A regular meeting of the Southold Town Board was held at 3:00 P.M.,
Tuesday, April ll, 1978 at the Town Hall~ Main Road, Southold, New
York. Supervisor Martocchia opened the meeting, with the following
present:

Lt. Mclntire, U.S. coast Guard, presented a Certificate of Appreciation
to Fishers Island Constable Alfred Grebe in recognition of notable
services by assisting greatly in furthering the aims and functions of
the U.S. Coast Guard and enabling them to make a critical decision
when time was of the essence. On March 16, 1978, during a northeast
snow storm the barge Ocean 250 went aground at Watch Hill~ Rhod~
Island., ~hile carrying 250,000 barrels of gasoline. The Coast Guard
called for assistance from people of Fishers Island to transport them
from their Fishers Island C. G. Station to East Point, Fishers Island
to survey the beach to determine there was. no-gasoline on the beach.
On motion of Councilm~n Drum, seconded by Justice Suter~ it was
RESOLVED that the reports for the month of March 197~ from the
Supervisor, Town Clerk, Building Department, Police Department,
Assessors, Dog Wardens, Justice Suter be and hereby are accepted
for filing.

The various committees have had discussions with the Board~ the
beach, police department, street light and road committees to find
out where each committee stands £or the progress of the year 1975.
.~The audit has not been completed at this time.
This evening there will be two hearings on applications for change
of zone: 7:30 P.M., North Fork Manor; 8:00 P.M., Aliano-Krupski.

1. Letter from the Southold Town Fire Chiefs Council asking
for a joint meeting wit hthe Police~ Chief, Highway SRperintendent~ and
Supervisor relative to coordination during snowstorms~ burning per-
mits and disaster pla~. A meeting will .he arranged.--Relative to
the burning permit problem~ Supervisor Martocchia has talked to
people at the air pollution group, Dr. Harris of the Health Depart-
ment. They will get back to him withthe possibility of a solution.

2. Letter from the Suffolk County Department of Emergency
Preparedness relative to the purchase of cots at $9.00 each and
disposal blankets at $~o00 each for use during snowstorms and
emergencies by the various townships and fire departments~ schools
and hospitals. This information will he forwardedto the various
agencies in the town for a tabulation.

6. Request for payment by Greenman-Pedersen, Associates,
P.C. for the e~Eineering, inspection and administration portion of their
work onthe TO~m~Hall addition~
7- Letter fr~m the Long Island Lighting Company stating
they~a~e asking permission of the Public Service Co~iaaion to offer
its '~easonal commercial customers an optional rate, which will hope-
resolve the long-standing dissatisfaction with the current
of their electric bills. The major change is that there
will be any charges rendered in the off-season period when
electric~ service is not being rendered..
8. Letter from the Long Island Lighting Company relative
to the tax adder portion of the composite rental rates as provided
in the agreement between the Town and LILC0 for the rentalof s~reet
lights. It is LiLCO's intent that billing of street lighting service
beginning with April l, 1978 be adjusted to ~eflect .adjustments as
shG~ n 'through the tabulations based on the d~fference between the
taxportion of the rental rate for the current year and that of the
original year of contract (1976.)

to dredge a nav~2tion channel in Little Creek, Town of Southold,

WHEREAS, the County of Suffalk proposes to do said dredging of Little

WTEREAS~ in order to accomplish said dredging, plans, specifications,
agreements and other documents musthe executed on behalf of the

9- This morning the Board met with a representative of
Holzmacher, McLendon~and Murrell~ P.C. Consulting Engineers ~ho
made a presentation of the services they could provide iD. the area
of solid waste management. In two weeks the firm of Sacco and Ahlers
will make a. presentation and pas. sibly after' that the firm of Greenman-
Pedersen.
10. Letter from Mozes~& Pine who has completed the study
.for the Town of East Hampton relative to planning for housing, asking
for an opportunity to meet ~ith the To~m Board to discuss what their
firm has to offer to the Town of Southold. They would be prepared to
submit a preliminary proposal outlin2ng a housing study appropriate to
our needs.
On motion of Justice Suter, seconded by Councilman Drum, it was
RESOLVED that Supervisor Albert M. Martocchia be and he hereby is'
authorized to complete the ~ccessary forms for the Suffolk County
Department of Labor Summer Youth Conservation Corps Project, and
expend $2,500.00 from the Department of Public Works Account~ and
$2,500.00 from the Highway Department Account as the tawns contmi~ted
fnnds to the project.

