Y. 11971 y►' Z' PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Henry Raynor Frank Coyle M I N UJ T E S SOUTHOLD TOWN PLANNING BOARD August 15, 1972 A regular meeting of the Southold Town Planning Board was held at 7 :30 P .M. , Tuesday, August 15 , 1972 , at the Town Office, Main Road, Southold,, . New York. There were present: Messrs: John Wickham, Chairman; Henry Moisa, Vice Chairman; Henry Raynor; Alfred Grebe. Absent: Frank Coyle Also present: Raymond Dean, Superintendent of Highways. Chairman John Wickham reconvened the hearing of Petty' s Bight Subdivision at Orient, New York, which was recessed on December 20, 1971. The Chairman read the notice of -hearing, omitting the description of the property because there had been a prior hearing, the . proofs of publication from the newspapers and a letter from the Planning Board to the Southold Town Board dated August 17 , 1971. A check for $150 for filing fees was received. Southold Town Planning Board - 2 August 15 , 1972 Mr. Wickham stated there were only two problems: (1) meeting the objectionssof the Suffolk County Planning Commission, which has been done, and (2) posting bond orcompleting the highways. Dominic Aurichio, attorney, stated that the owners have entered into negotiations for the constructionof the roads, and licenses and permits have been obtained. In lieu of posting any bond the owners have entered into contract for the construction of those roads and work has been started. Inview of that, approval will be held in abeyance pending completion of the roads . We will then proceed with the signatures to file the proposed map. Mr.. Aurichio presented the Board with copies of 'deeds establishing ownership of the property. Mr. Wickham advised Mr. Aurichio that the Town Board will not accept_. or has not been willing to accept contracts in lieu of performance bonds. They will accept work already done. The Planning Board has received a letter from the . County Planning Commission' saying that they will not consider this map again, but we also have work from, them it is not necessary to have `their approval after all of the changes are made (this is -the revised map of June 28, 1972) showing changes in the drainage, changes in Bight Road and changes in the intersection of Bight Road and Petty's Drive. These changes were specific requests of the County Planning Commission. It is, however, necessary to have the approval of the majority plus one of this Planning Board. It would seem there would be no problem because this is the specific request .of the Planning Commission and this is .the way they prefer to handle it. Mr. Wickham said he wanted to make sure that the Planning Board is aware that they have met their conditions but they don't want to handle it again. If this subdivision is approved it will also mean that we are approving this without'resubmitting it to the County Planning Commission. Mr. Wickham asked if there was anyone present who wishes to speak in opposition. There was no response and the hearing was- declared closed. A decision will be made later tonight. On motion of Mr. Moisa, seconded by Mr. Grebe, it was RESOLVED that the subdivision known as Petty's Bight at 'Orient, New York, be approved subject to completion of the improvements or receipt of ;acceptance of the bond in the proper amount by the . Town Board. Dean, Superintendent Southold Town Highway Department Peconic, New York, I Dear Sir: 1 " In response to your request for me to inspect the base of the roads in the Patty 's Bight Sub-division at Orient I submit the € Following report. The specification which governs the construction of these roads is the Southold Town Highway Specification dated March 31, 1970. Section 9 of this specification states: 11 . . . . . . . If clay is encountered the road bed depth shall be 1811 of sandy loam or 1211 of bank run, existing material shall not be considered satis- factory unless there is 10% or more of gravel." The soil in this sub-division is a loam of approximately 95% .I clay and silt, 5% sand, and for all practical purposes 0% gravel. ,a Therefore the above quoted Section 9 is applicable. To determine the composition of the road bed I took borings g at 50 foot intervals in the center and sides of the roads. These borings revealed the fallowing conditions: f Hight Road For the entire length of this road the bed consisted of either the virgin loam as described above, or 6 inches of bank run, or a 6 inch mixture of bank run and virgin loam. Under the bank run and the mixture of bank run and loam was virgin loam. Patty's Drive Station 0 to 2.0: This section consists of a 1211 layer of bank run and blackish silt. Under this layer is virgin loam. Station 2.5 to 4.5: This section is for all practical pur- poses virgin loam. i EDWARD J. Station 5.0: The road bed at this station is 6 inches of .' bank run and blackish silt on virgin loam. Station 5.5 to 8.0: This section is 1811+ of bank run . and blackish silt with traces of peat bog. Station 8.0 to 10.0: This section is in a state of un-pre- paredness. I 4: The profiles of the roads conform in general to the Road Profiles for Petty's Hight dated April 22, -1971 except for the s' section of Petty 'a`Drive from Station 4 to Station 10. The road i[ bed as it exists falls continuously at a rate of 1.8% in this section, the official profile shows the road falling from Station 4 i to Station 7..5 and rising from Station 7.5 to Station 10.0. This change in profile has put a portion of this section of Petty's Drive some 3 feet above the bordering parcels. In myestimation this change in profile is not detrirnental but it will necessitate the relocation of the catch basins from Station 7.5 to Station 10. i It is recommended that additional bank run be placed wherever necessary to conform to Section 9 of the specification.
