Deputy Supervisor Homan: 1. Reported on a meeting he had with Governor's Aides a week ago last Thursday. at Smithtown. The Supervisor's of Suffolk Co~uty were: asked what the Governor could do for them. They all had various ideas. He corrected a statement which was in the newspapers relative to the StatePoliceo Both the Supervisor of Southampton and Deputy Supervisor Homan 2hought it would be very nice if there were a few. more Sitate Police inthe area, and it is no reflection on the local police department. It is simply a matter of where there might happen to be an accident in the evening they could tie up three or four mem- bers eif the South~ld To~,m Police Department at one time, and. i~ ~ould be 'very nice.if such an incident should occur that if the state police were ~vailable far backup it would be a great help. Southampton is complaining also~ but they get them a lot more than Southold. 2. Reported on a meeting held a week ago today with the people from ~he State and County on mentally retarded adults. Members of the Board he~rd the proposed program of the A~C and how they plan to ~o about it. ~here ~ere some local people present at the AHRC, because originally when t,hey for a house in this locality, some of these people 3- Heceipt of a notice from the Department of the Army, Corps of Engineers listing permits they issued for the month of February 1978. In Slouthold Town they only issued one permit in Cutchegue for a ramp and float im the area of Deep Hole Creek, but in Peconic Bay. Also~ it was determined there is another applicant i~ Southold '474 who wantedto construct a rock groin in. Long Island Soun~ but did ne~ he,da permit for that groin. $. Receipt~of the Ri~rhead Town Flood Namage Prevention 0rdima~ which iaon file with the Town Clerk. 5~ No~tice £rom the New York State Cooperative Extension relative to Disaster A~ from Small Business Administration. This has received a great deal of public notice and will be posted on the bulletin boardm. 6. ReceiP~ of a letter from Suffolk County Community College notifying the Board that on April 19th between 7:00 and 9:30 P.M. they Will held a forum on Social. Security. It will cover Medicare ~a~Medicaid~ Eligibility, filing Procedures and Location of Loqal 0ificea. COpies will be £orwarded to the t~o local Senior Citi~zen group.s.. 7. The Board~has been receiving considerable communication relativ-e to solid waste management, both from people proposing to do s~dies and from the DEC. DifferentsteDs will have to be taken at the Disposal Area because of the new regulations~ which no~ one is quite sure whatthey comprise~of, but they are working hard on drawing them up~and trying to help the T~zn~obey them. A letter has been received from Holzmacher, McLendon and Murrell, P.C. proposing their services for engineering studies. The Board will meet with~them to discuss the proposed, project in view of the new State regulations which are being draMn~up. 8, ~Receipt efa letter ~rom Richard J. Cron, E~q. t~king exception to a bond proposed to Centennial Manor Subdivision, Section One. This mat~er has been referred to. the Planning Board. 9- Letter and booklet from'the Suffolk Coumty Department of Emergency Preparedness. The booklet ~Summary for Public Officials - Standards for Civil Prepare6ness~ is supplied as an assistance to the S~pervisor in .emergency planning. lO. Receipt of a letter from Arthur Bergmann, Acting Suffolk County Executive, Chairman, Suffolk COunty Criminal JusticeCoordin- ating Council stating that Justice Martin Suter has been designated as a full voting member representative of the Suffolk County Magistrates Association of the Suffolk County Criminal Justice Coordinating Council, effective immediately. The Beard congratulated Justice Suter on his appointment.. ll. Letter from the NewYork State DepartmenI of Transportation relative to Railroad-Highway Crossing~Program, a contract for which was signed by the Deputy Supervisor following the March l~th meeting. The State indicatesthe contrac~t will be in an April 13th letting to receive bids for the project. 12. Letter from the Greenport Fire Department stating they will be hosting the Southern New York Volunteer Firemen's Aasociation Convention on June 9th and would consider it an honor and privilege to have theToMn Board attend this convention. 