The Board met with Sanford Friemann of Pinewood Landscaping, John Pietrodangelo of First Towne Florist and Harry Jaquillard of Mattituck Garden Shop concerning the legality under the Zoning Ordinance of operations of McGuires Greenhouses, Main Road, Cutchogue. After considerable discussion relative to the stock sold by McGuire!s, it was decided to await the opinion of Town Attorney Tasker,as requested by Building Inspector Hindermann, relative To the interpretation of the Zoning Ordinance concerning greenhouses. 9:00 A.M. the Board met with Building Inspectors Fisher, Hindermann, and Horton to discuss the operations of their office. 9:20 A.M. Chester A. Sussman representing the State Insurance Fund and Mr. Willian Mullen, a retired insurance broker conferred with the Board conoerning Workmens CompensaTion for the Town of Southold. It was pointed out by Mr. Sussman that the Town of Southold has a very good experience rating and receive the maximum discount. At Mr. Mul~ens suggestion, Mr. Sussman will present a safety program To Town employees. It was the final determination of the Board to change the anniversary date on the Workmens Comp- ensation policy to January 1st and institute monthly provisional billing which means 25% down on March 1st and nine 8-1./3 monthly payments, which would give the Town a cash flow advantage. In the past the Town has been making the entire payment on March 1st. 10:05 A.M. Mr. Hugh Freund of Sandsport Data Services, Inc. met with the Board to discuss his bid for computerization of tax rolls and tax records for the Town. Mr. Freund presented his financial statement for study by the Board. Mr. Freund indicated that he has a staff of 20 people working for him and has done and is doing work for other municipalities, banks and the City of New York. However, this would be his first experience with computerization of Tax rolls. The Board advised Mr. Fruend they would make their decision at their regular meeting. 11:05 A.M. - Gail Wickham, representing Richard Mohring, Jr., son of the principle of Highland Estates , spoke to the Board relative to an extension of the bond of Highland Estates for one year. They have a proposal to sectionalize the subdivision off at the northerly lines of Lot 9 and Lot 32 and complete approximately 600 ft. of road- way. It was determined that the Highland Estates bond expired on July 28, 1979, therefore a three year extension would be more in line. Councilman Nickles met with members of the Planning Board, Councilman Sullivan, Town Engineers Davis and Tuthill and Highway Superintendent Dean on November 20th and Highland Estates was discussed au that time. It was ~he opinion of the group that the bond should be extended for three years from the expiration date and raising the amount of the bond from $200,000.00 to $370,000.00 Town Attorney Tasker advised the Board that this matter should be referred back to the Planning Board for their recommendation as only the Planning Board has the power to extend bonds. 11:35 A.M.- The Board discussed the Highway Committee's report concerning other subdivisions with expired bonds--Paradise By The Bay, Soundview Acres At Orient and Syloret Estates. Paradise By The Bya, Soundview Acres At Orient will be referred back to the Planning Board for their reocmmendation of bond extension. Consider- ation will be given to calling the bond on Syloret Estates which expired on February 24, 1979. 11:45 A.M. - Mr. Barry Kirschner, President of Compu-Pressure of New York, Inc. and Mr. Tomaselli fo the same firm addressed The Board, at the request of Councilman Nickles, concerning the lease of a Vita-Stat Automatic Blood-Pressure Computer by the Town of Southold for one year at the sum of $250.00 per month. Councilman Nickles felt such a machine would serve as a public service to the residents of the Town of Southold and be located at the Southold Town Hall. Mr. Kirschner said his firm would provide booklets on the care and treatment of an individual with high blood pressure and record cards for monitoring an individual, s blood pressure. They would also run a seminar rel&~i~e to this subject. They advised that if the Town wished to purchase the machine, the rental price would apply to the purchase price. The Board will study the proposal and make a decision intthe near future. 12:_35 P.M. - Recess for lunch. 2:05 P.M. the agenda. Work session reconvened and the Board began reviewing (It w~s determined that the Robins Island Advisory Committee's final report is due six months from October 9, 1980-(April 9, 1981). A regular meeting of the Southold Town Board was held on Tuesday, December 2, 1980 at the Southold Town Hall, Main Road, Southold, New York. Supervisor Pell opened the meeting at 7:30~P.M. with the Pledge of Allegiance to the Flag. Present: Supervisor William R. Pell III Councilman Henry W. Drum Councilman John J. Doyen On motion of Councilman Drum, seconded by Councilman Murdock, it was RESOLVED that the minutes of the regular meeting of the Southold Town Board held on November 18, 1980 be and hereby are approved. Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. On motion of Councilman NIckles, seconded by Councilman Murdock, it was RESOLVED that the following audited bills be approved for payment: Whole Town General Fund bills in the amount of $16,964.45; Part Town General Fund bills in the amount of $5,785.42; Fishers Island Ferry District bills in the amount of $29,091.56; and Division of Youth bills in the amount of $183.91. Vote of the Town Board: Ayss: Councilman Sullivan, Councilman Murdock, Councilman NIckles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. On motion of Councilman Sullivan, seconded by Councilman Drum, it was RESOLVED that the next regular meeting of the Southold Town Board will be held on Tuesday, December 16, 1980 at 3:00 P.M. at the Southold Town Hall, Main Road, Southold, New York . Vote of the Town Board: Ayes: Councilman Sullivan, Councilman Murdock, Councilman NIckles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. SUPERVISOR PELL: At this time I'd like to break into the agenda. We have some distinguished guests with us tonight. Some honored guests. I was fortunate enough just to have dinner with them and their coaches. Had a very nice time and at this time I'd like to ask Councilman Nickles to address them. COUNCILMAN NICKLES: Thank you, Bill. On behalf of the Supervisor and the Southold Town Board members, I'd like to welcome the Southold Soccer Team, the principal Walter Cain, Mr. DeLong from 456 .DECEMBER a, the school board, Coach Osmer, Coach Maiorana. I don't think it's necessary, but I'll say it, we are all very proud that you fellows went out and had such a successful year and won the state championship for the second year in a row. I would also like to point out that this is the third year that this team has won the League A Champion- ship with a record this year intthe league of 11 wins and one loss. Overall they had 18 wins, four losses and a tie. It's really an outstanding bunch of young men and the Town is certainly very proud of you all. I would loke to note that there are tri-captains this year and introduce them- Dave Palladino, Steve Pawlik, and Henry Santqcroce. Cowch Osmer and his staff have done an excellent job. Many of us on the To~n Board are aware of the summer programs and building that he and his staff have done over the years. It has certainly padi off. I understand, I don't know if it is true, that the coaches recognition of the outstanding season that he had is going To be invited to be the Ail Star Coach. Is that right? COACH DICK OSMER: Yes. COUNCILMAN NICKLES. On behalf of the Board, we congratulate you and at this time I would like To ask the coach to introduce the balance of the team and maybe he might add some of the highlights of the season. COACH OSMER: First of all I would like to thank you gentlemen for having us here. It was great representing the Town of Southold and Southold High School in particular and these fine gentlemen are a credit not only to the school but the Town and their families on the trip to Rochester and whereever we wenT. It was a very successful season and they made it that way and I would like to take this opportunity to introduce the team. Starting with Doug O'Brien who is Rocky by the way, Tom Gallagher, Mike Stankewicz, Henry Santacroce, Bill Grigonis, David Palladino, Billy Boergesson, Joe Conw~y, Jim Conway, John McGonegal, Eric Schlachter, Ed Williams, Eric Osmer, Todd DeLong, Steve Foy, and representing Brazil Eduardo Vieira, Scott Robelen who had an unfortunate--he had a broken leg au the game up in Spencerport, just outside of Rochester in the second half and he'll be coming along, I guess, in a couple of months or so. Henry Stepnoski, Vince Wieczorek, Jim Santacroce, Tom Scalia, Steve Pawlik, Mark Van Bourgondien. Just some add recognition. We had five of our players make Ail League, first team and second team and the first team members are Doug O:'~Brien, Rocky's taking a count, Dave Palladino, Steve Foy, Henry Santacroce and Billy Grigonis. Dave will be honored December 14th au the Colony Hill in Hauppauge when Suffolk County has their banquet. We aldo had other honors, one being intthe Eastern Regional Finals up in Concordia College where we had a real tough game in the finals for the Eastern Region. Dave Palladino was voted the Most Valuable player on the offense and he's not that offensive but David got that award. I might add also that David was the leading county scorer this year with 23 goals which contributed greatly to our success. In the final game we had two of our players that got Most Valuable Player, one on offense which was Steve Foy and the defense stand out for that particular game against Chattaguay which we won, I'm sure you realize 7 to a, was one of our greatest games as far as the score indicated and that was Billy Grigonis, was the outstanding defensive player. COUNCILMAN NICKLES; Thank you~ Coach~ ~ would like ta turn the meeting back over to the Supe.r~isor who ~ould like ~o p~esent a resolution. SUPERVISOR PELL: Thank you, John. I'd like To introduce