The m~-~g~was called to order at 1:30 P.M. with the following present: SupJ~i~0r Klipp; CouncilmmnAlbertwon; Justices Tuthill~ Clark~ Demarest and Edwards; Superintendent of Highways Price~ Town Attorney Terry and Town Clark Booth. Moved by Justice Clark; seconded by Justice Demarest: RESOLVED: That the minutes of the previous meeting be and herebyare duly approved as read. Vote of .Town Board : Ayes-Supervisor Klipp; Justices Tuthill~Clark and Demarest and Councilman Albertson. Moved by Justice Clark; seconded by Justice Demarest: RESOLVED: That the regular monthly meeting of this Board will be held at the office of Supervisor Norman E. Klipp at Greenport~ on Tuesday~ July 10, 19~6~ at 1:30 P.M. Vote of Town Board: Ayes-Supervisor Klipp; Councilman Albertson; Justices Tuthill~ Clark and Demarest. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED: That Supervisor Norman E. Klipp be authorized to enter into a contract with the Village of Greenport for the renewal ~o furnish fire protection to the Greenport East-West Fire Srotection District for a term of five years, beginning July l~ 19~6. Vote of Town Board: AMes-Supervisor Klipp;~ouncilman Albertson; Justices Tuthill~ Clark and Edwards. No- Justice ~emarest. Moved by Justice Edwards; seconded by Justice Demarest: RESOLVED: That the street lighting contract between the Town of South- old and th~ Fishers Island Electric Corporation covering the Fishers Island Lighting District for a period of five (5) years begin~Uing Jaauary l~ 1956 and terminating on December 31, 1960, be and the same is hereby approved by the Town Board. Vote of Town Board: Ayes-Supervisor Klipp; Councilman Albertson; Justices Tuthill, Clark~ Demarest and Clark. Moved by Justice Edwards; seconded by Gmun~ilman Albertson; RESOLVED: That the Southold Town Board approves the action of t~e Commissioners of the Fishers Island Ferry District setting the annual compensation of the manager of the District~ Wilfred C. Sinclair, at ~800.00 per year~ effective as of May 16, 19~6. Vote of Town Board: Ayes-Supervisor Klipp; Councilman Albertson~; Justices Tuthill~ Clark~ Demarest and ~ds. Moved by Justice Tuthill; seconded by Justice Clark: RESOLVED: That Richard Manwaring be and he hereby is appointed Life Guard at the Southold Town Bathing Beach, he to act in such capacity seven days a week from l:O0 P.M. to 6:00 P.M. and be it further RESOLVED: That Richard Manwaring be compensated for such service at the rate of $1.4~ per hour~ and be it further RESOLVED: That compensation for such service be made in Eegular monthly payments~ he to serve at t~Dleasure of the Town Boar~. That Ricard Cowan be and he hereby is appointed assistant Life Guard at the Southold Town Bathing Beach~ he to act in such c~pacity S~turdays~ Sundays and Holidays from l:O0 P.M. to 6:00 P.M. and that he be compensated f~r such service at the rate of $1.2% per hour, and be it further RESOLVED: That compensation for such service be made in regular monthly payments~ he to serve at the pleasure of the Town Board. William Wickham~ Esq. appeared before the Board on behalf of the Mattituck Park District~ for approval of a bond issue to Einance the purchase of the W. R. Gi!ders!eeve property on Peconic Bay in said district. Mr. Wickham filed with the Board a certified copy of the resolution of the Commissioners of the Mmttituck Park District: dated May 29~ 19~6. At a regular meeting of the Town Board of the Town of Southold~ Suffolk County~ New Y~rk~ held at Greenport in said Town~ on the 12th day of June~ 19~6: st 1:30 P.N. Eastern Daylight Saving Time. The meeting was called to order by Supervisor Norman E. Klipp and the roll being called~ tere were present: Supervisor Norman E. Klipp; Councilman A~sM. Albertson; Justices Ralph W. Tuthill: Henry A. Clark~ Louis M. Demarest and E. Perry Edwards. Absent: None. The Followin~ resolution was o~fered by Ralph W. Tuthill~ who moved its adoption: seconded by Councilman Lester M. Albertson: to-wit: BOND RESOLUTION DATED JUNE 12~ 19~6. A RaSDLUTION AUTHORIZING THE ISSUANCE OF $4~000 SERIAL