· 10:05 A.M. - Mr. Paul''Ftagg met with the Town Board to discuss the
proposed Program 'fbr Raft" Cul'ture' O'f'Shellfi'sh in Southold Town.
The program could be used as.an alternative to the present shell
fish program or in addition to it. Using hatchery produced seed
clams, the survival rate is as high as 90% in one summer. The
rafts are placed in the water:in May and produces marketable little
neck clams in approximately two years as opposed to over three years
under ordinary circumstances, There is a good possibility of match-
ing funds from the N.Y.S.-D.E.C. After considerable discussion
concerning the program by. the Board members and Mr. Jarvis Verity
and ~r. Chester Begley of the Baymen's Association,.it was .decided
to place the matter on the agenda in the future for further discussion.
10:40 A.M. - Town Engineer Lawrence M. Tuthill met with the Board to
discuss his progress on the' floodplain and Wave h'ei:g'ht'~ma~S_.. He
requested permission to meet with. the D.E.C.-:at-~Stony~,Brook on
December 15th and retain the professional services·0f~Coastal and
Offshore Corp., Newark, Delaware, at an approximate cost .oX $300.00
to review the federal maps with the National Fi°°a~Adminis~ration
representatives.---Mr. Tuthill also advised the B6~rd that he has
reviewed his bond estimate for Grand View 'subd~iYT~'iOn owned by Harold
eese and feels he is right at'S400,000.00. He based his estimates
n the proposed bOnd for Bayview Farms.

11:07 A.M:: - Robert D, Traugott, President, Energy Development Corp.
outlined the coordination procedures to CrSat'e MS~'-' So'uthold, New
York Ltd. The major issues arer (1) Location - Greenport instead of
Southold? (2) Cooling Water. -(3) N.Y.S.-D.E.C. hearing - December
16, 1981. (4) Funding problem.
The following summarizes the key peints of Mr. Traugott's
presenzation:
1. MSW - Southold, NY Ltd. facility can locate their facility at
Greenport, Long Island, as an alternative to the site. at .the Southold
Landfill. The additional costs will amount to about $2.00-per to,-of
MSW inpu~ or $14.00 per ton.
2. Regardless of location, MSW-Southold cannot sell electricity
to the Village of Greenport cheaper than the~ can buy it from PASNY
or generate their own, based on conversations with Jim Monsell.
3. Seventy percent of the heat generated by burning MSW, or coal;
oil, etc., generating steam and then using the steam to generate
electricity must be disapated. By far the cheapest way is usually
evaporated water cooling. The cheapest available source of water is
~om the output of the sewerage treatment plant at Greenport.

