Conference Room and Zoom Online Platform
A meeting of the Southold Town Conservation Advisory Council was held Wed., June 4,
2025 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
Chairperson Carol Brown called the meeting to order at 4:30pm.
ANNOUNCEMENTS
The Peconic Estuary Program is hosting a Sea Grant Shoreline Summit Event on June 5tn
in Riverhead. Carol Brown and Barbara Friedman will attend.

On June 12t" there will be a SCWA Pipeline Scoping.Session at 6pm at the Peconic
Recreation Center. This scoping session is to decide what will be included in the SEQRA
review. The public is free to get up and speak and written comments will be accepted until
June 25t". All are encouraged to attend and comment.
On June 13th there will be a dedication of the Monarch Butterfly Garden at 11 am at Custer
Preserve.
On June 14t" Re-Wild is hosting a food scrap drop off at Golden Acres Farm and Deep
Roots Farm. Inga Van Eysden will share the Press Release from Mary Morgan with the
CAC.
The Re-Wild Garden Visit Day is being held on June 21St. Details are available on the
website.
APPROVAL OF MINUTES
Moved by Burke Liburt, seconded by Inga Van Eysden, to Approve the Minutes of May 7,
2025.
REPORTS
Nancy May attended the Board of Trustees meeting held on May 14, 2025. The proposed
project on Ackerly Pond Lane in Southold was not on the agenda, and the proposed
project on Laurel Lake was denied.
CLIMATE SMART COMMUNITIES
Maggie Merrill is working on an event for the Spring co-sponsored by the Town, promoting
recycling and reuse, featuring a Repair Cafe.
Carol Brown suggested the CAC Table the CSC submissions until Gwynn Schroeder has
had a chance to review them.
The food scrap program and education are growing. The Dept. of Solid Waste is working
on obtaining discounted home units for residents.
Barbara Friedman drafted a memo to the Town Board regarding the proposed Police
Dept./Justice Court, for consideration to incorporate green building features, which will
meet several goals of the Climate Smart Communities Program.
Moved by Barbara Friedman, seconded by Maggie Merril, it was
RESOLVED to finalize the memo and send to the Town Board.

UPDATES ON OTHER TOWN ENVIRONMENTAL COMMITTEES
The draft Irrigation Code is scheduled for a Public Hearing on June 24t" at 4:30pm.
Moved by Maggie Merrill, seconded by Inga Van Eysden, it was
RESOLVED that the CAC will submit comments to the Town Board to be included into the
record.
Vote of Council. Ayes:All
Motion Carried
Yan Albaladejo will draft a statement and send to Carol Brown for review.
ZONING CODE UPDATE REVIEW
Members of the CAC attended the detailed review of the proposed new zoning code and
maps on May 12t". They will work with Heather Lanza to convene environmental groups
most concerned and have community input. Together they will organize a roundtable
discussion for a date the last week in June, early July. The CAC agreed to identify the
groups, provide their contact.information, and assist the Town at the event.
The CAC compiled the following list of items missing from the plan: .
• Aquifer Protection
• Coastal Resiliency Overlay District
• Consideration of a full build out and will the Zoning Update prepare a full buildout
analysis, not just infrastructure but also the natural resources?
• Is there consideration to hire an Environmental Analyst?
• Who, how and when will the missing items be addressed, if not through zoning?
• Does the Zoning Update include an analysis by an Environmental Engineer?
• Zoning Update should take house size into consideration, greenhouse gas
emissions and water usage.
OTHER BUSINESS
Carol Brown announced that the work session appointment with the Town Board for the
purpose of discussing leaf blowers has been delayed until further notice. The CAC agreed
to send a memo to the Town Board. Carol and Burke will work on talking points, then draft
a memo for review by the CAC members at the next monthly meeting.
Carol distributed the draft resident guide to the CAC members, and suggested a small
committee to work on the language. Carol, Yan and Barbara will meet to review the draft.
Nancy May will attend the Board of Trustees meeting scheduled for Wed., June 11, 2025.
The next meeting of the Conservation Advisory Council is scheduled for Wed, July 9,
2025 at 4:30PM in the Conference Room.

There being no further-business to come before the Council, the meeting was adjourned
at 6:20PM.