13. Copy of a letter sent to Tax Receiver George Mellas by Rowland A. Robbins~ Fishers Island~ stating he feels the~people of Southold Town should do ~omething about the Fishers Islan~ School taxes. Mr. Mellas has replied to this letter informing Mr. Robbins that the matter of schooltaxes onFis.hers Island is strictly up to the people on Fishers I~and. 14. Receipt of a letter from Loretta DiMaggio~ one of the bidders on the old Town Clerk'sbuilding. Mrs. DiMaggio writes in her letter that she withdraws conditionssubmitted as part of her bid; that the bid is unconditional and all situations indicated are withdrawn. The Board is waiting for further information on the historical aspect of the building so when they are received they will know exactly what they can do withthe building and if Mrs. DiMaggio gets it she will know What she has to do with it. 15. Receipt of a letter from Waltsr Teresko~ New SuffoIk~ Road, Cutchogue~ complaining about the dumping of quantities of "Suffolk Life" newspaper. He gives specific instances and locations where numerous copies were dumped. Deputy Supervisor Homan did cai1 the "Suffolk Life" circulation editor and he had also received a copy of the letter and assuredhim that he had looked into the matter and the person in the area in charge of distribution has been replaced and it will.not happen again. 16. Receipt of a letter from To~n Attorney Tasker informing him that the $30,000 bond ~ote for ourchase andinstalla- tion of s~treet light~ has ~ rat~ of ~2% ~o the Bank of New York~ Deputy Supervisor Homan stated that thiscertainly is-evidence of the high credit rating the Town of Southold has to be' able.to sell bonds at such a low rate. 15. Receipt of a letter from Robert A. Villa, Chief, General Engineering, Suffolk County Department of Health Services stating theyha~e, been informed~by the New York State Department of Environ- mental Conservation that the Captain Kidd W~ter Compamy has no state public water, to Section 2 of the Sunset ~ the o.pinion of the C~unty A~torney that to approve any application to calI~ng for a public water connection to ~ly system. Hurley enclosing a copy of a resolution to restore the dredge to operation which w~ll be considered by the Suffolk County Legislature on March 28th. Also included in the letter was background information in in qu~ been ~and 476 support of restoring the dredge Nessequogue to service. (Justice Suter suggested a copy of Leg. Hurley's letter be sent to the Mattituck Chamber of Commerce.) 26. Letter from Long Island Lighting Company stating they will conduct an evening seminar on Emergency Resto~ation Procedures on Thursday, April 20, 1978 at their Hicksville Operations Center, at whichtime they will review the established communications pro- cedures and provide the Town with an insider's view of how. LILCO handles weather emergencies. Perhaps the Supervisor will wish to attend this seminar. On motion of Justice Suter~ seconded hy Councilm_~u Drum, it was RESOLVED that the Southold Fire Department be and hereby are granted permission to use the following Town Roads for staging areas for the marching units for a parade to be held at 6:30 P.M., August 9, 1978, rain date August lO, 1978. Main ~ayview Road, Akerly Pond Road,~ Lower Road and Jockey Creek Drive~ provided the Southo~d Fire Depart- ment provides the proper insurance to hold the Town of South01d harmless. Vote of the Town Board: Ayes: Councilman Drum, Deputy SuperviSor Homan, Justice Doyen, Justice Snter. Absent: Supervisor Martocchia, Councilman Pell. This resolution was declared adopted. Deputy Supervisor Homart: 27. Items 7b and 7c on the agenda~ Cluster-John Simicich and Cluster-Barbara Schriever will be put off until the next meeting when there is a larger Board present. On motion of Justice Doyen, seconded by Councilman Drum, it was ~SOLVED that Justice ~ames H. Rich, Jr. b~ and he hereby is authorized to establish a petty cash fund in t~e amount of $200.00 and a voucher for this~amount be approved by the Board. Vote of the Town Board: Ayes: Councilman. On motion of Co~nci!man Homart, seconded by' Councilman Drum~ it was RESO.L~D that the Cutchogue Fire District be and hereby is granted permission for the exclusive useof the fire district parking area on July 15, 15, 16 for a parade and drill on the 15th of July 1~78~ ~nd on August ~5~ 26, 27 for their ar~uual barbecue to be held on August 26, 197~ provided the Cutchogue Fire District provides the proper insurance to hold the Town of Southold harmless. Deputy Supervisor Homan: 28. Several meetings ago the Highway Department went to bid for roadm oi~ and conflicting bids were received. Consequently, ~ in reviewing the bids and comments made on the bids, and on ad, ice of attorney, it has been recommended that the Board reject the bids and~ebid wi~h more definitive specifications. On motion of CouncilmanDrum, seconded by Justice Suter, it was RESOLVED t~t the Highway Department bids for 500,~000 gallons of Asphalt Road materials be and hereby are rejected in their entirety. On motion of Justice Doyen, seconded by Justice Suter,~ it was RESOLVED that the Superintendent of Highways of the Town of Sguthold be authorized to re-advertise for bids for 500~000 gallons of Asphalt Road materials, more or less as may be needed, for the repkirs of Town highways. Vote of the Town Board: Ayes: Councilman Drum, Deputy Supervisor Homan, Justice Doyen, Justice Suter. Absent: Supervisor Martocchia~ Councilman Pell. This resolution was declared adooted. Deputy Supervisor Homan: 29. The Boardmust approve change orders for the new addition to the Town Hall. Initially when the Board was informed they were to receive the grant there was a very limited time to approve the plans. On review of the plans after they were~accepted and went to bid, making the Town eligihle for the grant, andonconsul~tion with several people to be located in the building, they have made sever~t'~changes. This resolution was declared adbpted~ Deputy Supervisor Homan: 31: Explained that there is a situation on the entrance to Mill Creek, where fishing is soon to begin,.an& there is no T~own equipment in the water at the present time to p~operly.mark the channel, and the channel is of such a nature the stakes must be driven in rather than pumped in~ and the Town does not have such driving, eq, uipment. Justice Suter asked if the Bay Constable's boat is in the water, and Deputy Superviso~ Homan stated the Mako is in. the water. Mr. Ernest Temple~ Southold sta~ed there is a sign on Hobart Road about 200 ft. so~th of Route 25'which says "oolluted area". Mr. Temple askemd the ~e~son four this sign. Mr. ~oman stated it undoubted- ly has been placed there in er~cr~ but he will check it out.---Mr. Temole asked what is meant b~ polluted area, and what is causing the pol!ution~---Deputy Supervisor Homan stated oolluted areas are set aside by the Department of Environmental Con~emvation in Stony Brook. They have s~andards by which they take samples of the bottom and find the environment in the bottom or the bottom is just not up to 479 fortunatein not having many pottu~ed ~areas. The Town does not have prior knowledge of when the DEC is going, t~ open or close polluted --~-- ~ ........ ~ ..... ~+~ ..... As £ar as what causes pollution, Deputy Supervisor Homan stated he cannot answer., sometimes it is just the bottom itself that is polluted, it doesn't mean the water might be polluted. Mrs~ Marie Johnson presented each Board member with a booklet on Suffolk County prepared by the Suffolk County League of Women Voters. Mrs. Gladys Csas~o asked ,~ the Board knows ~hen they will star.t work on the bridge over the railroad again? --- Deputy Supervisor Homan s~.a~ed~he, did not~k~uow:~ Mrs~ Csajko asked if the .Board Mas going to seek the advice or recommendations of the Town Trustees in appointing a Trustee to fill the vacancy, or will it be done strictly by the Town Board? DepUty Supervisor*Homan stated it is a Town. Bo~i decision. He stated he would make the appointment today, but out of respect , Mr. ?ell is in the hospital~ and Supervisor Martocchia isin , he ~oulcl~w~ ~or their retnrn~o Mrs. Csajko complimented Deputy Supervisor Homan on the way he has run the la~.t two.meetings. Mrs. Barbara~Schriever asked when the Highway Committee is going to meet with ~/~. Dean about the drainage on the Schriever property at 0rient.-~-Deputy Supervisor Homan stated it would meet at 9:00 on Monday morning. M~. Charles Hickey asked if there would.be any notification about the Town's feeling about burning leaves?---Deputy Super. visor Homan stated the fire departmentsc~n giwe permits, but in giving permits they must warn you, you m~stobey ~ll existing laws and regulations. The problem lies with the County. The State says that in towns o~ under 20~©00 people they can burn, but the County says you are not going to burn period~ The problem is with the County. So, actually, the fire departments cannot legally~ is~sue permits.--- Justice Suter,. stated the State Po.Lice picked up someone last night ~or burning. Some. one star. ted a fire and it got outo£ hand and.. went to the neighhors, but they put it out without calling the Fire Department~ but they still got asnmmons. Mattituck Fire Department mailed a notice to all taxpayers that they can no longer issue ~ermi~s without approval of the DEC.. Highway:Superintendent Dean s.ta~ed, on the matter of bridge at Mattitucik Inlet, hehad noti£ied the Connty that the abuttment is breakin§ down, and they were going to take care of it last year. ~he To~*~ is not responsible, even though they are getting blamed fo~ it, On motion of Just&ce Suter,. seconded by Justice Doyen, it was RESOLI~D that.there being no further business to come before this Town Bo~rd meeting adjournment be called ai ~:~5 P.M.