4. Since grants may be ~vailable~'i~cover the cost of the pipe-
line up to 85%, Energy De~e$~, p.~.~ggests this course be
pursued. According to i-I2~~'~ ~'~e a decision by July,
1982. The same applies to the disposal of scavanger collec~ed septic
waste.
5. If grants are not available by July, 1982 Energy Development
Corp. will finance and install the pipeline, and, if desired by the
Town, the centrafuge to handle septic waste. The Town..must co-sign
the financing for these items. MSW-Southold, N.Y. LTD. will split
50-50 the'debt service on the pipeline. The Town will operate, main-
tain and bear the cost of both for the pipeline. MSW-Southold will
do the same for the centrafuge and associated equipment. Even though
the construction money may not be drawn down until July, 1982, it must
be included in the application for financing to be submitted Within
30 days.
6. NYDEC will hold a public hearing in the Town Hall, Southold
at 7:00 P.M., December 16, 1981. Energy Development Corp. can handle
all of the issues of concern to NYSDEC except the pipeline for the
cooling water. The Town needs to send a letter to NYSDEC in which
it assumes responsibility for the pipeline. "
7. Energy Development has obtained general agreement on long
term financing, several points cheaper than Industrial Revenue Bonds
which enables them to offer the Town a $7.00 per ton of input MS~
tipping fee, exclusive of costs associated with #5 above, and in
accordance with the terms of a contrac~draft worked up between
Town Attorney Tasker and.~. Traugott, s~bject to the approval by
the lender ..... ~
8. The $7.00 per ton tipping fee and #5 above are conditional
upon MSW-Southold having the freedom to negotiate with Shelter Island
and Riverhead for ail of the Shelter Island"MSW and up-to 30% of the
MSW from Riverhead.
9. The long term financing of #6 above is predicated on the
submission of a standard, detailed application that will be at the
bank by January 20, 1982. It Will take about four weeks to. perform
the engineering, verification, etc. and cosm $100,000.00.
10. Energy Development Corp. cannot commit another $100,000.00
without a guarantee from the Town that it will reimburse Energy
Development Corp. if it decides not to sign the agreement indraft
form as modified by the offer, etc. A letter has been given to Town
Attorney Tasker to review that sets forth the conditions for reimburse-
ment. Because of the time limit imposed by the lender, Energy Develop-
ment Corp. needs this agreement by December 23, 1981.
12:55 P.M. - The Board recessed for lunch.
2:15 P.M. - Work Session reconvened, and mer with 'Insurance Risk
Manager William Mullen, William Price of Mc-Mann=Price Insurance
Agency, and Val Stype, Sr., Val Stype,Jr,, and Andrew Stype of
.Val Stype & Sons, Inc. Insurance Agency concerning the insurance
--~proposals submitted by them on November 3Oth~ ~Unen the proposals
were studied, it was the opinion of Mr. Mullen that Vat Stype &
Sons, Inc. was the lowest bidder. Nv. Price submitted a letter
to the Town Board stating that Mr. Stype proposes to use several
companies to write the insurance, he proposes one; and Mr. Stype's
proposal indicates one year terms on all policies; his proposes to
use one. Mr. Mullen advised the Board that packet indicated, "It is
anticipated that a subsequent quotation procedure will not be carried
out for at least three years. While the Town prefers to have the
insurance program coordinated by one agent/broker, it will accept
proposals encompassing less than the total insurance program outlined
herein", and "imagination and innovation are encouraged" was also
mentioned in the packet. Mr. Mutlen said a three year figure was
requested because a considerable amount of'work is needed to prepare
a proposal, a requesting a three year policy gives a moral obligation.
When asked the difference between using three companies and one company,
Mr. Stype stated one company would be higher-,Mr. Price stated three
companies would be lower. Mr. Price also indicated that he can guarantee
that there will be no change in the liability coverage for three years.
Councilman Nickles stated he was disappointed with the whole process.
It has placed the Town and the two companies in an embarrassing
situation. He is not prepared to vote until the matter has been
analyzed further, a~d asked.that.'it be tabled until December 22nd.
Councilman Drum concurred, stating he had legal questions to discuss
with the Town Attorney. Councilman Murdock stated each company
should have an oppor-tunity to respond to what their cost would be
using zhree companies or-one company, Supervisor Pell and CoUncilman
Murphy were prepared to act on the proposed resolution awarding the
1982 'insurance coverage to Val Stype & Sons, Inc., however, agreed
table the resolution until December

3:05 P.M~ - Arthur Johnson, General Contractor, and Lv!e Meredith,
Clerk of the Works for the weatherization project at the Senior/
Youth Center met with the Town Board to discuss the de£ebtive roof.
Mr. Johnson suggested a spray-on insulated roof coating which the
Board will consider doing in the spring. He also said alll of the
screws in the roof are rusted and many are missing, and Certain
areas could be caulked as a temporary measure. Mr. Johnson was
advised a resolution would be placed on the agenda authorizing
him to tempdrarily repair the roof ~to prevent further leaks at a
cost not to exceed $750.00. -- Mr. Meredith advised the Board that
the insulation o£ the walls was a very good job and Pan Tech is to
inspect the work next week. Mr. Bunce is agreeable to do.the metal
stripping and sweeps at.the bottom of the entrance doors. Mr. Johnso~
will do the caulking around the windows. Mr. Meredith and Mr. Johns~
will Work on an estimate for final solution for the roof problem whiC~
will be undertaken in the spring.
3:40 P.M. - The Board began revieWing the agenda.
4:50 P.M. - Several off-agenda items were discussed. Councilman
Nickles asked the Supervisor to obtain an estimate from IBM for
individual meters for the copy machine.

