Chief Cataldo presented his September report and briefed the Board on several police department matters. 12:25 P.M. 1:45 P.M. 2:00 P.M. The Board recessed for lunch. The Board resumed reviewing the agenda. Mr. Philip Babcock and residents of Fairway Farms and Country Club Estates, Cutchogue met with the Board concerning the dog kennel on Moores Lane owned by Elizabeth Evans and Barbara Haines. The barking from the dogs has become a constant disturbance to the area. Mr. Babcock states that the nature of the area has changed by the construction of several substantial size homes and the kennel is detracting from the neighborhood. There is reference to noise and Mr. Babcock and his attorney Eric Bressler, who was present at ~his meeting, wer advised to speak with the Building Department and Dog Warden relative to a resolution of the problem. 2:45 P.M. The Board continued reviewing the agenda. 3:10 P.M. The Board met with Harold Dombeck and Brij Shrivastava of Holzmacher, McLendon~and Murretl, P.C. concerning their $44,000 fee for the Southold Landfill Applicatmon engmneering services. The Board is concerned about duplication of efforts since the County have been putting in monitoring wells and during private well surveys. Mr. Dombeck said H2M would not duplicate any county work. The question of aerial photos was discussed and Mr. Dombeck said they would probably not be needed ar this time if photos are presently available as of The winter of '79, however, they would need new aerial photos later on in the program. Anything they will no~ need ~o do in the area of aerial photos or wells presently installed by the county will be credited to the Town against the $44,000. fee. 3:25 P.M. The Board continued reviewing the agenda and Off-agenda items. 5:00 P.M. Adjournment. 7:05 P.M. The Board met with Mayor George Hubbard, Greenpor~ Village, who requested repayment of the $40,000 borrowed from the Village in January 1979. The Board had been under the impression this money would be repaid in in-kind services. Mayor Hubbard stated that the Village is in serious financial ~rouble and, as provided in the contract with the Town, they could reques~ payment in cash. Supervisor Pell will review the budget to. see if he can find the money needed. At present the Village is only asking for $20,000. The other $20,000 comes due on January 1, 1981. Assessor's monthly report(September 1980). 8. A meeting that was'held today while the Town Board met to~ay. There was a meezing in Cutchogue in regards to thms weekends ~activities throughout Southold Town~ I wil~ ask Marie. Deputy, Marie, to make the report and tell us about what is going on this weekend. DEPUTY SUPERVISOR JOHNSON: The meeting with the Long Island Tourism people was az the~Beachcomber Motel this mroning and they gave a little report on has gone on in the other weekend festivals which have taken place already and they have come ~o the conclusion tha~ each weekedn has brought anywhere from 30,000 ~o 50~000 people to the area involved in the weekend festival and people were coming from all over. They determined this from chances being sold by groups in the town and they looked at s~ubs of tickets and people are from New Jersey, Pennsylvania, Delaware, all over New England. There have been a few problems. Not enough parking-provided and that sor~ of thing. We are going ~o remind our police and hospital the coming weekden and the fact tha~ we may ha'~e this many people. They are reporting that many areas are planning to continue this kind of fall festival thing as a regular each year snf the~tourism people are predicting on the basis of the kind of program that we have set and the things that have happened in other areas that we will probably have from 25,000 to 30.000 people. This will be spread our over Mattituck, Southold, Greenport and Riverhead. ~ have lots of informazion here about the schedule for each area and some 'other general things about the touris~ bureau if anyone is interested. Thank you. OCTOBER 7, 1980 Great Hooterville Bicycle Race, the awards are going to be given by oen of the gold metal olympic bicycle winners and I'm sorry to say [ don't know the names, and there will also be a CBS sports announcer. I think the regular announcer for the Giants. I am not a sports fan so I'm not the one to give you this information. And we may also have-- George, what's his name? From Star Wars. He'll be here if he possibly can. SUPERVISOR PELL: Thank you, Marie. This could be a big weekend in our community. 