SOUTHOLD TOWN BOARD
June 12, 1979
WORK SESSION
The Board met with Mrs. Jean Tiedke relative to preparing
Briefs on behalf of the Town of Southold in the matter of the
proposed LILCO-Jamesport nuclear plant. The Brief on Exceptions
would take about 200 hours to prepare and Mrs. Teidke would be
willing to prepare this Brief for $5.00 per hour; it must be filed
not later than July 9th. Mrs. Tiedke met with Town Attorney Tasker
on this matter and said he recommends the preparation 6f the Brief
to maintain and reinforce the Town's position that Jamesport should
not be built now. Most of the Board members feel the Brief should
be prepared by.Mrs. Tiedke, however, Supervisor Martocchia said
money is not available in the budget to expend $1,000. The Board
members asked the Supervisor to examine the budget and see if the
money can be found, which he agreed to do.
A regular meeting fo the Southold Town Board was held on Tuesday,
June 12, 1979 at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Martocchia opened the meeting at 7:30 P.M. with

meeting be and the same are hereby approved~

RESOLVED thatthe next regular meeting of the Southold Town Board
will be held at 3:00 P.M., Tuesday, June 26, ~79 at the Southold
Town Hall, Main Road, Southold, New York.

On motion of Cohncilman Pell, seconded by Councilman Homan, it was
RESOLVED that the following audited bills be and hereby are ordered
paid: General Fund Whole Town bills in the amount of $19,680.92;
General Fund Part Town bills in the amount of $10,511.24; Highway
Department bills in the amount of $116,642.41; Fishers Island Ferry
District bills in the amount of $31,817.68; and Assessment Fund
(Bayside Terrace Road Improvement District) bills in the amount
of $1,213.18.

RESOLVED that the May 1979 reports of the Supervisor, Town Clerk,
Building Department, Assessors, Fishers Island Ferry District, Dog
Warden, Bay Constables, Town Trustees and Justice Suter be and.hereby
are ordered placed on file.

1. Receipt of a letter from the Fishers Island Schoo't request-
lng that two problems with the Town's tennis courts located on Fishers
island be corrected; Clean-up in the area abou~ the new tennis c~urt~-
and repair the gate on the old tennis court.---The Board wilI request
Justice Doyen to supervise the ~lea~-up and repair by the highway
employees on Fishers Island.
2. Receipt of letters from two CETA employees who are
terminating employment.---Joseph Merrill who has secured a job
as custodian at the Riverhead Courthouse, and Pamela
Schineller who has accepted a position at the Southold Savings. Bank.
3. Letter from Andre Maraillon, 375 Ackerly Pond Lane,
Southold concerning the flooding condit±6n on Lower Road, Southold.
Highway Superintendent Dean has been asked to investigate the
problem and report his findings to the Board.
4. Invitation to the Board members to attend a dedication
ceremony at the Greenport Municipal Power PlanL on June 18, 1979
at 3:00 P.M. where the Village of Greenport has converted from
their own generating system to the Power Authority of the State
of New YOrk.
5. Letter from William Henkelman, Postmaster, Liberty, New
York expressing his thanks to beach attendant Jack Lake Who aided
him in locating a repairman for hiS trailer which had become
disabled.
6. Letter from the Department of the Ar~y, Corps of Engineers
relative the the shoaled condition of the channel at Mattituck Harbor.
They advise they have received permission from the environmental
agencies allowing them to commence the project earlier than Sept-
ember.---Councilman Drum stated the Corps of Engineers has been at
the creek yesterday and today surveying.
7. Letter from William c. Richards, Legislator, 7th District,
urging the Town of Southold to adopt a resolution to expedite the
eligibility of senior citizens to receive the $8,000 maximum income
limit as introduced by him at the county legislature.---Since the
Town is in the process now of working on the revaluation program
and would not want to act at this time on such a resolution. There
are bills in the State Legisatu~e which will increase the reimburse-
ment to the towns from $10.00 at the present to $25.00, $35.00 and
$50.00 if passed.
8. Receipt of a draft fo~ the Priority System Municipal Sewage
Treatment Works as prepared by the New York State Department of
Environmental Conservation, from Holamacher, McLendon and Murrell,
p.C. Copies have been sent to High Superintendent Dean and
Town Attorney Tasker.
9. Notification from the Long Island Lighting Company
of rate increases for all street and highway lighting customers.
The Public Service Commission approved a 3.3% general increase
to be effective MaN 4, 1979. The effect of the increase on LILCO's
full service street and highway lighting "Electric Service Classifica-
tion No. 8" is estimated at about 3.5% 6f the total charges for that
service. There is no change in the No. 10 Classification.
10. Letter from the Suffolk county D~partment of Health
Services transmitting Article 12, Toxic and Hazardous Materials
Storage and Handling Control, from the Suffolk County Sanitary
Code. This matter will be discussed at the next meeting of the
Suffolk County Board of Health to be held at 1:00 P.M., Thursday,
June 21, 1979 in the Legislature Auditorium, Executive/Legislature
Building, County Center, ~_Hauppauge~---A representative of the Town
will attend the meeting.

