Vice President Engineering Four Season Solar Products,LLC 5005 Veterans Memorial Highway Holbrook,NY 11741 Dear Mr.McGrath, I am responding to your letter dated May 14,2003 and the letter from Courtney Nation of our office dated May 19,2003 concerning the Residential Code of New York State(RCNYS)as it applies to buildings located in wind-borne debris regions. Specifically you ask whether a sunroom could be designcd as a partially enclosed building in lieu of installing specialized glazing or wood structural panels. Section 301.2.1.2 of the RCNYS reads as follows: §R301.2.1.2 Internal Pressure.Windows in buildings located in wind-borne debris regions shall have glazed openings protected from wind-borne debris or the building shall be designed as a partially enclosed building in accordance with the Building Code of New York Slate. Glazed opening protection for wind-borne debris shall meet the requirements of the Large Missile Test of ASTM E 1996 and of ASTM E 1886 referenced therein. Exception:Wood structural panels with a minimum thickness of 7/16 inch(11.lmm) and a maximum span of 8 feet(2438mm) shall be permitted ror opening protection in one-and two-story buildings. Panels shall be precut to cover the glazed openings with attachment hardware provided. Attachments shall be provided in accordance with Table R301.2.1.2 or shalt be designed to resist the components and cladding loads determined in accordance with the provisions of the Building Code of New York State. Section R301.2.1.2 provides three options. The'first two apply to the protection of windows by installing specialized glazing or wood structural panels. The third option allows the building to be designed as a"partially enclosed building". This design procedure accounts for the increased internal pressure that would occur as a result of shattered glazing in the event of hurricane wind forces. 'Windows in buildings or additions such as sunrooms designed as a"partially enclosed"structure in accordance with the provisions of the Building Code of Now York State(BCNYS) are not required to be protected by specialized glazing or by wood structural panels. August 29,2003 There is a distinction between the RCNYS and the BCNYS with respect to wind loads in wind- borne debris regions. BCNYS section 1609.1.4 requires unprotected glazing to be considered to be openings. Section 1609.1.4.1 requires buildings to be evaluated to determine whether openings are of sufficient area to constitute an "open", or"partially enclosed", building as defined in the code. It further states that'the design shall be in accordance with ASCE 7 based on this classification. In contrast, the RCNYS does not distinguish between"open","enclosed", or"partially enclosed"buildings. Section 8301.2.1.2 only recognizes"partially enclosed"design as an option for buildings with unprotected openings. A question has been raised as to whether the RCNYS requires buildings without protected windows to meet the definition of a partially enclosed building in order to be designed as partially enclosed building. It is our opinion that RCNYS section 8301.2.1.2 only requires the design procedure to be in accordance with the BCNYS and does not require compliance with the definition of a partially enclosed building.