9. Report from teh Chief of Police who was in today. His monthly report (September 1980.0 10. Report from the Bay Constable (September 1980). II. PUBLIC NOTICES - COUNCILMAN NICKLES: 1. Notice of Order from the Department of Transportation and filed with the Secretary of State, There are five of them and they pertain to Route 25 in Cutchogue. The first one is an action which establishes a "One Hour" parking restriction on the south side of Route 25 from 9 A.M. to 6 P.M. and is between the center and east dirveway of Wickham's Fruit Farm Stand.--Number 2 - this action establishes a "One Hour" parking restriction on the north side of Route 25 from 9 A.M. to 6 P.M. and is opposite Wickham~s Fruit Farm Stand.--The Third one is an action establishing a "One Hour'.' parking restirction on the north side of Route 25 from 20 ft. more or less west of to 20 feet more or less east of the east driveway of Wickham's Fruit Farm Stand.--Another action establishes a "No Stopping - Except Bus" restriction on the north side of Rou~e 25 for 125 feet west from Depot Lane.--A "No Parking" restriction on the south side of Roui~25 from 20 feet west of to 20 feet east of the east driveway of Wickham's Fruit Farm Stand.--An action which reduces a "No Parking" restriction on~zhe south side of Route 25 to provide for a "One Hour" pa~king restriction. The new ending point will be 20 feet east of the center driveway of Wickham's Fruit Farm Stand. 2. A Deparrment of Environmental Conservation notice of a complete application for non-minor project by Wendy Ehlers to construct a one family house in Mattituck. The response date is the 15th. 3. From the Corps of Engineers and involves an application by the Harbor Lights Association to install a 100 ft. by 100 ft. swimming rope.to outline their swimming area, and you have twenty days from the date of this letter. The date of the letter is September 22nd. Ail three of these notices are on file in the Town Clerk's Office. SUPERVISOR PELL: Thank you. I'd. like To back up a minute if I could to reports. I have a report that I am going to ask.Larry to give that we discussed today about H2M and what they are going ~o do and we questioned some of their feelings. Larry do you want to tell about that a little bit? COUNCILMAN MURDOCK: We had a proposal from H2M Corporation to charge $44,000 for engineering fees associated with capping the disposal area in Cutchogue. We have to close the disposal area by 1985 and the Town Board questioned some of the amounts they were charging for services and questioning the need of some of the services. We~are trying to prevent a duplication. We believe the County Public Health is testing some wells and there was an item~in the proposal to charge us for testing the same wells and there was another item about paying for aerial photographs and the Town already owns aerial photographs of the area. One or two other related items. They are going to go back and refigure their psoposal to us so it will not exceed the $44~000, and should, in fact, come in less than the '$44,000. III. COMMUNICATIONS - SUPERVISOR PELL: 1. The first letter the Town Board received I am going to ask George To colmment on, It was addressed to him. COUNCILMAN SULLIVAN. This is a letter f.rom Tom Grattan who is the President of Southold Little League Association and I advised him that there may possibly be money in our Federal Revenue Sharing funds for purchase of a field to be used by the Little League. It has long been a desire of that particular organization to own a piece of property they don't own as og right now and so this is just a letter indicating their desire that if it is possible for the Town to acquire through Revenue Sharing that this, of course, would he desirable by them. MRS. ANN KNOWLES: What is the field that is there now for? OCTOBER 7, 1980 COUNCILMAN SULLIVAN: It is most generously leased by the presenv owner but it could be sold az any time and they don'v have any place vo play. MRS. KNOWLES: Oh, this doesn't belong to the Town? COUNCILMAN SULLIVAN: No. SUPERVISOR PELL: 2. A letver from a law firm (Catterson & Nolan) requesting information when we receive it from the svave on the Gull Pond area where some people would like to put in stakes and some people would like them not to put in stakes so the Town Board wrote to Albany, through our Town Attorney, to request additional information on this and it has not come in yet and when it does we will reply to the law firm. 3. A meeting called by Mr. Regan, State Comptroller to help prepare the vowns on the new auditing book work that is going to ~e done throughout the state and is a one day meeting in Hauppauge. Somebody