Mr. Wilbur Klatsky Of Leon H. weiner & Associates, Inc. appeared
before=the Board r,equesting a letter approving Mr. weiner's applica-
tion f'0~r' a state subsidy for building multi-.family dwellings on
Youngs Avenue, Southold (Hellman-Ahlers property zoned "M-i" on
May 9,.19.72). ,Mr. Klatsky stated weiner proposes to build 154
units of 1 bedroom efficiency and some two bedroom efficiency
aparitments. All building construction would meet the New York State
Code and they would seek site plan approval from the Planning Board,
however,tat the presenlt time,.they have no architectural drawings for
the projeeu. Mr.,-Klatsky asked for a letter from the Town Board for
submission to nhe State assuring them that subject to meeting all regu-
lati0~~ and lequ!rermen~ts ~ne~ mould receive Building permits and certi-
ficates of occupancy. The Board advised Mr. Klatsky that he is asking
for approval of an application that they have not seen. Furthermore,
they c~Dn~t tell ~he B~uilding Department to issue or not issue a permit,
nor the Planning'Board to, approve or not approve a site plan. To write
such a~,~etter would appear as preferential, treatment over other appli-
cants., Since t~is matter ,is out of the jurisdiction of the Town Board,
Mr. Klatsky was tol~ to deal directly with the d~partments concerned,
the Building Department and Planning Board. If Mr. Klatsky desired, a
letter could be secured ~rom the-Town Clerk stating the property in
questi~on was zoned "M~l,-~1n-:~l~72_~an~-still is "M-i", and a copy of the HUD
relsolution could be su!ppLied to him as well.
A regular meeting of the Southold Town Board was held on Tuesday,

of Southold. -Miss Adams feels this book should be m~ade availab~eto
the libraries. This matter will be discussed' with the diffe~en.~~

On mot'ion of Jus~ic~e Suter, seconded by Councilman Pell, it was
RESOLVED that the $ou~thold Town Fire Chiefs Council be and hereby
are granted permission to charter' a bus to New ~0rk City in Octobe'~
for a fireman's tour and drill. This is the last time the Town of
Southold will pay this transportation cost for the Fire Chiefs
Counc i 1.

(Supervisor Martocchia explained that the Board has discussed the
matter of funding transportation for the Fire Chiefs Council, which
they asked for once before, two years ago, and since budgets are
getting tighter, they-wilt be asked not to request the Town ~ fund
such transportation again.)

6. Letter from the Suffolk County Department of Public work~
informing the Town that the t~affic.siqnal installation, at C.R. 27,
Middle Road and wickham Avenue, Mattituck has been completed in
accordance with the plans and specifications and becomes the responsi-
bility of the Town as of Noon, August 22, 1978.
7. The Town is in the process of talking with 3M Business
Produc~s Sales Inc~ relative to copy machines. The contract with - '
zerex ends September 30th. There will be further discussion with
Zerex relative to their machines. A study must be made as to cost
and quality of the product.
On motion of Councilman Homan, seconded by Justice Suter,
WHEREAS the sacred Heart R.C. Church, Cutchogue, New York had applied
to the Town Cte~k for a Bin~o License, and
WHEREAS the Town Board has examined the application, and after inves~
tigation, duly made findings and determinations as required by law.
NOW, THEREFORE, BE IT RESOLVED that the Supervisor 'be ~and he hereby
is authorized and directed to ~execute on behalf of the Town Board of the
Town of Southold the findings and determinations as required by law,
and it is further
RESOLVED that the Town Clerk be and she hereby is directed to issue a
Bingo.-License to the Sacred Heart R.C~ Church~ Cutchogue, -New York.

RESOLVED~hat the Town Board of the Town of Southold approve the
$2600.00 bond and accept a ~assb~ook for that amount'from Mr., Charles-
Rand, for roads and i~provements in the~subdivision known as "Brlon-
..~loid-b¥-the .Sea", as recommended by-the Southold Town Planning Board and
Town Engineer Lawrence Tuthitl, and be it further
RESOLVED that the ,inspection fee for fBrlongloid-by-the-Sea" b~ based
on the original bond estimate of $3500.00.

~8, The Town's. Senior Citizen. Bus for .transportation is now
in ~peration. ~Supervisor Martocchia has spent considerable time with
the senior citizen groups setting up schedules, recruiting~drives, and
volunteers to receive telephone calls for scheduling the pick-ups.
Eligibility-requirements are: Residents over 60 years ~of age, hold
a Suffolk County I.D, card,-have no access to public transportation,
have ~no ca~ or. access to~a car,~ unable to afford~taxi fare. Essential
transportation service i.s provided for: medical and-health care,
shopping assistance, governmental agencies (social Security, social
Services, County~Cente~) ~-To ~arrange for. pick-ups, appointments are
between the hours of-9AM and 3P~ on.the day the van~is scheduled in
the user's area. Call 765-1100 besween 1PM and 3 PM the day before
the bus is scheduled in the area. ~All workers~are volunteers and unsal-
aried. Volunteers are ,needed for receiving telephone calls two hours a
day a, nd~for dispatch p~rposes. The following routes.~have.been arranged:
Monday -~non-scheduled, Tuesday - Greenport, East. Marion, Orient,
~ednes~.ay-Southold, Thursday-Cutchogue, New Suffolk, Peconic, Friday-
Mattit~c~, Laurel.
9. Notification from the Department of the Army, Corps of:
Enqineers, upon application of.~i,tl.iam.Gard.ner for permission to
eonstruct a~timber bulkhead, dredge and fill at Wunneweta Pond,
Cutchogue. Objections by September 15, 1978.

