The proposal has been determined not to have a significant effect on the environment ' because an Environmental Assessment Form has been submitted and reviewed and the Town Board has concluded that no .significant adverse effect to the environment is likely to occur should the proposal be implemented as planned. WHEREAS. the Town Board of the Town of Southold wishes to pu,rchase the development rights in the agricultural lands of Reynold Blum CPeconic' Bay Vineyards); and WHEREAS. the Town Beard held a public hearing with respect to said a~:quisltlon on the 6th day of January, 1998, pursuant to the provisions of the Southold. The parcel is 25 acres in size, with over 755 feet of frontage on the north side of Main Road and 435 feet offi-ontage on the east side of Peconic Lane. Approximately 9,3 acres of the parcel are offered for the purchase of development rigl~ts. The southwesterly-most 2 acres are to be reserved from the purchase, intended for later development in accordance with zoning_ The purchase price is $7800/acre, totally $179,400. The market value of the proposed purchase ~vas determined by a July, 1997 appraisal, commissioned by the Town Board from David Wimpelberg. The zoning for the parcel is Low-Density Residential R-80 (minimum lot size of 80,000SF). The soils are mostly in the Haven Loam classification, one of the prime agricultural soils of Long Island. The parcel is currently in agricultural production as a newly-established vineyard. It is adjacent on the east to approximately 70 acres of other agricultural lands, over which the Town of Southold and County of Suffolk respectively own the development rights. Adjacent on the north are other tom-owned lands and lands of the elementary school on Pecerdc Lane. South of Main Road are other nearby sizable farmlands over which the Town and County hold development rights easements. ~ Because of the factors of agricultural use, size, proximity to other preserved farmland and open-space vistas, on both the north and south sides of Main Road, the Land Preservation Committee is unanimous in recommending the purchase of these development rights. The purchase will do much to enhance and preserve important agricultural lands and the country-like environment of the neighborhood of Peconic and the Town of Southold.
