A regular meeting of the Southo'ld Town Board.wRs held on Tuesday,
January 9, 1979 at the So'uthoild Town H~ll, Main Road, Southold,
New York. Supervisor Martocch:fa opened the' meeting at 3:00 P.M.
with the following present:

On motion of Justice Suter, seconded by Councflman-Homan, it was
RESOLVED that the minutes of %he January 2, 1979 meeting of the
Southold Town Board be and hereby are approved as submitted.
Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum,
Councilman Homan, Justice Doyen, Justice Surer, Supervisor Martocchia.
This resolution was declared duly adopted.
On motion of Councilman Homart, seconded by-Councilman Pell, it was
RESOLVED that the next regular meeting of the $outhold Town Board
will he held at 3:00 P.M'., Tuesday, January 23, 1979 at the Southold
Town Hall, Main Road, Southold, New York.
Vote of the Town Board: Ayes: Councilman PeI1,-Councitman Drum,

This resolutio~ was declared duly adopted.
On motion of Councilman Pell, seconded by Justice Doyen, it was
RESOLVED that the following audited bills be Jand hereby are ordered
paid: General Fund %thole Town bills in the amount of. $18,703.94;
General Fund Part Town bills in the amount of $17,793.2'9; Highway
Department bills in the amount of $14,371..55;.-and Fishers Island
Ferry District bills in the amount of $14,077.37.

This resolution WaS declared duly adopted.
Supervisor Martocchia ~eported that he had a report to' make 'with
Councilman Petl, hut with the Town Attorney absent th.ey'cannot
proceed without legal a~vice.---R~pe~t of Just'ice' S3~ter on roads
is incomplete as he has not recei'~ed necessary information from
various agencies.---Councilman Homan had nothing further to report
on street ligh~i.ng at the present time.---Justice Doyen had a
problem on Fishers Iisland tha. t w~s resolved with a discussion with
the Chief of Police.---Councilman Drum reported on his meeting
~kSachem High School, Lake Ronkonkoma, arranged by County Executive
Klein and State Senator LaValle. The purpose of the meeting was a
series of workshops state, cou~ty, town , school districts and
industrial and business people to'~ry to arrive at a means to
reduce and res'trRin the tax burden in Suffolk County. They discussed
a proposal to reduce tht total property tax burden in Suffolk County
from its full current level of approximately 4% of full value to 1%
of full v~i~e'~' and~~ ~ reduce the County general property tax levy
to 25% against the 1979 tax rate over a five year period. And to
cap at the 1979 level tha p~opert~ tax 5urde~
purposes. The workshop was broken down into five areas - insurance,
purchasing, labor relations, state 'and local mandates and programs
which are,duplicated at ~arious levels of government. Councilman
Drum chose to sit mn on the insurance Workshop. There is a ~possibility
of a captive insurance company, whereby the county or local government
would have a compnay which would be represented by all officials from
each township and look into %he area of self-insurance. At present
Suffolk County ~s zuthorized to cover their own ~k.men's compensationr
and this can be combined for all towns at the county level, there
will be more about this is in~!~the future. There is another meeting
scheduled for mid March.
Supervisor Marocchia:
1. Request fDom Boy Scout Troop 51, Greenport for the use
of two vans to take the boy scouts to the Peconic Bay Polar Bear
camp out on January 20 and 21, 1979. This request will be granted
it has been clared by the County of Suffolk.
2. Letter from Antone C. Adams, Mattituck, expressing his
views relative to the Mattituck Airport.
3. Request for a bond ~elease by Pebble Beach Realty, Inc.
Further inspections and reports are required before this can be
accomplished.
4. Report from Jean H. Tiedke relative toethe reopening of
state hearings on the LILCO, Jamesport Nuclear Power Station, and
Mrs. Tiedkes' report on the Suffolk County Solar Energy Commission,
Steering Committee meeting of January 4, 1979.
5~ The New York State Department of Environmental Conservation
wi-ll h®ld a public hearing on January 30th relative t~ proposed
revisions oto the State Implementation Plan on Air Quality. This
meeting will be h~l~ at Planview Office complex.
6. Supervisor Martocchia sent Raymond Jacobs to resprese~t
E.me~gency ParparedneSs ~ela~i. ve to the Federal C~isis' Relocation
Evacuation Plan for SUffolk COunty and the County Emergency Shelter
Plan.
7. Receipt of a list of qualified disinterested persons from
PERB to select the public member of the public arbitration panel for the
negotiations between the Town of southold and Southold Town Police
Benevolent Association.
8. Letter from the League of Women Voters of Riverhead/Southold
inviting the Town Board to attend their meeting on Wednesday, January
10, 1979 at the Cutchogue Presbyterian Church, 8:00 P.M. Guest
panel will consist of John Wickham, Chairman of the Southold Town
Planning Board, Henry Raynor, Vice Chairman of the Southold Town
Planning Board and Arthur Kurtz, A-sistant Director of the Suffolk
County Planning Department and Planning Coordinator of the[Long
Island Regional Planning Board.
9. Request from Duane Horton (including a petition containing
36 signatures) for dredging the entrance to Richmond Creek, Also
a request for a dredging project at Nassau Point. These requests
will be transmitted to the Department of Public-Works at Yaphank
for evaluation.
On motion of Justice Suter, seconded by Councilman Drum, it was
RESOLVED that the application of Geraldine Worthington for a trailer
renewal at the south side Sound Avenue, Mattituck, New York, be
and hereby is renewed for a period of six months.