from our office will go up vo it. 4. To inform us that the county is considering establishing a new department, Department of Senior Citizen Affairs with a commi,ssioner to work in the activities of the senior citizens: This is a proposal at this time. MR. HENRY LYTLE: We were at a meeting in Riverhead today when the subject came up and it was the general concensus, although we didn't take any formal action at that Point, that we oppose such a department and such a new establishment. It is something else we would have to contend with. SUPERVISOR PELL: Thank you very much for your comment. Were there many people there on this? MR~ WILLIAM GRAHAM: There were representatives from all the east end township senior citizens groups - Southold, Mattituck, Wading River, Riverhead, Shelter Island, Southampton, East HamBvon. SUPERVISOR PELL: May I ask you gentlemen, and I am speaking out of turn without consulting the Board, but what did the Mattituck and what did our senior groups think that were there? Mr. Lytle spoke for his. MR. LYTLE: It was the concensus of vhe meeting, nov for the group. I didn't take any position, but just from everybody talking. There was one gentleman and one lady that presenved this thing as we were going vo have it and some others, especially from the south shore took a great deal of exception to it. We went along with the exception. I believe there is a Title 1880 resolution that is coming up in Hauppauge on October 23rd it it? It's probably in the same direction because it's the same title on senior citizens affairs only it seems that this other thing is going to stretch invo further areas which there is no need to mention now but they are very skeptical abouv it. (Councilman Murdock gave Mr. Lytle a copy of proposed resolution 1880.) SUPERVISOR PELL: Moving on while you review that. 5. Letter on a comment on an appointment to the ninth position on the Robins Island Advisory Board (From Sherley Ballen Ka~z). 6. A seminar being held on Long Island's Barrier Islands. Any- body would like to go to~Lt, I have the information. 7. Regards to a traffic safety light, caution light that used to be on what I am going to call Route 28 now, the new number, on the North Road and Peconic Lane. It was there til they widened the road. When they widened the road the light went out. An area resident up there (Jennie Pupecki) requested the Town Board vo seek and try to get the caution light back. A couple of weeks ago there was a bad accident up there and this lady feels the Town Board should try to get the safety light put back up. On Peconic Lane and the North Road up here. 8. Letter from the North Fork Environmental Council expressing a strong desire vo be included in the Airpark Committee that is working on the firm we jusv engaged, the study for feasibility reporv on the airport in Southold Town, R. Dixon Speas and the Board has taken this and I am sure we will discuss it in detail later. 9. From our county executive's office and living up vo what he said he would do in his campaign, is try to cut government down. He OCTOBER 7, 1980 495 has suggested that the towns deal directly with the state on state aide for youth instead of going through the county. In his report he did say teh county would have a skelton staff to aid the different towns on this. We did discuss this today at Board and tentatively we are going to seek more information on this to seahow it would work and how it would affect our township. I did contact Mr. Jones. Mr. Jones was going to dig out more information about it and get back to us on this. There is a formula in there on if the money that the county could save would be distributed to the towns, if they could cut theri staff down. So we want to see how many youths we have under sixteen years old and how it would a£fect each of the:ten towns and how it would affect your town. Then I will get back to the county exec how we feel about that. 10. A form letter sent out from Dr. Harris~ Department of Helath, asking for the towns to keep him informed inthe water problems in their towns and if they are taking on any additional water lines or water mains or whatever. I did write to him, I am going to say, a month ago asking specific questions in regards to water in our township. About Temik, the canisters, and what we would do with them. When this letter came in I thought it was his reply but I think it was just a form letter because it addressed none of the questions which I asked him. The only reply I did get back was about two days after I sent the letter he received, turn around and Said Dr. Zaki