Based on construction p observed, it is my professional opinion that the insulation was installed in accordance with code standards in effect at the time(2002/2003 IRC and related NYS amendments), likely as follows: • "malls: R-13 to R-15 fiberglass batt insulation • Ceiling: R-30 batt or blown-in insulation Floor over crawl or unconditioned space: R-19 batt insulation These values were in compliance with the energy efficiency requirements in effect approximately 20 years ago, specifically those derived from the 2002-2003 IRC and NYS Energy Code requirements in place at the time. Conclusion Based upon the conditions observed on site, and to the best of my knowledge, belief, and professional judgment, the framing and insulation work associated with this bathroom renovation was performed in a manner consistent with the code requirements and construction standards in place at the time of original installation. This opinion is offered without destructive testing and based on visible conditions, contextual construction knowledge, and professional evaluation.