is authorized to draw specifications for furnishfngs for the '
senior citizen-Youth Center, Peconic; and the Town Clerk be and

11. Following is the schedule for beach openings for 1979:
So,%hold Town Beach, JuRe 23; McCabes Beach, June 30; Kenney's
Beach, June 30; ~ull Pond, June 23; Goose Creek, June 30; New
Suffolk Beach, June 30. The Board d~es not plan to open Goldsmith's
BeaCh this year as lavatory facilities are not available and it
Would cost approximately $25,000 to construct them.
12~ Request from Town Historian Mitzi Goodrich for repair
and rebinding of some of.the rare books in her custody. Mrs.
Good~ich will be a~sked to give an estimate of the number of books
to be ,repaired and rebound and estimate of the cost.
13.~ Letter from the Riverhead Chamber of Commerce concerning
the proposal to ~ove the Suffolk County Supreme Courts from Riverhead.
The Chamber is concerned about the affect it will2~have on the economy
of Riv~rhead; as well'as the distance to travel for the residents.
The Chamber would like to have the ~upport of so~thold Town in this
matter.

RESOLVED, that the Town Board of the-Town of Southold submit a
letter to the Suffolk County Legislature supporting the position
of the Riverhead Chamber of Commerce~concerning the injustice of
moving the Suffolk County Supreme Courts-from Riverhead.

14. Letter from the Suffolk'Community Development Corporation
relative to the possibility of using some of the Southold Town Home
Improvement funds for commercial revitalization. If the Town wishes
to do this they would be. required to adopt a resolution giving the
location, cost ceiling, interest subsidy amount and a statement
that initial funding will come from-a Ban~ Loan and that HIP funds
will only be utilized to subsidize the interest rate.---The Board
will request Town Attorney Tasker to study the proposal.
15. Letters from the Town of Southampton and the New York
State Association of Towns urging the Town of Southold to join
with them in supporting the veto of the bill' on binding arbitration
now on the desk of Governor~Carey.
On motion of COuncilman Homan, seconded by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold send a letter
to Governor Hugh L. Carey, Senator Kenneth LaValle, and Assemblyman
John Behan urging the veto of the bill presently before Governor
Carey providing for an extension of compulsory arbitration of police
contracts for an additional two year period.