would be handling the questions we asked and the answers would be forthwith and we are still waiting. I am sure they will be here in time but that letter was the one that I had hoped to get. 11. An area thte Town Board is going to move in but we have to go through certain steps. There is an area in Mattituck--Hank do you want to comment on it? You're familiar with it. COUNCILMAN DRUM: We are talking about the Old Main Road which is Route 25 in Mattituck. Many years ago, fifteen or twenty years ago there was a slight turn in the vicinity o~ where is now the bowling alley and Coach Steppe and they, the State, took that turn out and as a result left a very small parcel of land in front of each of the businesses--Morchel, the howling alley, Coach Steppe, Wilsbergs, Mattituck Plumbing and this was given, as is the custom, given to the individual owners, very small parcels. That area is zone B-l, Business and at that time when it became part of the owners property it had no zoning and it remains unzoned at'the present. Unzoned, which is not in accordance with our zoning of course and it is only natural that this become the same zoning that exists there now as B-1. That's adjacent to the new or existing Route 25. Really it's just a matter of something that hasn't been done in-the past but it does require Town Board action. SUPERVISOR PELL: 12. Letter about a detailed freshwater ponds in our township. A proposal to have a study made and evaluate them and see what they are. Total cost would be $124,000, Town cost would be $83,000. The Town Board has instructed me to see what finances is available for this and report back to them. One suggestion that I made today was if the Town Board deeided to go with it they would consider federal Revenue Sharing funds over a two year period. Yet they have instructed me to find out hwat funds are available for this- if any state aide is available. 13. Letter from our accountant to audit the books at the end of the year. (Elaine Kaldor). It will be put on the agenda under resolutions later on. 14. A request for use of the Town van for Boy Scout Troop No. 6 to go on a camping trip up in Baiting Hollow. This is in accordance with what the van was used for all summer long. It has been granted. 15. From Fishers Island Garbage District Refuse District. They have a problem over there and they made a suggestion how to correct it. We will evaulaute it and wait to hear from Mr. Doyen Who is our representative from Fishers Island. I spoke to him today and his is coming up and wanting to review it and study it and perhaps have some recommendation of his own. The problem we are having there is the garbage truck in front of somebody's house for extended time while he goes in for lunch or something and comes out and leaves a great bid puddle in somebody's front door step and they are complaining about it. 16. A request from our Planning Board. This is something I want to comment on if I can. I think they are moving ahead in a very good way on this. They ask for a member of the Town Board to sit and work with them to study the creation of a limited number of two-family housing in Southold Town. A limited number. I understand from talking to them that they are considering some of the big old farm homes, 496 OCTOBER 7, 1980 converting them into a different area if this can be done. This is what they are going to study. 1 know I have one lady come in to see me about this in February. She owns the farm house an~ she said, "I just cannot keep it up but it has been mine, I lived here all my life, my husband passed away, I don'z want to see it go down the.drain. If I could only fix it up and rent half of it out I-could live here and it W~Uld help me pay the taxes on it and he~t it~" Under our present law this cannot be done, of course~ So Mr,; Raynor h~s asked, and ! will assign George Sullivan to work with them on this~ 17. Again from the Planning Board, to develop a plan for primary and secondary highways within the Townsh~p~ I will appoint Councilman Nickles to work with them on this proposed road System. 