October 3, 1978
A regular meeting of the Southold Town Board was held on Tuesday,
October 3, 1978 at theJSo~thold Town Hall, Main Road', ~outhold,
New~York. Supervisor'Martocchia opened the meeting at 2:30 P.M.
with thee following present:
Supervisor Albert M. Martocchia
Justice Martin Suter
Councilman James Homan
Councilman Henry.W. Drum
Councilman william R. Pell III
Highway Superintendent Raymond W. Dean
Town Clerk Judith T. Terry
Absent: Justice Francis T. Doyen
Town Attorney Robert W. Tasker
Supervisor Martocchia discussed the tentat, ive.budqet prepared
by ~bim and submitted to the Town Clerk on September 28, 1978. He
stated the A budget last year was $911,094.90, this year it is
$1,040,062.00; the B budget last year was $1,176,650.00, this
year it is $1,347,300.00. Many factors attribute to the raise -
increase in police retirement, insurance costs have risen from
$78,000. for this year to approximately $125,000. next year. He
has proposed salary increases for full-time public officials
including the Assessors, Supervisor, Highway Superintendent and
Town Clerk. There will De salary increases for the CSEA and PBA
as per noegotiations, the figures have not been determined as yet.
Mrs. Joyce Terry, Orient, President of the Floy~d. Memorial Library,
Greenport spoke about the lack of the $10,000 additional, funds
given to the libraries last year' 'when it was determined there were
funds available at the end of the year.---Supervisor Martocchia
stated that was done for the first time last year due to the ~'vail-
ability of surplus funds. However, that money is not available this
year and won't be in the 1979 budget.---Mrs. Terry said they were
relying on this additional allocation for 1979. She asked why
there was money in the budget for police cars.---Supervisor
Martocchia stated they buy half the cars one year and half the
next year, making each car last two years contrary to what had been
done several years back. This is one method of tightening up on the
budget expenditures.
On motion of Councilman Homan, seconded by Councilman Drum, it was
RESOLVED that the Tgw~ Board of the Town of Southold accepts the
Southold Town Tenta.tive Budget for 1979 as presented'by the Town
Clerk.
Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum,
Councilman Homan, Justice Suter, Supervisor Martocchia. Absent:
Justice Doyen.
This resolution was declared adopted.
On motion of Councilman ~oman, seconded by Councilman Pell, it was
RESOLVED that the Town Board of the Town of Southold recommend to
the _Suffolk County Legislature that Mrs. Jean H. Tiedke, Southold,
be appointed to th~ ~teerinq CommSttee for the.suffolk County Solar
__Energy Commission with the intent that she ssrve as the town's
representative on the commission if and when it is established by
the Suffolk County Legislature
Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum,
Councilman Homan, Justice Suter, Supervisor Martocchia. Absent:
Justice Doyen.
This resolution was declared adopted.
On motion of Councilman Homan, seconded by Councilman Drum, it was
RESOLVED that the Town Board of the Town of Southold ~commepd to
the Suffolk Count¥~Legislature the adoption of a Local Law_establish-
ing the ~uffglk:Coun~y S91ar-Energ¥ Commission.
Vote of the Town-Board: Ayes: Councilman Pell, Councilman D~um~
Councilman Homan, Justice Suter, Superviso~ ~artocchia. Absent:
Justice Doyen.
This resolution was ~eclared adopted.
On motion of Councilman Homan, seconded by Councilman Pell, it was
RESOLVED that there being no furthe~ business to come before this
Town B~ard meeting~adjournment be called at 3:10 P.M.