the following resolution and present ti ~o the District Prin6ipal Walter Cain. Would you come up, Walter, please. It says: WHEREAS, The Southold High School Soccer Team has achieved a high standard of recognition in winning the New York State Class D. Soccer Championship, and WHEREAS, this Championship would not have been achieved without a program of character building, citizenship training, personal fitness, teamwork, sportsmanship, spirit and dedication , and WHEREAS, the Town Board of the Town of Southold wishes to publicly recognize this fine a~complishment, now, therefore, be it RESOLVED that the week of December 7 through December 13, 1980 be and hereby is declared SOUTHOLD SETTLERS SOCCER CHAMPIONSHIP WEEK. Walter, Congratulations. DISTRICT PRINCIPAL CAIN: Congratulations, gentlemen. We'll have this along side of the one we received last year and we invite you all Monday evening to the school to kick off the Soccer Week program for the boys. SUPERVISOR PELL: We have the rest of the Town Board meeting to go through. 1 know, Mr. Cain has another meeting to go to, he spoke to me before about it. If you honored guests would like to stay we would love to have you, if you want to be excused, we can understand. The meeting will last about one hour. We thank you for coming. ( The soccer team departed.) Just for information sake, something I should have said when the boys were here, but in Southold Town last year we had 601 young boys and girls playing in the summer recreation program in soccer. It's a town-wide thing and 180 came from Southold right here. The rest were in Mattituck to Orient Point. I. REPORTS - SUPERVISOR PELL: 1. The first report is the Police report fo~ the month of October (1980). 2. Suffolk County Tax meeting was held. Councilman Drum will report on it. COUNCILMAN DRUM: Very briefly, a meeting was held on November the 20th concerning the Suffolk County Tax Act and there had been a proposal and the proposal contained the creation of a four payment system of collecting real property taxes and a change in the schedule ~or assessing, billing and payment of real property taxes. Now, this came about--the school system at present--their fiscal year commences in 1 July. As a result they must borrow money, as our fiscal year begins-~and the calendar year--begins 1 January, so they must borrow money for six months in order to start their--pay their bills and start their school year and so it had been proposed by a group of educators that we take a look at our present tax collection system. It would mean to the Town, to the Towngovernment, that we would have to probably double our tax collecting force here in our tax collecting office. It would mean an increase of ~Pproximately from $40,000.00 to some $80,000.00 or $85,000.00 We have got to look at this real close. I am not ready to make any recommendations, Mr, Supervisor, at' this time. We have got to look into it a little bit further. 3. The next report is the report for the month (October 1980) from the Trustees. Amount of fees and applications. 4. Report from a meeting I asked CoUncilman Murdock to attend. COUNCILMAN MURDOCK: This is a meeting of the Suffolk County Board of Health held in Hauppauge on NOvember 19th. The reason that we were interested, on the agenda, the notice they sent out, was storage and handling of toxic and hazardous materials and we were hoping that we would have some input or direction in terms of what we'll do with our Temik cartridges when they start becoming filled up. This was not to be. What they were discussing was the new gasoline storage and fuel oil storage, the underground tanks. It's what they call Article 12. Goes into great detail about the types of tanks, the type.of venting that'S required, the penalties involved with allowing an underground tank to leak and discharge gasoline or fuel oil into the ground which may get into our wells. It was an interesting meeting but it wasn't very pertinent ~or the Town of Southold. Thank you. 5. The next report is the Highway Committee report. Councilman Nickles. COUNCILMAN N~CKLES: On november 20th the Highway Committee of Nickles, Sullivan and Dean met with the Planning Board, Chairman Raynor and member Orlowski, also the two Town Engineers Davis and Tuthill. The purpose of this meeting was to review four subdivisions DECEMBER 2, 1980 for which the improvements bonds have expired and recommend to the Town Board whether to extend the bonds or call them. After discussion of each individual case this committee makes the following recommenda- tions: On Highland Estates in Cutchogue we recommended either (1) the bond be extended for one year ro (2) for three years. Three extension be increased $1790,000.00, from $200,000.00 to $370,000.00. Syloret Estates in Cutchogue we are recommending that the bond be put in default and called. The bond is $20,000.00. Paradise By The B~y a subdivision in Southold with a passbook up for improvements of $53,000.00 and no work has been done and no lot has been sold we recommend an increase of the~three year extension of the bond~ Soundview Estates in Orient we recommend a three year extension of the bond in that case also, and in all instances where the bond has been extended we are recommending that inspections be at 4% of the increase. At the Town Board meeting earlier today in discussions withthe Town Board and Town Attorney, this Committee will wr~te back to the Planning Board and point out to them that it's their obligation either to extend or not. The Town Board has made a decision. I think at this point it will probably be pursued further at the next meeting on the one particular subdivision on which we probably will call that bond and put the road out to bid and use the bond to pay for it. Thank you. 6. Report from the Bay Constable, (October 1980). 