18. Last but now least, item number 18, on this communications list, another request that they had put forth~ They would like to study a program whereby the township would perhaps buy back or take tax abatement agreements on town wetlands~ They would like to lock in to and study this problem area. ~ have assigned Councilman Murdock to work with them on this. IV. HEARINGS & DECISIONS SUPERVISOR PELL: Two weeks agowe held a hearing on a case of applica- tion of John J. Meisner for a change o£.zone ~ to "B-1~ in Cutchogue~ The hearing was held and now we are ready to move on it~ 1. Moved by Councilman Murdock, seconded by Councilman Drum; WHEREAS, John J. Meisner, by application dated June 30, 1980, petitioned the Town Board of the Town of Southold for a change of zone on certain property situated at Cutchogue, New York, from "'A" Reside~tia! and Agricultural District to "B-1, General Business District, and WHEREAS, the said petition was referred to the Southold Town Planning Board and the Suffolk County Department of Planning for official recommendations and reports, and WHEREAS, the Town Board, purusant to due notice, held a public hearing thereon on the 23rd day of September, 1980 az 8:15 P.Mi~ at which time ali interested persons were given an opportunity to be heard, NOW:, THEREFORE, BE 1T RESOLVED that John J~ Meisner be and he hereb~ is granted a change of zone UA" Residential and Agricultural District to "B-i" General Business Distric~ on certain real proper~y situated at Cutchogue, New York and more particularly bounded and described as follows: BEGINNING at a point Located at the following three (3) courses and distances from the.intersection of the westerly side of Cox~x Lane with the northerly line of Main Stat~ Road:. RESOLUTIONS 1.On motion of Councilman Sullivan, seconded by Councilman Nickles, it was RESOLVED that the Town Board of the Town of Southold accepts the proposal of Briarcliff Sprinkler Systems, Inc. for winterizing the sprinkler system and spring hookup of the sprinkler system at the Southold Town Hall at a cost of $55.00 for each procedure. Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pelt. This resolution was declared duly adopted. SUPERVISOR PELL: Number 2 we crossed off the agenda tonight. It can be handled through the Building Department. We dot need it on the agenda. Number 3 is a request from Comsewogue School Distric,t to visit Laurel Lake. The Board did discuss this today at great length and does anybody have a resolution on this? 3. On motion of Supervisor Pell, seconded by Councilman Murdock, it was RESOLVED that the Gifted and Talented Program in the Comsewogue SchooI District, Port Jefferson, New York, be and hereby are granted permission to conduct field studies at Laurel Lake, Laurel on October 20, 1980 and October 28, 1980 from 9:00 A.M. until 12:00 P.M. each OCTOHE 7, 497 day PROVIDED that School District obtains insurance coverage in the amount o£ $1,000,000,.00 to hold the Town of Southold harmless. Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman DRum, Supervisor Pell. This resolution was declared duly adopted. SUPERVISOR PELL: For information sake to understand why the Town is doing this, the Town has officially closed Laurel Lake. We own 200 feet up there on the water, this lake. I~ has Been officially closed to Town residents. We do not have liefguards there like we do on the other beaches. Some years ago a person did drown in the lake there. We do not want to deprive the classes from going there and doing a study but yet we want to make sure we are well protected so the Town is not liable for additional losses. 4. Moved by Councilman Murodck, seconded by Councilman Sullivan, WHEREAS, Sacred Heart R.C. Church, Cutchogue, New York has applied to the Town Clerk for a Bingo License, and WHEREAS, the Town Board has examined the application and after investigation, duly made findings and determinations as required by law, NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby is authorized and directed to execute on behalf of the Town Board of the Town of Southold the findings and determinations as required by law, and it is further RESOLVED that the Town Clerk be and she hereby is directed to issue a Bingo License to Sacred Heart R.C. Church, Cutchogue, New York. Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. 5. On motion of Councilman Nickles, seconded by Councilman Sullivan, it was RESOLVED that pursuant to Article 8 of the Environmental Conservation Law State Environmental Quality Review and 6NYCRR Part 617, Section 617.10 and Chapter 44 of the Code of the Town of Southold, notice is hereby given that the Southold Town Board, as lead agency for the action described below, has determined that the project will not have a significant effect on the environment. DESCRIPTION OF ACTION Application of James H. Rambo, Inc. for Joseph & Janet Gold for a wetland permit. Permission is requested to construct a dock, catwalk, ramp, and float at the north side of Haywater's Road at Haywaters Cove, Cutchogue, New York. The proposal has been determined not to have a