On motion of Councilman Drum, seconded by Councilman Homan, it was RESOLVED that the next regular meeting of the Southold Town Board will be held at 3:00 P.M.~ Tuesday~ July 25~ 1978 at the Southold Town Hall, Main Road, Southold, New York. Supervisor Martocchia stated the audit is not comolete at the present time, and will be completed following adjournment of this meeting.. On motion of Councilman Pell, seconded by Councilman Homart, it was RESOLVED that the following June 1978 reports have been received and are ordered placed on file: Supervisor, Town Clerk, Assessors, Building Department, Police Department, Trustees, Dog Warden and Justice Surer. This resolution was declared adopted. 5¸3 Justice Suter reported that the Highway Committee met regarding the roads and drainage at Laurelwood Estates and found them not ready for dedication. Oregon View Estake~ has been examined and found not ready for dedication. Councilman Homan reported that Councilman Pell and he have, so far, four houses that have been given to them as possible sites for homes ~pr the retarde~. Supervisor Martocchia: 1. Receipt of two letters, 6/21/78 and 6/22/78 from Jody Adams, Indian Neck Lane~ Peconic offering comments and suggestions for the Town Board to consider. One of the Conm~ents, relative to the availability of agendas on Monday has been considered and complied with, they were available on Monday morning. 2. There will be a special meeting of the East End Supervisors with members of the Town Boards, Planning Boards and Town Attorneys for the purpose of hearing a proposal to be submitted by Frumman on waste management study. It will be open to the public and will be held 10 AM, Monday, July 17th at the Southold Town Hall. 3. There will be another presentation on waste water management at Shelter Island on Wednesday, July 12th, and Supervisor Martocchia will attend. 4. Notice from the New YOrk 'State Department of Environmental Conservation acknowledging receipt of the application for grant approval for the Fishers Island Sewer District, and indicating it is acceptable. 5. Thank-you letter from~John R. Reeney, Sigsbee Road, Mattituck commending the Police Department, and particu%arly Patrolman Sidor who respeonded"to a call when Mr. Feeney was suffering from a heart attack. 6. Thank-you letter from Edgar F. Goodale~ Vice President of the Riverhead Building Supply Corp., Riverhead, relative to the recovery of his stolen truck by the Police Department. 7.~ Letter ~rom Patricia L. Bockino, E. ~etauket, stating she was challenged for trying to enter a beach at Cutchogue without a parking Permit. Ms. Bockino questions ~the legality of this.-- This is part district property and individuals using the beach must be property owners or residents in the park district. The letter will be answered in that manner. On motion of Justice Suter, seconded by Councilman Drum, it was RESOLVED that the Mattituck Senior Citizens be.~and hereby are granted permissio~ to engage one 49 passenger bus at a cost of $129.00 for a bus trip to Port Jefferson ferry, provided they have enough money in their budget for this expenditure. Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum, Councilman Homan, Justice Suter, Supervisor Martocchia. Absent: Justice Doyen. This resolution was declared adopted. Supervisor Martocchia: 8. Invitation for bids for tennis courts on Fishers Island - no bids received. The project is in limbo at the present time. On motion of Justice Suter, seconded by Councilman Drum, it was RESOLVED that Terry R. Tuthill, Mattituck, New York be and he hereby is appointed to the Board of Appeals effective July 16, 1978, to ~ill the unexpired term of James Maimone until April 19, 1980. Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum, Councilman Homan, Justice Suter, Supervisor Martocchia. Absent: Justice Doyen~ This resolution was declared adopted. Letter from the Eastern Suffolk Nursing Home stating that .Mrs. Mabel Richmond~ a resident at the Home will celebrate her one ~-~d~h birthday on July 28, 1978, and asking for a letter from the Town Board t~ be read-at her birthday celebration. Mrs. Richmond is the mother of former Town Clerk Albert W. Richmond. Town Officials will participate in the celebration. 10. Receipt of Application #34 for a wetland permit by ,James Meskouris. Reports must be received from the Town Trustees and Conservation Advisory Council before a hearing can be scheduled. 11. Letter from Virginia Lockman, Leeton Drive, Southold, ~.'~requesting the repair of the ramp at Kenney's Beach. Due to erosion, the present ramp is not long enough and needs an extension. Highway Superintendent Dean has this under study and when he comes up with a plan something will be done. 12. Receipt of Notice of Claim by Mary Lou Glover against the Town of Southold relative to her son Steven Cielatka. 13. Request for bond release by Pebble Beach Realty, Inc., The Highway Cmm~ittee will review the matter. 