7. Assessor report (Suffolk County Assessors Association meeting of November 17, 1980.) 8. Preliminary report of the Robins Island Committee.. It was distributed. The Board will review it and make recommendations and comment at the next Town Board meeting to go back to the Committee on its progress. 9. Monthly report from my office, Supervisor's Office. (November 1980) 10. Monthly report from the Highway. (November 1980). 11. Report from Fishers Island Ferry District. (November 1980). These report will all be placed on file in'~the Town Clerk's Office ia anybody cares to review them. t2. Report coming from George Sullivan. COUNCILMAN SULLIVAN: A meeting of the T~.xation and Finance CommitteeL~ was held on November 11, 1980 at 8:00 A.M. in Town Hall. In attend- ance was myself as Chariman, Councilman Murdock, Supervisor Pell and Mr. William Mullen. In reference to the Town Insurance, I have the following recommendations: (1) Medical Insurance: That the Supervisor contact the Associated Hospital Service to request the loss figures for the prior three years and give the Town a possible alternati've program. When the loss figures are obtained, several local companies will be contacted to see if better rates can be obtained; (.2) ~ire Insurance: That the sprinkler system be corrected to meet ISO criteria. Thtat the Supervisor contact the insurance broker when the work begins so that on completion of the alterations, the favorable rate can be immediately obtained. Thsi was recommended by this Committee on July 7th. You will see in one of our resolutions today that we are retain- ing the architect to draw the specifications to go ahead with that sprinkler system correction. (3) Umbrella Policy: That upon renewal the primary limits be dropped to $500,000.00 from $1,000,000.00 if possible, with a view to seeking other companies who may be receptive to this arrangement. This option is being pursued by the Town's agent; (4) Workmen's Compensation Insurance: That the Supervisor contact the State Insurance FUnd to request additional coverage ,under the United State Longshoremen's and Harbor Worker's Compensation Act, as well assecure the aid o£ it's loss prevention unit for instructional purposes. This was recommended by this Committee on -~ July 7th. We found out today, we had a representative from the State Insurance Fund at the Town Board, that the agents or workers ~J of municipalities are exempt ~rom this Longshoremen's and Harbor Workers compensation act, in eclsusion under this police. (5) Public Officials and Liability Insurance: That this coverage be obtained to the extent of $1,000,000.00 A short-term policy be obtained imme~dately To cover the insured to year-end; (6) Personal Injury Insurance: A current premium quote should be obtained to include the Police and other employees of the Town with a possible reduction in total premium cost. In summary, it is impreative that the areas of medical and workmens compensation insurance be pursued by the Supervisor's office and it is the recommendation of this Committee that if the remaining insurance goes To competitive bidding, a local office in Southold Town be maintained. It is my DECEMBER 2, 1980 understanding today that there are several companies that are bidding on the Town insurance. Thank you. SUPERVISOR PELL: This is all through the same agents that we've had. We have contacted--McMann-Price handles the town insurance and he informed us he contacted seven companies. One of them was in the Town Hall today and went all over the Town property to give a price, bid through McMann-Price Agency who is the one that handles the Town's insurance now. 13. Report from Marie, Deputy Supervisor Marie Johnson. DEPUTY SUPERVISOR JOHNSON: I have two or three things to report on. I have been representing the Supervisor on the County Executive's Energy Task Froce and our last meeting was at the State University of New York at Farmingdale and we learned there that the State University at Farmingd~le has been reducing its-fuel use by 28% percent ~as a result of a very serious watching their oil use program and this is going to be put in printed form what they are doing and exactly how they are watching it and I hope to be getting a copy of it and very possibly we could benefit by their experience. I've also been representing