The following resolution was adopted: WHEREAS, this proposed site plan, to be known as site plan for St. Peter's Lutheran Church, is to construct a 3,945 sq. ft. addition to an existing church on a 4.3 acre parcel on SR 25 in Greenport; and WHEREAS, St. Peter's Lutheran Church is the owner of the property known and designated as St. Peter's Lutheran Church, SR 25, Greenport, SCTM#1000-45-2-7.1; and WHEREAS, a formal application for the approval of this site plan was submitted on February 14, 2002; and WHEREAS, the Southold Town Planning Board, pursuant to the State Environmental Quality Review Act, (Article 8), Part 617, declared itself lead agency and issued a Negative Declaration on April 8, 2002; and WHEREAS, the Zoning Board of Appeals granted a Special Exception for an expansion to an existing place of worship in a Limited Business Zone on November 15, 2001; and St. Peter's Lutheran Church — Page Two — May 14, 2002 WHEREAS, this site plan, dated January 15, 2002, was certified by the Building Inspector on March 30, 2002; and WHEREAS, the Town Engineer has reviewed the drainage calculations and the Planning Board has accepted his recommendation for approval; and WHEREAS, on March 28, 2002, the Architectural Review Committee reviewed and approved the proposed site plan application; and WHEREAS, the applicant hereby agrees and understands that if the site plan which receives stamped Health Department approval differs in any way from the proposed conditional site plan on which the Planning Board held a public hearing and voted on, then the Planning Board has the right and option, if the change is material to any of the issues properly before the Planning Board, to hold a public hearing on this "revised" site plan application and review its conditional approval; and WHEREAS, on January 28, 2002, the applicant signed a statement agreeing not to object to a new public hearing and Planning Board review of the revised application; and WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice of Public Hearing, has received affidavits that the applicant has complied with the notification provisions; and WHEREAS, all the requirements of the Site Plan Regulations of the Town of Southold have been met; be it therefore RESOLVED that the Southold Town Planning Board grant conditional final approval on the surveys, dated January 15, 2002, and last revised on May 3, 2002, subject to fulfillment of the following condition. Three pole-mounted tight fixtures were added to the east side of the existing parking lot because of a concern for light in the area during night activities at the church. The fixtures are to be mounted horizontally to shine down on the parking area_ 2- Wall-mounted lights were placed next to each emergency door. 3. The AC condensers and the Hot Box for the RPZ valve are located on the west side of the church and screened from view from the road by landscaping. The church is 5116 square feet and consists of the nave, church office, a fellowship hall, kitchenette and rest rooms. An existing sewer line runs north from the property and connects to a sewer main located on Route 48 and operated by the Village of Greenport. An existing 1-1/4" water service line runs east from the building and taps into an 8" water main located at the east property line and supplied by the Suffolk County Water Authority. The proposed additions are 3945 square feet_ The existing fellowship hall will provide handicapped accessible rest rooms, a coal room and a kitchen_ One section of the addition will provide separate offices for the pastor and the secretary and an entrance that is accessible to the parking are_ The other addition vvU provide two meeting rooms and a fellowship hall_ Both additions bring the building into conformance with current building codes but do not increase the usage of the building_ The sanitary flow and the water usage will remain the same because the occupancy is not changing. The water use in this building is minimal. A copy of the water bills for the past year, see attached, indicate the church used 31,000 gallons of water at a cost of$129.21. The Suffolk Comity Water Authority has told me that this is low water usage_ The usage by the church consists of the rest rooms and minimal use of the kitchen. Typically, any dinners sponsored by the church are potluck, with prepared meals brought to the church. Dinnerware and silverware are disposable. Clean-up is a minimum. The usage is not expected to change. The letter from the Suffolk County Water Authority indicates that they supply and will continue to supply water to the church_ No changes are proposed to increase the existing improved area of the site. The additions are located in areas that are now lawn and parking area. The new parking area is located around the existing shed where clearing has already occurred. The proposed lot coverage is 4.85%. None of the landscaping is irrigated. Much of the property is in a natural state and will not be disturbed. x r' D. Public water supply, although provided by the Suffolk County Water Authority, is determined through the current and projected use of the community. Water quality is very difficult to control.