Supervisor Martocchia:
~6. Letter from Judith B. Fischer, 20 Sound road, Greenport,
asking what plans the Town has for rebuildin~ the "67 Steps" at
the end of Sound Road. The steps have disintergrated and have been
almost completely destroyed by vandals.---Supervisor Martocchia
stated that they have some ideas for correcting the situation but
it needs further study. To replace the steps it would cost the
Town between $1400. and $1500. in materials along. Highway Super-
intendent Dean has been asked to survey the problem and report
his recommendations to the Town ~oard.
17. Notice of complete application for non-minor projects
from the N.Y.S. Dept. of Environmental Conservation upon applica-
tion of Orisnt Wharf Company for permission to construct a 100 ft.
by 10 ft. extension off end of east side of existing wharf, and
construct three 40 ft. finger slips and associated pilings to moor
six boats. The DEC has determined that the pro3ect will not have
a significan~ effect on the environment.
18. Notice of complete application for non-minor projects
from the N.Y.S. Dept. of Environmental Conservation upon applica-
tion of Sylvia Pafenyk for permission to construct a timber dock
consisting of a floating dock 8 ft. by 10 ft., ramp 4 ft. by 8 ft.
and catwalk 4 ft. by 160 ft., 2 ft. - 3 ft. above grade of fringe
marsh on the north side of Long Creek, off Grand Avenue, Mattit~ck.
The DEC has determined that the project will not have a significant
effect on tke environment.
19. Notice of complete application for non-minor projects
from the N.Y.S. Dept. of Environmental Conservation upon applica-
tion of Rudolph DeHaan for permission to construct nine one family
dwellings on lots 9 - 17 and garage plot, Map of Cedar Beach Park,
north side Cedar Beach Road, Bayview , Southold. The DEC has determined
that the project will not have a significant effect on the environment.
20, Notice from the Department of the Army, Corps pf Engineers
upon application of Margaret V. Braatz for permission to bulkhead,
dredge and fill at Wunneweta Pond, Cutchogue, NewYork. Objections.
On motion of Justice Suter, seconded by Councilman
WHEREAS, Thomas E. Fox has heretofore applied to this Board for a
wetland permit of property located at 365 Preeman Road, Mattituck,
New York, and
WHEREAS, the applicant has duly submitted a written statement
(Environmental Assessment Form) in accordance with Chapter 44 of
the Town Code, and
WHEREAS, notice of receipt of such statement has been duly posted.
NOW, THEREFORE, IT IS RESOLVED that this Board has hereby determined
that the proposed action will not have a significant effect on the
environment, and
IT IS FURTHER RESOLVED that the Town Clerk shall file and circulate
this determination in accordance with Chapter 44 of the Southold
Town Code and Article 8 of the Environmental Conservation Law and
the rules and regulations promulgated pursuant thereto.

RESOLVED that the Town Board of the Town of Southold set 8:00 P.M.
July 10, 1979, Southold Town Hall, Main Road, Southold, New York as
the time and place for hearing upon application of Thomas E. Fox
for a permit under the provisions of the ~tland Ordinance of the
Town of Southold for permission to fill rear yard marsh area at~
365.Freeman Road, Mattituck, New York. All persons interested in
said matter shall appear at the time and place above specified and
will be given an opportunity to be heard.

for a change of zone on certain property situated at Greenport,
New York, from "A" Residential and Agricultural District to "C"
Light Industrial District, and
WHEREAS, the said petition was referred to the Southold Town
Planning Board and the Suffolk County Department of Planning
for official recommendation and report, and

21. The Board has received from the ~outhold Town Planning Board
a map of a proposed cluster concept subidivision to be known as
"Richmond Creek Farms~, Main Road, Peconic, asking for the Board's
determination on whether it can be developed in the cluster concept.
The Board will hold the request and visit the p~operty before making
a determination.
22. Letter from the Building Department requesting one regular
civil service classification of a Clerk-Typist in addition to one
CETA worker to fill the position vacated by Pamela Schineller.---
The Board authorized the Supervisor to apply for a CETA worker.
On motion of Councilman Homan, seconded by Councilman Pell~
WHEREAS, Our Lady of.Grace Church, Fishers Island, New ~ork has
applied to the Town Clerk for a Bingo License, and
HWEREAS, the Board Board has examined the application, and after
investigation, duly made findings and determinations as required
by law,
NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby
is authorized and directed to execute on behalf of the Town Board
of the Town of Southold the findings and determinations as required
by law, and it is further
RESOLVED, that the Town Clerk be and she hereby is directed to issue
a Bingo License to Our Lady of Grace Chutch, Fishers Island, New
York.