the Town on the Inter Agency Council, A Southold organization and our speaker the last time was Mr. Ed Kirbin who is the juvenile officer on the Riverhead Police Force and he has some very interest'lng things to say about the problems they're having with young-people in Riverhead Town and I think a great deal of what he says can be applied to what we are doing here. He brought out one very interesting fac.t and that is::that the statistics usually given for juvenile delinquency, juvenile crime and so forth are based on the west end and people had assumed that because they're all based on the west end we have no problem here on the east end, Actually when the group started looking into this they found that the problem was worse on the east end so we have a lot to do here. My third report is a~out a call we had from the County Trans- portation Department about a program they are sponsoring. I don'T have any details about it but think it's something our senior citizen~ Mill be interested in. It sounds like a kind o£. defensive driving p~ogram that will be' a course given through the end of March and the successful participants in the course will be eligible for a reduction in thei~ liahii~ty insurance. As soon as we get the ~n~o~ation'we~ll' be passed i~ along to the senior citizens. My last ~eport iS the November report from the Winterization Prog~a~ we hate go~ng in Southold Tow~.' To date..w~ have twenty-five applications on which 23 were eligible for funds. Seven of these h~ve been completed, two a~e still in process and four are going to be processed Soon~ Thank Y~u~ SUPERV!50R PELL: 14. ~epoFt from m~sel~ ~ h.~e a couple of things 1 would like to c~'mment on. The £irs~ one is that ~ will be recommending to the Town ~oard some co~rse of action to take on Bridge Lane in Cutchogue~ Mr. Dean and ~ h~ve been' up there several times and looked at this water hole that goes across the road. I will be making recommendations the next time the Town Board meets on how to correct this. Sometimes you h~ve to do things you don~t like to do but sometimes the Town Board will have to move in this direction. The next one is that Mr. Blass, County Legislator will be with us at the nexz Town Board meeting, He will be with us from 2 o'clock to 3 o~clock and then out here at 3 o':clock to address the crowd. His main interest is addressing us on proposed Suffolk County Bottle Bill, one of the main topics he wants to talk about along with the Charge Back System in the county police and he~'s going to come out and discuss it with the Town Board and with the public at that date. T~m a little bit disappointed in a meeting 1 asked Lar~y to attend on w.aste~ W~ th0ugh.~' we were going to h~ve some reports on what tO do with Temik canisters whe~ they,re filled~ Next month some of them~ by ~ule of thumb, should be filled in Southold Town and we ~itl haye to find a place to dispose of them. ~ have written to everybody under the sun and everyb0dy~s passing the buck on it. ~t cannot go in the landfill because it will.go back into the water. The DEC says~ no~ Department of Health says, we're working on it. Union Carbide sayS, we have hired an engineering firm to make a study. But next month Southampton Town, Southold Town and other towns will hate a problem what to do with these things. The East End Supervisors will meet on Thursday of this week. This is one of the things we are going to talk about and I would like to see DECEMBER 2, 1980 come out of this, when we bring it up, some sort of class action suit. Get all the east end towns who are involved and perhaps start a suit against the problem that we have at hand. We seem to get nowhere on this. This will be discussed Thrusday of this week. The last report I have is something that I ha~e in my hand. Southold,Town was given an award by the Southold -Peconic Association. The Town Board was invited. It is a merit award for the year 1980. It is for recognition of this building of the Town Hall and the beauty it adds to our community. So you do have some good nights out when you receive things like this. I was very proud of it and I will send a letter thanking them for this. II. PUBLIC NOTICES - COUNCILMAN NICKLES: 1. The one and only notice tnoight is from the Department of the Army, New York District, Corps of Engineers regarding an appoica- tion of John Jazwa, Route #2~ Box 193A~ So~th01d, NewYork. The location of this work site is No~th Sea Road and the work is to maintenance dredge with beach nourishment~ A more detailed description reads as follows: The applicant proposed to maintenance dredge the intertidal zone in front of his property to remove approximately 300 cubic yards of sand and gravel initially, with future dredging operations to be conducted annually over the life of the permit, 10 years, if is~u.ed~ Thi~ m~teri~l wiill be placed in ~ont of the grassline o~ an existing asnd dune~he~e~'it will be graded to assume a gradual slope to the waterway~ The purpose of this work is to protect the grass line and dune from ~urther erosion. If you wish to respond