significant effect on the environment for the following reasons: An environmental assessment has been submitted which-indicated that no significant adverse effects ~o the environment are liekly to occur should the project be implemented as planned. Because there has been ao response in the allotted time from the New York State Department of Environmental Conservation it is assu~ed that there is not objection nor comments by that agency. Vote of the TOwn Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. On motion of Councilman Murdock, seconded by Councilman Drum, it was RESOLVED that pursuant to Article 8 of the Environmental Conservation Law State Environmental Quality Review and 6NYCRR Part 617, Section 617.10 and Chapter 44 of the Code of the Town of Southold, notice is hereby given that the Southold; Dwn Board, as lead agency for the action described below, has determined that the project will not have a significant effect on the environment. DESCRIPTION OF ACTION Application of Henry Pierce for a wetland permit. Permission is requested to construct a walkway, ramp and floats at the east side of Wells Road on Richmond Creek, Peconic, New York. The project has been determined not to have a significant effect on the environment for the following reasons: An environmental assessment has been submitted which indicated that no significant adverse effects to the environment are liekly to occur should the proposal be implemented as planned. Because there has been no response in the allotted time from the New York State Department of Environmental Conservation it is assumed that there is no objection nor commen~s by that agency. OCTOBER 7, 1980 On motion of Councilman Drum, seconded by Councilman Murdock, it was RESOLVED that the Southold Town Board declares itself lead agency in regard to the State Environmental Quality Review Act in the ma~ter of the application of Enconsultants for Zahra Benz for a wetland permit on certain property located at the south side of Westview Drive on Mattituck Creek, Mattituck, NewYork. SUPERVISOR PELL: Number 9 we took care of in the audit of bills. WE do no~ need it there, we put it in with all the bills. It is the final bill for the building on Peconic Lane. The architect's fees. Number 10 is the appointment to the Robins Island Advisory Committee. The ninth member. 10.On motion of Councilman Nickles, seconded by Councilman Drum, it was RESOLVED that the Town Board of the Town of Southold hereby appoints Richard Grathwohl as the ninth member of the Robins Island Advisory Committee. To authorize me to sign a loan agreement for a soda machine to be put up in the Peconic Lane building. _It will be a Pepsi Cola machine. The cos~ to The Town will be the cost o£ electricity to run it. Is that correct, Marie? DEPUTY SUPERVISOR JOHNSON: And the soda that goes in it. SUPERVISOR PELL: And the soda that goes in it. They are loaning the Town the machine at no cos~. COUNCILMAN NICKLES: Are we selling the soda? SUPERVISOR PELL: Yes, we sell it. I will offer that in resolUtion form~ 11. On motion of Supervisor Pell, seconded by Councilman Murdock, it was RESOLVED that the Town Board of the Town of Southold enter into an agreement with Meadowbrook Distributing Corp. for the installation of a soft drink vending machine at the Senior Citizen/Youth Center in Peconic. Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. 12. On motion of Councilman Nickles, seconded by Councilman Sullivan, it was ~ RESOLVED that the Town Board of the Town of Southold engage the services of Elaine F. Kaldor, Certified Public Accountant, to audit the books and records of the Town of Southold for the year ended December 31, 1980, at a fee of $2,400.00 Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. On motion of Councilman Sullivan, seconded by Councilman Nickles, it was RESOLVED that Linda Kowalski, Secretary to the Board of Appeals be and she hereby is granted her third step salary increase in the amount of $500.00 effective July 1, 1980. OCTO ,R 7, 1 80 '99 SUBERVISOR PELL: Let me explain on that one and the next one to come. These people were due this step upon recommendation of their department head. They were due it in July and I did not pick it up until making the budget when I reviewed everybody's pay in the budget. This is why we make it retroactive to July when it was due both of them. 14.On motion of Councilman Murdock, seconded by Councilman Drum, it was RESOLVED that Curtis W. Horton, Building Inspector, be and he hereby is granted his third salary step increase in the amount[of $500.00 effective July 1, 1980. This resolution was declared duly adopted. 