14. Letter from the Southold-Peconic Civic Association, Inc. wishing to go on record approving action of Town Board in not accepting HUD funds under the present guidelines. 15. Receipt o{ excerpts from '~Recommended Decision by Presiding Examiner Frederic T. Suss" on the Jamesport Generating Station Nuclear Umits 1 and 2. The Long Island Lighting Company states the Town may receive the entire decision upon request. There is also a letter acknowledging receipt of Southold Town's position on the hearings. On motion of Councilman Drum, seconded by Justice Suter, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to terminate telephone maintenance agreement with Progressive Phone Systems, Inc. and contracq with Telecom Equipmen~ who has been assigned this contract by NEC Telephones, Inc., mr the future maintenance of the telephone system at the Southold Town Hall. Supervisor Martocchia: 16. Copies of letters to Chief Cataldo and County Executive John VoN. Klein from Gladys Csa~ko relative to problems that exist at Cedar Beach., Southold. Part of this property belongs to the Suffolk County Community College and about 12 acres belongs to the County of Suffolk. There is a definite problem in that area. Four years ago Supervisor Martocchia arranged to have deputy beach guards from 8 PM to 2AM evenings and the County paid for it. He will try to work out the same type of service for this year and will call ~ the Suffolk County Department of Parks this afternoon on this matter. A petition to the Town Board from 83 residents of the Cedar Beach ~j area was presented to the Board today asking for help to remove the problems that exist at the Cedar Beach area County Park.---Mr. E__~ Heacock a resident directly beside Cedar Beach outlined several problems at the beach such as firing fire arms, the telephone has been destroyed by a rifle, public disrobing, dune is completely flattened, wildlife being disturbed, garbage spread from one end of the beach to the other. Mrs. Helga Michel~ also spoke, stating she lives on Cedar Beach and agrees completely with Mr. Heacock. The problem is not just between 8 in the evening and 2 or 3 in th- morning. Four wheel drive, motor cycles and ordinary cars drive out on the beach. There was a heavy wooden barrier at the beach which didn't last a week. There are cars on the beach from 6 in the morning until midnight. One night Mrs. Michele was on the beach when motor cycles went past her and up into the dunes where the Terns were nesting. She spoke to them about disturbing the birds, and they acknowledged that they were doing it and did not care. This is a 24 hour problem.--- Mr. Fred Adler a resident of Cedar Beach supported Mrs. Michele and Mr. Heacock, and stated the area is a bird sanctuary, and there are dunes there, which he is surprised the Board did not know exist, and feels the Board is insensitive to the feelings of the people in the area. He suggests they take a ride down and see why the residents are so sensitive to the environmental destruction which has taken place under their eyes. Many of them were attracted ~ to the area because of the environmental quality of the area. What they really need is a little more aggresive cooperation of the Board ~j in their dealing with the County to enforce the regulations necessary to manage the property, and he would like to know at this time what kind of cooperation they can expect other than a letter recommending a guard for a couple of hdurs a day, that will not be satisfactory.---- Justice Sueter stated, speaking for himself, does not think it is fair for Mr. Adler to assume because the statement was made that they did not know there were dunes there, that the Board is insensitive. He has been down there many times._ If the residents will make the complaints the justices will follow up and the police will follow up, but they must i~.have support, they cannot do it if the people will not make the .complaints. If they saw someone fire a gun there they should complain ~and back up the police and they will make arrests.---Suoervisor Martocchia stated they have accepted the complaints about Cedar Beach, they will look into it, and he will ~awe some part of it resolved ~ before this weekend.-~-Mr. Adler,~k~R he hag~a specific request can the Board assist them is dealing with the County in reestablishing a barrier with a sign limiting vehicle traffic within the area that is permissable and managing the maintenance of the barrier from this point on, this is what they really need.---Supervisor~Martocehia said they will have help from the Board. He knows this is ~definiteIy a problem as he has been there many times. On motion of Justice Suter, seconded by Councilman Drum, it was RESOLVED that a recess be called at 3:45 P.M. for the purpose of holding three public hearings, meeting to reconvene following the hearings. Meeting reconvened at 4:15 P.M. Supervisor Martocchia: 17. Letter from Edward W.. Latham, President, ,~. ~ - : - '.:. Free School District objecting to the payment of $15.00 by the Parents' Guild for permission to conduct their School Fair. Mr. Latham requested that the law be amended so that tax-supported institutions such as a school be exempt from this fee.