WHEREAS, Sacred Heart R.C. Church, Cutchogue, New York has applied
to the Town Clerk for an Amended Bingo License, and
WHEREAS, The Town Board has examined the application, and after
lnvestigat±on, duly made findings and de%erminations as required
by law,
NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby
is authorized and directed to execute on behalf of the Town Board
of the Town of Southold the findings and determinations as required
by law, and it ~ further
RESOLVED that the Town Clerk be and she hereby is directed to issue
an Amended Bingo License to Sacred Heart R,C, Church, Cutchogue,New York.

On motion of Justice Suter, seconded by Councilman Drum,
WHEREAS, the Board of Commissioners of the Fishers Island Ferry
District have sought applicants to fill the position of Secretary
and Manager of the Ferry District, and
WHEREAS, Robert P, Knauff has applied to the Commissioners for
such position, and
WHEREAS, the Commissioners have determined that said applicant is
well qualified by reason of education and experience and desire
to employ Robert P. Knauff,
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of
the Fishers Island Ferry District be and they hereby are authorized
to employ Robert P. Knauff as Manager and Secretary of the District
at an annual salary of $15,000.00

23. The following resolution will require residents of
Southold town to obtain the free recreational parking permits
to be used for admission to the Disposal Areas in the Town.
To do this an amendment to the Code in the form of a Local Law
as necessary.
On motion of Councilman Drum, seconded by Councilman Homan, it was
RESOLVED that the Town Board of the Town of Southold will hold a
public hearing at the Southold Town Hall, Main Road, Southold, New
York on the 10th day of July 1979 at 8:10 P.M., at which time and
place all interested persons will be given an opportunity to be
heard upon the following matter: "ALocal Law to Amend Chapter
48 of the Code of the Town of Southold in Relation to the Use of
the Town Refuse Disposal Area", which reads as follows:
1. Section 48-C of Chapter 48 of the Code of the Town of
Southold is hereby amended by adding a new subsection thereto, to
be subsection C, to read as follows:
C. No Vehicle shall be permitted to transport refuse into
any refuse disposal area maintained by the Town of Southold, unless
such behicle displaYs a valid parking permit issued pursuant to
the provisions of Section 65-3 of the Code of the Town of Southold.
2. This local law shall take effect immeidately.

Supervisor Martocchia:
24. Letter from the Suffolk County Sheriff's Office relative
to approximately eight hand guns they have in their possession from
the estate of the late Chief of Police Otto Anrig. They wish to
know whether these weapons were in fact surrrended to Chief Anrig in
his capacity on the Town Police, and whether the Town of Southold
would like to acknowledge any claim towards these weapons.---The
Board will ask the Town Attorney for his advice and direction
relative to the disposition of this matter.
25. Request from the Board of Education of the Greenport
~chool to once again sponsor a roller skating program during the
winter season.--- This had, up to last year, been a summer recreation
program. However, Greenport School had problems holding a summer
prog~a~ due-to~¢~ns%~uC~i~-atc%he''sohOot~cand'used their sh~r~ of_
the recreation funds to hold the roller skating program which was
very successful.
On motion of Councilman Pell, seconded by Justice Suter, it was
RESOLVED that the Greenport and Orient Public Schools be and hereby
are granted permission to use their allocated recreation funds to
sponsor a roller skating program during the winter season.

On motion of Councilman Homan, seconded by Justice Suter, it was
RESOLVED that the Town of Southold enter into an agreement with
the Lagoon Association of Nassau Point for dredging the south
inlet on Nassau Point at a cost not to exceed $475.00 in Town
funds; project to be reviewed by ~ouncilman Homan.

RESOLVED that the application dated June 5, 1979 of George McCarthy
for permission to locate a trailer on property located on a private
road, south side Main Road, Laurel, New York, be and hereby is
granted for a six month period.

On motion of Justice Suter, seconded by Councilman Homan, it was
RESOLVED that the application of William Ruland dated May 30, 1979
for permission to maintain a t~ailer on property located on the
corner of Route 25 and Mill Lane, Mattituck, New York be and hereby
is granted for a six month,period.