recommendations of Highway Superintendent Dean, the employees did
a fine job. Of the $5,000. i~vested, about $10,000 of payroll is
provided the Town, for employees that would ordinarily be hired
anyway.)

ll. Receipt of an invitation from the Suffolk County
Community College to join them at an Open House at the Marine Science
Center~ Bayview Road, Southold on Sunday, April ~0, from 2 -~5 PM.
There willbe a guided tour of the facilities, a display of equipment
and a specially prepared experiment for children. A nature walk
al~ng!Peconic Bay is also planned.
12. Receipt of a loiter from the Cooperative Extension~
New York State, Sea Grant Advisory Service informing the Board of a
meeting to be held at the Cooperative Extension building, Riverhead,
on April 19 at l:O0 P.M. at which time they will learn what wo towns
in Massachusetts have done in the development of clam management
programs.
13. Receiot Of a letter from the Eastern Suffolk Board of
Realtors, Inc., Riverhead, asking that the Town of Sout~o~d~Join
them in proclaiming April 16-22 Private Property Week. The following
proclamation was read:.

NOW THEREFORE~ I, Albert M. Martocchia, Supe~¢isor, Town
of Southold~ do hereby proclaim April 16-22 to be Private Property
Week. And I urge my fellow citizens to join with the Eastern S~ffolk
Board ~f Realtors, Inc. and the more than 500,000 Realtors and Realtor-
Aszociates throughout the nation in this observance by taking an active
part in appropriate and significant programs of national and community
betterment during this week and during the coming year.
Mr. John Nickles, Treasurer and Director of the Eastern Suffolk Board
of Realtors, Inc.~ stated the program is national, celebrating the
legacy left to us from the founding fathers, which is the rare privi-
lege of right of orivate property ownership, which is bne of the
freedoms we possess, which many other countries do not'have.
Supervisor Martocchia:
14. Letter from the Suffolk County Department of Transpor-
tation, Aviation Division, stating they have contracted with an airport
consulting firm for the preparation of a Master Plan for the deve~lop-
ment of the S~affolk County Airport. They intend to establish a
Technical Advisory Group which will meet at appropriate points in
the process of review and discuss the work of the Consultant. They
ark that the. Board appoint an appropriate representativ~e to the
Group. The Board has thought of quite a few individuals who are
qualified along this line and will submit a list to the agency and
let them select a representative. If anyone in the audience has
anynames, they should give the names to Supervisor Martocchia within
a week for submission.
On motion of Councilman Drum, seconded by Councilman Homan, it was
RESOLVED that John Wickham be and he hereby is a~thorized to expend
up to $1OOO.OO on behalf of the Town of Southold, to prepare data to
be presented to the Federal Insurance Administration que4tioning the
accuracy of the preliminary flood plain maps.