to this, the response date is December 26, 1980, and the information, including a map of the project, is on file with the Town Clerk's Office where you may pursue it a~ your leisure. Town Board meeting recon~ened at 8:55 COMMUNI.'CA. TIONS - SUPERVISOR PELLi 1. Letter from Cablevision saying they will give credit on the December bills and g~¥~ng zwo t~leph0ne numbers that are supposed to be toll free b~t they are not toll free, there is a message unit charge. The toll numbers are 734-5600 or 477-2500 for area complaints. COUNCILMAN NICKLES: The Supervisor is talking about a letter that we received from the generaI manage of Cable TV in response to the meeting we had on the 18th and one o£ the queszions we asked is why' is it they don't have a toll free number for consumer complaints. In this letter back ~o the Supervisor he indicates that according to the telephone company it is impossible ~o get a toll free number~ in this area, 516 area, but before the meeting I picked up my mail and [ had a letter from one of the local banks and they are in Southold and they have an 800 number you can call seven days a week, twenty-fours a day so I would suggest that we write back to Cablevision general manager and indicate zo him that if the Southold Savings Bank, a local establishment, could get an 800 number, certainly the Cable TV people could get an 800 number, inas much as that is required in the conzract. A senior citizen, Mr. Moyle, volunteering his services to the Town Board, if he can help the town out at all. we do from time to time have people volunteer to help the Town Board out. His letter will be placed on file and if we do have a use for him we will definitely call upon this gentleman. 5. From the Office of the Aging saying preliminary plan to acquire a mini-van, 15 passenger mini-van for use in the senior citizen's program throughout the Town. This will have a wheelchair ramp, has been approved and we can go to bid, but it also said noz to award the bid ter because the county legislature must take one more step in appropriating the funds. We will have a resolution to go to bid later on inthe evening. 6. From a gentleman who has a piece of land up on the North Road ( William Nedoszytko Jr.) adjacent to where the Fanny Behlen Health Center will be. The application is before the Zoning Board of Appeals. He just expresses his displeasure with it. 7. A petition with 275 names on it turned in to the Town Board asking the Town to prepare and pass a local ordinance to prohibit the sale o!nd distribution of any and all pornographic materials in Southold Town, X~Rated movies and the male damcers that have been in our Township. The Town Board did discuss it today and I will seek counsel's advice in reply to it. The $1,000,000.00 price of refurbishing the railroad dock in Greenport has been proposed by the Suffolk County Legislature in the Capital Budget and we would like to offer our support to the Village of Greenport in recommend- inthat the County approve the money and get the money. The Village of Greenport is hoping to start a rehabilitation program by Offering better docking and overnight facilities to fishing boats and fishing fleets. They anticipate there's one fleet that has 37 boats that would like to come in periodically. They anticipate hiring up to 1500 people because of utilizing this dock for off-loading and trans- ferring to trucks and the repacking facilities and fishtng boats and they hope that ti will be the start of a big rehab~itation program for Greenport and I will read the resolution. 17. Prior this month we had received bids f~om several different contractors and Sandsport Data Services was $4,000.00 less than the next lower bidder. There was some apprehension and concern in the Tax Assessors Department and among the Town Board members as to whether these people were so far below the other bidders that they could usccessfully complete and honor their contract with the Town. Consequently, the gentleman was invited to meet with the Town Board and at one point we brought the members of the Tax Assessorts Office in also because they have a little bit more expertise than we do in asking maybe the proper questions to find out whether these people really understood what they're bidding on. I would say this, that there is offer for bids on a one year basis and a three year basis and the recommendation of the people 'in our Assessor,s O~fice is that we accept the bid on a ~hfee year basis, in this cas~ $11,000.00, or less than $4,000.00 for each year. Our present contract is, I believe, in excess of $7,000,00 or $8,000.00 per year. One of the problems that the Tax Assessing Office has is that every time we enter into a new computer service to handle our tax rolls it takes them about a year to find out--get a good working relationship with the Town and I'm in agreement with the Tax Assessors that if we accept this gentleman's bid, that we should accept it for three years so at the endof 1981 we're not going out to bid again and possibly getting somebody else that's going to come with