Councilman Homan, Justice Doyen, Justice Suter, Supervisor Martocchia.

10. Letter from the Long Island Builders Institute Inc.
requesting a copy of Southold Town's adopted SEQR procedures.
They will be informed that the Town has adopted SEQR procedures
but they are being repealed and a new hearing held on JanUary 3rd.
11. Letter from T.L. Jernick~ President of T.L. J~nick
Moving & Storage commending Detective Sergeant Joseph Sawicki
6f the Southold Town Police Department for solving a larceny case
in which Mr. Jernick was an interested party.
On motion of Councilman Drum, seconded by Councilman Homan, it was
RESOLVED that the letter of commendation on Detective Sergeant
Joseph Sawicki by Thomas L. Jernick, President of T.L. Jernick
Moving & Storage in reference to a larceny case solved by Detective
Sawicki be and hereby is accepted and ordered placed' in Detective_
Sawicki ' s personnel file.

Supervisor Martocchia:
12. Receipt of ~ letter from Long Island Regional Planning
Board enlcosing a questionnaire for public agencies/local governments
with respohsibilities for marine fisheries management. This
questionnaire has been assigned to Councilman Homan, Councilman
Pell and the Town Trustees for answer.
13. The Town of Southold is going to apply for a small cities grant
and will have a meeting on Sunday at 1:00 P.M. with Mr. Kerron Barnes,
Director of the Neighborhood Preservation Program in Jersey City, New
Jersey, formerly of the Suffolk County ExecutiVe's Office, will meet
with the Board to make the study of the available funds. In order to
qualify the application must be submitted and hearings held prior to
February 4th.

On motion of Councilman Homan, seconded by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold is planning
to file an application for HUD community development funds under
the. Department of Housing and Urban Development Samll Cities Program.
As required under the legislation, the Town Board of the Town of
Southold will hold two public hearings at which members of the
public may present their ideas on projects which may be included
in the application. In addition the public will be afforded an
opportunity to comment on the Town's application. The fir st public
hearing will be held on Tuesday, January 23, 1979 at 4:15 o'clock
P.M. at the Southold Town Hall, Main Road, Southold, New York. The
final public hearing will be held on Tuesday, January 30, 1979
at 3:00 o!clock P.~. at the Southold Town Hall, Main Road, Southold,
New York.
Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum,
Councilman Homan, Justice Doyen, Justice Suter, Suuervisor Martocchia.
This resolution was declared duly adopted.
Supervisor Martocchia:
14. As noted on the-~agenda, the term of Mabel Lytle, Board
of Assessment Review, expires February 22, 1979. Nothing will be
done tod~y on that appointment. Mr. William J. Robb's term
on the same board expired December 31, 1978 and he does not wish
to continue.
On motion of Councilman Hom~n, seconded by Justice Suter, i% was
RESOLVED that Samuel A. Manarel, Cutchogue, New York, be and he
hereby is appointed, this date, January 9, 1979, to the Board of
Assessment Review, for a term of five years, term to expire
January 9, 1984. Mr. Manarel replaces William Robb whose term
expired December 31, 1978.