SUPERVISOR PELL: At this time I would like to recognize we have
the Southold Soccer Team with us today, the New York State Class D
Champions. I'd like to turn the resolution 0vet to Councilman
Nickles who was a member of the Southotd School.
COUNCILMAN NICtCLES: Thank you. Someday you guys Will be lucky
enough to have a championship team from your home town and get
to do a resolution. I really appreciate this opportunity to
present the resolution recognizing your record this year, on
behalf of the Town of Southold and the Town Board. Ail of us on
the Town Board and I'm sure in-the Town recognize the importance
of sports in the educational process. It is one of the ~hings that
helps to build character, team spirit, team work and definitely in
school spirit and with a school that's fielded a championship soccer
team two years in a row, definitely 'I'm sure you have fantastic
school spirit at Southold High School'P ~I understand you have a
record of 20 and 3 this year which I thi~k is something to be
applauded and I know you have some outstanding soccer players. I
would like a~ this time to ask Coach Gene Maiorana to come up and
introduce the team and if he would like to say a few words about
the season and the championship game we would b~-pleased to. hear it.
COACH EUGENE MAIORANA: I will introduce the team. John Sepenoski,
Ricky Grigonis, Captain Douglas O'Brien, Jimmy Conway, Eddie
Williams, Chartie Stahl¢-, our ball boy, Chris Walsh, David
Tarabocchia, Henry Stepneski, Matthew McKiernan, Gregg Cietatka~
Mark VanBourgondien, Billy Boergesson, Goalie, Hank San~acDoce,
Joe Conway, Jimmy Santacroce, Tommy York, Todd DeLong. There is
lot of feeling and it is hard to put it all together, but we have
won the championship for three years, we tied the first year, and
it's hard to give any one person or' one team credit, I think the
credit goes to the whole Town. There are a lot of people involved
in this, the Peconic Soccer League, PAL League, Dick Osmer in the
Lunchtime League and started this program twenty some year~ ago.
If he were here now he'd know right to the day, but it's a Town
effort, always has been from the start. I don't think there is a
Town in the United States that has won the State Championship three
years in a row and I think we have a right to be proud. Thank you.
COUNCILMAN NICKLES: I would like the three captains'to step forward,
please. On behalf of the people of Southold ToWn, the Southold Town
Board and Supervisor would like to present the following resolution.
On motion of Councilman Nickles, seconded by Councilman Murdock,
WHEREAS, the Southold High School Soccer Team has achieved a high
standard of recognition in winning, for the third consecutive year,
the New York State Soccer Championship, and
WHEREAS, the award of this cove~ed championship is an example of
the spirit, dedication, sportsmanship and team work of the Southold
High School Soccer Team, and
WHEREAS, the skills and dedication of Coach Eugene Maiorana and former
Coach Richard Osmer has guided the Soccer Team to this outstanding
accomplishment, now, therefore, be it
RESOLVED that the Town Board of the Town of Southold wishes to
publicly recognize and congratulate the Southo%d Settlers Soccer
Team for winning the New York State Soccer Championship for 1981.

no other Town~ It's been a good job as John said, we're very proud
of you and if you'd like to stay for the rest of the-meeting you can,

COUNCILMAN MURDOCK: Next Wednesday, December the 16th, we will have~
a meeting here in the Town Hall that will be sponsored by the New
York D.E.C. for the purpose of a public he~Ting on burning municipal
soli~"'waste in the village of Cutchogue. We're having,an Environmental
Impac~ Statement prepared. I certain anybody in Town who Would like to
participate or who would like to exoresslan opinion?is ~elcome. On
Tuesday .we will also, the TOwn Bokrd wili also b~ going up to
Willimantic, Connecticut to see a municipal solid.waste ~lant that
has just been opened approximately two months ago. It is co-generating,
producing both electricity and~st~am. I think that,,s all cow, Bill.
SUPERVISOR PELL: Thank you. Councilman Drum? (I have n~ report.)
Councilman Nickles?
COUNCILMAN NICKLES: I'd just like to make a brief report on our
Town Beaches, speciflically Kenney's Beach. At the last To%~n Board
meeting it was suggested that we do some emergency measures, or as
our Supervisor calls it, a bandaid approach, 'and that has commenced,
I believe, the end of last week and was progressing~alonE until today
when our Town payloader broke down_ 'But we are placing pieces of
concrete along, the shoreline'up against the parking area at Kenney's
Beach and hopefully when this. ~s complete it will abate the erosion
until such time as the Town Board can arrive at a better solution or
a more longterm solution. The amount of funds to be expended on
this will not exceed'$2,000.00.- I might point out that $5,000.00
more or less has been spent at Kenney~s Beach this year relative to
the erosion problem.
SUPERVISOR PELL: Councilman Murphy?
COUNCILMAN MURPHY: Yes, Bill,. just a short.report. We had Paul Flagg,.
the man who we hope to establish a seed clam program here-this morning.
I think it was the most'informationkl meeting and I think ~ lot of good
information and hopefully cleared up a lot of misconceptions.about the
program and hopefully we could have a resolution, probably at~ the next
meeting
SUPERVISOR PELL: Thank you. Supervisor's report. I attended a .
couple of meetings,i one on the Fire Code and one with the railroad
which are no~ too important yet to the Town but we are staying on
top of them.
II. PUBLIC NOTICES - COUNCILMAN NICKLES:
1. From the Department of Environmental Conservation, Notice
of Complete Application by SoUthold Marine Center Land Holding Corp.
to create a two lot subdivision consisting of two parcels in, Southotd.
This property is located at south side of Main Road in the.vicinity
of Budds Pond. Comments by December 23rd.
2. From the'State D.E.C., again a Notice of Complete ~Applica-