15.On motion of Councilman Drum, seconded by Supervisor Bell, it was RESOLVED that the Town Board of the Town of Southold grant permission to the Seni~ Citizens Club, Mattituck Unit, to charter a bus for a trip Zo Montauk Point on November 12, 1980 at a cost to the Town of $133.00, the balance in the MattituckUnit's accounz. SUPERVISOR PELL: Just to let you know that this wipes out all the money they have in their account. The bus trip was, I think, $300.00 they are paying the rest with their own funds. The Town allocated just so much. 16.On motion of Supervisor Bell, seconded by Councilman Drum, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes paymend of the bill of Chas. H. Sells, Inc. in the amount of $1996.38 for engineering services in connection with the renovation of the two libraries for handicapped facilities. Vote of the Town Board: Ayes: Councilman Sullivan, Supervisor Pell. This resolution was declared duly adopted. SUBERVISOR BELL: The last one I have for the Board tonight is a transfer of funds. We have two transfers to make tonight. One from the Fishers Island Ferry District for them. 17. On motion of Councilman Drum, seconded by Supervisor Pell, it was RESOLVED that the amount of $402.11 be transferred from line item property Taxes to line item Social Security in the Fishers Island Ferry District account. SUBERVISOR PELL: Out of those transfers the big one was for, as you can recall, the first part of the year our machinery up in The Disposal Area broke down and we were renting one for quite a few weeks at $1700 per week until we finally got out new payloader in and you will hear a transfer every month to the end ofthe year into that contractual account and it was a $3400 Transfer tonight and next month it will be another sum and next month until the end of the year. We have to keep transferring in that. But we paid out a lot of that money at the first part of the year and now we have to suffer. We did use it up. Any Board member have anything else to bring up? Larry? Hank? John? George? (no response). MRS. ANN KNOWLES; Has anything been done by the Town, by youth groups, by the school, to use the facilities in the Peconic building? SUPERVISOR PELL: The other day the facilities was used by, I am going to say, the Southold Seniors. There were 269 there. They are 500_, OCTOBE 98o using it in the mornings. They have di~£e~e~t 'gr@up~ there, right now, I think there is a --they hired a youth coordinator to work up there, two of them, they are up there right now going through it I believe. Looking around and seeing how they can get going. Yes, it is being used. The Mattituck Seniro Citizen group has not met there yet. I hope they move in in the next few weeks. Yes, it is just starting to be used now. MRS. KNOWLES: I mean by the youth groups. SUPERVISOR PELL: Youth groups, they are up there tonight for the first time getting sez up. COUNCILMAN NICKLES: I think you should point ouT, Bill, that the~:~/ cub scou~s are goint/~o be using it on certain nights. SUPERVISOR PELL: Go~d point. The cub scouts are going to be using it on certain nights, that was approved. Yes, we hope it will be used and we are taking each case as they come in. We watch the days and times. We do not want them to conflict with the purpose the building was built for. Anybody else? MR. HENRY LYTLE: Am I correct in my understanding that the county has engaged engineers for the survey of teh erosion on the Sound beach, GoIdsmith and east areas? SUPERVISOR PELL: I have sent a letter, month, six weeks, two months ago asking them, as soon as they hire a firm to let us know who it is and give us a progress report, what's going on. That was, I am going to say, six weeks ago. Last week I was in Riverhead with the county exec and five east end sups were there and who walks by but Mr. Kammerer. I said, "When are you going to hire someone?" He said, "Oh, we hired them a long time ago. The study is a good part of the way done.' I said, "Send me a progress report, black and white so I can give it to the Town Attorney. He has Albany on his back." And Bob, I'm still waiting for it. And Peter was standing there, Rudy was I there and I was there and he said, "I'll get it out to you right away.", So, yes, they have hired, I was told at that time, it was a firm i Greenman and Pedersen. They are engaged. MR. LYTLE: That's what I heard, but nothing official, just what I was told. SUPERVISOR PELL: I have nothing official either. I have asksd for it several times. When I get it, Bob, you'll get a copy. Anybody else?