BONDS OF THE TOWN OF SOUTHOLD~ SUFFOLK COUNTY~ ~L-~ YORK: TO PAY A PART OF THE COST OF THE ACQUISITION OF CERTAIN REAL PROPERTY IN AND FOR THE MATTITUCK RARK DISTRICT IN SAID TOWN. WHEREAS: the Noard of Park Commissioners of the Mattituck Park Bistrict in the Town of Southold~ Suffolk County: New York~ duly adopted a resao~ olution on the 2~th day of May: 1956: authorizing the acquisition of cert- ain real property: as therein described~ in'and for said Park District~ at a maximum estimated cost~ including incidental expenses: of $64:000: which resolution requests this Town Board to authorize the issuance of 84~000. serial bonds of ~aid Town to pay a part of said maximum estimated cost; NOW: THEREFORE~ BE IT RESOLVED: by the Town Board of the Town of Southold~ Suffolk County~ New York~ as follows: Section 1. For the specific object or purpose of paying a part of the cost of the acquisition of the real property referred to in the preambles hereof in and for the Mattituck Park District in the Town of So~thold~ Suffolk CoUnSy~ New Y~rk~ there are hereby authorized to be issued $4~:O00'serial bonds of said Town. Section 2o The maximum estimated cost of ~uch splecific object or ~urpose~ including'~incidental expenses~ is $k6~O00~ and the plan for the financing of such maximum estimated cost is as follows: a~By.~the issuance and sale of $45~000 serial bonds of said Town herein authorized; and b) By the expenditure of $1~000 current funds of said Park District to be appropriated thereof. Section 3~ It is hereby determined that the period of probable usefulness of such object or purpose~ pursuant to subdivision 21 of parpgraph a of Section ll.O0 of the Local Finance Law~ is thirty years~ and that ~he maximum maturity of the bonds herein authorized will exceed five years, Section k. The faith and credit of the Town of Southold~ Suffolk County New York~ are hereby irrevocably pledged for the payment of said bonds and the interest thereon. To pay said bonds and the interest thereon~ there shall annually be levied and assessed against the taxable real Property of said Park District~ and collected in the same ma~ner~ at the same time~ and by the s~me officers as the taxes ef said Tow~ ane leVied~ asse~s- ed ~nd collected~ an amount sufficient to pay such principal and interest as the same respectively pecome due and apxable~ but if not paid from such source~ all the ~xaole real property within the Town will be Sub- ject to the levy of ad valorem taxes to pay said bonds and interest there- on without limitation as to rate or amount. ~ection ~. Subject to the provisions of ~h~ Local Finance Law~ the power to authorize the issuance of and to sell bond anticipation notes in anti-~ cipation of the issuance and sale of'the'serial bonds herein authoriZed including renewals~ of such notes~ is hereby delegated to the Supervisor~ the chief fiscal officer. Such notes shall be 'of such terms~ form and contents, and shall be sold in such manner as may be presecribed by said Supervisor~ consistent with the provisions of the Local Finance Law, Section 6. The validity of such bonds may be contested oz2y if: 1.) Such bonds are au-~horized f~ an object or purpose fo~ which the Town of Southold is not authorized t~ expend money~ or 2.) The provisions of law which should be complied wi~h at the date of publication of this resolution are not substantially complied with~ and, an action~ suit or proceeding°contesting such Validity is com- menced ~ithin twe~ty days after the d~te of such public'~tion~ or 3.) Such bonds are authorieed in violation of the provisions of th~ Constitution. ~ection 7- T~is resolution~ which takes effect immedia~ely~ shall be ~ublished i,n full in the Lo'ng Island Traveler-Mattituck Wat8hman~ a news- paper published at Southold~ Town of So~thold~ New York~ and in {he. ~ SuffolR Times~ published at Greenport~ ~own of Oouthold~ New York~ both papers having a general circulation within the Town of aouthold~ together with a notice of the Town Clerk in substantially the form provided in Section 81.00 of the Local Finance Law.