---Exemptions are not permitted by law. On motion of Councilman Homan, seconded by Councilman Pell, it was RESOLVED that Greenport Bo~ Scout Troop 51 be granted permission to use the Southo±d Town Nutrition Van on Saturday, July ~9, 1978 from 1 AM to 6 AM to transport the troop to Smith Haven Mall to take a bus to Hitchins Park for summer camp, and on Saturday August 5, 1978 or Sunday August 6, 1978 in the AM hours to pick the troop up at Smith Haven Mall on thei return from camp. Receipt of a card from the Counsel to the Govenor asking comments on Senate Bill 1461-C and Assembly Bill 1827 -C, AN ACT no amend the highway law, in relation to the limitation of expenditures on highway machinery in certain towns. The Board adopted support of this bill by resolution about two months ago.---A reply to the govern~rwill be sent advising that the Town feels that the amend- ment being asked is property and in keeping with the times and due to inflation. 19. Correspondence has been received from Senator Bernard Smith in relation to Senate/Assembly bill~ 'on stri~ed bass.and Senate/Assembly bills on amendments to the Taylor Law. 20. There will be a presentation before thS Town Board on July 25, 1978 relative to the new fixed assets law, by a firm that specializes in thisservice. The process would entail itemizing all town property, whether it be land, buildings, vehicles, office equipment, and placing a value on them.---Mrs. Csa~k0 asked who ordered this?---Suoervisor Martocchia stated it is a State Law.--- Mrs. Csajko asked what is the point of it?---Councilman. Homan said he would-like to know thathimself, because it does' not reflect the true value of the inventory. For instance, if Mr. Dean has a truck that cost $10,000. and it is ten years old, it might be only ~orth $1,000 right now, but it will be listed as a cost of $10.,000. so there will be a very distorted view of the cost. It is not in keeping with regular bookkeeping practices where you would take the depreciated value of it. In the long run you will have a figure that South01d Town has millions of dollars worth of equipment, which it may have spent at one time in the aggregate, but this is'not the true value.--- 5,6 Mr. Schriever said this appears to be mo~e of an inventory than appraisal.---Superv±sor Martocchia stated it is an ±nventory and appraisal.---General discussion followed on this subject. On motion of Councilman Homart, seconded by Justice Suter, it was RESOLVED that $170.73 be and hereby is transferred from Highway Item IV DS5140.4 Miscellaneous (Brush'and Weeds) to Item IV DS5142;4 Snow Removal (Town Highways). Supervisor Martocchia: 21. Letter from Mrs. Meehan a resident in the Bay Haven, Southold area stating she would like to receive the benefits of Cablevision.---Cablevision does not go into that area. Her letter will be'~ef~rred to the Cablevision Company. On motion of Justice Suter, seconded by Councilman Drum, it was RESOLVED 'that the Southold Senior Citizens Club be and hereby are granted permission to contract for two busse~ on July !~', 1978 at a cost of $232.00 to take the senior citizens to the Suffolk County Senior Citizens Annual Picnic at Southaven County Park; and two bussess on August 9, 1978 at a cost of $479.00 to take the senioz citizens to Madison Square Garden, New York City, to see the "Holiday On Ice ShoW", provided they have enough money in their budget for this expenditure. On motion of Councilman Pell, seconded by Justice Suter, WHEREAS ~urton Potter Post ~185. American Legion, Greenport, New York has applied to the Town Clerk for a Bingo License, and WHEREAS the Town Board has examined the application, and after investigation, duly made findings and determinations as required by law, NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he~'hereby is authorized and directed to execute on behalf of the Town Board of the Town of Southold the findings and determinations as required by law, and it is further RESOLVED that the Town Clerk be and she hereby is directed to issue a Bingo License to Burton Potter Post #185, American Legion, Greenport, New York. Supervisor Martoechia: 22. Correspondence from the First Baptist Church, Middle Road, Cutchogue requesting permission to conduct a carnival on the town dump property, directly in front of the dump from August 8, 1978 through and including August 13, 1978. The Board will review this further before making a decision. 