Commencement:
The meeting began at 7:10 p.m.
MOTION was made by Ray Huntington, seconded by Craig Arm, to accept
minutes of July 6, 2004.
Motion carried 5/0. (Ray Blum absent from vote)

Reviewed status.
Melissa Spiro told committee that Scott (Tuffy) subdivision is scheduled for public
hearing before the Planning Board on August 9, 2004, and that Sandra Tuffy
requested a closing on the development rights sale as soon as possible after that
date. A closing date has been tentatively scheduled for either Wednesday,
August 11th or Monday, August 16th.
Melissa passed out language in Scott easement noting that easement does not
allow for structures. Melissa noted that Sandra Tuffy had requested that her
easement allow whatever Town is allowing. LPC reviewed +11 acres of Scott
(Tuffy) property not within easement (area includes house, barns, farmstand,
etc.). LPC decided that easement should remain as worded.

Location: Jacob's Lane, Southold

Discussed easement monitoring.
This item was a follow-up to last meeting when LPC member mentioned that a
structure seemed to have been moved to within the PDR easement area. Ray
Huntington, Ray Blum and Craig Arm are to conduct a field inspection on
Sunday, July 25th.
The members entered into EXECUTIVE SESSION.

Location: Oregon Rd & Depot Lane, Cutchogue

Reviewed status (PLT).
Tim Caufield, Vice President of Peconic Land Trust, discussed status of project.
PLT may purchase property with intent to sell PDR to Town and then to sell
restricted land with one building area. LPC had previously authorized appraisal;
therefore, no motion acted on.
END OF EXECUTIVE SESSION
General:
· Conservation Subdivision preservation/density requirements
Tim Caufield did power point presentation that Tim, Melissa, Valerie Scopaz
(Town Planner) and Mark Terry (Sr. Environmental Planner) worked on. Same
presentation was presented to the Planning Board at their July 19th work session.
LPC discussed aspect of preservation requirements and density reduction
requirement.
Definition of Land Preservation and Town Land Preservation Goal (agenda item
requested by Ray Huntington)
Ray Huntington asked LPC to make recommendation to Town Board re:
definition of land Preservation and Town's land preservation goal. The members
had a lengthy discussion. General agreement that definition is needed and that
Town Board should establish goal. Ray Huntington to prepare draft of memo to
Town Board to be review by all LPC members.
· Status Updates
Melissa's Status Update report was handed out but not discussed.
Memo from Assemblyman Thiele re: Peconic Bay Region Community
Preservation Fund Form
Memo was handed out and discussed. Memo notes that Town should change
form. It is believed that form needs to be changed at County level. Bill Edward to
bring up issue at Town Board level.
Informational:
· Drum/Saland Town Board public hearing expected to be scheduled for 8/24/04.
Annual Fishers Island Town Board meeting will be held on Thursday, August 12,
2004. LPC members instructed to notify Supervisor's office if they plan to attend.
Melissa to contact Peter Burr to arrange for tour of island.
