RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 676. Authorize and direct Land Preservation Coordinator Melissa Spiro to submit a proposal to the NYS Department of Ag and Markets to solicit State assistance for Ag and Farmland Protection Projects. 677. Determine that the purchase of a development rights easement on property of Krupski/ Peconic Land Trust, SCTM #1000-95-4-p/o 9 and #1000-95-4-10, is an Unlisted Action pursuant to SEQRA and will have no significant impact on the environment. 679. Request the Suffolk County Public Works Commissioner and the New York Department of Transportation to conduct a speed survey on Pacific Street, Mattituck. 680. Request the Suffolk County Public Works Commissioner and the New York Department of Transportation to conduct a speed survey on Gabriella Court, Tabor Road and Rachael's Road, Mattituck. 681 Authorize modification to the 2004 General Fund Whole Town budget to appropriate unexpected revenue for repairs to a police vehicle. 682. Authorize and direct Supervisor Horton to execute a retainer agreement with Lamb & Barnosky for professional services on all labor relations and employment matters, 2004- 2007. 683. Authorize and direct Supervisor Horton to sign an agreement with the North Fork Housing Alliance as part of the 2004 Community Development Block Grant Program. 684. Authorize and direct Supervisor Horton to sign an agreement with the Dominican Sisters Family Health Services, Inc. as part of the 2004 Community Development Block Grant Program. 685. Authorize and direct Supervisor Horton to sign an agreement with the Robert Perry Child Day Care Center as part of the 2004 Community Development Block Grant Program. 686. Set 8:00 p.m., October 5, 2004, Southold Town Hall, as the time and place for a public hearing to hear citizens comments on the proposed amendments to the Community Development Block Grant 2001 and 2004 Program Budgets. 687. Authorize partial closure of Case's Lane, Cutchogue, on October 2, 2004 during the "Annual Harvest Fair of the East End Lioness Lions Club". 688. Grant permission for the Mattituck Lions Club to use Town roads on October 30, 2004 for its Annual Halloween Parade. 689. Accept the resignation of Christopher Talbot, Building Inspector. Accept the Letter of Credit No. 040263 in the amount of $143,250 from Suffolk County National Bank as a performance bond for roads and improvements in the subdivision known as Major Subdivision of Zoumas Contracting Co. Grant permission to David and Barbara Verity for a single trailer to be used as a one family dwelling at 390 Hill Street, Mattituck. Accept the resignation of Michael Doroski, Student Intern in the Town Clerk's office. Accept the resignation of Lori Stoner from her position as part-time Mini Van Driver. Authorize and direct Supervisor Horton to execute an agreement with the Suffolk County Office of the Aging for community services for the Elderly Residential Repair Program. Determine that the purchase of a development rights easement on property of Grippa, SCTM #1000-122-1-2.2, is an Unlisted Action pursuant to SEQRA and will have no significant impact on the environment. Ratify the settlement agreement dated September 16, 2004 regarding a Town employee. Authorize and direct Supervisor Horton to execute an agreement with the Suffolk County Office of the Aging for the Supplemental Nutrition Assistance Program. Retain Frank A. Isler, Esq. as special counsel in the matter of Schultheis v. Tuthill and the Board of Trustees. Set 5:00 p.m., October 19, 2004, Southold Town Hall, as the time and place for a public hearing on "A Local Law in relation to Cluster Development in the Southold Town Code". Retain Thomas G. Nolan, Esq. as special counsel in the matter of Merchants Insurance Group a/s/o William L. DePetris v. Tabor, Southold Town Highway Department and the Town of Southold. Grant permission to the Mattituck Lions Club to hold their 4th Annual Fall Carnival at Strawberry Fields on October 2, 2004 and October 3, 2004. Authorize Supervisor Horton to execute an agreement with Charles E. Fraser & Co. to review monthly telecommunications charges to determine appropriateness of billing. Authorize modification to the General Fund Whole Town 2004 budget to appropriate donated funds for Programs for the Aging, Adult Day Care Supplies. Determine that "A Local Law in relation to Amendments to Section34 of Chapter 97 of the Southold Town Code" is a Type I! Action pursuant to SEQRA and not subject to review. 705. Authorize modification to the General Fund Whole Town 2004 budget for computer equipment. 706. Authorize a change order in the contract of General Code Publishers Corp. for the Laserfiche Upgrade and the addition of an Email Plug-in. 707. Authorize modification to the General Fund Whole Town 2004 budget for Code Updates and Law Books. 708. Appoint Diane Nicholson, Robert Mehan and Eric Bressler to the Southold Town Parks, Beaches & Recreation Committee. 709. Call for the restoration of the original vehicle and traffic fine distribution formula in order to provide towns with necessary revenues to fund justice court operations. 710. Set 8:00 p.m., October 5, 2004, Southold Town Hall, as the time and place for a public hearing on "A Local Law In Relation to a Conservation Subdivision exclusion in the Moratorium on Processing, Review of, and making Decisions on applications for Major Subdivisions, Minor Subdivisions and Special Exception Use Permit and Site Plans containing Dwelling Unit(s) in the Town of Southold". 711. Authorize and direct the Town Clerk to advertise the "Request for Proposals (RFP) for Architectural and Engineering Services" for the proposed Southold Animal Shelter. 712.
