENER to construct a new bulkhead, inkind/inplace, after removal of the existing retaining structure. Located: 180 Private Rd. #12, Southold. SCTM#78-6-3.1 & 2 The CAC recommends Approval of the application with the Condition no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by Bill Cook, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of RICHARD & JOAN ARNOLD to construct a second-floor addition to the existing single-family dwelling. Located: 2105 Bay Shore Rd., Greenport, SCTM#53-4-13 The CAC recommends Approval of the application with the Condition drywells and gutters are installed to contain the roof run-off, away from the water. Vote of Council: Ayes: All Motion Carried .Moved by Doris McGreevy, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of ROBERT WHITE to install a 6', stockade fence running on property line 101'4' on the southwest side of the house. Located: 2400 Ole Jule Lane, Mattituck. SCTM#122-4-11 Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of CONSTANTINOS MARKOTSIS to construct a 25'X 25' one-story addition with a fireplace to the existing house. Located: 145 Williamsburg Rd., Southold. SCTM#78-6-12 The CAC recommends Approval of the application with the Condition drywells and gutters are installed to contain the roof run-off and a 10' non-tuff buffer is installed landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Permit application of OLIVE PENFIELD to re-sheath 100' of existing bulkhead by placing new 8'X 2' X 10" CCA T&G sheathing landward of the existing sheathing. Located: 515 Harbor Lights Dr., Southold. SCTM#71-2-3 The CAC recommends Disapproval of the application because the use of CCA lumber is prohibited and the project requires a 20' non-turf buffer. 4 Vote of Council: Ayes: All Motion Carried Moved by Bill Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetland Permit application of CUTCHOGUE HARBOR MARINA for the site plan of the existing marina. Located: 3350 West Creek Ave., Cutchogue. SCTM#110-1-12 The CAC recommends Approval of the application with the Condition a re-charge basin is installed to contai'n the mn-off'from a pervious parking area and the parking area is graded' away from the w~er. Vote of Council: Ayes: All Motion, Carded Moved by Don Wilder, seconded by Doris McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of WILLOW POINT ASSOCIATION to maintenance dredge approx. 900 ft. of an existing Budd's Pond channel and canal to an odginal width of 50 ft. and depth of 5 ft. Dredging will be performed by utilizing crane and clamshell bucket. Approx, 900 cy. of dredged material will be disposed on Willow Point Assoc. property. Located: Willow Point Rd., Southold. SCTM#56-5-28 Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Permit application of THEODORE LAOUDIS to construct a 252' retaining wall within 18" in front of existing retaining wall using C-Loc 4500 vinyl sheathing, 9" diameter piling, and 6'X6' stringers; place 45 to 50 cy. of clean trucked in fill between existing and new retaining walls; place 1500 to 1800 lb. boulders in front of new retaining wall; reconstruct existing 5.5'X 20' stairs; construct a new set of 5.5'X 20' stairs on the south side of the property; remove and dispose of a total of 107' of bulkhead and construct a total of 107' of bulkhead using C-Loc 4500 vinyl sheathing; remove and dispose of the most seaward 20' section of existing jetty and construct a new 20' section of jetty using C-Loc 4500 vinyl sheathing; remove and dispose of a 35' section of bulkhead and construct a new 35' section of bulkhead using C-Loc 4500 vinyl sheathing. Located: 405 Kimbedy Lane, Southold. SCTM#70-13-20.3&20.4 The CAC recommends Disapproval of the application because the survey did not match the property. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of ROBERT & CHERYL SCHEIDET to construct a 5'X 20' dock, 10' ramp, and 4'X 5' platform. Located: 2570 Clearview Ave., Southold. SCTM#70-10-29.2 The CAC recommends Approval of the application with the Condition no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by Doris McGreevy, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Permit application of DEBORAH DO'fY to construct a 3'X 85' fixed walk @ min. 3' above grade, 3'X 12' ramp and a 6'X 20' floating dock. Located: 670 West Creek Ave., Cutchogue. SCTM#103-13-5.3 The CAC recommends Disapproval of the application there is insufficient water depths to accommodate a floating dock and treated lumber is not permitted. Vote of Council: Ayes: All Motion Carried Moved by Doris McGreevy, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of JAMES SWEENEY to construct a 4'X 33' fixed walk @ rain. 3.5' above grade, 3'X 15' ramp and a 6'X 20' floating dock. Located: 2950 Minnehaha Blvd., Southold. SCTM#87-3-42 The CAC recommends Approval of the application with the Condition of a 5' non-turf buffer and no treated lumber is used. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was 6 RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of MARTHA & JOHN WATTS to remove and replace (in- place) approx. 140 linear ff. of existing timber bulkhead with vinyl bulkhead and backfill with approx. 50 cy. clean sand fill to be trucked in from an upland source. Located: 1 Harbor River Rd., Orient. SCTM#24-2-8 Vote of Council: Ayes: All Motion Carried Moved by Doris McGreevy, seconded by Don Wilder it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of .:the Wetland Permit application of JENNIFER & PHILIP STANTON to remove existing 54' long, +/-245 :sq.ft. fixed dock, and construct fixed timber dock consisting of a 4'X 50' fixed timber catwalk, 3'X 14' hinged ramp, and 6'X 20' float secured by (2) 6" pilings. Located: 720 Town Creek Lane, Southold. SCTM#64-1-14.7 The CAC recommends Disapproval of the application because the dock will interfere with boat traffic. The CAC recommends the dock be constructed in an "L" configuration. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Bill Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetland Permit application of CAROL R. DENSON to construct an upper level on the existing barge restaurant building. Located: 750 Old Main Rd., Southold. SCTM#56-6-8.7 The CAC recommends Approval of the application with the Condition the parking area is graded away from the water and into a re-charge basin and a berm is installed 1' higher than the parking area on the southwest side. Vote of Council: Ayes: All Motion Carded Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of ROBERTS CUSTOM HOMES to construct a two-story, single-family dwelling with associated septic system. Located: 1500 Bay Ave., East Marion. SCTM#31-8-12.9 Vote of Council; Ayes: All Motion Carded · ' 7 Moved by Doris McGreevy, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of FRED KOEHLER to construct a deck attached to the existing house. Located: 1595 Bay Shore Rd., Southold. SCTM#53-4-5 The CAC recommends Approval of the application with the Condition no treated lumber is used. Vote of Council: Ayes: All Motion Carried The next meeting of the Conservation Advisory Council has been scheduled for Tues., August 10, 2004 at 6:00 PM at Down's Farm Preserve.