Councilman Pell will study the proposal.
27. Letter from the Fishers Island Lobstermen's Association,
Inc. requesting that the Town of Southold make a boat available for
patrol purposes on Fishers Island during the summer of 1979.---
Supervisor Martocchia has contacted Justice Doyen realtive to this
request and he does not recommend furnishing such a boat. There
is a bay constable at Fishers Island who has a boat.' JUstice Suter
suggested referring this request to the D.E.C. at Stony Brook.
28. Letter from Lawrence M. Tuthill, P.E. requesting that his
fees for subdivision bond estimates be increased from $50.00 for
the the first ten acres and $3.00 for each additional acre.---Before
the Board makes a decision they are requesting a recommendation
from the Planning Board.
29. Request for a bond.release on the subdivision known as
"Country Club Estates". There are several reports concerning this
release pending - Planning Board~ Cutchogue Fire Department and
Highway lommittee.
30. Claims to bs approved for the Senior citizen/Youth
center, Peconic and the Town Hall addition have been received.

draw the money from the County of Suffolk for payment of claims
on the Senior Citizen/Youth Center and Southold Town Hall Addition,
and withhold payment until authorization, by reoslution, has been
received from the Town Board.

for by Section 3113 of the Education Law, and be it further
RESOLVED, that the compensation for such Attendance Officer be
fixed at $1,200.00 per year payable in regular semi-monthly
installments, she to pay her own expenses, and be it further
RESOLVED that the Town Clerk be and she hereby is instructed to
notify Carolyn Grossenbacher and the District Superintendent of
Schools of the appointment.

been condemned by the insurance engineer as unsafe and liable.

31. Notification from the DEC of the receipt of a complete
application for a non-minor project by Emanuel M. Kontokosta
(Kace Realty) for permission to construct two stone groins approx-
imately 35 ft. in length extending from beach to line of mean low
water. Native stone from beach will be used. Groins will be in
center and on easterly side of property which is on Lonh~Island
Sound, north side Route 25 A, east of Sound View Motel, Greenport.
32. Request from Robert Heaney, President Greenport Men's
Softball League for funds for the 1979 softball season.---This
request has been covered in funding for various recreational
activities.

RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to enter into an agreement on behalf of the Town of
Southold with Kenneth Edwards, Fishers Island, New York, as a
part-time bay constable for the purpose of patrolling the waterways
in and about Fishers Island for the summer season beginning June 15,
1979 and ending September 15, 1979 for the total sum of $950.00;
said Kenneth Edwards agreeing to supply a suitable boat, equipment,
fuel, and be responsible for the repair and maintenance of said
equipment.

