Young property at Orient Map dated Amended Jan. 7, 1986 by Van Tuyl Comments: There is an entrance from the rain Road into the property donsisting of hard packed sand, loam and small gravel at 511i' in depth and also a length of blacktop (27±) for 75 ft.± in total length of 240 ft. in lot no. 2 at a width of 9 ft. The easterly length shown (75 ft.) will require clearing and grading. The existing driveway may not all be within the 25 ft. R.O.W. as shown on the map. A measurement from the monument location at Brown's Hili Road to the center of the existing 9 ft. entrance is 170 ft.=. Van Tuyl distance from the monument to center of the R.O.W. (227.81 + 56.05) - (83.76 + 12.5) = 187.6+ Test holes along existing driveway show 12"± of sandy loam to better material. From contours shorn, runoff will be to Main Road. Recommendations: 1. Have the existing entrance shown on the map to see if it is within the R.O.W. 2. Have owner contact the State re a permit for a minor subdivision road entrance and exit to a state h4ahway. 3. Van Tuyl to submit a profile for the road. 4. R.O.W. should be cleared for full width (25 ft) . 5. Provided .the access is new construction throughout: Road width to be 16, ft. 6. Remove topsoil for 12" in 16 ft. width. 7. Replace, topsoil excavation with compacted bankrun to subgrade for road section (6" below centerline profile) . 8. Road section 16 ft. wide to be crowned 1/4"/ft. and to consist of 6" of compacted bankrun containing 157 or more of gravel, 10% of loam and a top course of 3/4" stone blend. The top course depth to be 3" L.M. to obtain a 2" compacted measure. 9. Do not see any drainage problems at this time. However, as runoff is supposed to be contained on site 1 would recommend that leaching basins, 8 ft. diam. x 8 ft. with inlet castings be installed Rt. and Lt. at the road entrance and to be located within the property. DESCRIPTION OF ACTION The minor subdivision of Howard Young is for 3 lots on 5. 333 acres located at Main Road, Orient, tax map no. 1000-18-6-24. The project has been determined not to have a significant effect on the environment for the following reasons : An environmental assessment has been submitted which indicated that no significant adverse effects to the environment were likely to occur should the project be implemented as planned. Because there has been no correspondence from the Department of Environmental Conservation in the alotted time, it is assumed that there are no comments or objections from that agency. The Suffolk County Department of Health Services has received and application. They have no objection to our designation of lead agency. Although the development conforms to Article 6 in regard to lot size, the application was rejected, March l 1985 for insufficient water supply. The application went before the Health Department Board- of Review on April 26, 1985 for a variance from standards. The case is pending a new test well data. Lot shapes appear different than previous submission and this should be corrected. The project will meet all the requirements of the Code of the Town of Southold Subdivision of Land Regulations.