23. Receipt of a petition from 26 residents in the vicinity of the "67" steps beach and town park listing complaints concerning the use of the beach ~nd park. There are signs prohibiting parking from 10 AM until 7 AM, but they only cover 500 ft. from the beach, so people park beyond 500 ft. and continue to use the beach during those hours, camping, building fires, and ~,generally causing a health hazard.--- Some course of action will be pursued to relieve the situation, and the matter will be discussed further after the recess. On motion of Justice Suter, seconded by Councilman Homart, it was RESOLVED that ~1,275.0~ be and hereby is transferred, from Fishers Island Ferry District, Operation of Ferry to Repairs - Docks and Buildings. Supervisor Martocchia stated that there is between $14,000 and $15,00©. in anti-reCess~on~fund~ that must be spent within six months of receipt, and this time is drawing near. On motion of Councilman Homan, seconded by Councilman Drum, it was RESOLVED that. $3~000 be and hereby is transferred from Anti-Recession Funds to Fixed Assett Accounting; and $8,062.31 be and hereby is .transferr.ed from Anti-Recession Funds to Police Salaries. This resolution was declared adoptedl Supervisor Martocchia stated that sometime ago the senior citizens of Southold Town asked that they be provided with a bus for trans- portation purposes. He initially opposed it and was highly criticized therefore he reversed himself and the bus was ordered - ~'a ~2 passenger van. He met with the senior citizens when the van arrived relative to scheduling. The bus has been in the town for eight weeks. The'County allocates approximately $11,000 to pay for the van, hydraulic ramp for the handicapped,etc~ The County sent $2700 advance money which was paid to Mullen Motors the successful bidder. The bus has not been moved out of the parking lot as they cannot get together with the senior citizens, after meetings, to provide drivers for the van. The Town of Southold is not going to provide and pay for the drivers. Presently there are two busses, the Nutrition Bus and RSVP Bus.--- Yesterday Mr. Graham of the Southold Senior Citizens stated he had met with some of his people and they were going to provide some drivers.--- Now Mullen Motors wants to charge interest for the balance of the money due on the van. The Town must pay first, and the County will reimburse. The money will comet but i.t will take time. Therefore, a transfer of funds must be made to cover the final payment on the van. As soon as the Town sends the paid bill to the County we will be reimbursed. On motion of Councilman Pell, seconded by Justice Suter, it was RESOLVED that $4,681.15 be ane hereby is~Lv~ from Contingent to Adult Recreation A7620.4 - payment for Senior Citizen Bus Trans- portation. Supervisor Martocchia thanked Mr. Graham. for the efforts he is making to put the van on the road.---Mrs. Marie Johnson asked why the Town is hiring busses to take the senior citizens on if~if a bus is being bought for them?--~Supe~visor Martocchia stated it is a 12 passenger van, and it is being paid for by the County of Suffolk. This van if for local uses to take those senior citizens in the community, who do not have cars, to various appointments, grocery shopping and so forth. On motion of Justice Suter, seconded by Councilman Drum, WHEREAS, Section 177 of the Navigation Law provides for the creation of an Emergency Oil Spill Control Network to be comprised of available equipment from town and county high~ay d'epartments and from the New York State ~ment of Transportation; and ' WHEREAS~ Part ~-~ ~e~ Yor~ C~de of Rules and Regulations provides that the New York State Department of Transportation shall maintain an inventory of available town and county equipment which is capable of being used to clean up petroleum discharges, that the New York State Department of Transportation is authorized to make use~of such equipment and operators as are available for the purposes of petroleum discharge cleanup, and that the State may process and pay claims for reimbursement for the costs of the usuage of such equipment and operators; and WHEREAS, the TOWN OF SOUTHOLD has been requested by the New York State Department of Transportation to participate in the Emergency Oil Spill Control Network,; and WHEREAS, it is in the best interests of the TOWN OF SOUTHOLD to insure that all petroleum discharges within the boundaries of the Town of Southold or in adjacent areas are promptly cleaned up, NOW, THEREFORE, the Southold Town Board thereby Resolves': 1. The Southold Town Superintendent of Highways is authorized to cooperate with the New York State Department of Tr~ans~ortation in the organization of the Emergency Oil S~i~Co~~ and to participate therein. 2. The Southold Town Superintendent of Highways is authorized to provide all useful men and equipment, upon the request of the New York State Department of Transportation, ~r the purposes of petroleum discharge cleanup. 