a low bid and they're going to have to go through this whole adjustment process, so I would ask the Town Board once more if they would not reconsider awarding this bid on a three year basis as opposed to a one year basis as recommended by our Tax Assessors unit which is the prople that will work with this outfit. SUPERVISOR PELL: Thank you, John. Councilman Drum wishes to address that same point. COUNCILMAN DRUM: I do not entertain the same confidence that Mr. Nickles does and we discussed this at great lengths. I would like the Sandsport Data Services Inc. to prove themselves. They are a new corporation to us and it is my opinion that a trial basis or a one year contract at this time would be more appropriate and I will offer the resolution that the bid for computerization of tax rolls and tax bills and tax records o£ the Town o3 Southold for the 1981 fiscal year be and hereby is awarded to the lowest bidder Sandsport Data Services Inc. at a total cost og $4,000.00 for one year. COUNCILMAN NICKLES: I would like to make one additional comment in response to my brother Councilman. I share initially some o~ the apprehensions but when I find out that this outfit is working for Barclay Bank, they're working on two projects for the Town of SouthampTon, various school districts across Long Island, and the fact is that if they go into default we don't have to continue on a three, year period, in other w~rds, if they don~t perform in the contract it is possible to discharge them and hire someone else. SUPERVISOR PELL: Only one contract in Southampton right now. Southampton is in the process of awarding the second one. COUNCILMAN NICKLES: That's right. SouthampTon has none business with them for a year or two and they have enough ~confidence in this outfit that they are going to give them a dif£erent job in the future which they have just accepted their bid on that. COUNCILMAN DRUM: I don't-share the same confidence. SUPERVISOR PELL: Any other Councilman wish ~o address the point? COUNCILMAN MURDOCK: I'll second the motion. COUNCILMAN SULLIVAN: Discussion. Just on the point of awarding a low bidder all the time. It doesn't always work and we have here a letter and maybe this was discussed prior to my arriving this morning. We awarded a bid back in August to the lowest bidder and so far he has not complied with any of the paper work to get the job doen. We are talking about three or four months later and the work has not yet begun. Whereby. we had a second bid that was fairly close from a local reputable firm that from ny experience with them, that the work would have been completed ~y now. So it doesn't always pay to accept the low bid. We met this gentleman this morning for a period of 15 minu~es, 20 minutes. He's a one man firm and has only been in business for less than two years ~ and the only basis we had to make a judgement as far as his ability was a financial statement that was partly prepared by one accounting firm and partly by another and we don't have, mn a sense, a cnrrnet one up to date so it doesn't always pay to go with the lowest bidder and sometimes it's better to go with a reputabl- more established firm. So I'm not pleased with the fact that have to accept this but apparently we don't have any choice. COUNCILMAN MURDOC~i~ I'd like to clarify.~ene thing. This Mr. Freund, while he is a one man firm, he owns the firm, he has 20 employees, not that he has nobody working for him. He happens to own his own business and has no partners other than himself. On motion of Councilman Drum, seconded by Councilman Murdock, it was RESOLVED_that the bid £or computerization of tax rolls, tax bills and tax records for the Town o~ Southold for the I98t Fiscal Year be and hereby is,awarded to the lowest bidder Sa~dsport Data Services, Inc. at a total cost of $4,000.00 for one year. SUPERVISOR PELL: One more item I have to bring up before I ask the Town Board. This month we have in Southold Town two people who will reach the age of 100 years old. We have on December 5t~ z Mrs. Christine King. We have prepared a little resolution for her which will be delivered to her on the appropriate time. On December 21st we have a Miss Sarah Riley who will also be 100 years old and so the Town Board will sign and I will deliver on these terrific days for these folks a resolution on behalf o£ the Town Board. Gentlemen of the Board is there anything I left out? Larry? (Nothing) Henry? (Nothing) George? (Nothing) John? COUNCILMAN NICKLES: Today during the working session I invited down a company called Compu-Pressure from the metropolitan area. Some o£ you who have been in the Riverhead Savings Bank might be familiar with what they do. They have a blood pressure machine which is called a Vita-Stat and it looks kind of like a console you sit at and it provides a digital read-out o~ your blood pressure and the Riverhead Savings Bank has had it in their bank some time and running quite a £ew people through it and the reason I brought it down--these folds down to meet with the Town Board we would like to consider offering