RESOLVED that the Town Board of the Town of Southold will.hold a
public hearinq at the Southold Town~Hall, Main Road, Southold, New
York on the 5th d~y ,0f~$.~ptember, 1978 at 4:.00 ~.M., at which time
and place all interested persons will be given an opportunity to be
heard upon the following matter: "A Local Law,Providing for the
Increasing_of Doq License Fees in the ~own of Southold" which reads
as follows:
S~ction I. Commencing on the effective,date of~this
~local law and until September 30, 1979, the.license
fee for dogs, in addition to other statutory charges,

is h,ereby set as follows:- (:~) $5.00 for-a male dog
and spayed female dog; (b) $10.00 for an unspayed
female dog.
-Section 2. Commencing on' October 1, 1979~ the license

spayed or neutered dog;-.-(b) $t0.~00 for an unspayed or
unneutered dog.
Section 3. Section 1 of this local law shall take
effect immediately upon filing in ~he office of the
Secretary of State; Section 2'of this lo~al law shal~
take effect on October 1, 1979.-

being made available-to the Cutchoque-Free Library,- the matter will
be discussed with all the local-libraries~-
12. There is-still a vacancy on the Suffolk County-~Select

This vacancy was announced two weeks ago and-no one has applied.

14. "A'.petition has 'been received ~from ~udy G. Dumas, Mil1
Colony; ,and Eveyl~'VarvitsiOtes~,~'Kenny.'s Road, 6ontaining 54t signa~
tures on 24' pages. The p~tition-reads as follows:
"For the past several years, the-jelly fish s~tuation 'and
resultant swimming .has ~been progre~sive.ly worsening. - ~
-We, 6rge, therefore, that immediate'aCtion be .under-taken to
restore safe swimming at our public beaches on ~.the Long Island SOund.
Through inquiry we have ~lear'ned that B~ookhaven ToWnship ~as
effectively utilized netting at four of their beaches, namely, BI~e
Point, Shirley; Davis Park and Sands point. Mr. William Gahwitler,
Park Supervisor (516-732-5610 or~-5645),- has informed us .that ae~ting.
has been used during the last three or ,.four -yea-rs and that ,resu~% ha~
been most regarding.
It is our understanding that the Town of Islip has also
undertaken such measures.
In view of the continuing danger to public health, safety
and'welfare and in keeping with responsible town leadership,~ we ~ereby
respectfully urge that action be initiated immediately to provide
for such netting at both Southold Town Beach and Kenney's Beach."
An attached letter also indicates west Meadow Beach in Port Jefferson
(Brookhaven Township)~nd Bar Beach in North Hemp~tead ~ave al~ used
netting successfully. Mr. Malone is the Commissioner of Parks ~n
North HempStead.---Supervisor Martocchia will contact those areas that
are ~sing netting to determine how successful it was this year and in
past years. There is no question it is an annoying situation.

On motion of Justice Suter, seconded by Councilman Pell,
WHEREAS 1Robert L. Bergen; a most valued member of the Southold
Town. Doard of Appeals has retired from public service effective
July 31, 1978, and
WHEREAS Robert L. Bergen has faithfully served as a member of the
Southold Town Board of Appeals since its establishment on April
19, 1'957, and
WHEREAS his record of fine service to the Town of Southold and its
people deserves the sincere gratitude of those with whom and for
whom he worked~
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of
Southold expresses its appreciation to Robert L. Bergen for his
long record of fine and dedicated service, and its best wishes for
the years ahead, and
BE IT FURTHER RESOLVED that this resolution be made a part of the
permanent records of the Town of Southold, and a copy be sent to
Mr. Bergen.

Mrs. G%adys csajko asked what the proposed local law on doq fee.s,.is
about.---It was explained that the hearing is to increase the fees
from $2.35 for a male or spayed female to $5.00 for a male or unspayed
female and $10.00 for an unspayed female, effective October 1, 1978.
Effective October 1, 1979 the fees will be $5.00 for a neutered male or
spayed female and $10.00 for an unneutered male or unspayed female.
---Mrs. Csajko asked if they are going to cut down on the holding time?
---It was stated it is just fees.
Mr. David Driscoll, Southold, asked if it is not mandatory or standard
practive where a Town road enters or intersects with either a state
or County road that a stop sig.n, is required?---Highway Superintendent
Dean stated that where any Town road enters onto a State or County road the
State or County is obligated to erect a stop sign.---Mr. Driscoll stated
that the reason for the question is that there is no stop sign on Queen
Street entering onto the North Road in Greenport.---Mr. Dean stated he
was not aware there was not a stop sign, and he would contact the County
immediately about the matter.
Mrs. Csajko requested a copy of the CATV financial stateme~/.--,This
will be supplied to Mrs. Csajko.

had appraisals and surveys made of the proper~ and made an offer for the
purchase of the land. The Kulls.were'willing to'sell, but the. Pontinos
were not satisfied with the amount of the offer, and the matter came
to-.a stan~s-till,~.~Supervis~r Martocchi~admit~ed~here is~a serious
problem in, that-area cauSe'by severe'rai~ storms,- and as.indicated by Mr.
Pontino by--ice problems~als'o~,in-,the~wintertime.--~Mr..Kull stateS-they
lost four acres-of potatoes in the rain storm of two weeks ago.~---Mr.
Pontino,stated there are new parties involved now, an~,~they~ould
like to again negotia~e~for~the sale of ~he prope~.~,y .... ~ighway
Superintendent Dean and Supervisor Martocchia agreed to meet with
Mr. Pontino and~Mr.~Kull this week to discuss the si-tua%ion-an~ try- -