Mrs. Gladys Csajko asked the amounts the contractors are asking
for (Items 38 & 39 on the agenda.)---Supervisor Martocchia stated
that one bill is $10,080 for Morchell Heating and Air Conditioning
for the Town Hall addition, and Morchell still has more mone~ due
him, As-~ as the Senior/Citizen Recreation Center, the
General Contractor Strathmore Construction Corp. is asking for
$19,498.82 and Cavaliere Electric Contracting Ltd. is asking for
$7,650.00. This amount of work has been performed by these two
contractors.
Mr. Bob Halliday, Mattituck, asked Captain Drum whether he has
any idea about the Arm~ coming into the Inlet and how far they
will come.- .... Councilman Drum stated that as the Board had understood
originally under this Contract it would be emergency only at just
the entrance. However, they did approve going all the way to the
Old Mill area. Now that the Board has advised the Army Engineers
that it is shoaling up and can't get in and out this summer they
said they would give the emergency money or have a private contractor.
In speaking with the people that are taking the soundings yesterday
it was their understanding that the whole contract was going to be
let. The Board has not had that confirmed. However, it is certain
that the shoaling at the entrance will be done in the very near future.
Mr. Samuel Markel, Southold, said he read in a recent newspaper
article that the Supervisor said we had "black days ahead" as far
as money is concerned, spending it for tax assessment, refuse area,
and so forth. Me is wondering whether or not the Supervisor and
the Board have planned ahead so the taxpayer won,t get hit so hard
or the Town have to go to a bond issue all at once. Perhaps some
of the federal money that is being spent on senior citizens, etc.
could have been saved.to ease the burden ahead.---Mr. Markel spoke
about the beach erosion problem at the Sound, stating he estimates
another six ft. of beach has been lost between~.yesterday and today.
Mr..'_Markel said he thinks the beach in Peconic has the most sand of
any beach we have and the reason is the jetty. Me feels half of the
jetty should be removed.---Supervsior Martocchia stated that some
of the items he has referred to are not the Board's choice, they
are mandated. The reassessment program is not the Board's decision,
it is a court decision. The Board has received a proposal for the
reassessment from the firm that is working for Riverhead Town and
that is $320,000 plus about six items that are not included, that
could easily put it over $400,000. At the present State allowance
of $10 per parcel we would get back $170,000 and still owe-the
difference. The disposal area project is mandated by the DEC.
There have been at least six presentations and recently hired
H2M at $19,000 as a consuttltant for a study that must be ready by
July 1st to satisfy the DEC. The cost of this project will be at
least $500,000. The Board has made provisions. For two years now
the Board has set $50,000 aside each year for the disposal area.
The Town applied for Small Cities Grant, but just missed approval.
We will be~.reapplying in September and $100,000 was asked for in
that grant for the disposal area.---Mr. Markel said tkat is the
kind of thinking he likes to hear.---Supervsior Martocchia said
as far as the Sound shore there have been recommendations. The
Suffolk County Department of Public Works recommends the jetty stay.-
Mr. Markel said that one day they are going to wake up and find
they don't have a Kenney's Beach and then Mc Cabes Beach will go,
and on down the line. He suggested that that the Town could reclaim all
of the money it costs to take the rocks out from half the jetty for the
rocks, they are very expensive today.
Mrs. Angelo Petrucci, Cutchogue, quoted from an article in a local
newspaper, a statement made by Supervisor ~artocchia relative to
"Jesus Christ died on the cross because he didn't satify everyone."
She was never aware the people were crusifying Supervisor Martocchia,
and wanted to know what he meant by that.---Supervisor Martocchia
said he meant he is giving as many hours to the job as a human
being can be expected to give to the job, and is giving the best
effort he can. He is trying very ha~d to satify all of the people,
but does not want to die at the job.
Mr. Ange Panagopoulos, East Marion, asked if Hill,s Road, Southold
is a Town road or private.---Supervisor Martocchia said that perhaps
ten years ago the Town took Hill's Road, which is substandard in
size, but there is another seciton of the road that is not a Town
Road and there is a drainage problem there that the Town is working
on.---Mr. Panagopoulos understands the Town surveyed to put to catch
basins in. If the road is not public why should the Town go to the
expense to pay for a public road for drainage.---Supervisor Martocchia
usggested that the matter be discussed with Highway Superintendent
Dean.---Councilman Homan said that the road he is reffering to is
private and the owner of the adjacent land has put in sufficient
drainage to take care of his land a little extra, however, there
is water coming down the road into that area from Town roads and
he believes that is part of the problem that since water comes fr6m
Town property we_are responsible for it. He also suggested Mr.
Panagopoulos speak to Highway Superintendent De~.---Mr. Panagopoulos
said that on the right side of the road there is a lot that was filled
