The Southold Town Board met at the office of Supervisor Nor~am
E. Klipp at Gr~ee~nport, on Tuesday, March 22~ 19~5. The meet
ing was called ~o order at 1.30 P.M. with t~e following present:
Supervisor Klipp; Justices Tuthill~ Albertson, ~lark and Demar-
es~, Superintendent of Highways Price and Tow~ Attorney Terry.
The TowmClerk being absent, Justice Albertson was appointed
Acting Town Clerk.
Moved by Justice Clark; seconded by Justice Demarest:
RESOLVED: That the minutes of the meeting of March 8th be and
hereby are duly approved as read.

RESOLVED: That the regular monthly audit meeting of this
Board will be held at the office of Supervisor NormanE. Klipp
at Greenport~ on Tuesday, April 12, 1955, at l:~O P.M.

WHEREAS~ the Town Beard has approved the highways known as
MADISON STREET and WILNARTH AVENUE EXTENSION, now therefore
be it
RESOLVED: That inasmuch as the requi~ed dedication and deeds
for twenty-five (25) foot drainage area having been received~
map of same duly filed and the necessary papers signed, the
Town Bo~rd take over ~nd maintain as PUblic highways~ MADISON
S~REET and WILMARTH AVENUE EXTENSION, situate neath of the
Village of Greenport, in the Town of Southeld, ~o~nty of Suff-
olk, State of New York.

WHEREAS, a resolution was duly adopted by the Town Board on
November 16~ 195g, that no more highways be accepted by the
Board until January l~ 1955, when new highway specifications
will be completed (excepting those highways which Were then u
under consideration and had been given tentative ~pproval)
now therefore be it
RESOLVED: That (excepting as otherwise provided) effective
as of Januaryl, 1955, all persons dedicating real property
to the Town of Southold for highway purposes, shall abide by
the following specifications, adopted by the South~ld Town
Board on March 22, 1955, smperssdes all other highway spec-
ifications.

Superintendent of Highways Price.
HIGHWAY. SPECIFICATIONS.
Town of S'outhold
1. Any person or persons~desi~ing to dedicate real estate to the
Town of Seutholdfor Highway pmrposes must execute ~nd submit
to the Town .Board the following:
a. A duly acknowledged dedication and release.
b. Sroposed consent of. the Town Board.
c. Proposed order of the Superintendent.
d. A survey map of the property.
e. An Attorney's certificate of title and an abstract of
title certified to the Town Beard by an Attorney or a
$2000. title policy issued in the name of the Town of
Southold.
f. Abargain and sale' deed with covenant against gran~or's
acts in the proper form for recording in the County Clerk's
Office, together with the recording fees.
The foregoing six documents shall be fastened t~gether in
· one folder and the dedication and release shall include the
signatures of all fee owners, easementsowmers, mortgages,
and so forth, and the. Attorney's cer~tiffue~e shall certify
~to such.
'~ All proposed highways shall be properly surveyed~ monumented
with concrete monuments on all points,, curves and intersections,
with maps~ show&ng a profile at an appropriate scale~ cross-section
o~f highway~ name of highway~ name of all adjacent owners if any~
drainage rights of way or leaching areas ~ width and length of
highway, scale of map shall not be more than l" to 200'. A~ add-
itional survey map of the property, other than the one in the
~lder shall also be submitted.
2. All highways accepted by. the Town as Town Highways must
be at least 50 feet in width; such width hereinafter known as
the bounds of the highway~
~. All highways .terminating at ~he water shall be a width, of~not
less than lOG' fpr a distance of 100' back from-the mei~ ~high
water: mark. All ~ighways ~on ~ater fromt property must have
the same access ~to the water ~ above requi~ed.
All dead, end highways must have a width of not less than 100'
for a distance of lOO' back from the dead-end to provide for
a turnaround all of which must be free from trees, bushes end
stumps.
6, The name of such'highways may be chosen by the owner er owners
of property dedication such h~ghways h~t the 'name of such high-
ways sha~l be subject to the approval of the Town Beard.
A width of 30' shall be hereinafter known as the highway area
from which all trees, brush~ rocks and stumps shall be thorough-
ly cleared and. all such material shall be removed from the
bounds of the highway.
8. The ~tion k~own as the highway area shall be plowed, disc-
harrowed, rolled and graded to a uniform surface ~o the long-
itudinal grade as shown on the final map.
Wheee the surface is sandy, either naturally, or by virtue of
grading to the elevations established, loam free from all veg-
etable matter shall be used for a depth of six inches below
the finished grade on the road section.
10. Where cuts and fills are necessary in order to bring the highway
tel the proper grade and cross sections, the cut or fill shall meet
the abutting surface 'with a.1 on 2 slope. Where the slope or fill
ex~ends beyond the fifty feet, the necessarY'releases, ~asements
or deeds m~st he, obtained from the property owner or owners.
11. Where necessary, construct storm sewers or leaching basins or
lea~ching areas, and where necessary to prevent undue washouts
in the road area from rain storms, curbs and gutters as approved
by the SUperintendent ef Highways shall be constructed.

15. Before any such highway c~n be maintained by the Town, there
muSt~be and'iexist an assessed valuation of real 'property, in-
eluding both sides of the highwaY~ of not. less than $20,000.00
~ per mile or proPorgioned at ~at rate if Note or '~ess tham a mile.
15. Where it is necessary to have a drainage area beyond the fifty
foot bounds of the highways, Suc~ area must be deeded to the Tow~,
the same ~s the highway W~th all easements thereto.
16. Sidewalks shall be a standard four foot width, four inches
thick except in driveways where they must be not less than
six inches thick. All curbs and gutters to be built to standard
forms as may be directed by the Superintendent of Highways. On
existing TOwn Highways the Town will furnish the necessary
engineering~ grading, fill, sand, gravel and laborS the property
owner or owners to furnish the necessary cement as directed
by the Superintendent of Highways. The amount of sidewalk
c~nstruction throughout the Town ~ill be governed by the budget
app~opriat~on~
17. Whemever in the opinion of the Superintendent of Highways he
feels that for the best interest of the Town, alterations or
modifications should be made to the above specifications,
rules and regulations, such alterations or modifications may
be made on the recommendation of the Superintendent of High-
ways to ~nd with the approval of the Town Board.
These specifications are effective as of January l, 1955.