Supervisor Martocchia:
15. Receiot of a letter from Dorothy W. Faucon, Southold,
concerning the proposed residence for mentally retarded individuals,
which has been discussed at prior Town Board meetings, and two
meetings have been held with State officials, County officials and
rePresentatives of the AHRC. Mrs. Faucon states her position on this
matter as not objecting to such a residence in her neighborhood~
16. Request from Oysterponds Free School District for
the total amount of local and state funds they can expect to receive
for their summer program for the 1978 s~mmer season.--This amount of
money will be allocated shortly after they submit their program.
17. Each year the dry cleaning establishments in Southotd
Town are given an opportunity to s~omit their bids on dry cleaning the
oolice department uniforms. This is not a formal bid~ as ~he cost
is not great enough. The Board has the names of Home Town Cleaners,
Mattituck~ Village Cleaners, Greenport, and Hoppy's~ Greenport.
If anyone in the audience has other names of cleaners inSouthbld Town
to submit~ they should give them to the Supervisor as soon as Rossible.
The present agreement expires the end of this month-.
18. Notification from the Department of the Army.Co~ps
of Engineers upon application of Fran~ Bisk to bulkhead~ dredge~' fill,
ramp and float arrangement at Fordham Canal~ Greenport. Objections
by April 28, 1978.
19. Request from the Greenport-Southold Chamber of Commerce
for f~nds, normally supplied each year~ for brochures. Howe~er,
Supervisor Martocchia was at a joint meeting ~ the Southold Town
Chamber of Commerce organizations and informally hewas asked if
there is money available for the other chambers. There is a $3~000.
fund for the brochures~ put,out by the North For~ Promotion Committee.
They are not responding at this time to the $3,000 request from the
Greenport-Southold Chamber of Commerce, so that the Cutchogue and
Mattituck Chambers of Commerce may make a request of their own.
20. Receipt of a letter from Mary V. Tannenbaum, Coordinator
for the Eastern Long Island Gymnastics Association. Last Year the ~
Town gave $~00 to that organization to purchase gymnastic equipment
to be owned by the Town of Southold and stored in the Ma.ttituck ~
High School. Mrs. Tarm~nbaum has now reimbursed the Town in. the amount
of $62.00, the money which was left over after the purchase of the
equipment.
21. Receipt of a letter from Assemblyman Angelo F. 0razio,
15th District~ inviting the Town Board to participate in a public
hearing being conducted on Friday, April 14, 1978~ by the State
Assembly Real Property Taxation Committee on Mr. Orazio's bill A-2339,
pertaining to the financing of public education by the elimina-tion of
the real property ~x.---TownAttorney Tasker stated he did not-~ad
the bill completely~ but basically a bill to impose cost of public
education on the State and relieve it from the real property tax.
22. Receipt of a questionnaire from the New York State
Department of Environmental Conservation relative to State Environ-
mental Quality Review. The Town has held a public hearing on a oro-
posed local law for environmental quality review~ but no action has
been taken~ due to the fact the County of Suffolk was doing something
similar to it at the time in 1977- The State is now asking the Town
what ha~ been done in our Township on the environmental Guality
review. Each Board member has a copy of the proposed local law and
support~g information for review and action will be taken at the next
meeting.
23. The next item concerns the recreation building the
Townplanned to construct in Peconic for the Senior Citizens and Youth
of $outhold Town. A letter has been received from the. Department of
Housing and Urban Develoom~ntstating that the resolution adopted
by the To~n in November ~9/7 is not acceptable to them regarding the
Year Iii funds. ~he Town Board~ at the time of adopting this reso-
lution~ did not agree with HUD's resolution and chose to draft their
0wn~ HUD is now indicating the Town may lose the $9~000 Year III
funds. However~ Supervisor Martocchia has made contacts with the
Director and Deputy Director of the program, and, a letter is being
sent to HUD today stating that what they ask the Town to do has been
done~ namely~ set aside parcels of la~ud for Multi~leResidence zone.

RESOEVED that Supervisor Albert M. Martocchia he and he hereby
is ~?~thorized to send a letter to the Department of Housing and
Urban Development giving the Town of Southold assurances under the
Housing Assistance Plan that the Town of Southold already has
available ~udeveloped areas zoned for multiple dwelling uses which
would be more than adequate to meet its proportionate share of housing
units un, er ~he Housing A~sistance Plan~ and the To~m of Southold
will not impose any unreasonable impediments to the development of
such housin§.units~ as set forth in the Tovm Board's resolution
adoote~ on NOvember 29, 1977.

2~. Letter from Stirling Eastern Shores Association~
Greenport~ opposing the construction ramp at Inlet Pond area, Eastern
Shores~--~S~pervisor Martocchia stated he approved such construction
of a ~amp as his thin,king at the time of the proposal was that there
have ~een so many~ conditions in the past in the Long Island Sound of
marine problems, and he felt this would aid the Bay Constables to have
faster access to the Long Island So,md.---The letter from the Stirling
Eastern Shores Association was directed to ?io Massetti, Principal
Environmental Analysis~ Department of Public Works~ Suffolk County.

NOW, ~HEREF~ BE IT RESOLVED that Local Law No. 2 - 1978 be
enact~ as follows:
LOCAL LAW NO. 2 - 1978
A Local Law to Amend Chapter 100 (Zoning)
of the Code of the Town of Southold in
Relation to Self-Service Gasoline Service
Stations.
Ii Section lO0-13B of Article I of Chapter 100 of the Code of the Town
of Southold is hereby amended by adding a new paragraph thereto to read
as follows:
PARTIAL SELF-SERVICE GASOLINE SERVICE STATION - A
Gasoline service station primarily for the servicing
of motor vehicles and. the dispensing of gasoline by
means of a qualified attendant controIling an
a~proved console regulating the flow o~ gasoline
into fixed and approved dispensing equipment
thereafter to be operated by the customer at

