Hi Heather,
It was so nice to meet you last week, I put together my recommendations that hadn’t been mentioned or
discussed. Please see attached. I was also wondering if there would be future discussion of the wetland
code and if we could continue these environmental discussions? If there’s anything you’d like to
discussed further please let me know. Thank you for all the great work you are doing!
Best,
Alexa

Southold Zoning Recommendations
7/10/2025
Hi Heather!
These are my recommendations – I think most of the other things I had written down were
discussed, I did some research on catchment systems. There are many di?erent options
ranging in size and function, my suggestion is to have them use the water for landscaping,
maybe filling pools, washing outdoor furniture or other uses for rainwater not that the water
need to be potable which some of the systems do. I also linked and Department of Energy
systems review that might be helpful. Again, I’m not a zoning expert and I’m sorry if some of
these already occur or are far-fetched but I hope these are helpful and please feel free to
reach out if there is anything you’d like to discuss in depth.
To protect the aquifer and reduce water usage:
Require hotels or other large-scale development or commercial buildings projects
to incorporate water catchment systems that they will use for their landscaping.
o Tank systems https://rainwaterequipment.com/rainwater-harvesting-tanks/
o DOE Review of systems/ technology https://www.energy.gov/femp/rainwater-
harvesting-systems-technology-review
Ensure that they have a water budget and are penalized if they exceed the water
budget. ( I think SCWA is already doing this?)
Encourage, require or incentivize bu?er zones/ rain gardens especially near the
water.
Plan for wildlife corridors to reduce tra?ic incidents. Could a parcel include a
wildlife corridor? (Goes back to not clear cutting.) Even the inclusion of
considerations of wildlife corridors both aquatic and terrestrial in future
infrastructure improvements. Limit fencing/ reduce it to allow for wildlife passage.
Encourage the use of red lights at night to decrease disruption.
Low impact development standards – “if you are going to develop in Southold here’s
how it’s done.” To be sent out to construction companies and developers. Must have
a mix of these maybe not all.
o Bioswales
o Bu?er zones
o Water conservation appliances
o High e?iciency fixtures
o Green roof
o Permeable driveways
o Catchment systems for watering landscaping
o Native/climate adaptive landscaping
o Rain barrels
Wetland Protections (this might not go in the zoning draft currently or maybe you could
point me in the right direction of who to speak to about this?)
Dock construction
o Alternatives to CCA wood/ ban it
o Ban dock foam – there are alternatives like the floats which don’t break apart
over time and end up in the marsh.