this to the people of Southold here in the Town Hall. They have the ability, if they are on let's say doctor.'s orders to keep track of their blood pressure. We are not trying to put the doctors out.of business but it would eliminate a visit to your doctor or to the hospital or some clinic to have your blood pressure read. This gives very accurate readings. There isn't any chance of giving a ~aulty reading if ~or some reason someone talks or kicks the machine or'you have your child with you and he is raising the dickens, the machine, rather than give a wrong answer, will give a zero read out. Along with the machine if t'he Town Board considers it, or goes along w~th it, there would be a little card they provide where you can keep track of your blood pressure and if it is necessary you can mail it in to your doctor and as we all know, blood pressure ms, ~ think they c~ll it one of the silent killers, it's very dnagerous. At any~rate, this month the Town Board will be giving this further review and the cost is $250.00 a month to lease the machine and I~m hopeful that the Tow~ Board ~ill see the benefits of it for the people here in our community and see fit to take on the obligation. SUPERVISOR PELL: Thank you. Anybody from the f~oor wish to address the Board? MR. ED SCHWINN, Peconic: Yes, Bill, I'd just like to ask, has the Town done anything ~n the way of decorating the Town for Christmas? Is there anything going to be done, any recommendations been made? SUPERVISOR PELL: You mean the Town Hall property? M~. SCHWINN: No, I mean tha Town. Last year there were an awful lot of comments that it was the~only Town out in this area that didn't have any Christmas decorations az all. SUPERVISOR PELL: In Mattituck the Mattituck Chamber takes care 0£ it. The villages usually do their own. I know the Mattituck Chamber--- MR. SCHWINN: They didn't have anything in Southold Town~ I think htat--Southold H~mlet. And as far as you nothing is going to be done? SUPERVISOR PELL: Nobody approached me about anything. I know I had a Brownie troop call me about doing some tree somewhere the DECEMBER 19so other day, I don'T know, but~a's f2~:AS the villageof Southold7 I know of nothing at this time. MR. SCHWINN: Did you get any letters within the past week because it seems everybody was up in arms, they were all going mo write letters. SUPERVISOR PELL: I don't remember. If they did they came over-- MR. SCHWINN: You know, it is so disappointing, You ride through Mattituck and I think Greenporm has decorations and you ride through Cutchogue who even had a few small little Christmas trees lit up and you ride through here and it was just like, forget Christmas, it's not here. COUNCILMAN DRUM: It has been the village merchants, you know, the business men doing this in all the villages~. MR. SCHWINN: I didn't know how it came about but is it possible if we don't get it this year that the Town could make some sort of recommendation? COUNCILMAN NICKLES: I don't see how the Town can decorate 'Southold hamlet without taking on the obligation of decorating all the hamlets and unfortunately in Southold there was a Southold Businessman,s group, SAM, Southold Merchant's Association, and I guess they've kind of fallen by the wayside, but they used to decorate the village of Southold, prior to that the Rotary Club did it for, I guess, as long as I can remember, 20-25 years and of course one of the objects of the Rotary is to start a program and Turn it over to somebody and it took them 25 years and they never got anybody to take it over and it got to be that the Rotary Club is not as young and vibrant as they used to be and they find it difficult to find volunteers to do the work and I think they tried the fire department and various other things and ultimately they had SAM take it over. SAM, I don't know where SAM went, but SAM's not here and nobody is putting up any decorations. MR. SCHWINN: Okay, fine, that explains it. Thanks very .much. SUPERVISOR PELL: Anybody else wish to address the Board? I hope your concern will get out to--perhaps SAM might come back to life. Once he know it was brought up here maybe people might reju~inate somebody. Marie? DEPUTY SUPERVISOR JOHNSON: I might .say that 10 o'clock tomorrow morning au the Recreation Center we are having representatives of various senior groups to talk about decorating the Recreation Center for Christmas and one of the major reasons~to decorate it for is the youth program, the program they are going to be giving Sunday afternoon the 14th of December at 2 o'clock. This will be a presentation of Dicken's Christmas Carol. There is no charge for admission and everybody is welcome to come and-there will be refreshments served. SUPERVISOR PELL: Anybody else wish to address the Town Board? In closing, I would like to just make one further remark. Again., to Mr. Henry Lytle who is sitting in back of the room, I thank you on behalf of the Town Board for this award you did present to us and we thank you and your association 'very much for it and please express our thanks to them.