one (1) set of pumps on one (1) pump island and by
a qualified attendant operating dispensing equipment
at all other pump, islands.
II. Section lO0-70B of Article VII of the Code of the Town of Southold
is hereby amended by renumbering paragraph (5) to paragraph (6), and
by adding a new paragraph ('5), to read as follows:
(~) Partial self-service gasoline service stations~
subject to all of the orovisions of Section 100-70B(4), and the
followin§ additional requirements:~
(a) Each gasoline partial self-service facility
shall have a qualified attendant on duty when~er the
station is ooen for business. It shall be the duty of
the qualifie~ attendant to control and operate both
the console regulating the flow of gasolin~ to the dispensing
equipment therezfter to be operated by the customer at
the self-service pump island and the dispensing equipment
on the otherpump islands.
(b) Gasoline shall at no time De dispensed
without the direct supervision of the qualified attendant.
A control shall be provided which will shut off the ~flow
of gasQline to the dispensing equipment at the self-
service p~mp island whenver the qualified attendant
is absent from the control console for any ~eason what-
ever~ including when he is operating the dispensing
equipment on the other pump islands.
(c) The console regulating the flow of gasoline
to the remote dispensing equipment hereafter operated
by the customer at the self-service pump island sha~l be
situate~ in such a manner as to give the qualified ~tten-
dant controlling said console an unobstructed view of the
operationg of said remote dispensing equipment.
(d) The self-service pump island shall have
controls on all pumps that will permit said p~mps to.operate
only when a dispensing nozzle is removed from its bracket
on the pump and the switch for this pump is manually
operated.
(e) The self-service pump island shall be
protected by an automatic fire protection system in the
form of an approved system of dry powder release which
will act as an autom~ic fire extinguisher.
(f) No customer shall be permitted to.dispense
gasoline unless he shall possess a valid motor vehicle
operator's license.
(g) There shall be no latch-open device on any
self-service dispensing nozzle.
III. This l~cal law shall take effect i~ediately.

RESOLVED that $11~900.00 be and hereby is transferred from Item
4720 Antirecession Account to A1620 Buildings.

(Mrs. Barbara Schriev~ asked what Antirecession Funds are?---
Supervisor Martocchia stated that it is money received based upon
the unemployment rate in our area. A small check than usual was
received recently due to the unemployment rate being reduced for
this area.)
(Supervisor Martocchia stated the reason for putting the ~tirec
funds in the Buildings account is for building sanitation facilities
at the Goose Creek Beach. The sanitation facilities were ~rchased
last year but a building and sewage facilities and water must be
constructed.)
On motion of Justice Suter~ seconded by Councilman Drum, it was
RESOLVED that the resignation of Mary E. Dawson as secretary to
the Southold Town Board be and hereby is accepted, with regrets,
effective May ~, 1978~ and best wishes extended to Miss Dawson in
her future ventures.

25. Letter from the Town of Huntington transmitting a reso-
lution.~adopted hy the Huntington Town Board opposing the proposed law
allowing the StateBoard of Equalization and Assessment to Remove
Town Assessors. This pertaLns to non-elective assessors.
On motion of Councilman Homan, seconded by Justice Suter~ it was
RESOLVED that the Board of Cammissioners of Fishers Island Ferry
District be and hereby are authorized to a~prove the change order
forthe additional expense of $1~615.00 for driving spiles for the
new ferr~:boat ramp at New London, Connecticut.

Phoenix, Arizona offering for sale a parcel of land at Soundview
Avenue, Southold, better known as Hummel's Pond. This parcel is
aoproximately ~ acres of land~ the pond included. The Board briefly
d~scussed this offer today, and will further discuss it later in the
day.
29. The Town Clerk has been instructed to make inquiries
of~General Code Publishers for the cost of reproducing the various
ordinance oamphlets. At the present time the Code is being sold
for$~0.O0 ~nd the cost of new copies exceeds $6~.00. It is possible
the present prices for the various pamphlets is too low also.