3. From the New York State Assembly Standing Committee on
Corporations regardiKg notice of pUblic hearing on LILCO electric
rates an.d the economic future of Long.Island to evaluate legislative
proposals with regard t'o controlling ~he cost of electric service to
residential and commercial users in Suffolk and Nassau Counties.
Public hearings at 2:00 and 5:30 P.M. and 6:30 and 9:00 P.M. on
December 10, 1981 at the Auditorium of ~he County Legislative Building,
Veterans Memorial Highway.
Copies of all of these hearing notice~ posted on the bulletin
board and also with the Town Clerk.
III. CO~iUNICATIONS - SUPERVISOR PELL'
t. From the law firm (Twomey, Latham & Schmitt--Robert D. Pike)
from Riverhead asking the Board to consider the proposed bus trans-
porfation between Sou~hold Town and New York City. The Board has
and it has given it's blessing and backing to the Sunrise Coach
Lines of Greenport who has just received a 12 month permit to run
this route.
2. Will be placed on the Board's agenda on December 22nd in
resolution form. We are thinking alon~g_these lines ~ight now to
create a Long Island Transportation Auth3rity. Taking the railroad
and the bus route all ou~ of the MTA and'getting them into Long
Island where Long Island would have jurisdiction instead of the MTA.
The MTA has a t4 person board. Three people come from Long Island
and it seems that we are outvoted many many times of the funds that
could come our way end up somewhere else. (Letter from Long Island
Association of Con~erce & Industry.)
3. A groundwater report on groundwater which is quite a lengthy
report'. All the Councilmen have a copy of it to review it. (Letter
from the New York State Department of Environmental Conservation.)
The next meeting of the Groundwater Committee will be December 16th
in Hauppauge.
4. Letter to our Town Attorney, addressed to him and he copied
it and sent it to me. It is something the Town of Southold did take
a firm stand on. It's the repealing of the detergent ban. Our Board
is on record as no~ wanting it reoealed, but the Legislature did repeal
it. Br0okhaven Town feels somewhat the same as we feel. (Letter
from David P. Fishbein, Deput.y Town Attorney, Town of Brookhaven.)
5. The fifth communication that is not on, I would like it to
be in-the minutes now. It's from Attorney Richard Lark in Cutchogue
advising the Town Clerk that there are t'wo 'dangerous areas on Depot
Lane, one is south of the railroad tracks where there is a water
~ there, I'm going to call it, and bringing this to the attention
of Mr. Dean who wilI repair it. The other one is about a trucking
depot that is on the west side of Depot Lane and the trucks many
times are blocking the road. This will be referred to the Chief
of Police to look in mo.
IV. HEARINGS - None.
V. RESOLUTIONS
Moved by Councilman Murphy, seconded by Councilman Nickles,
WHEREAS, Enconsultants, Inc. on behalf of' Wun'neW'e~ 'La'goon A'ssocia-
tion applied to the Southold Town Board for a permit under the
provisions of the W~t'land Ordinance of the ToWn of Southold,
application dated September 8, 1981, (application #72), and
WHEREAS, said application was referred to the Southold Town Trustees
and Southold Town Conservation Advisory Council for their findings
and recommendations, and
WHEREAS, a public hearing was held by the Town Board with respect tb
said application on the'5th day of November, 1981 and recessed to the
24th day of November, 1981, at which time all interested persons were
given an opportunity to be heard, now, therefore, be it
RESOLVED that Enconsultants on behalf of Wunneweta Lagoon Associa-
tion be DENIED permission under the provisions of the Wetland
Ordinance of the Town of Southold to maintenance dredge an irregular
shaped area within the lagoon, place resultant spoil on beach north
of bulkheaded canal as nourishment, at the Lagoon, off .Peconic Bay,
Nassau Point, Cutchogue, New York, for the following reason: The
matter was reviewed by the Southold Town Trustees and they i.ndicated
Concern over salt water intrusion, and the applicant has agreedlt:o-
reduce the dredging operation to 4 feet.. The application is d&ni'ed

