A meeting of the Southold Town Conservation Advisory Council was held Tuesday,
August 10, 2004 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
REPORTS
APPROVAL OF MINUTES
Moved by William Cook, Jr., seconded by Jack McGreevy, to Approve the Minutes of
July 13, 2004.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by William Cook, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of LEONARD ROSENBAUM to
demolish a portion of the existing two-story dwelling and construct a new two-story
addition over the garage and utility area of the existing first floor.
Located: 965 Osprey Nest Rd., Greenport. SCTM#35~6-24.1
The CAC recommends Approval of the application with the Condition a 6' non-turf buffer
is installed landward of the bulkhead.
The CAC further recommends an investigation of the drains leading into Gull Pond from
the subject property.
Vote of Council: Ayes: All

Moved by Jack McGreevy, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of LAWRENCE TUTHILL to construct
a 6'X 40' floating dock, 2.5'X 10' ramp and catwalk. Located: Schoolhouse Creek, New
Suffolk. SCTM#117-5-47
The CAC recommends Approval of the application with the Condition the docking facility
complies with the present legal limits. The CAC also recommends a 10' non-turf buffer
landward of the bulkhead.
Vote of Council: Ayes: All

Moved by Doris McGreevy, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of ANDREW WEINER to remove the
existing dock and replace with 152' X 4' fixed open catwalk with 3-pile bays at a min.
height of 3.5' above vegetated grade, 20' X 32" aluminum ramp, 6'X 20' float secured by
two 2-pile dolphins, with 15'X 4' ramp to grade at landward end of catwalk.
Located: 2185 Westview Dr., Mattituck. SCTM#107-7-12
The CAC recommends Approval of the application with the Condition no treated lumber
is used and the new docking facili[y should extend no further seaward than the existing
dock.

Motion Carried
BARBARA HOCH to replace 12 pier support piles and repair sections of stone and
concrete seawall, 2 (+/-) cy. of concrete and stone over 50 (+/-) sf. waterward of the
apparent high water line.
The CAC did not make an inspection, therefore no recommendation was made.
Moved by Tom Schlichter, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of DOROSKI FAMILY LTD. PARTNERSHIP for the
subdivision of three (3) lots and the proposed construction of pervious driveways and
homes on the proposed lots.
Located: Soundview Ave., Southold. SCTM#69-1-9.1 & 59-8-6
The CAC recommends Approval of the application however suggests the auto access to
the three (3) properties be from the south, leaving the wetland area unbroken from
Soundview Ave. Furthermore, the CAC observed a large variety of wildlife in the area.
Vote of Council: Ayes: All

Moved by William Cook, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of WILLIAM GOGGINS to add top soil
to site for regarding purposes due to replacement of septic system, install a 6' wide
deck parallel to bulkhead, and install a 6' wide deck parallel to the house 24' in length.
Located: 1780 Jackson St., New Suffolk. SCTM#117-10-14.1
The CAC recommends Approval of the application with the Condition the decking is
landward of the bulkhead, no treated lumber is used, and a 20' non-turf buffer is
installed landward of the bulkhead.

Moved by Jack McGreevy, seconded by Tom Schlichter, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of BELVEDERE PROPERTY
MANAGEMENT LLC to remove and control the growth of Giant Reed (phragmites
australis) from Breeders Pond and Northeast Pond and their adjacent areas utilizing the
herbicide Glypro. In both areas the Giant Reed will be cut in the early spring and
cuttings shall be removed to an upland site for disposal and the herbicide shall be
applied in the fall. When the root mass of the Giant Reed is sufficiently decomposed,
native vegetation shall be planted.

The CAC recommends Approval of the application with the Condition the chemicals are
approved by the DEC.

Moved by William Cook, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of LEO OLSEN to construct a single-
family dwelling with garage and deck.
Located: 3590 North Rd., Greenport. SCTM#35-4-28.12
The CAC recommends Approval of the application with the Condition the large tree on
the southwest corner of the property remains.
Vote of Council: Ayes: All

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by William Cook, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of FRANK JACOBSEN to Amend Permit #5616 to construct a
12'X 22' tool shed.
Located: 330 Shore Lane, Peconic. SCTM#86-1-4.12
Vote of Council: Ayes: All

Moved by William Cook, seconded by Tom Schlichter, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Amendment application of KEVlN & DOREEN BARR to Amend
Permit #5725 to remove and replace (in-place) approx. 158 linear ft. of existing timber
bulkhead with vinyl bulkhead and backfill with approx. 25 cy. of clean sand fill to be
trucked in from an upland source. Remove existing beach steps and deck, and
construct 4' boardwalk, 10'X 10' deck and platform and steps to beach.
Located: 200 Basin Rd., Southold. SCTM#81-1-20
The CAC recommends Approval of the application with the Condition no treated lumber
is used and the existing buffer continues to be maintained.

Moved by William Cook, seconded by Dods McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Amendment application of MONICA KREISCHER FELDMAN to Amend Permit
#5801 to construct a total of four (4) additions to the existing dwelling, containing a total
of 925 sq. ff.; construct a detached garage within the northeastern section of subject
property, containing 320 sq. ft.; abandon the existing septic system within the northern
section of the subject property, and construct a more conforming sanitary system within
the central section of the subject proper[y, resulting in a setback from wetlands of 140';
and remove the existing asphalt (impervious) driveway and install a gravel (pervious)
driveway.

The CAC recommends Disapproval of the application because of insufficient
information, The applicant should provide the actual measurements of each addition,
and noaddition should extend any further seaward than the neighboring houses. In
addition, a 25' non-turf buffer should be installed and all efforts should be made to save
thelarge trees.
Vote of Council: Ayes: All

The next meeting of the Conservation Advisory Council has been scheduled for Tues.,
September 14, 2004 at 6:00 PM at Down's Farm Preserve.
There being no fur[her business to come before the Council, the meeting was adjourned
at 7:15 PM.
