SCTM#. 1000-26-1-13 Owner: Frederick Scofield, Jr. RESOLUTION: WHEREAS, 2355 Village Lane, Orient,NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 170-6 of(he Town-Law (Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of-Appropriateness by the Southold Town Historic Preservation Commission prior to the issuance of a Building Permit;and WHEREAS, the applicant submitted a proposal on May 27, 2025, for approval to install a new fence to replace existing wire fence in the front yard of a single-family dwelling; and WHEREAS,the applicant's representative, Ethan Mihlstin, appeared before the Commission at a Work Session on June 26, 2025 to describe the proposed improvements; and WHEREAS, the proposed improvements consists of three (3) feet in height wood picket fencing surrounding the subject property, as depicted in submitted manufacturer's specifications and a Draft Site Plan submitted by Cutting Edge Landscaping, last revised May 12, 2025, unsigned and unsealed; and WHEREAS, the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code,the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and Certificate of Appropriateness,Res.#06.26.2025.1 HPC,Scofield—SCTM No. 1000-26-1-13 Page 2 WHEREAS, the Commission has determined that the subject application for the Certificate of Appropriateness is de minimis in nature and therefore does not require a Public Hearing; and WHEREAS, the applicant shall submit to the Commissioners photographs of the finished improvements upon completion; and WHEREAS,the Commissioners may conduct a site inspection of subject premises once improvements are completed; and NOW THEREFORE BE IT RESOLVED,that the Southold Town Historic Preservation Commission recommends that the installation of a three (3) feet high white picket fence in a front yard location, as illustrated in the manufacturer's specifications, and as depicted on the Draft Site Plan submitted by Cutting Edge Landscaping, last revised May 12, 2025, unsigned and unsealed;meets the criteria for recommendation/approval under Section 170-8 (A)of the Southold Town Code; and BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of Appropriateness for the recommended new three feet high white picket fence, subject to the submission of a dated, signed and sealed Site Plan showing the fence as installed and prepared by a licensed design professional, and approvals by all involved agencies; and BE IT FURTHER RESOLVED,that any deviation from the approved plans referenced above may require further review from the Commission.