without prejudice, in'view of the fact the Town Board dOe~:n0t have
the necessary time to await the presentation of a hydrology study
indicating the effect the dredging will have on the ground water in
the area. '

WHEREAS, Charles DeLuca applied to the Southold Town Boardfor
permi~ under the provisions of the Wetland Ordinance of the Town
of Southold, application dated Sept'ember_28, 1981 (#75), .and
WHEREAS, said application was referred to the Southold Town
Trustees and Southold Town Conservation Advisory Council for
their findings and recommendations., and
WHEREAS, a public hearing-was held by the Town Board with respect
to said application on the 5th day of November, 1981, and recessed
to the 24th day of November.'198I, at Which time all interested
persons were given an opportunity .to be'heard, now, therefore, be it
RESOLVED that Charles DeLuca be GRANTED permission under the provisions
of the Wetland Ordinance of the Town of Southold to construct walkway,
ramp and floats at his property located at the east side of Wells
Road. on Richmond Creek, Peconic, New York, ~ the width
the catwalk not exceed 4 feet, and the.--width of the dock not exceed
4 feet.

nor shall any work be undertaken on such improvements, until the
County Superintendent approves the plans, specifications and estimates
for such construction. This agreement shall take effect when it is
approved by the Counzy Superintendent of Highways.

that.
COUNCILMAN NICKLES: Since the Town has adopted, by mandate really,
from HUD Federal Government, a Flood Ordinance, this adminstration,
the National Flood ~dministration, issued maps and since they've been
issued to Southold 'Town we have been reviewing them in conjunction
with engSneer Larry Tuthill and for the past year we've been sending
him down to Washington to try and straighten out some of the discrepanci~
that we feel exist on this map relative to the designations of the
various flood zones. '~ir. Tuthill was fairly successful in alleviating
some of the problems and correcting some of the d±screpancies but
recently the National Flood Administration has decided they overlooked
one of the criteria in arriving at flood plain elevations and that
had to do with wave heights and I~m not about to explain what it means
but basically they've raised the elevations in certain of our flood
plain areas based on wave height. In other words, they have a formula
that determines the height of the wave that can be sustained at a
certain depth of water'over land and we're not satisfied with some
of those findings that they have and Larry has come up with something
where he met a gentleman from the Coastal and Offshoye Corporation,
~. Dalrimple and Larry suggested we~hire this person and pay his
expenses To speak on behalf of the Town, at the next meeting of the
NatiOnal Flood Administration which wil~'occur in Stony Brook on the
16th.

and/or condemnation of a certain piece or parcel of land situate on
the north side Sound Avenue near its intersection with the west side
of Love Lane, in Mattituck, in the Town, as the site of a public
parking field, said piece or parcel of land being more particularly
described by metes and boUnds, as follows: BEGINNING at a point on
the northerly side of Sound Avenue distance the following two (2)
courses from the corner formed by the intersection of the northerly_