3. The Southold Town Superintendent of Highways is authorized to seek full reimbursement from the State for all such~costs incurred, 4. The Southold Town Superintendent of Highways is authorized to perform all other acts necessary and appropriate for the establishment and functioning of the Emergency Oil Spill Control Network and/or for the purposes of petroleum discharge cleanup. Vote of the Town Board: Ayes: CoHncilman Pell, Councilman Drum, Councilman Homan, Justice Suter, Supervisor Martocchia. Absent: Justice Doyen. This resolution was declared adopted. Supervisor Martocchia explained that the' aforementioned resolution was adopted because if there should be an oil spill within the Town of Southold, the State of New York can ask~H~ghway Superintendent Dean to use his equipment and manpower to go out and relieve the problem. The State would reimburse the Town for the cost of such a job. On motion of Councilman Homan, seconded by Councilman Pell, it was RESOLVED that the Town Clerk be and she hereby is authorized to transmit a letter to the following banks authorizing the release of accrued interest on bank passbooks being held as security on a bOnd filed with the ~own of Southold in connection with a certain sub- division plat known as "Soundview Acres. at Orient".: Island Federal Savings & Loan Association, Hempstead, N.Y. Whitestone Savings & Loan Association, Whitestone, N.Y. Republic National Bank of New York, New York, N.Y. Vote of the Town Board: Ayes: Councilman Pell, Councilman Drum, Councilman Homan, Justice Suter, Supervisor Martocchia. Absent: Justice Doyen. This resolution was declared adopted. .Mr. Da_~v~id Driscoll inquired about the fact that in examining the records there is a long lapse of ten Mears or more for reassessment of property between Southold and Orient except for those persons who have applied for building permits to improve or extend the size of their homes. Those people are reassessed immediately. People don't object to reassessment based upon the addition to the building, but at the same time they reassess the original building, therefore the person who saves money to improve his property is paying a higher ratio of taxes than the neighbor who doesn't. That he would call spot assessing. He doesn't understand why the full assessing job isn't done from Southold to Orient, he has been reassessed twice in the last ten years, and his neighbors up and down the road have not been touched, he feels this a point of law which would be upheld in court.---Supervisor Martocchia explained that an assessor's job is the most difficult around, as ten people doing the same parcel could come up with ten different figures. What the assessors try to do is reassess all property within a five year period to time, and if they do i certain parcel, they try to do other parcels around it. In~,a few more years, by 1980 or 1981 the 100% assessment will go into effect and professionals will have to be hired to reassess the entire town, at a cost of approximately $25.00 per parcel, and the Town of Southold has approximately 16,000 parcels of land, the cost of which will be picked up by the taxpayers.---Supervisor Martocchia further explained that the Board of Assessors is a seperate body, and they do not come under the jurisdiction of the Town Board. They are elected officials. The matter of reassessment Mr. Driscoll is concerned with is a matter for the Board of Assessment Review, and they meet on the 18th of July to hear complaints. Councilman Pell left the meeting at 4:40 P.M. ~Mrs. Gladys Csa~ko spoke about CATV,~ stating that they are asking for 11% i~creas~ in the ~onthly' rate and 25% increase in base for the extra hook-ups and 33 1/3% increase installation and 50% increase for reconnections, relocations and adding outlets. This is not the 1%'' or 2% they are telling the people aboug.. As far as the ads that are appearing in the newspaper, Mrs. ~saiko objects to them very strongly. In the ad of June 29th the CATV people are threatening the people of Southold Town, They are trying to frighten the people.---Mrs. Csajko quoted from the newspaper ads.---She stated she did not go back through ~ds looking for the hearing on the $1.00 raise which she ' mentioned at the last board meeting. They never had a hearing on the $1.00 raise.---The Town Clerk also stated she had searched the records and never found evidence of a hearing on the $1.00 raise. Justice Suter said this may have been by resOlution of the Town Board.,--This will be checked in the Town Board minutes.---Mrs. Cs~jko stated that the raise took place in the fall of 1970 and anyone that had CATV at that time has been overcharged a dollar each month up until the time they put the new contract in and should get at least $54.00 back. She thinks the Town Board has a very good negotiating point with the CATV people.---Supervisor Martocchia stated that Mrs. Csajko has a lot of support from the Town Board, they feel very strong about this. CATV must be given a hearing, but their request does not have to be granted.