Minutes & Discussion Notes from Meeting held
Tuesday, June 17, 2025 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold
Town Hall Annex, 54375 Route 25(Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did
not have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that
the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the
purpose of discussing applications regarding proposed acquisitions of real property where publicity
would substantially affect the value thereof. The public is not allowed to attend, view, or listen to
Executive Session.

The Committee welcomed Carol. Doris expressed concern that the Committee is further
balanced toward farmers, with 5 farmers and 2 non-farmers.
General Preservation
• Review of Agriculture-Related Definitions and Use Regulations in the Proposed Zoning Code
Lilly brought the Committee up to speed on where the zoning update process is and where
Committee members and the public at large can review the proposed zoning code, including the
Zoning Resource Center located in the Town Hall Annex.
The Committee then reviewed the proposed definitions and regulations of agriculture-related
terms and uses in the public review draft. The Committee reviewed draft definitions, regulations,
and how they align with the Committee's February comments, covering "covering agricultural
processing," "agricultural processing building," "agricultural product," "agricultural product,
processed," "agricultural production," "agricultural production building," "agritourism activities,"
"aquaculture," "composting," "farm winery/cidery/disti Ile ry/brewery," "farmhouse," and "farm
operation."
The Committee's discussion focused on regulations related to "agritourism activities" and "farm
operation." The Committee discussed the need to scale agritourism activities to that operation's
agricultural production and questioned whether the regulations as drafted accomplish this goal.
The draft regulations allow up to 49% of farm operation income to come from agritourism
activities, but Committee members noted that the land area used for these activities is limited
and easier to enforce than income requirements. The Committee considered whether any
entertainment unrelated to agriculture should be permitted in agritourism areas. On the one
hand, wholesaling is no longer the primary income generator for farm operations, and
entertainment unrelated to farming helps keeps customers on the farm and purchasing that
operation's products. On the other hand, agritourism burdens already stressed infrastructure and
neighbors.
The Committee also discussed the threshold requirements for qualifying as a bona fide farm
operation. Members noted that there are many new farmers who would not qualify as a start-up
farm under the proposed regulations but ultimately decided that no change was necessary
where income thresholds were achievable. Committee members also pointed out that the
proposed regulation for farm operations with less than 7 acres in Southold Town would allow
farm operation with no land in production in Southold Town to qualify as bona fide farm
operations as drafted.
The Committee paused its discussion and intends to review the remaining definitions and
regulations at the next meeting.

Lilly briefly updated the Committee to confirm that she found no Town records indicating the
barn in question was used as farm labor housing at the time of development rights sale, and that
the landowner has not yet followed up.
