Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M., Tuesday, May 8, 1973, with the following present: Supervisor Albert Mo Martocchia Councilman James H. Rich, Jr. ~ouncilman James F. Homan Justice Martin Suter Justice Louis M. Demarest Town Attorney Robert W. Tasker, Esq. Superintendent of Highways Raymond C. Dean Town Clerk Albert W. Richmond Absent: Justice Francis T. Doyen. Moved by Councilman Homan, seconded by Councilman Rich, it was RESOLVED that the minutes of April 24, 1973 be and they hereby are approved. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by Justice Demarest, it was RESOLVED that the next meeting of the Southold Town Board will be held at 3:00 P.M., Tuesday, May 29, 1973 at the office of Supervisor Albert M. Martocchia, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Homan, seconded by Justice Demarest, it was RESOLVED that the reports of Supervisor Martocchia, Building Inspector Terry, Justice Suter, Police Chief Cataldo, and Town Clerk Richmond for the month of April 1973 be accepted by the Town Board and placed on file. Vote cf the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Justice Demarest, WHEREAS Harbor Crafts, Inc., Greenport, New York has requested financial aid for their projects, NOW, THEREFORE, BE IT RESOLVED that Supervisor Martocchia be and he hereby is authorized to allocate $500.00 for the assistance of Harbor Crafts, Inc. provided such claim is placed on a proper Town voucher. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Hogan, Justice Suter, Justice Demarest. Moved by Councilman Homan, seconded by Justice Suter, WHEREAS Wunneweta Pond Association, Nassau Point, New York, applied to the Town Board for financial assistance in dredging the entrance of Wunneweta Pond, NOW, THEREFORE, BE IT RESOLVED that Supervi~er Martocchia be and he hereby is authorized ~dcontribute half of the total cost up to but not to exceed the sum of $475.00 toward the cost of dredging the entrance of Wunneweta Pond, Nassau Point, Cutchogae, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarast. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that this Town Board donate $250.00 to the Narcotic Guidance Council of Southold Town to help defray the cost of an educational program to be held in Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Councilman Homan, it was RESOLVED that the Town Clerk be and he hereby is instructed to request the Long Island Lighting Company to install a new 175 MV light on LILCO pole ~3, on the corner of Oaklawn Avenue and Clear- view Avenue, Southold, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter, Justice Demarest. (At 10:00 A.M. this date, bids were opened for the-sale of th~ Dog Warde~s 1966 Ford pick-up truck, registration No. F-10AE805039, as advertised. Supervisor Martocchialpresented~ the following .proclamations to, b~ published~in the local news~papers: P R O C.L A M A T I O N WHEREAS, SkilLed nurslng.~.homes, and health related facilities in our community are providing dedicated, professional care for our aged and ill, and, WHEREAS, these long term health care facilities have assumed a leading role ~ln upgrading the standards of services for the elderly and chronically ill, and WHEREAS, many of the patients in these facilities need community contact and understanding, and, WHEREAS, membershomes of the New York State Nursing Home Association and their staffs,in this community are providing the highest quality care for their patients, and, WHEREAS, many of these homes are holding "Open House" on Mother's Day, May ~3, 197.3 and on other days during the week. NOW, THEREFORE, I, Albert~M. Martocchia as Supervisor of the Town of S~uthold, New York, hereby declare May 13-20, 1973 as Nursing Home ~Week in our community and u~ge all residents to show their concern for the elderly and illby v~siting a resident of a nursing home durin~ Nursing Home Week,.~ /s/ Albert M. Martocchia P R 0 C L A ~4 A T I O N Nearly three million New Yorkers ha~e celebrated at least their 60th birthday, making up a population larger than the general population off-half of ~the.states in our nation ~ · Many-were born in foreigh lands and chose.America as~their new home. Many. were born in the.~last century and~-have personally ~ witnsssed~the~phenomenal growth~of our nation. They.have, helped. to shape our state and nation by the fruits of their labors, and in' justice to their contributions, our state and-nation owe them an enormous debt~ . - Though their numbers as a group are large, each of these people isa'an individual with personal needs and personal contributions to 350 make. It is our cherished' ~psp0nSibitity to see that our social policies, as expressed in publ~ic and private programs and~servic~s, reflect this commitment not only to help them with their day-to-day problems, but to provide the opportunities to beRefit from their continuing contributions to society as well~ Such a polity will not only create a better life for our older citizens, it will also shape a better state and nation for all of us. Martocchia Moved by Justice Demarest, seconded by Justice Suter, WHEREAS the Southold Senior Citizens request the use of our (4) buses for transportation on June 8, 1973, NOW, THEREFORE, BE IT RESOLVED that the Town of Southold furnish said transportation to the Southold Senior Citizens at a cost not to exceed $1,052.00. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that Supervisor Martocchia be and he hereby is authorized to sign a contract with Edward Green, Greenport, New York, for painting the Town Clerk Building, Southold, at a sum of $853.00. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. A recess was called at 3:30 P.M. The meeting reconvened at 3:35 P.M. Moved by Justice Demarest, seconded by Councilman Homan, it was RESOLVED that a hearing set for 3:30 P.M., May 8, 1973 on the "Ordinance to provide for. a partial tax exemption of real property owned by certain persons with limited income who are 65 years of age oF over, pursuant to Section 467 Of the Real Property Tax Law of the State of New York" be recessed to 7:30 P.M., May 15, 1973 at the office of the Supervisor, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman H~man, it was RESOLVED that the Southold Town Board approves the amendments, to the "Rules and Regulations for the Subdivision of Land" adopted by the Southold Town Planning Board at a public hearing held-on April 16, 1973. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter, Justice Demarest~~ ~ Moved by Justice Demarest, seconded by Councilman Homan, it was RESOLVED that the Town Board rescind the f~llowing resolution Of April 24, 1973: Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that the Town of Southold hereby gives notice that-it has filed with the Department of the Treasury, Office of Revenue Sh~ring, Washington, D.C. the report of its plans to expend it s revenue sharin~ allocation for the entitlement period beginning January 1, 1973 and ending June 30, 1973. The Town has reported a planned expenditure of approximately $770,000.00 for a town hall, prorated among equip- ment, construction and land. This use of revenue sharing funds will lessen a debt increase and will prevent the increase in rate of a major tax in providing the funds for the Town Hall Project. The amount of revenue sharing funds for this six months period is antic&pated at $65,838.00, of which $32,919.00 has already been received. Moved by Councilman Homan, seconded by Justice Demarest, it was RESOLVED that General bills in the amount of $14,856.11, Fishers Island Ferry District bills in the amount of $14,782.26, Highway bills in'the amount of $26,542.24, Special District bills in the amount of $5,023.57, and Capital Account bills in the amount of $1,361.05 be and the same are hereby~crdered paid. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that the application of Valentine Girards for a private a~rport on the north side of Oregon Road, 'Mattituck, be denied, as such a plan does not conform with the Master Plan. Moved by Justice Demarest, seconded by Justice Suter, it was RESOLVED that the Town Board rescind the following resolution of May 8, 1973: "RESOLVED that a transfer of money in the amount of $12,000.00 be made from Highway Item I to Capital Account - Grand Avenue Bridge." Martocchia be and he hereby is authorized to engage legal counsel to represent the Town of Southold in the mat%er of the Board of ~rustees of the Village of Greenport and the Village of Greenport against the Town Board of the Town of Southold and the Town of Southold for a determination sought by the Village of Greenport in the Appellate Division of the Supreme Court on the mat~er of the disapproval by the Town Board for annexation to the Village of Greenport by East End Associates.
