MEETING OF DECEMBER 30, 1955.
The Southold Town Board met at the office of Supervisor Norman E. Klipp
at Greenport, on Monday~ Dec. 30~ 1957. The meeting was called to order
at,l:BO P.M. with the followinf present: Supervisor Klipp; Councilman
~lbertson; Justices Tuthill~ Clark and Demarest and Edwards; Town Attorney
Terry and Town Clerk Boo~$, and Supt. of HighwayssPrice.
Moved by Justice Clark; secohd~d by Justice Tuthill:
RESOLVED: That the minutes of the meeting of Dec. 3, 1957, be and hereby
are duly approved as read.

by recinding and repealing Section 901 of said Ordinance was duly opened
at 2:00 P.M. o'clock P.M.. The Supervisor read the call of the hearing
and called upon any person who wished to speak either for or against
the proposal. No person spoke against the change in the Ordinance and
Howard Terry spoke in favor of the change in the Ordinance. The hearing
was duly closed at 2:~5 P.M.

WHERF~S~ the Southold Town Planning Board has prepared an official report
and~ r~commendation on the proposal to amend the Building Zone Ordinance
of the Town Of So~uthold~ Suffolk County, New York, by rescinding and
repealing Section ~O1 of said ordinance and substituting s new Section
901~ so as to provide that the printed notice of a public hea~ring on a
proposed amendment be given~ pursuant to the ~provisions of the town
law~ :an~.
~ ~S ~1 ~ the Town Board, after due consideration of the matter,
has concluded that it is in the public interest to call a hearing~ pur-
suan$ to the provisions of the town law and said ordinance for the pur-
posse of .considerin~ such orooos~l.

Sou~hol~ Town Board at the office of the Supervisor, 16 South Street~
at 2:00 P.M~ at which time all persons desiring to be heard in favor

he~ring~was closed and decisi0.n reserved.
NOk~ THEREFORE~ BE IT RESOLVED. that the Building Zone Ordinance of the
Tow~ of'SoUthold~ Suffolk County, N.Y. be amended, rescinding aha. repeall
lng Section 901 of said Ordinance and substiuting therefor the following.
"Section 901:' The Town Board by resolution adopted at a stated meeting
shall fix the~time an8 place of a public hea~ing on the proposed amend--~
m.en~t and cause notice thereof to be given pursuant to the provisions of
~e Town LaW. The Town Board, before advertising for a public hearing,
sh~il, i~n a w~itten request~ instruct the Town Planninz Board to ore-
~p~r~ an Official lreport defining the conditions described in a petition
anti'determine the area so affected with their recommendations."

RESOLVE~: That a permit for a Trailer Camp be granted to Charles and
Florence Zeigler.

Moved by Councilman Albertson; seconded by Justice Clark:
~REAS~ the Town Trustees of the Town of Southold at a meeting held Nov.
25~ 1957, recommended to the Town Board that the following areas
(1) Gidds Bay (2) Orient Dock to Pete Neck Point (3) Goose Creek (k) Indian
Neck (outside) (5) Cedar Beach to Parsdise Point be opened for the taking
and possessing of scallops not having a clearly defined annual Erowth line
in the amount of 5 bushels per person per day 5 days per week~ and
WHEREAS, it is the feeling of the Town Board that if scallops in the above
mentioned areas are not sal$aged they wil ultimately die, now, ~erefore,
be it RESOLVED: that the Town Board of the Town of Southold requests ~hat
the New York S~ate Conservation Commission make a study of the situation
and grant the request for the taking of scallops as me~tionedabeve.

Tuthill, Clark, Demarest and Edwards.
Moved by Justice Clar~; seconded by Councilman Albertson:
RESOLVED: That Supervisor Norman E. Klipp be and he hereby is authorized
to insert an advertisement on the two center pages of the Advertising
Journal of the North Fork Boat and Sprotsmen's Show sponsored ~by the Burton
Potter Post No. 18~ Greenport, New York, at a cost no~ to exceed $150.00.

Subject: Annual Report of the Building Inspector, Town of Southold.
Gentlemen: For the year 19~7 i have issued 12 multiple residence law
building permits with a total f~ fees of $$87o00. There are several out-
standing violations in the process of being corrected~ I have successfully
prosecuted one court case~ Henry Zabohonski of Fishers Island. He was
fined $200.00. Prospect~ ere good that there will be several new Mult-
iple ReSidence Structures built in 1958. There were 191 Zoning building
permits issued with ~ to~al in fees of $1,~8Oo0Oo There ere 5 applications
pending before the Board of Appeals or for an action by the Town Board
creating "Open Developement Areas~before they can be issued. Two permits
were gr~nted to Chnrches with no fee charged for a total of 198 permits.
Therem~ave been ~l appeals to the Board of Appeals with fees of $615o0Oo
There .is one case held open until certain conditions have been met by t~e
land owner~ and one case to be heard January 9th~ 1958, all others have
been settled promp~$y and efficiently By the Board. Many people have
been b~fore the Board to discuss their problems informally end to get
advice, and information~ they were all treated courteously and fairly,
I wo~T~ recommend the adoption of the proposed amendmentst~o the zoning
ordinance sumitted by the Planning Board and the Appeals Board at the
earli~.St possible time. I would further recommend a Study be made by a
citizen's committee or the planning Board on the adoption of a building
code':f~r the Town. I have seen many cases or jobs where inferior materials
were used and poor workmanship is practiced. I wish ~o thank you for the
appointment to the position and for your cooperation during the past year.

The petition of Charles A, Cornibert~ relative to change of zon~ was
received from the Plsnning Board. The Town Attorney was instructed to
return the petition to Mr. Cornibert's Attorney for further consideration
and consultation with the Planning Board.
Mrs, Ann Montgomery~ Mr. Robert Seh ~nd Mr. John Devine attended the Board
meeting. Mrs. Montgomery stated thst she represented the Democratic Party
and she then launched into a blasphemous tirade against the members Of the
Town Board end' in an apparent lack of ability to fully comprehend the
constitution end the Town Law~ she accused the Board of Communistic tactics
in the adoption of a zoning ordinance and the procedure followed in amend-
ing it, Mr. Seh spoke briefly in favor of a three man Board of Assessors
in preference to the existing si~ man Board,
