ORGANIZATION MEETING
January 2, 1973
The Southold Town Board met at the office of Supervisor Albert M.
Martocchia, -16 South Street, 'Greenpor%, New York, at 3:00 P.M~,
Tuesday, January 2~ 1973i with the following present:

RESOLVED that the Town Board accepts the resmgnation of Dr. Barry
H. Hellman, a faithful member of the Southold Town Narcotic Guidance
Council since March 23, 1971.

District be accepted by the Town Board and placed on file.

~HEREAS .Town Justice E, Perry'Edwards has submitted his, resignation
to the Town Clerk effective December 31, 1972, and
WHEREAS E. Perry Edwards.has faithfully served the-Town~.of Southold
a.s Justice of the Peace since, June 16, 195t, 'and
WHEREAS his record of fine service to the Town of Southold and its
people deserves the smncere gratitude of those w~th whom and for
whom he worked,
NOW, THEREFORE, BE IT RESOLVED that the Town Board accepts the
resignation of E. Perry Edwards with deepest regret, and expresses
its appreciation to him for his long record of fine service, and its
best wishes for the years ahead, and
BE IT FURTHER RESOLVED that this resolution be made a part of the
permanent records of the Town, and that a copy be sent to E. Perry
Edwards.

RESOLVED that Francis T. Doyen, Fishers Island, New York, be
appointed Town Justice to serve in that capacity until the next
general election in November 1973.

as time.and place for hearing upon application of Henry F. Praus
for a permit under the provisions of the Wetlands Ordinance of the
Town of Southold for the purpose of placing fill on premises of
said Henry F. Praus located in Cutchogue, Lot 29 and part of Lot
30 at Nassau Point, known and designated as "Fisherma~s Beach",
subdivision map of "Peconic Bay Properties, Inc.'~

RESOLVED that the Town Board of the Town-of Southold approves the
followin~g proposal to amend Sections 4 and 7 of the act governing
the affairs of the-Fishers Island Ferry District:
"An Act to amend chapter six hundred ninety-nine of the laws of
nineteen hundred'forty-seven enti-t~ed "An Act authorizing
the acquisition, construction, equipment and operation of a
public ferry for hire from Fishers Island-across waters of
Long Island Sound; authoriZing the creation of Fishers Island
Ferr~ DiStrict i~-the Town Of ~outhotd,-Suf-fo~k County and
providing for the election of its .officers and m~nagement of
its affairs; authorizing the collection of ferriage charges;
authorizing the issuance and-saLe Of obligations of said-Town
and providing for their payment; authorizing the levy and
collection of'taxes; and providing for other ~related matters,"
in reLatio~ to payment of acquisitiOn a~d equipment of ferries
- for Said dis~ric~ and-comPensation 6f ce~missioners.

do enact as follows:
Section t. Sed-tion four Of'ckapter s~x hundred ninety-nine
of the laws of nineteen'.hundred-forty-~seven entitled "An'Act
authorizing the acquisition, construction, equipment and operation
of a public ferry for -hire-from-Fisher.s Island across waters of
Lon~ Island sou-nd;-authorizing the creation of Pishers~Island ferry
district in ~the Town of- Southo~d, Suffolk County and p~oviding for
the election of its officers and management of its affairs;
a~thorizing the 'coLlection of ferriage 'cha'rges;~authorizingthe
issuance a~d sale'of obligations of-said town and 'pr.oviding for-
their payment; authorizing the levy and collection of taxes; and
providing for other ~re~ated matters ..... is hereby-amended to read as
follows:
"S 4.~ The cost of acquiBition, construction and equipment of
the ferry, including lands and riqhts-or .easements in lands, shall
be 'paid from 'taxes levied'for:'the fiscal year in which such~ex~enditure
~s~made; fr~m surplus funds-, "or from the-proceed, s of town'~ obligations
~O be issued and so.ld in the manner 'provi~ed by the- Local f~nance
law~. -.The ~own board of the Town,of SouthoLd. may borrow the ~amount
needed for sech purposes -and issue tow~ obligations therefor in an
aggregate principal amount not exceed, ing ~(-on~)th~ree hundred thousand
dollars. Upon the adoption of a resolution by the town board, subject
to a permissive referendum by the owners of taxable real property
situate within the ferry district as shown by the latest completed

S 2. Section seven of said ch~pte~ %s~_hereby amended tq._rga~
as follows:
S 7. The annual meeting for the election of commissioners shall
be held on the second Tuesday in August. At the first annual election
on~ ferry commissioner sha~l be ~lected for a term of 0ney~r<. one
for a term of two years, one for a term of thre~ y~ar.s, one fo~_a
term of four years and one fer~y commissioner shall be elected for
a term of five years, to commence on the date of th~s election.
Successors to.s~ch ferry commis~sio~er~ sh~ll be elected for terms
of five years each. The commissior~rs shall organize_by ~he~ection
f~om their number of a chairman who shall Preside.at .a.~! ~eetings
of the board of commissioners. The commissioners shall meet monthly
on the second Tuesday in each month for the transaction .qf the
business of.~he dist~rict. Spec~a! meetings ma~ be held at the
call of the chairman. Each commissioner shall receive for his
services the sum of (~en) twentv-five dollars for each meeting of
the board actually attended b~ him, provided that the aggr~tate.
compensation which ~ny such commissioner may receive for services
rendered during anY year ~sha~l not ~xceed the sum 0f (thre~)' five
hundred dollars. In addition thereto each commissioner shall receive
his. ~penses actually and necessarily ~ncurred ~n the performance of
the duties of his office. Such expenses Shall ~e paid f~o~ tb_~ funds
of the ferry distri~ a~er addit and approval b~ the. town.board~

the ,Board~shall direct, now, therefore, be it
RESOLVED that the office of Chairman of the Board of Assessors
be established, and such position shall run until the first day
of January next succeeding such.designation, ~all in accordance
with Section 22B of the Town Law, and be it further
RESOLVED that the compensation for such position be fixed .at
$500.00 per.ye~ar payable in regular semi-monthly payments.