---Mrs. Csajko spoke about the financial s~tement of 1977 for the entire operation~ In 1977 according/t~ir income tax they spent $22,351.00 on entertainment out here, who are they entertaining for that kind of money? On top of that they had something called Other for $70,180., what is other? They are projecting for 1978 $38,559.00 for entertainment and $77,959.00 for Other.---Councilman Homan stated that in 1970 there was not a Cable Commission like there is now, and it si quite possible they did not need a town board resolution for a rate change. As far as the financial statement goes, it is a statement projected on the revenues they feel they should get from the investment period, not as the investments stands now, but rather as the investment was first incurred. In other words, if you lost money ten years ago that would be carried as a debit even though you made a million dollars this year.--- Mrs. Csajko stated that in the original 1963 franchise which ran for ten years, it states"the rents and fees to be charged by said corporation be subject to prior approval of the Southold Town Board."---Supervisor Martocchia said that there will be a public hearing and he hopes the .people will come out to the hearing and voice their opinions.--- Mrs. Marie Johnson stated she was of the opinzon the contracts were scrutinized by the Town Attorney and he kept abreast of irregularities is any should occur, and he would have known about the increase from $5.00 to $6.00 which came about illegally.---Supervisor Martocchia said that in his mind he remembers that they had the right to change their rates during the franchise period, by resolution of the Town Board which did not require a public hearing. After that when the Cable Co~m~ission came into being everything had to be done by public hearing.---Councilman Homan stated that with the exception of the Supervisor, none of the members of the Town Board are within a franchise area. They negotiate the contract, hold public hearings, but unless someone tells them about a rate increase or some other irregularity they would have no way of knowing about it.---Justice Surer stated that there are some statements made by CATV that he would like to question them about, one is the statement that the Town Board was offered a proposal to provide cablevision throughout the town since 1965, and he has not seen such a proposal. In fact, he would like to see such a proposal, as the board has asked him for one, they have asked them to give them a proposal~w~r'~.~i~%¥~r~ii~Vf~ ~ryone in Southold Town that asks for it, and the~'~have-'hever done it. Supervisor Martocchia stated he had just received a message relative to a matter they had been trying t~ correct at Mattituck Inlet. There is a big ~up there that is in an improper location and they have been trying to move it out, and they said if that barge ever sinks there will be trouble. It is sinking. They have been working with lawyers to serve the individual to get the barge out of there, he has illegally put dolphins and moorings/in there and the barge is 75 ft. away from where he owns property, so they said he should take the dolphins out, then when the dolphins are out the barge will still be there because it will tie up to the individuals property which is 75 ft. inland more, now it is sinking right in the waterway. Mrs. Csa~kq stated the German Festival was just held and the Highway Department was donw there three days before the festival and one day after putting up fence and taking down fence. She objects to this procedure as part o--6-~he proceeds of that festival is going to buy a taxpaying nursing home which will them come off the taxrolls.--- Supervisor Martocchia stated the property and building is not for sale, it belongs to Mr. Shanes, however, the business itself may be considered for purchase by the church.---The San Simione project! was discus sed. Justice Suter announced that Douglas Robertson, former ~own Trusnee passed away last night. On motion of Councilman Homan, seconded by Justice Suter, it was RESOLVED that this meeting be recessed at 5:00 P.M., to reconvene at 5:30 P.M. The Board authorized Supervisor Martocchia to direct Chief Cataldo, Southold Town Police Department, to station a special police officer at the "67 Steps" area, Sound Road, Greenport for the next two weekends, July 14 & 15 and July 21 & 22 from 10 P.M. Robertson~ former Southold Town Trustee, and WHEREAS, in his service to the people of the Town of Southold as a Southold Town Trustee Mr. Robertson has been a dedicated and ~ concientious public servant, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Southold hereby gives formal expression of its loss in the death of Douglas M. Robertson, and be it further RESOLVED that when the Town Board adjourns this date, it does so out of respect to the memory of Douglas M.
