HomeMy WebLinkAboutSpirer Cantrell, Elizabeth From: Collins, Michael Sent: Wednesday, September 17, 2025 11:25 AM To: Goldsmith, Glenn; Cantrell, Elizabeth Subject: 680 The Strand I took a look at the proposed plans and based on the described problem (erosion of the bluff near the stairs) it appears that the proposed full bluff French drain may lead to unnecessary and counterproductive disturbance of the bluff area. I would be happy to meet with the Trustees, the applicant, their design professional or any other party at the site to discuss options. Michael Collins, P.E. Re: Application for Permit for 680 The Strand.SCTM#1000-30-2-85 We write in support of the application of Robyn and Lee Spirer, owners of 680 The Strand,to complete work related to the preservation of the bluff and replacement of stairs on their property. We are the owners of 610 The Strand, the property adjacent to the east of 680 The 1 Strand. We have known Robyn and Lee since their purchase of the home at 680 The Strand. In 2021,shortly after we met, Robyn and Lee discovered that bamboo planted by the previous owner was invading the foundation of their home. This was consequential to us,as over the years the bamboo had spread along the length of our common property line. The work to solve this problem was extensive. At every stage of the process,Robin and Lee demonstrated the utmost respect and responsibility. As a result,an episode that might } have created tension instead laid the foundation for a friendship that we value highly. k i Lee demonstrated that same sense of responsibility and respect when he helped lead the successful project to reinforce the bluff on behalf of a dozen homeowners. He navigated various technical and personal issues with skill and openness. He was cognizant of the requirements of each of the supervising governmental agencies and insured that each requirement was fully met.As a result, the project was completed successfully, and the homeowners on The Strand have regained the stability of their property i Robyn and Lee's current application would restore the full use of their property. The proposed staircase would replace the one that existed before several severe storms hit the bluff. The work to deal with serious erosion of the bluff due to drainage issues would restore the property to its previous condition and permit Robin, Lee and their family to enjoy the use of their home and prevent further toss of property. They have,as with the work to reinforce the bluff, been scrupulous about complying with all Town regulations and requirements, and have employed engineering and environmental experts to ensure the efficacy of the plan. Although the work they propose has no expected impact on our property, should it be necessary,we will cooperate fully to make their project successful. Robyn and Lee spend all summer here in East Marion as well as almost every weekend during the rest of the year. They are committed members of our community who have helped many others to protect their property and now seek nothing more than the opportunity to enjoy their own home to the fullest. We urge you to approve this project as proposed. Sincerely, Diane Giacatone Cornelis Ruigrok . _ y r q ;j AUG 1 a Stella Lagudis 760 The Strand East Marion, NY 11939 August 12, 2025 Town of Southold Trustees Attention: Glenn Goldsmith, President 53095 Main Road Southold, New York 11971-0959 Dear President Goldsmith and Trustees: Re: Lee and Robyn Spirer: 680 The Strand, East Marion: SUM: 1000-30-2-85 I am the neighbor directly west of the above property and support the applicants' request to rebuild their bluff stairs and resolve drainage issues. I support the project for the following reasons: • This project replaces stairs that once existed. The stairs had to be removed to install the rock revetment. I believe the stairs should be grandfathered and allowed to be replaced. • The rock revetment project was a very costly project that took years to orchestrate and complete. Clearly the applicants' involvement in that project proves their commitment to preserve the property and to be good stewards of the land. • The applicants have a very difficult drainage problem to address. Again, they are willing to go through the trouble and expense to design a solution to help preserve the bluff by installing a catch basin and conveyance system to re-route the storm water. The Spirers are going about this project in the right way. They have brought in design professionals and are adhering to the Town's requirements to apply for the permit. I urge you to please approve this project as presented so that the final steps can be made to preserve the bluff, reinstate the bluff stairs and allow them to enjoy direct access to the beach once again. incerely, ((a Stella Lagudis . To this end, attached are four(4) revised copies of the plans. In looking at the application we previously submitted, this extra work has resulted in the need for updated"General Data", "Coastal Erosion Application Data" and"Wetland/Trustee Lands Application Data"pages. We've included 4 copies of each to replace the ones in the current application. We've also attached an updated SEQRA EAF,photos, and"Project Description"to reflect the change in work scope. We are hopeful that these replacement documents will not affect our place in the queue when scheduling our Town Trustee Hearing that was originally scheduled for July. We are hopeful that the Trustees can schedule us for the August 131h hearing date with the updated paperwork. Please let me know if you require anything else.