(Supervisor Martocchia stated that he has known Mr. Manarel for
a number of years. He is a retired educator, was a school principal
for many years, a highly respected citizen and has a feel for our
community and a good grasp on most of our porblems.)
On motion of Councilman Pell, seconded by Justice Surer, it was
RESOLVED that Frank Cichanowicz, Jr., William Rulahd, Jr. and
John F. Mulhall be and hereby are appointed to the Southold Town
Conservation AdVisory Council effective~January 11, 1979 for
two year terms, to expire January 11, 1981. Mr. Cichanowicz,
Mr. Ruland and Mr. Mulhall succeed themselves.
Vote of the Town Board: Ayes: Councilman Fell, Councilman Drum,
Councilman Homan, Justice Doyen, Justice Suter, Supervisor Martocchia.
This resolution was declared duly adopted.
On motion of Councilman Drum, seconded by Councilman HDman~ it was
RESOLVED that Frank Lekich, Southold, New York, be and
appointed to the Board of Housing Appeals, to succeed
for a term of three years, effective January 9, 1979, ter~m to
expire January 9, 1982.

This resolution was declared duly adopted.
On motion of Councilman Homan, seconded by Justice Doyen, it was
RESOLVED that $48.75 be and hereby is transferred from Police
Contractual B3120.4 to Unemployment Insurance B9050.8.

Councilman Homan, Justice Doyen, Justice Suter, Supervisor Martocchia.
This resolution was.ldeclared duly adopted.
(Supervisor Martocchia stated the Town has the option of providing
unemployment insruance themselves or through the State. If they
do it the State way they must place in escrow 3% of almost the full
payroll, totaling almost $15,000.00. The Town took the option of
doing it themselves and filed it with the State and so far they
have only had to pay $48.75.)
Mr. Franklin Bear said that on the Conservation Advisory Council
there are suppOsed to be seven persons on the Council and for some
years there have only been six. With the appointment of the three
members today, there is still one vacancy. He knows that the
Board received a resume from William Erdmann for a position on
the Council and was wondering why no action was taken.---Supervisor
Martocchia stated that Mr. Erdmann is a resident of Riverhead Town.
William Gardiner, Nassau Point asked about the CATV hearing to be held
on February 6th, and asked for a copy of the application by CATV,
or a letter of intent.---Supervisor Martocchia said the options
are available and he will be provided a copy after this meeting.
Mr. Ange Panagopoulos, East Marion, said he would like to know about
the Town Engineer. Some time ago the town was looking for an
engineer and only one resume was submitted, what happened?---Supervisor
martocchia stated a Mr. Davis was hired.---Mr. Panagopoulos asked if
Mr. Davis has a seal?---Councilman Homan stated that the Town Engineer,
Lawrence Tuthill, does the engineering work for the Town and puts his
P.E. stamp on the necessary documents. Mr. Davis is his assistant.
The work Mr. Davis does does not need a P.E. stamp.---Mr. Panagopoulos
pursued this matter further.
Mr. Panagopoulos asked for an explanation of the Town's land holdings
in New London, Connecticut.---Supervisor Martocchia stated that is
property in New London owned by the Fishers Island Ferry District.
It is under consideration for designation as a historical area, and
the Town does not want it so designated. It is a commercial percel,
the ferry terminal.
Mr. Panagopoulos asked what is happening with the senior citizen-
youth center?---Supervisor Martocchia stated the bids were opened
about two weeks ago and the total bids were about $40,000. in excess
of the $135,000. available for construction of the building. He is
looking ~nto areas for additional funds.
Mr. Panagopoulos said that Dog Warden Lois Mellas is very competent
and doind a good job, but what about Dog Warden Helf? He is not
happy with his performance, and is complaining to the Town Board.---
Supervisor Martocchia said he would like any charges put in writing.---
Mr. Panagopoulos said he will put the charges ~n writing.---Councilman
Pell said that last month the Supervisor called in the two dog wardens
in and had a talk with them and it was the opinion of the Board that
they were functioning after Mr. Martocchia spoke to them.
Mrs. Gladys Csajko, Greenport, said she knows What Mr. Panagopoulos
is talking about. She has the November Dog Warden report, and out
of thrity days, for fifteen days not one dog was picked up, with
two wardens working.---Supervisor Martocchia stated that after he
read the November report he called both wardens in.
Mr. David Driscoll, Southold, asked when the holdings and assetts
audit will be made public?---Supervisor Martocchia said it will be
made public later this month, it was completed December 31st.
Mr. Panagopoulos said he thought it would be a~_~ood idea if the Bay
Constable put in an annual report, to show the amount of money he
has spent.---Supervisor Martocchia said that Mr. Januick turns in
a daily work sheet to the Police Department.---Councilman Homan
said Mr. Januick does not have his own budget, the Town Board
allocates certain funds for his expenses, he does not say how they
are spent.

RF~OLVED that there being no furthe~ business to come before this
Town Board meeting adjournment be called at 4:05 P.M.