RESOLVED that Serge Doyen Jr., Fishers Island, New York, be and here-
by is appointed a member of the Southold Town Zoning Boardof Appeals
effective April 19, 1978 through April 19, 1983.
(Supervisor Martocchia asked if there are any other names to be
considered?---Mr. Pell asked if Supervisor Martocchia or any other
member of the Board let ii be known on Fishers Island that this is
to be an appointment from Fishers Island~ that the position is open
to see if anyone else is interested? Mr. Pell feels that Mr. Doyen
has served several years~ and it is the responsibility of the Town
Board to pick the bestoossible person for the slot.---Supervisor
Martocchia stated they-did not notify fishers Island of the vacancy.
Serge Doyen has been on the Board of Appeals a number of years. He
has served well. Based on where he lives, he has attended a great
number of meetings. When an incumbents turn runs out, and if he
wishes to serve again~.and he has done a reasonably good job~
Supervisor Mar~occhia feels he should be renominated. When he was
originally appointed several years ago~ he fit all the criteriathey
were looking for~ he is an educated person, his input to the Board is
very good. He does not make 1005 of the meetings due to his location
and weather conditions.---Mr. Pell stated that the people of the Town
of Southold had Mr. Demarest serve them~ny years and serve them well,
but yet, when it came to evaluation time they felt something should:
be done and they did it, and Mr. Pell does not feel Dhey should go
on past performances without evaluation.---Supervisor Martocchia
stated to Mr. Poll that it is his opinion he is bringing politic?s
where it doesn't belong, for the reason the people turned down Mr.
Demarest was the way the ballot layed. Mr. Demarest served the Town
very very well and he feels by Mr. Demarest losing, the people were
the losers.---Mr. Homan stated there is a motion on the floor and he
suggests they vote on it. Mr. Drum seconded Mr. Homan's request.

Councilman James Homart moved for the appointment of Mrs. Anna Hataier
for the position of Town Trustee for the balance of the year ~1978
by making the following statement: Mrs. Hataier is well qualified
she has a lot of knowledge of the work of the Town Trustees inasmuch
as she went with her husband, Joseph Hataier~ on all the inspections~
She came with her husband to Councilman~ Homan's office the day after
he was elected, she read all the Trustee minutes~ and he feels she is
well qualified to serve in the position.---Justice Surer seconded
the motion:
RESOLVED that Anna Hataier, Beebe Drive, Cutchogue, New Ygrk~ be and
she hereby is appointed Town Trustee effective May l~ 197~ through
December 31~ 1978.
(Supervisor Martocchia asked if there are any other nominations?---
Councilman Pell stated he would like to discuss the recommendation
made by.Mr. Homart and ask him on what groun&s, other than the ~wo
years she served with her husband in visiting the sites, what else
did he feel she is qualified in?---Councilman Homart stated she
has a very good education.---Mr. Pell said, yes, she soeaks Spanish,
German~ French and Italian. Mr. Pell said he would like to bring
up the name of Robert Hamilton .who has a d~gree from L.I.U. in marine
biology~ which he feels is a very heloful background for being a
Town Trustee. Ronnie Wacker (another-applicant) has seven years
of Attending the board meetings of the Trustees and getting the
feel of the people and feels Mrs. Wacker should be considered. Mr.
Hamilton has a lifetime of scalloping~ clamming, fishing in our
local waters. He is past president of the Baymen's Association,~ he
is on the Board of Trustees of it now~ He is on Sea Grant Advisory
Service to the Shellfish Industry. He feels Mr. Hamilton is far more
qualified than Mrs. Hatair. Furthermore he comes from an area in
Greenport and Greenoort has no Trustees on the Board. Cutchogue has
two right now and Mrs. Hataier will be th~ee. He is going to vote

against Mrs. Hataier~ he has worksheets that he did take time to
compare and offered them to the Board to compare before they vote.
He feels Mr. Hamilton comes out far beyond Mrs. Hataier.--- Super-
visor Martocchia stated he does not dispute that, Mr. Hamilton has
very good credentials .... Mr. Pe!i stated he did not check, as the
Su£folk Times indicated~ to see what party Mr. Hamilton is affiliated
with his town leader as some board members did check with Mr. Guittard
who is town leader for the Conservatives~ which Mrs. Hataier belongs
to. He did not go into that facet of it, he believes it ~ none of
his business. He is definitely submitting the name of Robert Hamilton.
---Supervisor Martocchia briefly reviewed the resumes submitted for
the position of Town Trustee, and read~ com~letely~ the resume Mrs.
Hataier .... Mr. Petl asked how much of Mrs. Hataier's resume pertained
to the position of Towm Trustee?---Supervisor M~rtocchia stated that
knowing the area is very important~ and like many of the jobs~ you
learn as you go along in it. He cited another examole of when A.
Halsey Brown a former Assessor died~ his wife Edna was appointed to
take his place. She did a tremendous job and was one of the better
assessors. Senator Humphrey's wife as appointed to take his oiace.
This appointment is until DecemBer 31, 1978 and someone else may be
nominated and elected in November .... Mr. Pel! again stated he does
not agree with Supervisor Martocchia, it is Board's responsibil~y
to put the best qualified person in to re~resent the people of Southo!d
Town as Trustee or any other appointment. In comparing the seven
resumes~ Mrs. Hataier does not come in number one, Mr. Hamilton does
in his estimation.