the financing thereof, is $87,000.00~ and the said amount is hereby
appropriated therefor. Serial bOnds of the Town in the principal
amount of $87,000.00 are hereby authorized to be issued pursuant to'
the provisions of the Local Finance Law~ constituting Chapter 33-a~ ~
of the Consolidated Laws of the State of New York (the~ "Law")~ to
finance said appropriation. The plan of financing includes the
issuance of said serial bonds to finance.said appropriation and the
levy and collection of taxes upon all the taxable real property in
the Town to pay the principal o£ and interest on said bonds as the
same shall become due and payable.
Section 2. The Town is hereby authorized to construct a
public parking field on the site hereinabove described and
referred to in Section 1 hereof; including sidewalks, curbs,
gutters, drainage, landscaping, grading or improving rights of
way or improvements in c~nnection therewith~ The estimated
maximum cost of said specific object .or purpose, including '
preliminary costs and costs incidental'thereto and the financing
thereof, is $8,000.00 and. the said amount"is hereby appropriated
therefor. Serial bonds of the TOwn in the.principal amount of
$8,000.00 are hereby authorized to be issued pursuant to the
provisions of the Law to finance siid appropriation. The plan
of financing includes the issuance of said '~eri~t bonds to finance
said appropriation and the levy and collection o~ taxes up'on all
the taxable real property in the Town to pay the principaI of and
interest on said bonds as the same shall become due an~ payable
and at the same time as other Town charges.
Section 3. The following additional matter hereby
determined and declared:
(a) The estimated tOtal cost of acquiring s~'~land and
construction said parking field, including preliminary costs of
surveys, maps, plans, estimates an~ hearings and costs incidental ~-~
theret~ and the financing thereof, is $95,000.00.
(b) The period of probable usefulness of acquiring said' land,
being the specific object or purpose for which said $87,000.00
serial bonds authorized pursuant to this resolution are to.fbe issued,
within the limitations of Section ll.00 a. 21 of~the Law, is thirty
(30) years; and the period of probable usefulnessl:~f c6~structing
said parking field, being the specific object or:~rpo~e for Which
Said $8,000.00 serial bonds authorized pursuant t~'this resolution
are to be issued, within the limitations of Section ll. OOa. 20 of
the Law, is ten (10) years.
(c) The maturity of the serial bonds authorized p~rsuant to
this resolution will not exc. eed five (5) years.
(d) Current funds are not required to be provided prior to
the issuance of the serial bonds authorized pursuant to this~resolution,
or of any bond anticipation notes issued in anticipation of the sale
of said bonds, pursuant to the provisions of Section 107.00 d[ 4 of
the Law.
Section 4. Each of the serial bonds authorized pUrsuant to
this resolution, and each. bond anticipation note issued in anticipation
of the sale of said bonds, shall contain the recital of v~lidity
prescribed by ~52.00 of the Law and said bonds and any notes issued
in anticipation of the sale of said bonds, shall be genera!~obligations
of the Town, payable as to both principal and interest by a general
tax upon all the taxable, real property within the Town, without
limitation of rate or amount. The faith and credit of the Town are
hereby irrevocably pledged to the punctual payment of the principal.
of and interest on said bonds and provision shall be made annually
in the budget of the Town by appropriation for (a) the amortization
and redemption o.f the bonds t0 mature in such year and (b) the payment i
of interest to be due and payable in such year.
Section 5. Subject to the provisions of this resolution and
of the Law, and pursuant to the provisions of ~30.00 relative to the
authorization of the issuance of bond~anticipation notes and of $50.OO
and ~$56.00 to 60.00 of the Law, the powers and duties of the Board
relative to authorizing bond anticipation notes and prescribing the
' te~ns~-~%m and contents and as to the sale and issuance Of the-
bonds and of any no, es issued in anticipation of the sale of said
bonds, or the renewals thereof, are hereby delegaied to the Super-
~iscal officer of the Town.

Section 6. The vati~ity ~f~he ~bonds authorized pursuant to
this resolution, and of any ~$~i~&d~,'~n anticipation of the
sale of said bonds, may be contested only if:
(a) such obligations are authorized for an
object or purpose for which the Town is not

(b) the provisions of law which should be
complied with at the date of publication of
such resolution, are not substantially complied
with,
and an action, suit or proceeding contesting such validity,, is
commenced within twenty days after the date of such publication,
or
(c) such obligations are authorized in
violation of the provisions of the con-
stitution.
Section 7. This resolution shall take effect immediately,,

COID~CILMAN MURDOCK: This morning as we discussed with the Matti~uck
Inlet Advisory.Committee, I think the Town shoutd know that the
asphalt tanks down at the ~attituck Inlet are in a State of' disrepair.
The. wind has started blowing the roof off and the Town Board has
requested the Building Department to act to get that situation
remedied. So if anybody starts to hear complaints or starts to
feel in the mood to complain, you could advise anybody that the
Tow~ Board is already looking for ways to resolve the situation.