to a higher elevation. Me does not feel if the water is running from
a private piece of property the Town should take care of it.---Councilman
Homan stated that the Town is responsible for any water that may
accumulate from Town property.---Mr. Panagopoulos did not like being
referred to Mr. Dean, he feels it is the Town Board's responsibility.--
Supervisor Martocchia stated he will speak to Mr. Dean about the
question he raised and will'have an answer for him.----Mr. Panagopoulos
pointed out that several minutes before Supervisor Martocchia said
he is going to "see the Town Attorney to draft a local awl", the
Town Attorney doesn't draft a law, the Board is the law makers, not
Mr. Tasker, he should only advise, not make laws.---Councilman Homan
stated that the Board tells Town Attorney Tasker what. they want and
ask him to draw it in the proper legal form.---Supervisor Martocchia
stated that when they want some type of change in a law or ordinance
they ask Town Attorney Tasker to put something together to review,
they pass the law, not Mr. Tasker~ he prepares a draft for them,
they review it, put it to a public hearing and then either adopt or
not adopt.---Mr. Panagopoulos spoke about the resolution for the
CATV which Mr. Tasker is quoted as saying he ane he along drafted.---
Supervisor Martocckia said that is correct, he drafted, but the Board
had to act on it.
Mrs. Samuel Markel, Southold, asked what the Attendance Officer does,
and what is kef salary.--Supervisor Martocchia stated she gets
$1,200, per year for daily checking on truant pupils in the Laurel
and New Suffolk school districts, this is mandated by State Law, and is
an appointed position.
Mr. Bob Hallida~% Mattituck, said he knows the whole community expresses
their sentiments as far as the Supervisor's religious remarks are
concerned. Tkey were made in the best interest of the community and
nothing detrimental as far as religion is concerned. He asked what is
the basic reason for the full value assessment.---Supervisor Martocchia
stated that the State Law states that property should be assessed at full
value, howe~er, over the years the State Board of Equalization and
Assessment has ~ccepted a fraction of full value provided the fugure
arrived at i~ used farily on all property. It has been established
th~ougk the courts that that is not what is happening, and everything
should be done at full value. No Town has enough staff to reassess
all tke properties ~ithin a year and a half and we are forced to go
to the public sector to hire professionals, who can do the job within
about nine months, so it will all be reflected on the same tax roll.
It has been said, although it is hard to believe, that when the
reassessment has been completed, in tax dollars it will be a variation
of about 5% one way or the other. Supervisor Martocchia feels the
residential property o~ners will be the ones hurt the most.--Mr.
~alliday sa~d that as far as the remark Supervisor Martocchia made
in the. p~ess relative to the '~dark days ahead", he thinks the whole
community realizes that not only in Southold Town will there be dark days
ahead, but in tke entire 'country. So he is not alone ~n making that remark
and feels he. is absolved in making those remarks.
M~s, ~ladyLs Casjko, Greenport, asked how much of the Town could ~he
assessors cover tkems~ives ~f they really got ~cracking, and that
~ould be that many less parcels that will have to be done. She does
not see %~a~ ~e need to have a group come in to do the whole thing.--
Supervisor Martocchila said to' do this project means talking to each
indi~udual property owner, and it said if they can do ten parcels
~ da~ ~t ia ~eod davy's work. That w~uld be 50 parcels a week
witkout doing their current work. The assessors have on hand a
tremendous amoutn of information that they will give the professional
firm that ~11 expediate the work. We also have the availability of
~bout $75~000 to h~re qualified CETA people to do the surveys, who
will be trained 5y the firm and by the County Real Property Division.
[Supervisor Martocchia explained the procedure for full value re-
assessment, k-~-Mrs. Csajko still felt the assessors could do part
of the job in tke.±r free time.---Councilman Homan stated that any
work th~ assessors do now would be meaningless. The card to be
worked from has not been finalized and then it must be approved
by the State~ Furthermore he feels it is more. important to the
Town to have the assessors available for the review of the work
that is comin~ in to see that this thing doesn't get into any bigger
mess than it could be.
Mrs. Joan Hlndermann, Cutchogue, suggested that future agendas be
double spaced, it would make for easier reading.
Mr~ Ange pana~opoulos, East Marion, asked why the Town Attorney
must b~- cove~ed by %rorkmen~s Compensation.---Supervisor Martocchia
explained that every enployee of the To~ of Southold must be
cove~ed w~th~'~or~en~s Compensation, it is a State Law.---Mr.
Panaqopolous spoke about health insurance, office expenses in
the amount of $12,000 relative to the Town Attorney.---Supervisor

Martocchia explained each item. He suggested that Mr. Panagopolous
make comparisions of other attorneys of other towns and he will
find that other than Shelter Island our Town Attorney is very
very reasonable, and he is proud to report to our taxpayers that
we have an attorney that is second to no one for the job he is
doing for us and for the price tag and we are very very happy with
him.