the Planning Board for the approval of a subdivision map embracing
a parcel of land containing approximately 15.~ acres known as
"01d Town Park" and located at Main Bayview Road, Sout hold, New
York~ and
WHEREAS the said James Bitses requested that said olat be approved
for development as a cluster development oursuant to the provisions
of Section 100-136 of the Southold Town Code and Section 281 of
the Town Law, and
~qEREAS, the Planning Board has referred said application to this
Board's authorization to permit the development of such lands as a
cluster development,
WHEREAS, this Board upon examining the proposed subdivision and the
character of the lands embraced therein finds that approxim~ely

with such Board bonds or certificates of t~e United S~ates~ of the

Supervisor Martocchia stated he wished to respond to some of the
questions that were asked by the public, and noticed in minutes
of previous meetings when he was on vacation.---Mrs. Gladys
CsaJko had asked about the railroad overpass. He has made contact
with certain officials. About a month and a half ago there was
a fire on the bridge and new safety features have been developed
at the State Building in Hauppauge~ and mailed them on to Albany
for review. As of today~ he received a telephone call from Hauppauge
that they have been in contact with Albany and there is no decision
as yet. As to when the construction will resume, the officials in
Hauppauge do not know.
In the matter of the "S" turns in Laurel at Aldrich Lane~ the bidding
is being let out for May 25th.
There are planned additional signs on the Expressway giving further
direction to the North Fork.---Mr. Charles Hickey broughtup the
question of why there is no sign on Route 27 giving directions to
Southold. There are signs to Peconic, etc.---Supervisor Mar tocchia
and Highway Superintendent Dean stated there is a sign directing
the traveling public to Southold Village at Abram's Garden Center.
---Superintendent Dean will check to see if the sign is still there.

RESOLVED that Supervisor Albert M. Martocchia be and he hereby is
authorized to execute the application to the Federal Government
for federal assistance in the amount of $25,~88 on behalf of the
Fishers Island Development Corporation for the following project:
Fishers Island Sewage Collection, Treatment and Disposal System~
said project consists of studying the Island and existing collection
system in Fort Wright area where untreated sewage is discharged
into Long Island Sound~ designing and constructing appropriate
treatment and disposal facilities.

Mrs. Gladys Csajko stated the Supervisor mermioned Mrs. Brown
succeeding her husband and Mrs. Hataier succeeding her husband~
can the public look for~ard to anytime someone takes anotherof~ice
or dies, their wives will take over?-uSupervisor Martocchia stated
he can't say they are following that pattern~ but feel Mrs. Hataier
is well qualified.---Mrs. Csajko stated Suffolk Life ran the story
a week ago that Mrs. Hataier -would be appointed. How could that be
before the Board voted on it?---The mat{er was discussed~this morn-
ing by the Board.---Mr. Pell said it was discussed only about two
minutes prior to coming into the Board meeting this afternoon ....
Councilman Homan stated that matter was thoroughly discussed at the
last executive session before the Board meeting and he wanted to~ke
the appointment at that meeting. However~ Justice Suter asked
that the appointment he held until this meeting as Supervisor Mar-
tocchia and Councilman Pell were absent from the March 28th meeting.
---Mrs. Marie Johnson stated she would like to compliment the Board
on having upgraded the value of education. It seemed to have played
a big part in their deliberations today. She remembers when she
brought up the matter of education regarding a previous appointment
she was told it wasn't important.
John Nickles asked what is new with the Mill Creek Bridge, when
will it be completed?---Supervisor Martocchia said that Austin
Emory will be calling him tomorrow about the overhead sign, and he
will raise the question of the completion date.

Clerk to the Highway Departmen% be removed from the Highway budget
and added to the General Fund Whole Tovm budget with the exception
o~payment for workmen's compensation as'of January l, 1978.
